39 वर्षों की राष्ट्रसेवा के बाद भारतीय सेना से विदाई

लेफ्टिनेंट जनरल देवेंद्र शर्मा, पीवीएसएम, एवीएसएम, एसएम, जनरल ऑफिसर कमांडिंग-इन-चीफ, आर्मी ट्रेनिंग कमांड यानी ARTRAC, 31 अगस्त 2026 को भारतीय सेना से सेवानिवृत्त हो गए। इसके साथ ही राष्ट्र के प्रति उनकी 39 वर्षों की गौरवपूर्ण, समर्पित और विशिष्ट सैन्य सेवा का एक महत्वपूर्ण अध्याय पूर्ण हुआ। उनकी सैन्य यात्रा केवल विभिन्न कमांड और स्टाफ नियुक्तियों तक सीमित नहीं रही, बल्कि इसमें जम्मू-कश्मीर में आतंकवाद-रोधी अभियान, पश्चिमी मोर्चे पर बख्तरबंद और बड़ी सैन्य संरचनाओं की कमान, विदेशों में सैन्य सेवा, संयुक्त राष्ट्र शांति मिशन, सैन्य प्रशिक्षण में व्यापक सुधार, ड्रोन वारफेयर को संस्थागत रूप देना, साइबर एवं इलेक्ट्रॉनिक वारफेयर प्रशिक्षण, शहरी युद्ध की तैयारी और भविष्य के युद्धक्षेत्र के लिए भारतीय सेना को तैयार करने जैसी अनेक महत्वपूर्ण उपलब्धियां शामिल रहीं।

एक ऐसा परिवार जिसने एक सदी से ज्यादा समय तक राष्ट्र की सेवा की

लेफ्टिनेंट जनरल देवेंद्र शर्मा का सैन्य जीवन एक ऐसे परिवार की परंपरा से निकला है, जिसने सामूहिक रूप से एक शताब्दी से अधिक समय तक राष्ट्र की सेवा की। उनके पिता स्वर्गीय विंग कमांडर शिव कुमार शर्मा भारतीय वायुसेना के लड़ाकू विमान पायलट थे और उन्होंने अलग-अलग सैन्य अभियानों में हिस्सा लिया। वर्ष 1961 में गोवा ऑपरेशन, 1962 में फुकचेह और डेमचोक, 1965 में हलवारा तथा 1971 में पठानकोट उनके सैन्य करियर के महत्वपूर्ण पड़ाव रहे। वर्ष 1965 के युद्ध के दौरान सर्गोधा के ऊपर उनका विमान मार गिराया गया और उन्होंने रीढ़ की हड्डी में फ्रैक्चर के बावजूद विमान से इजेक्ट किया। गंभीर चोट के बाद भी उन्होंने हार नहीं मानी और पुनः फिटनेस हासिल कर वर्ष 1971 तक लड़ाकू विमान उड़ाने की क्षमता प्राप्त कर ली।

उनके ससुर ब्रिगेडियर सरजीत सिंह कालेर (सेवानिवृत्त) ने भी भारत के तीन प्रमुख युद्धों में हिस्सा लिया। उन्होंने 1962 में रेजांगला, 1965 में 1 जाट लाइट इन्फैंट्री के साथ अमृतसर-लाहौर सेक्टर तथा 1971 में 1 जाट के एडजुटेंट के रूप में युद्ध सेवा की। बाद में उन्होंने 2 मैकेनाइज्ड इन्फैंट्री, जो 1 JAT से जुड़ी रही, की कमान संभाली। वहीं लेफ्टिनेंट जनरल देवेंद्र शर्मा के बड़े भाई एयर कमोडोर शैलेंद्र शर्मा, वायु सेना मेडल (सेवानिवृत्त), मिराज-2000 पायलट रहे और 1999 के ऑपरेशन विजय के दौरान कारगिल, द्रास और मश्कोह क्षेत्रों में हवाई अभियानों में हिस्सा लिया। इस प्रकार लेफ्टिनेंट जनरल देवेंद्र शर्मा का सैन्य जीवन एक ऐसी पारिवारिक परंपरा का हिस्सा रहा जिसमें पीढ़ी-दर-पीढ़ी वर्दी और राष्ट्रसेवा सर्वोच्च प्राथमिकता रही।

