India’s Nuclear Policy: Between Security, Status and Strategic Autonomy

India’s nuclear journey is one of the most complex and consequential stories in the country’s modern strategic history. It cannot be explained simply as the story of a state acquiring nuclear weapons because it felt threatened. Nor can it be understood only as an expression of technological ambition or a quest for international prestige. India’s nuclear policy has evolved at the intersection of national security, strategic autonomy, technological self-reliance, domestic politics, international diplomacy and the country’s long-standing aspiration to be recognised as a major power.
The book Indian Nuclear Policy, written by Harsh V. Pant and Yogesh Joshi and published by Oxford University Press in 2018, offers an important framework for understanding this evolution. Rather than treating India’s nuclearisation as the result of one decisive moment, the authors present it as the culmination of a long historical process that began with India’s ambitious atomic programme after independence and eventually resulted in the 1998 Pokhran nuclear tests.
This historical perspective is particularly important because India’s nuclear policy contains a fundamental paradox. From the earliest years of the republic, India consistently advocated global nuclear disarmament and criticised what it regarded as the discriminatory structure of the international nuclear order. At the same time, India invested heavily in developing the scientific, technological and institutional capabilities necessary to master the nuclear fuel cycle.
This apparent contradiction was not necessarily accidental. It reflected a larger Indian idea of strategic autonomy: the belief that India should possess the technological capability to make independent strategic choices without becoming permanently dependent upon the security guarantees, technologies or political preferences of another major power.
India wanted the benefits of advanced nuclear science, technological self-reliance and energy security. But the international environment increasingly forced New Delhi to confront a more difficult question: could a country surrounded by nuclear-armed or potentially nuclear-armed adversaries remain outside the nuclear-weapons competition indefinitely?
The answer became increasingly complicated after China conducted its first nuclear test in 1964.
The Atomic Dream of a Newly Independent India
India’s nuclear programme began in an atmosphere very different from the Cold War security calculations that would later dominate nuclear strategy.
For the leadership of independent India, atomic science was initially associated not merely with weapons but with modernity, development and national transformation. Jawaharlal Nehru regarded scientific and technological advancement as essential to building a modern state capable of overcoming poverty and colonial-era underdevelopment.
The creation of institutions devoted to atomic research reflected this vision. Nuclear science was connected to electricity generation, industrialisation, scientific education and technological sovereignty.
Yet the destructive power demonstrated at Hiroshima and Nagasaki had already transformed nuclear technology into something much more consequential than an ordinary industrial capability.
India therefore faced a fundamental dilemma from the beginning.
On one side was the promise of the peaceful atom: energy, scientific advancement, technological development and national modernisation. On the other was the emergence of a world in which possession of nuclear weapons increasingly became associated with military power, strategic influence and international status.
India attempted to maintain a distinction between nuclear technology and nuclear weapons.
This distinction became increasingly difficult as the international system developed around nuclear deterrence.
Disarmament and the Nuclear Order
India emerged as one of the strongest advocates of nuclear disarmament.
Indian leaders repeatedly argued that the existence of nuclear weapons posed a danger to humanity and that genuine international security required their eventual elimination.
But India also objected to the structure of the emerging nuclear order.
The Nuclear Non-Proliferation Treaty created a distinction between states that had conducted nuclear explosions before the treaty’s critical date and those that had not. India regarded this arrangement as discriminatory because it effectively recognised a small group of nuclear-weapon states while placing restrictions on others.
This became central to India’s diplomatic position.
New Delhi was not prepared to accept an international system in which some countries were permanently recognised as legitimate nuclear powers while others were expected to remain permanently non-nuclear.
This was more than a technical disagreement about treaty provisions. It reflected India’s broader understanding of sovereignty and equality in international relations.
India’s argument was essentially that global security could not be permanently based on an unequal hierarchy in which a handful of states possessed nuclear weapons while the rest were denied the same strategic options.
The irony was that India’s opposition to this hierarchy eventually contributed to its decision to develop a nuclear weapons capability of its own.
China Changes the Strategic Equation
The Chinese nuclear test of 1964 represented a turning point in Indian strategic thinking.
