भारत-पाक सीमा पर बड़ा सुरक्षा अलर्ट: बिना लाइसेंस बिक रही थी सेना की नई डिजिटल वर्दी, आर्मी इंटेलिजेंस और पुलिस की संयुक्त कार्रवाई में बड़ा खुलासा
श्रीगंगानगर। भारत-पाकिस्तान अंतरराष्ट्रीय सीमा से सटे राजस्थान के श्रीगंगानगर जिले में स्वतंत्रता दिवस से पहले एक गंभीर सुरक्षा चूक का मामला सामने आया है। भारतीय सेना की नई डिजिटल पैटर्न कॉम्बैट यूनिफॉर्म से मिलता-जुलता प्रतिबंधित कपड़ा खुले बाजार में बिना किसी वैध अनुमति के बेचा जा रहा था। इस मामले का खुलासा आर्मी इंटेलिजेंस की जांच के बाद हुआ, जिसके बाद दिल्ली और श्रीगंगानगर में एक साथ कार्रवाई करते हुए बड़ी मात्रा में प्रतिबंधित कॉम्बैट फैब्रिक और सेना से जुड़े अन्य सामान जब्त किए गए।
यह मामला केवल अवैध व्यापार तक सीमित नहीं है, बल्कि राष्ट्रीय सुरक्षा से सीधे जुड़ा हुआ माना जा रहा है। सुरक्षा एजेंसियों का मानना है कि यदि इस तरह की वर्दी गलत हाथों में पहुंच जाती है तो आतंकवादी या राष्ट्रविरोधी तत्व इसका इस्तेमाल कर सुरक्षा व्यवस्था को चुनौती दे सकते हैं।
दिल्ली से चल रही थी सप्लाई चेन
आर्मी इंटेलिजेंस की प्रारंभिक जांच में सामने आया कि सेना की नई डिजिटल कॉम्बैट यूनिफॉर्म जैसा कपड़ा दिल्ली के आजाद मार्केट (महालक्ष्मी मार्केट) से बड़े पैमाने पर श्रीगंगानगर सहित अन्य क्षेत्रों में भेजा जा रहा था। जांच के दौरान करीब 600 दुकानों की पहचान की गई, जहां बिना किसी अधिकृत लाइसेंस के सेना की वर्दी से मिलता-जुलता कपड़ा बेचा जा रहा था।
सूचना मिलने के बाद दिल्ली में भी कार्रवाई की गई और सप्लाई नेटवर्क की पहचान की गई। इसके बाद श्रीगंगानगर में उन दुकानों पर छापेमारी की गई जहां यह कपड़ा पहुंचाया जा रहा था।
श्रीगंगानगर में संयुक्त छापेमारी
आर्मी इंटेलिजेंस और श्रीगंगानगर कोतवाली पुलिस की संयुक्त टीम ने रेलवे स्टेशन रोड स्थित लगभग एक दर्जन दुकानों पर एक साथ दबिश दी। कार्रवाई के दौरान बड़ी मात्रा में डिजिटल पैटर्न कॉम्बैट फैब्रिक, सेना जैसी कैप, जूते, फीते और अन्य सैन्य सामग्री बरामद की गई।
जांच के दौरान एक हजार मीटर से अधिक प्रतिबंधित कपड़ा जब्त किया गया। अधिकारियों का कहना है कि कार्रवाई की सूचना फैलने के बाद कई दुकानदारों ने अपना स्टॉक छिपा लिया, इसलिए आगे भी छापेमारी जारी रह सकती है।
इन दुकानों पर हुई कार्रवाई
संयुक्त टीम ने अपना आर्मी टेलर्स, जय भोले आर्मी स्टोर, आरडी आर्मी स्टोर, पंजाबी आर्मी टेलर्स, चरण आर्मी टेलर, श्री प्रयाग आर्मी स्टोर, कुक्कड़ आर्मी स्टोर, राज आर्मी स्टोर, जेएमडी आर्मी टेलर सहित कई प्रतिष्ठानों पर कार्रवाई करते हुए प्रतिबंधित सामग्री जब्त की।
जांच में सामने आया पूरा नेटवर्क
आर्मी इंटेलिजेंस की पूछताछ में रेलवे स्टेशन रोड स्थित अपना आर्मी टेलर्स के संचालक भजनलाल ने बताया कि वह सेना की कॉम्बैट यूनिफॉर्म की सिलाई करता है और इसके लिए कपड़ा डोडा ट्रेडर्स से खरीदता था।
इसके बाद डोडा ट्रेडर्स की जांच में पता चला कि हर्ष नामक व्यक्ति सेना की नई डिजिटल कॉम्बैट यूनिफॉर्म जैसा कपड़ा श्रीगंगानगर के कई टेलर्स, दुकानदारों, अन्य जिलों तथा आम ग्राहकों तक भी पहुंचा रहा था। जांच एजेंसियों ने पूरी सप्लाई चेन की पहचान कर आगे कानूनी कार्रवाई शुरू कर दी है।
