INS Sandhayak Makes Maiden Port Call at Port Klang, Malaysia — Boosts India-Malaysia Maritime Ties under Hydrographic Diplomacy Vision

In a major demonstration of India’s strategic maritime outreach and regional hydrographic diplomacy, the Indian Navy’s first indigenously designed and constructed Survey Vessel (Large), INS Sandhayak, has made its maiden overseas port call at Port Klang, Malaysia. The visit, held from 16 to 19 July 2025, underscores India’s rising role in building hydrographic capacity and promoting maritime domain awareness in the Indo-Pacific, under the strategic framework of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions).
Commissioned into the Indian Navy in February 2024, INS Sandhayak marks a significant step in India’s Atmanirbhar Bharat initiative in naval shipbuilding. As the lead ship of the Sandhayak-class, she represents the cutting-edge of Indian naval hydrography — fully equipped for deep-water and coastal surveys, oceanographic data collection, and humanitarian operations. The ship also carries onboard a helicopter and a hospital facility, enabling comprehensive support in disaster relief and search & rescue operations.
Strengthening Hydrographic Diplomacy
The visit to Port Klang comes as part of India’s efforts to strengthen hydrographic cooperation with key maritime nations in Southeast Asia. Under the Indian Naval Hydrographic Department (INHD) and the National Hydrographic Office (NHO), India has been increasingly supporting regional partners in maritime charting, navigational safety, and data-sharing.
During the ship’s stay in Malaysia, several key bilateral engagements took place, including:
- Technical exchanges and knowledge-sharing sessions on survey methods, equipment calibration, and charting systems.
- Formal reception and interaction with the Malaysian Hydrographic fraternity, including a high-level visit by the crew to the National Hydrographic Centre, Malaysia.
- Discussions with the Director General of Hydrography and senior officials on collaborative data gathering techniques, navigational safety, and operational synergy in the Indo-Pacific.
- Awareness sessions and seminars to deepen understanding of MAHASAGAR and its role in shaping the Indo-Pacific maritime architecture.
Building Strategic Trust with Malaysia
This visit forms part of India’s broader effort to enhance maritime domain cooperation with ASEAN countries, particularly Malaysia, with which India shares robust economic, cultural, and strategic ties. The hydrographic exchanges build upon decades of goodwill and reflect India’s willingness to share technological expertise and assist friendly nations in coastal mapping, disaster preparedness, and blue economy facilitation.
INS Sandhayak’s presence is not merely symbolic — it showcases India’s growing self-reliance in complex naval platforms and willingness to act as a net security provider in the region. It also builds on India’s expanding role in hydrographic assistance, having conducted similar cooperative surveys with nations like Sri Lanka, Mauritius, Seychelles, and Maldives in the past.
MAHASAGAR Vision in Action
The ship’s mission also serves as an operational articulation of the MAHASAGAR vision, an Indian-led initiative aiming at promoting peace, stability, and shared growth across oceans through sustained capacity building, humanitarian outreach, and maritime coordination.
The Malaysian leg of INS Sandhayak’s maiden voyage reaffirms India’s strategic commitment to regional maritime cooperation, scientific collaboration, and fostering mutual trust in a rules-based maritime order.

भारतीय नौसेना के स्वदेशी रूप से डिज़ाइन और निर्मित पहले बड़े सर्वेक्षण पोत INS Sandhayak ने मलेशिया के पोर्ट क्लांग में अपनी ऐतिहासिक पहली यात्रा की है। 16 से 19 जुलाई 2025 तक चली यह यात्रा भारत की “हाइड्रोग्राफिक डिप्लोमेसी” और MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) विज़न के तहत क्षेत्रीय समुद्री सहयोग को मजबूत करने का प्रतीक है।
फरवरी 2024 में भारतीय नौसेना में कमीशन किया गया INS Sandhayak, Sandhayak-क्लास के जहाजों की पहली कड़ी है। यह जहाज भारतीय नौसेना की स्वदेशी क्षमताओं और आत्मनिर्भर भारत पहल का जीवंत उदाहरण है। यह तटीय व गहरे समुद्र में सर्वेक्षण, समुद्र विज्ञान डेटा संग्रहण, मानवतावादी राहत और सर्च एंड रेस्क्यू ऑपरेशन में सक्षम है। इसमें हेलीकॉप्टर व एक आधुनिक अस्पताल सुविधा भी मौजूद है।
भारत-मलेशिया समुद्री सहयोग की नई दिशा
INS Sandhayak की यह यात्रा भारत और मलेशिया के बीच हाइड्रोग्राफिक सहयोग को नई ऊंचाई देने के लिए आयोजित की गई। इस दौरान कई अहम गतिविधियां और द्विपक्षीय संवाद हुए:
- तकनीकी जानकारी साझा करना, सर्वेक्षण तकनीकों, नेविगेशनल चार्टिंग और डाटा प्रोसेसिंग में विशेषज्ञता बढ़ाने के उद्देश्य से।
- मलेशिया के नेशनल हाइड्रोग्राफिक सेंटर का दौरा, जहां भारतीय दल का स्वागत डायरेक्टर जनरल, हाइड्रोग्राफी और वरिष्ठ अधिकारियों ने किया।
- दोनों देशों के बीच समुद्री डेटा संग्रहण, नक्शा निर्माण और संचालन में साझेदारी के संभावित क्षेत्रों पर गहन चर्चा।
- MAHASAGAR विज़न पर विशेष सत्र, जिसमें क्षेत्रीय समुद्री स्थिरता, मानवीय सहयोग और वैज्ञानिक तालमेल पर ध्यान केंद्रित किया गया।
मलेशिया के साथ रणनीतिक विश्वास का विस्तार
यह यात्रा भारत की उस नीति का हिस्सा है जिसमें वह आसियान देशों, विशेष रूप से मलेशिया के साथ अपने समुद्री सहयोग को प्रगाढ़ करना चाहता है। भारत-मलेशिया के बीच ऐतिहासिक संबंधों को ध्यान में रखते हुए, यह यात्रा द्विपक्षीय रणनीतिक विश्वास को नया आयाम देती है।