China’s emergence as a nuclear power fundamentally altered India’s security environment.
For New Delhi, the issue was no longer simply whether India believed nuclear weapons were desirable. The question became whether India could afford to remain outside the nuclear balance while its major regional rival possessed nuclear weapons.
The Sino-Indian conflict of 1962 had already exposed serious weaknesses in India’s conventional military preparedness. The Chinese nuclear test added another dimension to the strategic equation.
India now faced a neighbour with nuclear capabilities and growing military power.
The strategic consequences were profound.
The Indian debate increasingly moved from the philosophical question of whether nuclear weapons were morally acceptable to the practical question of how India should respond to a changing balance of power.
Pakistan subsequently became another important factor.
As Pakistan developed its own nuclear ambitions, the South Asian strategic environment became progressively more complicated. India could no longer assess nuclear strategy solely through the China dimension. A second regional competitor was emerging.
The possibility of a triangular nuclear relationship between India, China and Pakistan introduced a new level of strategic complexity.
The Pokhran-I Test and the Politics of Ambiguity
India’s first nuclear test at Pokhran in 1974 was officially presented as a peaceful nuclear explosion.
Yet the test had enormous strategic consequences.
It demonstrated that India had acquired a significant level of nuclear technological capability. At the same time, India stopped short of openly declaring itself a nuclear-weapon state.
This period can be understood as an era of strategic ambiguity.
India had demonstrated capability without completely embracing nuclear weaponisation.
That position allowed India to continue presenting itself as a supporter of nuclear disarmament while retaining technological options for future strategic decisions.
However, the international response demonstrated the limits of this approach.
The nuclear order increasingly developed mechanisms designed to restrict the spread of nuclear technology. India faced technology-denial regimes and greater international scrutiny.
This strengthened the Indian argument that technological dependence could itself become a strategic vulnerability.
The nuclear question therefore became inseparable from the larger idea of self-reliance.
Nuclear Capability as Strategic Autonomy
Strategic autonomy is perhaps the most useful concept through which India’s nuclear policy can be understood.
For India, strategic autonomy has never simply meant isolation.
It has meant maintaining the freedom to make independent decisions while engaging with multiple centres of global power.
The nuclear programme reflected this philosophy.

This was particularly significant during the Cold War.
India maintained close relations with the Soviet Union in defence and strategic affairs while also preserving its own independent diplomatic identity through the Non-Aligned Movement.
The nuclear programme fitted into this broader tradition of autonomy.
India did not want to become a nuclear extension of another major power.
Nor did it want its security to depend permanently on external guarantees.
The development of indigenous nuclear capabilities therefore represented not merely weapons development but the acquisition of strategic freedom.
Domestic Politics and Leadership
Another important contribution of Pant and Joshi’s analysis is the emphasis on domestic political currents and leadership.
Nuclear policy was never produced by strategic calculations alone.
Political leaders interpreted international developments through their own ideological perspectives, political priorities and assessments of India’s place in the world.
The decision to cross the nuclear threshold in 1998 was therefore embedded in domestic politics as well as external security considerations.
The Bharatiya Janata Party government led by Prime Minister Atal Bihari Vajpayee authorised the Pokhran-II tests in May 1998.
The tests transformed India’s ambiguous nuclear status into an overt nuclear posture.
India announced to the world that it possessed nuclear weapons and intended to retain the capability necessary to protect its national security.
The tests were immediately followed by international condemnation and sanctions.
Yet the strategic consequences were much larger than the immediate diplomatic crisis.
India had fundamentally changed its relationship with the international nuclear system.
1998: From Ambiguity to Declaration
Pokhran-II represented a decisive moment.
India was no longer merely a country with nuclear technology.
It had openly demonstrated a nuclear weapons capability.
The tests therefore served multiple purposes.
They addressed security concerns. They established a credible strategic capability. They demonstrated technological achievement. They reflected domestic political priorities. And they challenged the existing structure of the international nuclear order.
This is why interpreting 1998 purely through the lens of national security is insufficient.
National security was undoubtedly central.
But so too was India’s desire to establish itself as a major power whose strategic interests could not simply be ignored.