मेयो कॉलेज से NDA और IMA तक नेतृत्व की शुरुआत

मेयो कॉलेज, अजमेर के पूर्व छात्र लेफ्टिनेंट जनरल देवेंद्र शर्मा ने अपने सैन्य जीवन के शुरुआती चरण में ही नेतृत्व और उत्कृष्टता की पहचान स्थापित कर दी थी। राष्ट्रीय रक्षा अकादमी के 71वें कोर्स में वे अकादमी कैडेट कैप्टन रहे। इसके बाद भारतीय सैन्य अकादमी के 81 रेगुलर कोर्स में उन्होंने अकादमी अंडर ऑफिसर की जिम्मेदारी संभाली। IMA में उनके प्रदर्शन ने उन्हें दो बेहद प्रतिष्ठित सम्मान दिलाए। उन्हें प्रतिष्ठित Sword of Honour प्रदान किया गया और साथ ही Sikh Light Infantry Medal for Best Sportsman से सम्मानित किया गया। अपने कोर्स में सर्वश्रेष्ठ कैडेट और सर्वश्रेष्ठ खिलाड़ी, दोनों की पहचान हासिल करना उनकी सैन्य क्षमता, नेतृत्व, अनुशासन और शारीरिक दक्षता का असाधारण उदाहरण रहा। 19 दिसंबर 1987 को उन्होंने भारतीय सेना की ऐतिहासिक बख्तरबंद रेजिमेंट The Scinde Horse में कमीशन प्राप्त किया और इसके साथ ही चार दशकों के करीब चलने वाली उनकी सैन्य यात्रा शुरू हुई।

ऑपरेशन रक्षक में वीरता और सेना मेडल से सम्मान

सैन्य करियर के शुरुआती वर्षों में लेफ्टिनेंट जनरल देवेंद्र शर्मा ने 11 राजपूताना राइफल्स के साथ जम्मू-कश्मीर में आतंकवाद-रोधी अभियानों के दौरान ऑपरेशन रक्षक में सेवा की। कठिन परिचालन परिस्थितियों में उनके साहस और नेतृत्व के लिए उन्हें सेना मेडल (वीरता) से सम्मानित किया गया। इसके बाद उनकी सैन्य जिम्मेदारियां लगातार बढ़ती गईं और उन्होंने अलग-अलग operational और command appointments के माध्यम से भारतीय सेना की conventional तथा counter-insurgency दोनों प्रकार की चुनौतियों का व्यापक अनुभव प्राप्त किया।

The Scinde Horse से Pivot Corps तक कमान का लंबा सफर

लेफ्टिनेंट जनरल देवेंद्र शर्मा ने अपने सैन्य जीवन में The Scinde Horse, एक Armoured Brigade, एक Infantry Division और एक Pivot Corps की कमान संभाली। पश्चिमी मोर्चे से जुड़े इन command appointments ने उन्हें बड़े पैमाने पर सैन्य संचालन, युद्धक योजना, बख्तरबंद युद्ध और operational leadership का अनुभव प्रदान किया। इसके साथ ही उन्होंने Strike Corps के BGS (Operations), Major General General Staff (Operations) और Command Headquarters में Chief of Staff जैसे महत्वपूर्ण पदों पर भी जिम्मेदारी निभाई। इन नियुक्तियों ने उन्हें केवल battlefield command तक सीमित नहीं रखा, बल्कि बड़े स्तर की operational planning, military preparedness और strategic decision-making में भी महत्वपूर्ण भूमिका निभाने का अवसर दिया।

भूटान से कांगो तक अंतरराष्ट्रीय सैन्य अनुभव

लेफ्टिनेंट जनरल देवेंद्र शर्मा ने विदेश में भी दो महत्वपूर्ण assignments पर भारतीय सैन्य अनुभव का प्रतिनिधित्व किया। पहली बार उन्होंने भूटान में Headquarters Indian Military Training Team में GSO-2 (Operations) के रूप में सेवा की। इसके बाद उन्होंने संयुक्त राष्ट्र के Democratic Republic of Congo में चल रहे MONUSCO peacekeeping mission में Chief Military Personnel Officer के रूप में जिम्मेदारी संभाली। वहां उनके जिम्मे 52 देशों से आए 21,000 से अधिक सैनिकों के प्रशासन की जिम्मेदारी थी। इतने बड़े multinational military establishment का प्रशासनिक और operational management अपने आप में एक बड़ी नेतृत्व क्षमता की मांग करता है। इस assignment ने उनके अंतरराष्ट्रीय सैन्य अनुभव को व्यापक बनाया और multinational military operations की जटिलताओं को समझने का अवसर दिया।

उच्च सैन्य शिक्षा और पेशेवर उत्कृष्टता

लेफ्टिनेंट जनरल देवेंद्र शर्मा Defence Services Staff College, Wellington और Indian Institute of Public Administration, New Delhi के alumnus हैं। College of Defence Management में उन्होंने overall order of merit में प्रथम स्थान प्राप्त किया और Chief of Army Staff Trophy हासिल की। वर्ष 2024 में Mayo College, Ajmer ने उन्हें professional excellence और inspiring leadership के लिए JTM Gibson Award से सम्मानित किया। सैन्य शिक्षा और professional excellence के इन सम्मानों ने उनके operational अनुभव के साथ-साथ उनकी institutional और intellectual leadership को भी रेखांकित किया। 1 जुलाई 2024 को उन्होंने Army Training Command के 25वें Army Commander के रूप में कमान संभाली।

