Lt Gen Shamsher Singh Virk Takes Charge as DCOAS (Capability Development & Sustenance), Signals Fresh Push for Indian Army Capability Development

NEW DELHI: In a significant senior-level appointment within the Indian Army, Lieutenant General Shamsher Singh Virk has assumed the appointment of Deputy Chief of Army Staff (Capability Development & Sustenance), designated DCOAS (CD&S), taking charge of a key responsibility associated with the development, modernisation and sustenance of the Army’s operational capabilities. The appointment comes at a time when the Indian Army is continuing to focus on strengthening combat preparedness, accelerating capability development and ensuring that its formations and units remain equipped and sustained in accordance with the requirements of the evolving security environment.

FROM WESTERN FRONT CORPS COMMAND TO ARMY HEADQUARTERS

Prior to assuming his new appointment, Lieutenant General Shamsher Singh Virk was serving as a Corps Commander along the Western Front, where he was responsible for the operational command of a major Army formation in one of the country’s strategically significant sectors. His move to Army Headquarters now places him in a role that has a wider institutional focus, with responsibility extending beyond the command of a field formation to issues concerning capability development and sustenance across the Indian Army. The transition reflects the movement of an experienced field commander into a senior appointment at the Army Headquarters, where operational experience can contribute to broader capability planning and long-term military preparedness.

A KEY ROLE IN CAPABILITY DEVELOPMENT AND SUSTENANCE

As Deputy Chief of Army Staff (Capability Development & Sustenance), Lieutenant General Virk will oversee initiatives related to the Indian Army’s capability development and sustenance requirements. The appointment covers an important area of Army modernisation, particularly as military operations increasingly demand a combination of traditional combat capabilities, advanced technology, networked systems, precision capabilities, unmanned systems and sustained logistical support. Capability development is not limited to acquiring new equipment; it also involves ensuring that existing systems remain operationally relevant, adequately supported and integrated into the Army’s broader force structure.

The sustenance aspect is equally important because modern military capability depends not only on induction but also on the ability to maintain, upgrade, support and deploy equipment and systems over extended periods. For a large force operating across diverse geographical and climatic conditions, ensuring sustained availability of weapons, platforms, ammunition, communications systems, mobility assets and other operational resources remains a critical component of military preparedness.

INDIAN ARMY’S MODERNISATION DRIVE

Lieutenant General Virk assumes the appointment against the backdrop of an ongoing transformation within the Indian Army. The force has been pursuing greater indigenisation, modernisation and integration of emerging technologies while simultaneously maintaining the readiness of its existing combat formations. The modern battlefield has become increasingly complex, with developments in drones, counter-drone systems, electronic warfare, surveillance, precision strike, artificial intelligence, communications and autonomous technologies influencing military planning around the world.

For the Indian Army, capability development therefore involves balancing immediate operational requirements with long-term modernisation objectives. It also requires maintaining an effective balance between new-generation systems and proven platforms already serving with operational formations. The DCOAS (CD&S) appointment is consequently significant because capability development and sustenance have a direct relationship with how the Army prepares for both present and future contingencies.

FIELD EXPERIENCE FROM THE WESTERN FRONT

Lieutenant General Shamsher Singh Virk’s previous tenure as a Corps Commander along the Western Front brings substantial operational command experience into his new Army Headquarters assignment. Corps-level command requires coordination of multiple formations and units and involves planning and execution across a wide operational spectrum. Such experience provides an understanding of the practical requirements of troops deployed in field areas, including the challenges associated with equipment availability, logistics, mobility, communications, surveillance and operational support.

His transition from a field command appointment to the capability development and sustenance domain also places operational realities closer to institutional planning. The requirements identified by formations in operational areas can be an important consideration when developing, modernising and sustaining military capabilities.

THE CHANGING CHARACTER OF WARFARE

The nature of warfare has undergone rapid transformation in recent years. Unmanned aerial systems, loitering munitions, precision weapons, electronic warfare, artificial intelligence-enabled systems, satellite-based surveillance and network-centric operations are increasingly influencing battlefield dynamics. Conflicts around the world have demonstrated the importance of persistent surveillance, rapid targeting, battlefield connectivity and the ability to protect forces against increasingly sophisticated threats.

Against this backdrop, the Indian Army’s capability development priorities are expected to remain closely linked to the changing character of warfare. The objective is not simply to introduce new equipment but to develop integrated combat capabilities in which weapons, sensors, communications, intelligence, mobility and logistics operate as part of an interconnected operational system.

INDIGENISATION AND THE DEFENCE INDUSTRIAL ECOSYSTEM

Another important dimension of Army capability development is the growing emphasis on indigenous defence production. The Indian Army has increasingly engaged with Indian defence companies, public-sector organisations, private industry, start-ups, MSMEs and research institutions to develop and manufacture equipment suited to operational requirements.