India was effectively challenging the hierarchy embedded in the global nuclear system.
The message was not necessarily that India wanted to replicate the Cold War superpowers.
Rather, India sought recognition that its security concerns and strategic interests deserved consideration on their own terms.
Nuclear Weapons and National Status
The relationship between nuclear weapons and international status is complicated.
Nuclear weapons are not merely military instruments. They can also influence how states are perceived.
The permanent members of the United Nations Security Council are also the five states recognised under the NPT as nuclear-weapon states.
This has contributed to the perception that nuclear capability and great-power status are historically interconnected.
India has long sought a greater role in global institutions, including the UN Security Council.
Its growing economic and military weight has strengthened this aspiration.
The nuclear capability became one component of India’s broader claim to strategic recognition.
But it would be inaccurate to suggest that India acquired nuclear weapons simply to gain prestige.
The security environment, particularly China’s nuclear capability and Pakistan’s nuclear programme, provided powerful strategic reasons.
The more convincing interpretation is that security and status reinforced one another.
India sought nuclear capability because it considered strategic vulnerability unacceptable, while simultaneously believing that a major power should possess the ability to make independent strategic choices.
Does Nuclear Deterrence Make India Safer?
The most important question remains whether nuclearisation has actually increased India’s security.
The logic of nuclear deterrence is straightforward but deeply unsettling.
If two adversaries possess nuclear weapons capable of causing catastrophic destruction, the cost of initiating a full-scale war becomes extraordinarily high.
The possibility of retaliation can therefore discourage leaders from escalating a conflict beyond a certain point.
This logic contributed to strategic stability during the Cold War.
A similar argument has been applied to South Asia.
India and Pakistan have experienced wars, military crises and terrorist attacks even after both became overt nuclear powers.
Yet neither country has fought a conventional war on the scale of the 1971 conflict.
This has led some analysts to argue that nuclear weapons have introduced a form of strategic restraint.
However, deterrence does not eliminate conflict.
Instead, it can change the nature of conflict.
States may become more willing to engage in limited conventional operations or indirect forms of confrontation if they believe the adversary will avoid crossing the nuclear threshold.

For South Asia, this remains one of the central strategic dilemmas.
India-Pakistan: The Dangerous Nuclear Equation
The India-Pakistan relationship demonstrates the complexities of nuclear deterrence more clearly than almost any other regional case.
Both countries possess nuclear weapons, ballistic missiles and increasingly sophisticated conventional military capabilities.
Their geographical proximity creates extremely short decision times in a crisis.
This raises the danger of miscalculation.
A conventional military incident, terrorist attack or border confrontation can rapidly become a major strategic crisis.
The presence of nuclear weapons therefore creates an unusual paradox.
They may discourage leaders from pursuing unlimited war, but they also increase the consequences of mistakes.
Communication, crisis management, intelligence accuracy and political control become extraordinarily important.
Nuclear deterrence ultimately depends not merely on weapons but on institutions, command structures, rational decision-making and reliable communication.
China and the Expanding Strategic Challenge
India’s nuclear policy cannot be separated from China.
The China dimension is arguably becoming increasingly important as Beijing modernises its nuclear arsenal, develops advanced missile systems and expands its military capabilities across multiple domains.
India therefore faces a strategic environment in which its nuclear posture must account for more than one adversary.
The China-Pakistan strategic relationship adds another layer.
Chinese defence cooperation with Pakistan has significantly influenced South Asian military balances.
For India, this creates a strategic challenge extending beyond traditional nuclear deterrence.
It involves missiles, space capabilities, cyber warfare, air defence, conventional precision strike, maritime power and emerging technologies.
India’s nuclear policy must therefore exist within a broader national security architecture.
From Nuclear Isolation to Global Integration
One of the most striking aspects of India’s nuclear journey has been the transformation of its international position.
The country that once faced nuclear technology restrictions gradually moved towards deeper integration with the international nuclear system.
The Indo-US civil nuclear agreement represented a major turning point.
India was increasingly treated as a responsible nuclear power despite remaining outside the NPT.
This was an extraordinary diplomatic transformation.
India moved from nuclear isolation towards what Pant and Joshi describe as de facto membership of the global nuclear order.