ARTRAC में परिवर्तनकारी कार्यकाल

Army Training Command में लेफ्टिनेंट जनरल देवेंद्र शर्मा का कार्यकाल भारतीय सेना की training architecture में परिवर्तन के लिहाज से बेहद महत्वपूर्ण रहा। उनके नेतृत्व में ARTRAC ने COAS Quadrennial Training Directive 2025–2029 को promulgate किया और भविष्य के युद्धक्षेत्र को ध्यान में रखते हुए training priorities को नए सिरे से आगे बढ़ाया। उनके कार्यकाल की सबसे प्रमुख पहलों में से एक थी Drone Warfare Training को बड़े पैमाने पर institutionalise करना। इसके तहत 50,000 से अधिक सैन्यकर्मियों को प्रशिक्षण दिया गया। इस प्रयास का उद्देश्य unmanned warfare को केवल कुछ विशेषज्ञ operators तक सीमित रखने के बजाय Army-wide basic military competency के रूप में विकसित करना था।

ड्रोन वारफेयर को niche capability से basic military competency बनाने की दिशा में बड़ा कदम

आधुनिक युद्धों में drones, unmanned aerial systems, surveillance platforms और loitering munitions की भूमिका तेजी से बढ़ी है। युद्धक्षेत्र में निगरानी, target acquisition, battlefield awareness और tactical operations से लेकर logistics तक unmanned systems का इस्तेमाल तेजी से बढ़ रहा है। इसी बदलते युद्ध वातावरण को ध्यान में रखते हुए ARTRAC ने drone warfare training को व्यापक स्तर पर आगे बढ़ाया। 50,000 से अधिक personnel को training देकर Army के अलग-अलग स्तरों पर unmanned warfare की समझ विकसित करने का प्रयास किया गया। यह पहल इस सोच को दर्शाती है कि भविष्य के युद्धक्षेत्र में केवल specialised drone operators ही नहीं, बल्कि सामान्य सैन्य नेतृत्व और सैनिकों को भी unmanned systems की capabilities और limitations की समझ होनी चाहिए।

Manoeuvre Warfare, Urban Warfare और Cyber-EW Training पर जोर

उनके नेतृत्व में ARTRAC ने Manoeuvre Warfare Ranges, Urban Warfare Nodes तथा Cyber & Electronic Warfare Ranges की स्थापना की पहल भी की। आधुनिक युद्धक्षेत्र अब केवल खुले battlefield तक सीमित नहीं है। शहरी क्षेत्र, electronic spectrum, cyber domain और highly networked battlefield increasingly महत्वपूर्ण हो चुके हैं। ऐसे वातावरण में सैनिकों और commanders को traditional warfare के साथ-साथ urban combat, electronic warfare और cyber-enabled operations की परिस्थितियों में भी प्रशिक्षण देना आवश्यक है। ARTRAC की इन पहलों ने भारतीय सेना के training ecosystem को भविष्य के अधिक complex battlefield के अनुरूप ढालने की दिशा में महत्वपूर्ण कदम उठाया।

‘विदुर वक्ता’ के माध्यम से Cognitive Red Teaming

लेफ्टिनेंट जनरल देवेंद्र शर्मा के कार्यकाल में ‘विदुर वक्ता’ यानी Cognitive Red Teaming को भी institutionalise किया गया। इसका उद्देश्य सैन्य planning में स्थापित assumptions को चुनौती देना, वैकल्पिक परिस्थितियों पर विचार करना और संभावित adversary responses को पहले से समझने की क्षमता विकसित करना है। आधुनिक युद्ध में केवल हथियार और सैनिक संख्या ही निर्णायक नहीं होते। सूचना युद्ध, deception, cognitive operations और strategic narratives भी battlefield outcomes को प्रभावित कर सकते हैं। ऐसे वातावरण में commanders को conventional सोच से आगे जाकर adversary की संभावित सोच को समझना आवश्यक है।

74 Publications, 5 Doctrines और 40 Academic MoUs

उनके नेतृत्व में ARTRAC ने 74 publications और पांच महत्वपूर्ण doctrines तैयार किए। इसके अलावा premier academic institutions के साथ 40 MoUs किए गए और 33 seminars आयोजित किए गए। 15 establishments को Centres of Expertise के रूप में विकसित करने की दिशा में भी कार्य किया गया। इन प्रयासों का उद्देश्य Army के training ecosystem को academic research, emerging technologies और specialised expertise के साथ जोड़ना था। वर्ष 2030 तक 33 niche technologies को absorb करने की दिशा में प्रयास भी इसी future-oriented military transformation का हिस्सा रहे।

