भारत की सुरक्षा और खुफिया तंत्र में एक बड़ा बदलाव करते हुए नरेंद्र मोदी सरकार ने वरिष्ठ आईपीएस अधिकारी पराग जैन को भारत की प्रतिष्ठित बाहरी खुफिया एजेंसी रिसर्च एंड एनालिसिस विंग (RAW) का अगला सचिव नियुक्त किया है। पराग जैन एक जमीनी स्तर के ऑपरेशन विशेषज्ञ और आतंकवाद विरोधी रणनीतिकार के रूप में जाने जाते हैं, जिन्होंने आतंकवाद की आग में झुलसते पंजाब से लेकर अंतरराष्ट्रीय मंचों पर भारत के लिए अहम भूमिका निभाई है।
1989 बैच के पंजाब कैडर के आईपीएस अधिकारी पराग जैन 1 जुलाई 2025 से RAW प्रमुख का कार्यभार संभालेंगे। वह वर्तमान प्रमुख रवि सिन्हा की जगह लेंगे, जिनका कार्यकाल 30 जून को समाप्त हो रहा है। जैन को दो साल का निश्चित कार्यकाल मिला है, लेकिन परंपरा रही है कि प्रदर्शन के आधार पर RAW प्रमुखों का कार्यकाल कई बार आगे भी बढ़ाया जाता है।

पराग जैन का करियर भारतीय खुफिया और सुरक्षा तंत्र में कई अहम पड़ावों से होकर गुज़रा है। पंजाब में आतंकवाद के काले दिनों के दौरान उन्होंने भटिंडा, मनसा, होशियारपुर जैसे संवेदनशील जिलों में बतौर पुलिस अधिकारी अहम जिम्मेदारियां निभाईं। इसके अलावा वह चंडीगढ़ के एसएसपी और लुधियाना के डीआईजी भी रह चुके हैं। पंजाब में आतंकवाद की जड़ें कमजोर करने वाले अभियानों में उनकी भूमिका को आज भी याद किया जाता है।
उनकी विशेषज्ञता का दायरा भारत की सीमाओं से बाहर तक फैला हुआ है। कनाडा और श्रीलंका में बतौर भारतीय प्रतिनिधि तैनात रहते हुए पराग जैन ने खालिस्तान समर्थक नेटवर्क को बेनकाब करने में बड़ी सफलता हासिल की। खासतौर पर कनाडा में सिख कट्टरपंथ और खालिस्तानी गतिविधियों पर उनकी नजर और कार्रवाई ने भारत को अंतरराष्ट्रीय स्तर पर बड़ी राहत दी थी।
RAW में लंबी पारी, पाकिस्तान डेस्क से लेकर ऑपरेशन सिंदूर तक का सफर
पराग जैन का RAW से नाता कोई नया नहीं है। वह लंबे समय से इस खुफिया संगठन से जुड़े हैं और पाकिस्तान डेस्क जैसे संवेदनशील विभाग की जिम्मेदारी संभाल चुके हैं। अनुच्छेद 370 हटाने के बाद जम्मू-कश्मीर में RAW की भूमिका को दिशा देने वाले अधिकारियों में भी उनका नाम प्रमुखता से लिया जाता है।
इसी कड़ी में उनका सबसे चर्चित योगदान ‘ऑपरेशन सिंदूर’ के दौरान रहा, जब भारतीय सशस्त्र बलों ने पाकिस्तान में आतंकी शिविरों और सेना की गतिविधियों पर नजर रखने के लिए एविएशन रिसर्च सेंटर (ARC) की भूमिका को बेहद मजबूत किया। पराग जैन उस वक्त ARC के प्रमुख के तौर पर पाकिस्तान अधिकृत इलाकों में आतंकी ठिकानों की पहचान, निगरानी और इंटेलिजेंस जुटाने की रणनीति का हिस्सा रहे। ऑपरेशन सिंदूर को भारतीय खुफिया एजेंसियों की हालिया सबसे बड़ी सफलता माना जाता है।
अफगान-पाक क्षेत्र में विशेषज्ञता, आतंकवाद निरोधक अभियानों में चाणक्य भूमिका
पराग जैन को आतंकवाद विरोधी विशेषज्ञ माना जाता है, खासकर अफगानिस्तान-पाकिस्तान क्षेत्र में। सीमा पार आतंकी नेटवर्क को डिकोड करने, उनकी गतिविधियों पर नजर रखने और भारत विरोधी साजिशों को समय रहते बेनकाब करने में उनकी दक्षता उल्लेखनीय रही है।
जम्मू-कश्मीर में आतंकवाद से निपटने और रणनीतिक काउंटर टेरर ऑपरेशन्स की डिजाइनिंग में भी वह अहम भूमिका निभा चुके हैं। यही कारण है कि उन्हें भारत के खुफिया ढांचे का मंझा हुआ रणनीतिकार माना जाता है।
RAW की अहमियत, भारत की सुरक्षा में अहम स्तंभ
भारत की बाहरी खुफिया एजेंसी RAW की स्थापना 1968 में हुई थी। इसके पहले प्रमुख आरएन काव थे, जिन्हें भारत का ‘मास्टर स्पाई’ कहा जाता है। काव ने RAW को वैश्विक स्तर पर स्थापित करने और देश की खुफिया क्षमता को मजबूत करने में ऐतिहासिक भूमिका निभाई थी।
RAW का मुख्य कार्य भारत की राष्ट्रीय सुरक्षा पर असर डालने वाले बाहरी खतरों पर नजर रखना, गुप्त अभियानों के जरिए भारत के हितों की रक्षा करना और दूसरे देशों में सक्रिय भारत विरोधी तत्वों को निष्क्रिय करना है। खासतौर पर पाकिस्तान, चीन, अफगानिस्तान, खाड़ी क्षेत्र और पश्चिमी देशों में भारत विरोधी नेटवर्क पर RAW की निगरानी सबसे अहम मानी जाती है।