This transformation demonstrated that international nuclear politics is not static.
Rules can change when geopolitical realities change.
India’s growing economic importance, strategic relevance and diplomatic partnerships helped create space for its integration.
The Civilian Nuclear Dimension
Yet any comprehensive analysis of India’s nuclear policy must go beyond nuclear weapons.
This is one of the important areas where the book can be critiqued.
Nuclear policy encompasses much more than military deterrence.
India’s civilian nuclear programme is connected to energy security, technological development, industrial capacity and long-term economic planning.
For a country with a large population and rising energy demand, nuclear power can contribute to a diversified electricity system.
It also offers the possibility of generating electricity without direct carbon emissions during operation.
However, nuclear energy brings its own challenges.
Safety, radioactive waste management, environmental risks, construction costs, public acceptance and regulatory oversight remain important considerations.
The debate over India’s nuclear future must therefore include both strategic and civilian dimensions.
A country cannot discuss nuclear policy exclusively through the language of missiles and deterrence.
The nuclear sector also represents a major scientific and industrial ecosystem.
Technology and Self-Reliance
India’s nuclear programme also illustrates the relationship between strategic autonomy and technological self-reliance.
Technology denial regimes forced India to develop indigenous capabilities in areas where external access was restricted.
This created both difficulties and opportunities.
India had to develop expertise across the nuclear fuel cycle, including uranium processing, reactor technology, heavy water production and other specialised areas.
The resulting scientific ecosystem contributed to India’s broader technological capabilities.
This experience holds a wider lesson for Indian national security.
Strategic autonomy ultimately depends on technological capacity.
A country cannot remain strategically independent if critical military and civilian technologies are controlled entirely by external suppliers.
This is why nuclear technology has significance beyond nuclear weapons.
It represents the ability of a state to master highly complex technologies under difficult international conditions.
The Responsible Nuclear Power
India’s nuclear identity has also been shaped by its attempt to portray itself as a responsible nuclear power.
India has repeatedly emphasised restraint, credible deterrence and responsible stewardship of nuclear weapons.
The concept of minimum credible deterrence has been central to India’s declared nuclear posture.
The objective is not to build the largest nuclear arsenal in the world.
Instead, the purpose is to maintain sufficient capability to deter nuclear coercion and guarantee retaliatory capability.
This approach distinguishes India’s nuclear strategy from the massive arsenal competition characteristic of the Cold War.
However, the meaning of minimum deterrence can change as technology and threat perceptions evolve.
Advances in missile defence, surveillance, hypersonic systems, precision strike, space technology, cyber capabilities and artificial intelligence may alter strategic calculations.
India must therefore continually assess whether its deterrent remains credible.
Nuclear Command and Control
The credibility of nuclear deterrence depends heavily on command and control.
Nuclear weapons cannot simply exist in storage. Their security, authorisation procedures, communication networks and delivery systems must be protected against accidents, unauthorised use and adversary attacks.
This requires highly sophisticated institutions.
The greater the sophistication of the nuclear arsenal, the greater the importance of reliable command systems.
India’s nuclear policy therefore has an institutional dimension that extends beyond political declarations.
The responsibility ultimately rests with the highest levels of the state.

These technologies could influence nuclear stability in unpredictable ways.
For example, improved surveillance could make it more difficult for nuclear forces to remain hidden.
Cyber attacks could potentially interfere with military communications and information systems.
Artificial intelligence could accelerate decision-making while simultaneously creating new risks if systems produce inaccurate assessments.
The integration of emerging technologies into nuclear command structures therefore requires extraordinary caution.
Speed is not always synonymous with security.

India’s nuclear policy fits naturally into this broader strategy.
New Delhi does not seek to become dependent on a single strategic bloc.
Instead, it seeks sufficient national capability to cooperate with different powers according to its interests.
This is the essence of strategic autonomy.
The Future of India’s Nuclear Policy
India’s nuclear policy is unlikely to remain frozen.
The strategic environment around the country is changing rapidly.
China’s military modernisation, Pakistan’s evolving strategic capabilities, developments in missile technology and the increasing importance of space and cyber domains will influence Indian calculations.