शिमला और हिमाचल प्रदेश में भी छोड़ी महत्वपूर्ण छाप

लेफ्टिनेंट जनरल देवेंद्र शर्मा के कार्यकाल का प्रभाव केवल सैन्य training institutions तक सीमित नहीं रहा। हिमाचल प्रदेश और शिमला में भी उनके कार्यकाल के दौरान कई महत्वपूर्ण initiatives सामने आए। 23 मार्च 2026 को Headquarters ARTRAC ने Annandale में ‘Shraddhanjali Sthal’ राष्ट्र को समर्पित किया। युद्ध वीरों की स्मृति में स्थापित इस memorial पर 52 फुट ऊंचा National Flag लगाया गया। यह initiative उन सैनिकों के बलिदान को सम्मान देने के साथ-साथ Army और civilian society के बीच भावनात्मक संबंध को मजबूत करने की दिशा में महत्वपूर्ण रहा।

Army Heritage Museum को आधुनिक स्वरूप

शिमला स्थित Army Heritage Museum को भी उनके कार्यकाल के दौरान नया स्वरूप दिया गया। इसमें नई Annandale Gallery और AR-VR Experience Centre विकसित किया गया। इसका उद्देश्य भारतीय सैन्य इतिहास और विरासत को आधुनिक immersive technology के माध्यम से नई पीढ़ी तक पहुंचाना था। इससे Army heritage को केवल traditional museum displays तक सीमित रखने के बजाय technology-enabled educational experience के रूप में प्रस्तुत करने का प्रयास किया गया।

13,675 सदस्यीय Veteran Community के लिए welfare initiatives

लेफ्टिनेंट जनरल देवेंद्र शर्मा के कार्यकाल में veteran welfare को भी प्राथमिकता दी गई। क्षेत्र के लगभग 13,675 सदस्यीय veteran community के लिए Shimla CSD Canteen का renovation, Hamirpur CSD Canteen का relocation तथा Shimla ECHS Polyclinic को Military Hospital Shimla में relocate करने जैसे कार्य किए गए। इन initiatives का उद्देश्य पूर्व सैनिकों और उनके परिवारों के लिए उपलब्ध सुविधाओं और support infrastructure को बेहतर बनाना था।

Civil-Military Fusion को बढ़ावा

Army और civilian society के बीच बेहतर संबंध स्थापित करने के लिए भी कई initiatives आयोजित किए गए। इनमें Army Day Run, Kargil Vijay Diwas commemorations at Gaiety Theatre और ‘Yodha Samman’ cash awards शामिल रहे। इसके अलावा State Police personnel सहित दस civilians को GOC-in-C Commendations प्रदान किए गए। इन प्रयासों ने military institutions और civil administration के बीच coordination तथा public engagement को मजबूत करने में भूमिका निभाई।

Land Warfare Doctrine 2026 और Indian Army Futures Training Command की दिशा

लेफ्टिनेंट जनरल देवेंद्र शर्मा के कार्यकाल में Land Warfare Doctrine 2026 और प्रस्तावित Indian Army Futures Training Command यानी IAFTC की दिशा में भी महत्वपूर्ण काम आगे बढ़ाया गया। IAFTC का उद्देश्य भविष्य के warfare environment के लिए भारतीय सेना की training architecture को एक unified institutional mechanism के माध्यम से तैयार करना है। नई पीढ़ी के military equipment, emerging technologies और changing operational concepts को तेजी से absorb करना आने वाले वर्षों में भारतीय सेना की training priorities का महत्वपूर्ण हिस्सा बनने जा रहा है।

28 अगस्त को ARTRAC अधिकारियों को दिया अंतिम महत्वपूर्ण संदेश

31 अगस्त की retirement से कुछ दिन पहले, 28 अगस्त 2026 को लेफ्टिनेंट जनरल देवेंद्र शर्मा ने video conference के माध्यम से Army Training Command के सभी officers को संबोधित किया। अपने address में उन्होंने ARTRAC को multi-domain readiness का प्रमुख driver बनाने की दिशा में हुए transformation को रेखांकित किया और 21वीं सदी के battlespace के लिए जरूरी training imperatives पर जोर दिया। दुनिया के बदलते conflicts और भारत की Western तथा Northern borders पर उभरती threats का उल्लेख करते हुए उन्होंने full-spectrum preparation, rapid technology absorption तथा empowered, resilient और agile junior leadership की आवश्यकता पर बल दिया।

‘Process Orientation’ से ‘Product Delivery’ की ओर बदलाव का आह्वान

अपने अंतिम संबोधन में उन्होंने Army training institutions में ‘process orientation’ से ‘product delivery’ की ओर institutional shift की आवश्यकता पर जोर दिया। उनका संदेश था कि training केवल प्रक्रियाओं को पूरा करने तक सीमित नहीं होनी चाहिए, बल्कि उसका वास्तविक परिणाम battlefield capability के रूप में सामने आना चाहिए। उन्होंने Indian Army Futures Training Command की स्थापना की जोरदार वकालत करते हुए इसे एक proactive, adaptive और technology-enabled force तैयार करने के लिए unified mechanism के रूप में देखने की आवश्यकता बताई। साथ ही उन्होंने स्पष्ट किया कि प्रत्येक institutional effort के केंद्र में soldier ही होना चाहिए। उन्होंने zero-error syndrome से बाहर निकलने, inclusive leadership को बढ़ावा देने और भविष्य की military training तथा operational readiness के लिए उच्च मानदंड कायम रखने का आह्वान किया।