रवि सिन्हा 1988 बैच के छत्तीसगढ़ कैडर के आईपीएस अधिकारी हैं, जिन्हें ‘ऑपरेशन मैन’ कहा जाता है। वह तकनीकी रूप से दक्ष और रणनीतिक रूप से चतुर खुफिया अधिकारी माने जाते हैं। उनके कार्यकाल में RAW ने कई संवेदनशील क्षेत्रों में सफलतापूर्वक अभियानों को अंजाम दिया। सिन्हा ने सामंत कुमार गोयल के बाद RAW की कमान संभाली थी, जो खुद एक चर्चित खुफिया अधिकारी रहे हैं।
अब पराग जैन के नेतृत्व में RAW के सामने नई चुनौतियां और जिम्मेदारियां हैं, खासतौर पर अफगान-पाकिस्तान क्षेत्र में आतंकवाद, पाकिस्तान की साजिशें, खालिस्तानी नेटवर्क की गतिविधियां, कनाडा और यूरोप में भारत विरोधी लॉबी की साजिशें और चीन के साथ सीमा पर जारी तनाव को देखते हुए उनकी भूमिका अत्यंत महत्वपूर्ण हो जाती है।
RAW प्रमुख के रूप में पराग जैन से क्या उम्मीदें?
भारत के रणनीतिक हलकों में पराग जैन से कई बड़ी अपेक्षाएं हैं। माना जा रहा है कि उनके नेतृत्व में RAW पाकिस्तान में आतंकवाद पर लगाम कसने, सीमा पार आतंकी ठिकानों की पहचान करने, खालिस्तानी तत्वों के नेटवर्क को ध्वस्त करने और अफगान-पाक क्षेत्र में भारत विरोधी साजिशों को बेनकाब करने पर और आक्रामक तरीके से काम करेगा।
इसके अलावा वैश्विक स्तर पर भारत की खुफिया पहुंच को विस्तार देने, मित्र देशों के खुफिया संगठनों के साथ समन्वय बढ़ाने और उभरते साइबर खतरों से निपटने में भी उनकी भूमिका अहम रहेगी।