At the same time, India’s economic growth and technological ambitions will create new requirements for civilian nuclear energy.
The country must therefore balance multiple objectives.
It must maintain credible deterrence without entering an unnecessary arms race.
It must strengthen technological capabilities without sacrificing safety.
It must deepen international nuclear cooperation while protecting strategic autonomy.
And it must remain committed to reducing nuclear risks even while maintaining nuclear weapons.
This is an inherently difficult balance.
The Continuing Relevance of Strategic Autonomy
The central lesson of India’s nuclear journey is that strategic autonomy is not a fixed condition.
It must continually be constructed and defended.
India’s nuclear programme demonstrates this clearly.
The country initially sought peaceful nuclear development.
It then confronted the strategic consequences of China’s nuclearisation.
It maintained ambiguity for decades.
It conducted the 1974 nuclear test.
It eventually crossed the nuclear threshold openly in 1998.
It faced international sanctions and diplomatic pressure.
It subsequently negotiated greater integration with the international nuclear system.
Each stage represented an adaptation to changing circumstances.
This is why India’s nuclear history cannot be reduced to a single decision.
It is a continuing process.
Security, Status and Responsibility
India’s nuclear policy ultimately rests on three interconnected pillars: security, status and strategic autonomy.
Security explains the need for credible deterrence.
Status explains part of India’s determination to challenge a discriminatory international order.
Strategic autonomy explains the emphasis on indigenous capability and independent decision-making.
But there is a fourth element that is becoming increasingly important: responsibility.
Possessing nuclear weapons creates obligations.
India must consider the consequences of nuclear escalation not only for itself but for the wider region.
South Asia contains hundreds of millions of people living in close proximity to nuclear-armed states.
A nuclear crisis would have consequences extending far beyond military targets.
Economic systems, civilian populations, infrastructure and the environment could all be affected.
Consequently, nuclear deterrence must be accompanied by nuclear risk reduction.
Responsible nuclear behaviour requires secure arsenals, robust command systems, effective communication mechanisms, crisis-management arrangements and continued engagement with international efforts to reduce nuclear dangers.
Conclusion
India’s nuclear journey is ultimately a story about a country trying to determine its place in an unequal international system.
The conventional narrative presents India’s nuclearisation as a straightforward response to external threats.
But the historical record suggests a much more complicated story.
India’s nuclear policy emerged from the interaction of national security, technological ambition, political leadership, international inequality and the desire for strategic autonomy.
The Chinese nuclear test changed India’s security calculations.
Pakistan’s nuclear ambitions complicated the regional equation.

Strategic autonomy does not necessarily mean standing apart from the international system. It can mean possessing enough national capability and diplomatic flexibility to engage with that system on independent terms.
India’s nuclear policy therefore represents an ongoing balancing act.
The country must protect itself without fuelling unnecessary instability. It must maintain credible deterrence without allowing deterrence to become an excuse for unlimited arms competition. It must pursue technological advancement while maintaining the highest standards of safety and responsibility. And it must continue seeking a greater role in global affairs without abandoning its long-standing commitment to reducing the dangers posed by nuclear weapons.
The central challenge for India in the coming decades will be to ensure that nuclear power remains an instrument of national security and strategic independence rather than a source of uncontrolled strategic competition.
The history described by Pant and Joshi demonstrates that India’s nuclear policy has never been static. It has evolved as India’s understanding of the world has changed.
From the promise of the peaceful atom to the reality of nuclear deterrence, from technological isolation to international integration, and from nuclear ambiguity to declared capability, India’s nuclear journey reflects the country’s transformation itself.
India is no longer simply navigating the nuclear order.
It is increasingly becoming one of the states shaping the strategic environment in which that order operates.
The future of Indian nuclear policy will therefore depend not only on how many weapons the country possesses or how advanced its delivery systems become, but on how wisely India uses its strategic power.
The ultimate objective must remain clear: credible national security, enduring strategic autonomy, technological self-reliance and responsible global engagement—without losing sight of the catastrophic consequences that nuclear conflict could bring.
That is the real challenge of India’s nuclear age.