The Scinde Horse के पहले Lieutenant General और Army Commander

लेफ्टिनेंट जनरल देवेंद्र शर्मा का नाम The Scinde Horse के इतिहास में भी विशेष रूप से दर्ज रहेगा। वे इस regiment के पहले Lieutenant General और Army Commander बने तथा इसके longest-serving officers में रहे। पिछले पांच वर्षों के दौरान उन्होंने 12 Armoured Regiments के Colonel के रूप में भी जिम्मेदारी निभाई। इनमें 4 Horse (Hodson’s Horse), 14 Horse (The Scinde Horse), 20 Lancers, 42 Armoured Regiment, 46 Armoured Regiment, 54 Armoured Regiment, 63 Cavalry, 67 Armoured Regiment, 70 Armoured Regiment, 81 Armoured Regiment, 84 Armoured Regiment और 88 Armoured Regiment शामिल हैं। सेवानिवृत्ति के साथ उन्होंने इन प्रतिष्ठित armoured regiments की Colonelcy भी relinquish की, जिन्हें उन्होंने पिछले वर्षों में mentor और guide किया।

सेवानिवृत्ति के दिन Shraddhanjali Sthal पर अंतिम श्रद्धांजलि

31 अगस्त 2026 को अपनी superannuation के दिन लेफ्टिनेंट जनरल देवेंद्र शर्मा ने Annandale स्थित Shraddhanjali Sthal पर पुष्पांजलि अर्पित कर उन सभी वीर सैनिकों को श्रद्धांजलि दी जिन्होंने राष्ट्र की रक्षा में सर्वोच्च बलिदान दिया। इसके बाद Annandale में 111 Infantry Battalion Territorial Army (Kumaon) की Samman Guard द्वारा उन्हें Guard of Honour प्रदान किया गया। उनके सैन्य करियर के अंतिम ceremonial moments में यह दृश्य विशेष महत्व रखता था—एक वरिष्ठ सैन्य कमांडर अपनी सेवा समाप्त करते समय उन सैनिकों को नमन कर रहा था जिनका बलिदान भारतीय सेना की पूरी परंपरा और ethos का आधार है।

39 वर्षों की सेवा के बाद कैसी है लेफ्टिनेंट जनरल देवेंद्र शर्मा की विरासत?

लेफ्टिनेंट जनरल देवेंद्र शर्मा भारतीय सेना से 39 वर्षों की सेवा के बाद ऐसे समय में विदा हुए हैं जब युद्ध का स्वरूप तेजी से बदल रहा है। उनके करियर में counter-insurgency operations से लेकर armoured warfare, large-scale command, international peacekeeping, strategic planning और military training transformation तक लगभग हर महत्वपूर्ण क्षेत्र का अनुभव शामिल रहा। ARTRAC में उनके कार्यकाल की सबसे बड़ी पहचान drones, cyber और electronic warfare, urban warfare, manoeuvre warfare, emerging technologies और cognitive red teaming को military training architecture में तेजी से शामिल करना रही।

उनकी विरासत केवल medals, commands और appointments तक सीमित नहीं है। Training doctrines, publications, academic partnerships, Centres of Expertise, drone warfare training और future-oriented military institutions आने वाले वर्षों में भारतीय सेना की operational preparedness को प्रभावित करते रहेंगे। एक professional soldier, visionary military leader और institutional reformer के रूप में लेफ्टिनेंट जनरल देवेंद्र शर्मा ने भारतीय सेना में चार दशकों के करीब की अपनी यात्रा के अंत में ऐसी विरासत छोड़ी है जो technology-enabled, adaptive और future-ready Indian Army के निर्माण की दिशा में महत्वपूर्ण मानी जाएगी।

CHANDIGARH/SHIMLA — A 39-YEAR MILITARY JOURNEY COMES TO AN END

Lieutenant General Devendra Sharma, PVSM, AVSM, SM, General Officer Commanding-in-Chief of the Army Training Command (ARTRAC), superannuated from the Indian Army on 31 August 2026 after completing 39 years of distinguished and dedicated service to the Nation. His retirement marks the conclusion of a remarkable military career spanning operational commands, counter-insurgency operations, armoured warfare, strategic staff appointments, international assignments, military training reforms and institution-building. A second-generation military officer belonging to a family with more than a century of collective service to the Nation, Lt Gen Devendra Sharma leaves the Army after serving at some of its most demanding operational and training establishments and after playing a significant role in preparing the force for the rapidly changing character of warfare.