बिना लाइसेंस हो रही थी बिक्री
जांच में यह भी सामने आया कि अधिकांश दुकानदारों के पास सेना की यूनिफॉर्म से संबंधित कपड़ा बेचने का कोई वैध लाइसेंस नहीं था। इसके बावजूद वे खुले बाजार में इस प्रतिबंधित कपड़े की बिक्री कर रहे थे।
आर्मी इंटेलिजेंस के अनुसार यह केवल कॉपीराइट या ट्रेडमार्क का मामला नहीं बल्कि राष्ट्रीय सुरक्षा से जुड़ा गंभीर विषय है।
1500 से 5000 रुपये तक बेची जा रही थी वर्दी
प्रारंभिक जांच में सामने आया कि खुले बाजार में सेना की नई डिजिटल यूनिफॉर्म का कपड़ा 1500 रुपये से लेकर 5000 रुपये तक में बेचा जा रहा था।
जानकारी के अनुसार सीएसडी कैंटीन में अधिकृत रूप से कपड़े की कीमत लगभग 1700 रुपये होती है तथा सिलाई सहित पूरी यूनिफॉर्म लगभग 3500 रुपये में तैयार हो जाती है। वहीं अवैध बाजार में कुछ दुकानदार इसी कपड़े को मनमाने दामों पर बेचकर भारी मुनाफा कमा रहे थे।
राष्ट्रीय सुरक्षा के लिए बड़ा खतरा
आर्मी इंटेलिजेंस के सूत्रों के अनुसार श्रीगंगानगर भारत-पाकिस्तान सीमा से लगा अत्यंत संवेदनशील क्षेत्र है। सुरक्षा एजेंसियों को आशंका है कि आतंकवादी या घुसपैठिए सेना जैसी वर्दी पहनकर संवेदनशील इलाकों, सैन्य प्रतिष्ठानों या सार्वजनिक कार्यक्रमों में आसानी से प्रवेश करने का प्रयास कर सकते हैं।
यदि कोई संदिग्ध व्यक्ति सेना की वर्दी पहनकर किसी सैन्य क्षेत्र या भीड़भाड़ वाले स्थान पर पहुंच जाए तो उसकी पहचान करना कठिन हो सकता है, जिससे बड़े आतंकी हमले या सुरक्षा संबंधी घटनाओं की संभावना बढ़ सकती है।
2022 में लागू हुई थी नई डिजिटल यूनिफॉर्म
भारतीय सेना ने वर्ष 2022 में नई डिजिटल कैमोफ्लाज पैटर्न कॉम्बैट यूनिफॉर्म (ड्रेस नंबर-7/2022) लागू की थी। इस यूनिफॉर्म को आधुनिक युद्धक्षेत्र की आवश्यकताओं को ध्यान में रखते हुए विकसित किया गया था।
सेना ने इस यूनिफॉर्म के डिजाइन और कैमोफ्लाज पैटर्न का इंटेलेक्चुअल प्रॉपर्टी राइट (IPR) अपने नाम से पंजीकृत कराया है। इसलिए इस पैटर्न का निर्माण, बिक्री या वितरण किसी निजी व्यक्ति या विक्रेता द्वारा बिना अनुमति करना पूरी तरह अवैध माना जाता है।
खुले बाजार में बिक्री पर पूरी तरह रोक
भारतीय सेना के निर्देशों के अनुसार नई डिजिटल कॉम्बैट यूनिफॉर्म केवल नियंत्रित सरकारी खरीद प्रणाली और सीएसडी (कैंटीन स्टोर्स डिपो) के माध्यम से ही अधिकृत सैनिकों को उपलब्ध कराई जाती है। इसे सामान्य नागरिक बाजार में बेचने की अनुमति नहीं है।
सेना ने पहले भी सभी राज्यों के पुलिस महानिदेशकों, पुलिस आयुक्तों, सैन्य पुलिस तथा स्थानीय सैन्य अधिकारियों को निर्देश जारी किए थे कि सैन्य क्षेत्रों और छावनियों के आसपास इस तरह की वर्दी या कपड़े की अनधिकृत बिक्री पर सख्त निगरानी रखी जाए।
आगे भी जारी रहेगी कार्रवाई
कोतवाली थाना प्रभारी तेजवंत सिंह बराड़ ने बताया कि आर्मी इंटेलिजेंस से मिले इनपुट के आधार पर यह संयुक्त कार्रवाई की गई है। जांच अभी जारी है और सप्लाई चेन से जुड़े अन्य लोगों की भूमिका की भी जांच की जा रही है।