Indigenisation can contribute not only to reducing dependence on external sources but also to strengthening domestic manufacturing, maintenance and technological capabilities. For a large military force, the ability to sustain equipment throughout its operational life is closely connected with the availability of domestic repair, overhaul, spares, ammunition and technological support.

The capability development and sustenance portfolio therefore sits at the intersection of operational requirements, technology development, procurement, maintenance and long-term force planning.

SENIOR OFFICERS RETIRE AS NEW APPOINTMENTS TAKE EFFECT

The appointment of Lieutenant General Shamsher Singh Virk comes alongside the retirement of several senior Army officers. Army Chief General Dhiraj Seth recently bid farewell to officers retiring from military service, acknowledging their years of dedicated and selfless service to the nation.

The Army Chief appreciated their contribution to the Indian Army and recognised their role in strengthening the institution over the course of their careers. Retirement from active military service, however, does not bring an end to the contribution of experienced military personnel to national life. Their operational knowledge, professional experience, leadership values and institutional understanding can continue to contribute to nation-building and strategic affairs in different capacities.

The transition represents two parallel moments for the Indian Army: the conclusion of distinguished military careers on one side and the assumption of new responsibilities by serving senior officers on the other.

ARMY CHIEF GENERAL DHIRAJ SETH REVIEWS SECURITY PREPAREDNESS

Meanwhile, Army Chief General Dhiraj Seth has continued to maintain focus on operational preparedness and the security situation along sensitive areas. During a recent visit to forward areas of the Chinar Corps in Jammu and Kashmir, the Army Chief reviewed the security situation along the Line of Control as well as in the hinterland.

During the visit, the Army Chief interacted with troops and was briefed by local commanders on the prevailing security environment, operational preparedness and measures being undertaken to maintain a robust security posture. The visit provided an opportunity to review the readiness of formations deployed in challenging operational conditions and to interact directly with personnel serving in forward areas.

REVIEW OF ‘OPERATION DRISHTI 2026’ IN TANGDHAR

During his visit, General Dhiraj Seth also reviewed ‘Operation Drishti 2026’ in Tangdhar. The assessment included operational preparedness and the measures being undertaken by the Army in areas falling under the Chinar Corps. The visit highlighted the continued emphasis on vigilance, operational readiness and the commitment of troops operating in demanding conditions.

Local commanders briefed the Army Chief on the security situation and the measures being adopted to maintain effective surveillance and security along the Line of Control. He was also briefed on preparations for counter-terrorism operations in the hinterland and the steps being taken to strengthen operational capabilities.

FOCUS ON LINE OF CONTROL SECURITY AND COUNTER-TERRORISM OPERATIONS

The security environment along the Line of Control requires sustained surveillance, rapid response capability and close coordination between different elements of the security apparatus. At the same time, counter-terrorism operations in the hinterland require intelligence-led planning, coordination and a high degree of operational preparedness.

The Army’s approach in these areas continues to involve maintaining strong forward deployment while simultaneously adapting to emerging threats and changes in the security environment. The experience gained from such operational deployments also feeds into the broader requirement for developing equipment, systems and capabilities that can support soldiers in challenging terrain and conditions.

HEADQUARTERS INTEGRATED DEFENCE STAFF MARKS 26TH RAISING DAY

Amid these developments, General Dhiraj Seth and all ranks of the Indian Army also extended greetings on the occasion of the 26th Raising Day of Headquarters Integrated Defence Staff. The occasion marked the organisation’s continuing role in strengthening the framework of integrated defence planning and coordination.

Integrated defence structures have become increasingly important as modern military operations demand coordination across services and domains. The growing importance of jointness, interoperability and integrated planning has placed greater emphasis on coordination between the Army, Navy and Air Force and on the development of capabilities that can operate effectively within a joint operational framework.

A NEW CHAPTER IN THE INDIAN ARMY’S CAPABILITY DEVELOPMENT

Lieutenant General Shamsher Singh Virk’s assumption of the DCOAS (Capability Development & Sustenance) appointment therefore comes at an important point in the Indian Army’s continuing transformation. Moving from a Corps Command along the Western Front to a senior Army Headquarters responsibility, Lt Gen Virk will now be involved in a domain that directly affects how the force develops, modernises and sustains its combat capabilities.

The appointment brings together field-level operational experience and institutional capability planning at a time when military technology, battlefield requirements and strategic challenges are evolving rapidly. The focus on capability development and sustenance will remain closely connected with the Army’s broader objectives of maintaining operational readiness, strengthening indigenous capabilities, integrating emerging technologies and ensuring that soldiers and formations receive reliable and effective support.

The latest appointment consequently marks another important transition in the senior leadership structure of the Indian Army, with Lieutenant General Shamsher Singh Virk taking on a portfolio central to the force’s future preparedness, modernisation and sustained operational effectiveness.