A FAMILY WITH MORE THAN A CENTURY OF SERVICE TO THE NATION

Lieutenant General Devendra Sharma’s military journey is deeply rooted in a family tradition of service. His father, the late Wing Commander Shiv Kumar Sharma, was an Indian Air Force fighter pilot who participated in combat operations across four different conflicts and military operations. His operational career included the Goa operations in 1961, Fukcheh and Demchok in 1962, Halwara in 1965 and Pathankot during the 1971 war. In one of the most extraordinary episodes of his service, Wing Commander Shiv Kumar Sharma was shot down over Sargodha during the 1965 conflict and ejected after suffering a spinal fracture. Despite the severe injury, he fought his way back to fitness and regained the ability to fly fighter aircraft by 1971. The family’s military legacy also extended through Lt Gen Devendra Sharma’s father-in-law, Brigadier Sarjeet Singh Kaler (Retd), who saw combat in all three major wars — at Rezangla in 1962, with 1 JAT Light Infantry in the Amritsar-Lahore Sector in 1965, and as Adjutant of 1 JAT during the 1971 war. Brigadier Kaler later commanded 2 Mechanised Infantry, formerly associated with 1 JAT. Lt Gen Devendra Sharma’s elder brother, Air Commodore Shailendra Sharma, Vayu Sena Medal (Retd), served as a Mirage-2000 pilot and participated in combat operations over Kargil, Dras and Mushkoh during Operation Vijay in 1999. Together, these generations represent a remarkable military tradition in which service to the Nation has remained a defining family value.

FROM MAYO COLLEGE TO THE NATIONAL DEFENCE ACADEMY AND INDIAN MILITARY ACADEMY

A distinguished alumnus of Mayo College, Ajmer, Lieutenant General Devendra Sharma demonstrated leadership and sporting excellence from an early stage of his military education. At the National Defence Academy, where he was part of the 71 Course, he served as the Academy Cadet Captain, a position reflecting the confidence placed in his leadership abilities by his instructors and peers. At the Indian Military Academy, as part of the 81 Regular Course, he once again rose to the position of Academy Under Officer. His performance at the Academy earned him two prestigious distinctions — the coveted Sword of Honour and the Sikh Light Infantry Medal for Best Sportsman. Being recognised simultaneously as the best cadet and the finest sportsman of his course represented a rare combination of military aptitude, leadership, discipline and physical excellence. On 19 December 1987, he was commissioned into The Scinde Horse, one of the Indian Army’s historic armoured regiments, beginning a career that would eventually take him to the highest levels of military command.

OPERATION RAKSHAK AND EARLY YEARS OF OPERATIONAL SERVICE

During the early phase of his military career, Lieutenant General Devendra Sharma served with 11 Rajputana Rifles in counter-insurgency operations in Jammu and Kashmir under Operation Rakshak. His performance during these demanding operations earned him the Sena Medal for Gallantry. His operational experience subsequently expanded across different formations and commands, giving him exposure to both conventional and counter-insurgency environments. Over the course of his career, he went on to command The Scinde Horse, an Armoured Brigade, an Infantry Division and a Pivot Corps, with these responsibilities involving formations and units operating along the Western Front. His progression through command appointments reflected a career built around operational experience, armoured warfare, battlefield leadership and the management of increasingly complex military formations.

COMMAND EXPERIENCE ACROSS THE WESTERN FRONT

Lieutenant General Devendra Sharma’s career included command responsibilities at multiple levels of the Indian Army’s operational structure. His command of The Scinde Horse connected him directly with the traditions and battlefield ethos of one of the Army’s distinguished armoured regiments. He subsequently commanded an Armoured Brigade, an Infantry Division and a Pivot Corps, gaining experience in the planning and execution of large-scale military operations. Alongside field commands, he held key staff appointments, including BGS (Operations) of a Strike Corps, Major General General Staff (Operations) and Chief of Staff at a Command Headquarters. These appointments placed him at the intersection of operational planning, military strategy, force preparedness and command-level decision-making.

INTERNATIONAL EXPERIENCE — BHUTAN AND UNITED NATIONS PEACEKEEPING

The General Officer also served abroad on two significant assignments. His first international posting was as GSO-2 (Operations) at Headquarters Indian Military Training Team in Bhutan, where he gained exposure to military training cooperation and international defence engagement. His second major overseas assignment came with the United Nations peacekeeping mission in the Democratic Republic of Congo, MONUSCO. There, as Chief Military Personnel Officer, he was responsible for administering a multinational military community involving more than 21,000 troops from 52 nations. The assignment required extensive organisational, administrative and leadership capabilities in an environment involving multiple national contingents, complex operational circumstances and the unique demands of United Nations peacekeeping.

PROFESSIONAL MILITARY EDUCATION AND RECOGNITION

Lieutenant General Devendra Sharma is an alumnus of the Defence Services Staff College, Wellington, and the Indian Institute of Public Administration, New Delhi. His academic and professional performance was also recognised during his tenure at the College of Defence Management, where he stood first in the overall order of merit and won the Chief of Army Staff Trophy. In 2024, Mayo College, Ajmer conferred upon him the JTM Gibson Award for Professional Excellence and Inspiring Leadership. These recognitions reflected not only his operational experience but also his emphasis on professional military education, institutional leadership and continuous learning. On 1 July 2024, he assumed command of the Army Training Command as its 25th Army Commander.