आर्मी इंटेलिजेंस का कहना है कि राष्ट्रीय सुरक्षा से जुड़े मामलों में किसी भी प्रकार की लापरवाही बर्दाश्त नहीं की जाएगी। अवैध रूप से सेना की वर्दी या उससे मिलता-जुलता कपड़ा बेचने वालों के खिलाफ सख्त कानूनी कार्रवाई की जाएगी। सुरक्षा एजेंसियां अब पूरे नेटवर्क को ध्वस्त करने और इस तरह की अनधिकृत बिक्री पर पूरी तरह रोक लगाने के लिए लगातार अभियान चला रही हैं।
Major Security Breach Near India-Pakistan Border: Army Intelligence Busts Illegal Sale of Indian Army Digital Combat Uniform Fabric
Sri Ganganagar, Rajasthan: In a major security operation ahead of India’s Independence Day, the Indian Army Intelligence, in coordination with the Sri Ganganagar Police, has uncovered an illegal network involved in the unauthorized sale of fabric resembling the Indian Army’s new Digital Pattern Combat Uniform (DPCU) in the sensitive border district of Sri Ganganagar, Rajasthan.
The operation has exposed a supply chain stretching from Delhi to Rajasthan, raising serious concerns over national security and the possibility of military-pattern uniforms falling into the hands of anti-national elements. Authorities have seized over 1,000 meters of restricted combat fabric along with military-style boots, caps, laces, and other accessories from multiple shops during coordinated raids.
Army Intelligence Tracks Illegal Supply Chain
The investigation began after Army Intelligence received credible information indicating that several shops in Sri Ganganagar were openly selling fabric closely resembling the Indian Army’s restricted digital camouflage combat uniform without authorization.
Further investigation led officials to Delhi’s Azad Market (Mahalaxmi Market), where nearly 600 shops were found allegedly dealing in military-pattern fabric. According to investigators, many of these businesses were operating without the licenses required to manufacture or distribute such material.
The findings prompted simultaneous enforcement action in Delhi and Sri Ganganagar to dismantle the supply network.
Joint Raids Conducted Across Sri Ganganagar
Following the intelligence input, teams from Army Intelligence and the Kotwali Police carried out coordinated raids on nearly a dozen establishments located primarily along Railway Station Road in Sri Ganganagar.
During the searches, authorities recovered a significant quantity of digital camouflage combat fabric, military-style footwear, caps, laces, and several other items resembling official Army equipment. Officials confirmed that more than 1,000 meters of restricted fabric had been seized during the operation.
Investigators also believe that after news of the raids spread, several traders concealed their remaining stock. Additional inspections and follow-up operations are expected in the coming days.