पराग जैन की नियुक्ति केवल प्रशासनिक बदलाव नहीं है, बल्कि यह संकेत है कि भारत आने वाले वर्षों में आतंकवाद, कट्टरपंथ और रणनीतिक खतरों से निपटने के लिए और आक्रामक, संगठित और सटीक खुफिया रणनीति अपनाएगा। एक अनुभवी, मंझे हुए और आतंकवाद विरोधी अभियानों में चाणक्य समझ रखने वाले अधिकारी के तौर पर जैन से भारत की सुरक्षा एजेंसियों को बड़ी उम्मीदें हैं।

In a major development in India’s security and intelligence architecture, the Narendra Modi government has appointed senior IPS officer Parag Jain as the next Secretary of India’s external intelligence agency — the Research and Analysis Wing (RAW). Known for his operational expertise, counter-terrorism specialisation, and strategic vision, Parag Jain is set to lead one of the most critical security agencies safeguarding India’s interests abroad.
A 1989-batch IPS officer from the Punjab cadre, Jain will officially take over the top RAW post on 1st July 2025 for a fixed term of two years. He replaces the outgoing RAW Chief Ravi Sinha, whose tenure concludes on 30th June.

Parag Jain has spent decades in India’s security establishment, carving a reputation as a hard-nosed counter-terrorism expert and seasoned intelligence officer. He has also served as SSP Chandigarh and DIG Ludhiana, playing a pivotal role in Punjab’s fight against terrorism.
Beyond India’s borders, Jain’s expertise expanded through crucial foreign assignments. As India’s representative in Canada and Sri Lanka, he made significant contributions to uncovering anti-India networks, especially exposing Khalistani extremist groups operating from Canadian soil. His tenure abroad strengthened India’s global counter-terrorism posture.

Parag Jain is not new to RAW. He has been associated with India’s premier intelligence agency for years and has handled one of its most sensitive portfolios — the Pakistan Desk. His work in monitoring, assessing, and neutralising threats from across the western border has been widely appreciated within security circles.
Notably, Jain played a crucial role during Operation Sindoor, one of India’s recent major covert operations aimed at tracking and exposing Pakistani military positions and terror camps. As the head of the Aviation Research Centre (ARC) — a highly specialised aerial surveillance wing of RAW — he oversaw the critical intelligence-gathering efforts that provided actionable data for Indian defence forces during this operation.
Counter-Terrorism Expertise | Deep Understanding of the Af-Pak Region
Known as a counter-terrorism strategist, Parag Jain has significant expertise in the Afghanistan-Pakistan region. His knowledge of cross-border terror networks, infiltration routes, and anti-India elements operating from across the border positions him as a critical player in India’s intelligence strategy.
His previous experience in Jammu and Kashmir, handling counter-terror operations, and working with RAW’s Pakistan Desk makes him well-equipped to deal with evolving national security challenges, particularly those emanating from Pakistan and its proxies.

Founded in 1968, the Research and Analysis Wing (RAW) serves as India’s premier external intelligence agency. Its first chief, RN Kao, is regarded as India’s ‘Master Spy’ and was instrumental in shaping the agency’s global reach and operational capabilities.
RAW’s primary responsibilities include gathering intelligence on threats to India’s national security, conducting covert operations to neutralise external threats, and monitoring foreign entities that pose risks to India’s sovereignty and territorial integrity. Pakistan, China, Afghanistan, the Gulf region, and Western nations remain high-priority focus areas for RAW’s surveillance and operations.
Parag Jain to Replace Ravi Sinha | Continuity of Strategic Intelligence Leadership
Parag Jain succeeds Ravi Sinha, a 1988-batch IPS officer from the Chhattisgarh cadre, known for his expertise in covert operations and strategic planning. Sinha, often referred to as ‘The Operation Man’, led RAW during critical phases, including increased threats from Pakistan, Afghanistan instability, and Chinese border tensions.
Under Jain’s leadership, RAW is expected to adopt a more aggressive and technologically advanced approach to counter-terrorism, cross-border intelligence gathering, and international security cooperation.