ARTRAC UNDER LT GEN DEVENDRA SHARMA — A PERIOD OF TRANSFORMATION

His tenure at the Army Training Command became one of the most consequential phases in the Command’s history, with a strong emphasis on preparing the Indian Army for future battlefields shaped by technology, drones, cyber warfare, electronic warfare, urban operations and multi-domain conflict. Under his leadership, ARTRAC promulgated the COAS Quadrennial Training Directive 2025–2029, providing a structured framework for military training and capability development. One of the most significant initiatives during his tenure was the expansion and institutionalisation of drone warfare training across the Army. More than 50,000 personnel were trained, helping transform unmanned warfare from a specialised niche capability into a basic military competency that increasingly needs to be understood and employed across operational formations.

DRONE WARFARE BECOMES A BASIC MILITARY COMPETENCY

The rapid evolution of warfare has demonstrated the growing importance of unmanned aerial systems, loitering munitions, surveillance drones and counter-drone capabilities. Recognising this changing battlefield environment, ARTRAC under Lt Gen Devendra Sharma pushed drone warfare training across the Army on a significantly larger scale. The training of more than 50,000 personnel represented a major institutional effort to ensure that the unmanned dimension of warfare is understood not merely by specialised operators but across the wider military ecosystem. The initiative reflected the changing nature of modern conflict, where relatively inexpensive unmanned systems can influence surveillance, targeting, logistics, battlefield awareness and tactical engagements.

MANOEUVRE WARFARE, URBAN WARFARE, CYBER AND ELECTRONIC WARFARE

During his tenure, ARTRAC also initiated the establishment of Manoeuvre Warfare Ranges, Urban Warfare Nodes and Cyber and Electronic Warfare Ranges. These initiatives were designed to expand the Army’s ability to train for increasingly complex operational environments. Modern battlefields demand that soldiers and commanders operate not only in conventional terrain but also in dense urban environments, contested electromagnetic environments and highly networked operational spaces. By establishing specialised training infrastructure, ARTRAC sought to bridge the gap between traditional military training and the realities of future warfare.

‘VIDUR VAKTA’ AND THE INSTITUTIONALISATION OF COGNITIVE RED TEAMING

Another significant initiative associated with his tenure was the institutionalisation of ‘Vidur Vakta’, described as a cognitive Red Teaming mechanism for wider adoption across the Indian Army. The concept seeks to encourage commanders and planners to challenge assumptions, examine alternative possibilities and anticipate how adversaries could exploit weaknesses in military plans. In an era in which information warfare, deception, cognitive operations and strategic narratives increasingly influence military outcomes, the ability to think beyond conventional assumptions has become an important component of military preparedness.

74 PUBLICATIONS, FIVE DOCTRINES AND 40 ACADEMIC MoUs

Under Lieutenant General Devendra Sharma’s leadership, ARTRAC delivered 74 publications and five seminal doctrines, while establishing 40 Memoranda of Understanding with premier academic institutions. The Command also conducted 33 seminars and steered 15 establishments towards becoming Centres of Expertise. These initiatives were aimed at connecting military training with academic research, emerging technologies and specialised knowledge. The effort to absorb 33 niche technologies by 2030 further reflected the Army Training Command’s focus on preparing the force for an environment where technological superiority, innovation and rapid adaptation could determine operational outcomes.

A LASTING IMPACT ON SHIMLA AND HIMACHAL PRADESH

Beyond military training, Lt Gen Devendra Sharma’s tenure also left a visible institutional and civic imprint on Shimla and Himachal Pradesh. On 23 March 2026, Headquarters ARTRAC dedicated the ‘Shraddhanjali Sthal’ at Annandale, creating a memorial dedicated to the State’s war heroes. The memorial was crowned by a 52-foot National Flag and was described as the first and only memorial of its kind in the State capital. The initiative sought to preserve the memory of soldiers who made the supreme sacrifice while strengthening the connection between the Army, veterans and the civilian population.

ARMY HERITAGE MUSEUM REORIENTED WITH NEW TECHNOLOGY

The Army Heritage Museum in Shimla was also reoriented during his tenure, with the development of a new Annandale Gallery and an AR-VR Experience Centre. The initiative sought to combine traditional military heritage with immersive technology, creating a more contemporary platform through which visitors could understand India’s military history. The museum emerged as a highly rated attraction in Himachal Pradesh, strengthening the cultural and educational dimension of the Army’s presence in the State.

WELFARE OF THE VETERAN COMMUNITY

The welfare of veterans remained another important aspect of the General Officer’s tenure. For the 13,675-strong veteran community associated with the region, several initiatives were undertaken, including renovation of the Shimla CSD Canteen, relocation of the Hamirpur CSD Canteen and relocation of the Shimla ECHS Polyclinic into Military Hospital Shimla. These measures were aimed at improving accessibility and support services for veterans and their families.