Shops Under Investigation
The enforcement teams conducted searches at several establishments, including Apna Army Tailors, Jai Bhole Army Store, RD Army Store, Punjabi Army Tailors, Charan Army Tailor, Shri Prayag Army Store, Kukkad Army Store, Raj Army Store, JMD Army Tailor, and other businesses suspected of dealing in unauthorized military-pattern fabric.
Authorities are examining purchase records, supplier details, and sales transactions to identify everyone connected to the network.
Investigation Reveals the Distribution Network
According to investigators, the probe initially focused on Apna Army Tailors, where the shop owner reportedly informed officials that he procured combat uniform fabric from Doda Traders.
Subsequent inquiries allegedly revealed that a supplier identified as Harsh had been distributing fabric resembling the Indian Army’s digital combat uniform not only to tailors and military stores in Sri Ganganagar but also to customers in other districts and private buyers.
Authorities are now working to identify every link in the distribution chain and determine the full extent of the illegal trade.
Fabric Sold Without Authorization
Investigators found that several retailers were selling Army-pattern combat fabric without possessing any valid authorization or license.
Officials stated that the issue extends beyond unauthorized commercial activity and directly impacts national security because the design closely resembles the combat uniform currently used by Indian Army personnel.
Illegal Market Charging Premium Prices
Preliminary findings suggest that the fabric was being sold for prices ranging from ₹1,500 to ₹5,000 in the open market.
According to officials, an authorized set of combat uniform fabric is available through the Canteen Stores Department (CSD), where the fabric costs around ₹1,700 and tailoring charges are approximately ₹1,500, bringing the total cost of a genuine uniform to nearly ₹3,500.
However, illegal traders were allegedly exploiting the high demand for the new digital camouflage pattern by selling unauthorized fabric at inflated prices, generating significant profits.
Serious National Security Concerns
Security agencies have expressed concern that Sri Ganganagar’s proximity to the India-Pakistan international border makes the illegal circulation of Army-pattern uniforms particularly dangerous.
Officials warned that terrorists, infiltrators, or criminal elements could potentially misuse military-style uniforms to impersonate Army personnel, gain access to sensitive locations, or carry out attacks while avoiding immediate suspicion.
Army Intelligence officials believe unrestricted availability of combat uniform fabric significantly increases the risk of misuse during terrorist activities or infiltration attempts, particularly in border regions.
New Combat Uniform Protected Under Intellectual Property Rights
The Indian Army introduced its new Digital Camouflage Pattern Combat Uniform (Dress No. 7/2022) in 2022 after extensive research to improve camouflage, comfort, and operational effectiveness across diverse terrains.
The Army has also secured Intellectual Property Rights (IPR) for the unique camouflage design. According to military authorities, unauthorized manufacturing, reproduction, distribution, or sale of this pattern constitutes a violation of intellectual property protections and may invite civil as well as legal action against offenders.
Restricted Distribution Policy
The Army has clarified that the new Digital Pattern Combat Uniform is distributed only through controlled procurement channels and the Canteen Stores Department (CSD). It is not authorized for sale in the open civilian market.
Military authorities have previously instructed state police forces, police commissioners, military police, and local military formations to monitor and prevent unauthorized sale of Army-pattern uniforms, particularly in areas surrounding military stations and cantonments.
Further Legal Action Underway
Kotwali Police Station House Officer Tejwant Singh Brar stated that the raids were conducted following actionable intelligence received from Army Intelligence. The investigation remains ongoing, and officials are examining the involvement of additional suppliers, retailers, and distributors connected to the illegal network.
Army Intelligence has emphasized that any activity compromising the integrity of military uniforms or enabling unauthorized access to Army-pattern equipment will be dealt with strictly under the law. Authorities have indicated that additional raids and enforcement actions may follow as efforts continue to dismantle the entire supply chain and prevent unauthorized military-pattern fabric from entering the civilian market.
The operation is being viewed as a significant step toward safeguarding military identity and strengthening security in one of India’s most strategically sensitive border regions.