STRENGTHENING CIVIL-MILITARY FUSION

Lieutenant General Devendra Sharma also emphasised civil-military engagement. Initiatives such as the Army Day Run, Kargil Vijay Diwas commemorations at the Gaiety Theatre and the ‘Yodha Samman’ cash awards for veterans helped bring military institutions closer to the civilian community. GOC-in-C Commendations were also conferred on ten civilians, including State Police personnel, recognising contributions to the Army and strengthening the relationship between the military and civil administration.

THE FUTURE OF INDIAN ARMY TRAINING — IAFTC AND LAND WARFARE DOCTRINE 2026

Even as his tenure came to an end, several major initiatives remained in active pursuit. These included the Land Warfare Doctrine 2026, the blueprint for the proposed Indian Army Futures Training Command (IAFTC), absorption of new-generation military equipment and emerging technologies, and sweeping reforms in the Exam Cell aimed at preserving meritocracy. The proposed IAFTC reflects the increasing requirement for a dedicated institutional mechanism capable of anticipating future warfare, integrating emerging technologies and preparing commanders and soldiers for rapidly changing operational environments.

HIS FINAL ADDRESS TO ARTRAC OFFICERS

On 28 August 2026, just days before his superannuation, Lieutenant General Devendra Sharma addressed all officers of the Army Training Command through video conference. In his address, he highlighted the transformation of ARTRAC into a key driver of multi-domain readiness and outlined critical training imperatives for the 21st Century Battlespace. Drawing lessons from evolving conflicts around the world and emerging threats along both India’s Western and Northern borders, he stressed the need for full-spectrum military preparation, rapid absorption of technology and the development of empowered, resilient, agile and combat-oriented junior leadership.

FROM PROCESS ORIENTATION TO PRODUCT DELIVERY

A central message of his final address was the need for an institutional shift from ‘process orientation’ to ‘product delivery’. The emphasis was on ensuring that military training ultimately produces measurable operational capability rather than merely completing procedures. He strongly advocated the establishment of the Indian Army Futures Training Command as a unified mechanism for building a proactive, adaptive and technology-enabled force. At the same time, he emphasised that the soldier must remain at the centre of all institutional efforts. He called upon the Army to reject the zero-error syndrome, encourage inclusive leadership and maintain high standards for future military training and operational readiness.

THE FIRST LIEUTENANT GENERAL AND ARMY COMMANDER OF THE SCINDE HORSE

Lieutenant General Devendra Sharma holds a unique place in the history of The Scinde Horse. He became the first Lieutenant General and Army Commander from the Regiment and also became its longest-serving officer. His association with the armoured community extended even further through his appointment as Colonel of 12 Armoured Regiments over the preceding five years. These included 4 Horse (Hodson’s Horse), 14 Horse (The Scinde Horse), 20 Lancers, 42 Armoured Regiment, 46 Armoured Regiment, 54 Armoured Regiment, 63 Cavalry, 67 Armoured Regiment, 70 Armoured Regiment, 81 Armoured Regiment, 84 Armoured Regiment and 88 Armoured Regiment. On superannuation, he relinquished the Colonelcy of these distinguished regiments after years of mentoring and guiding their officers and soldiers.

A FINAL TRIBUTE AT SHRADDHANJALI STHAL

On 31 August 2026, the day of his superannuation, Lieutenant General Devendra Sharma laid a wreath at the Shraddhanjali Sthal at Annandale to pay homage to the soldiers who made the supreme sacrifice in the line of duty. The ceremony was followed by a Guard of Honour presented by the Samman Guard of 111 Infantry Battalion Territorial Army (Kumaon) at Annandale. The final ceremonial moments of his career therefore carried a powerful symbolism: a senior military commander concluding four decades of service by paying tribute to those whose sacrifice remains at the heart of the Indian Army’s traditions.

A LEGACY OF VISIONARY LEADERSHIP AND INSTITUTIONAL REFORM

Lieutenant General Devendra Sharma leaves the Indian Army after 39 years with a legacy that extends beyond individual commands and decorations. His career brought together operational experience, armoured warfare, counter-insurgency service, multinational peacekeeping, strategic planning and military training reform. His tenure at ARTRAC was marked by an emphasis on drones, cyber and electronic warfare, urban operations, manoeuvre warfare, emerging technologies, cognitive red teaming and future-oriented training. His efforts to connect military institutions with academia, technology and civilian society further expanded the role of ARTRAC beyond conventional training.

As he lays down the mantle of military service, Lieutenant General Devendra Sharma leaves behind a record defined by professional excellence, institutional transformation, technological adaptation and an unwavering commitment to the Nation. His retirement closes a 39-year chapter in uniform, but the doctrines, training institutions, technological initiatives and leadership philosophy developed during his tenure are expected to continue influencing the Indian Army’s journey towards becoming a more adaptive, technology-enabled and future-ready fighting force.
