Comprehensive Security Review Conducted in Bikaner
Bikaner: North Western Railway Inspector General-cum-Principal Chief Security Commissioner Jyoti Kumar Satija reviewed the security arrangements in Bikaner and held detailed discussions with railway officials regarding the existing security mechanism, passenger safety and measures required to further strengthen security across railway premises. The review focused on several important aspects of railway security, including the functioning of the security system, protection of passengers and their belongings, surveillance mechanisms, intelligence inputs, deployment of security personnel and the effective use of modern technology. समीक्षा बैठक में यात्रियों की सुरक्षा और उनकी संपत्ति की सुरक्षा प्रमुख विषयों में शामिल रही। रेलवे स्टेशन और रेलवे परिसर लगातार यात्रियों, कर्मचारियों, वेंडर्स तथा अन्य लोगों की आवाजाही से जुड़े रहते हैं, ऐसे में प्रभावी सुरक्षा व्यवस्था बेहद महत्वपूर्ण हो जाती है। आईजी ने अधिकारियों से कहा कि रेलवे सुरक्षा व्यवस्था का उद्देश्य केवल बड़ी सुरक्षा घटनाओं को रोकना नहीं, बल्कि चोरी, संदिग्ध गतिविधियों, अनधिकृत आवाजाही और अन्य ऐसी घटनाओं पर भी प्रभावी निगरानी रखना है, जो यात्रियों की सुरक्षा और उनके विश्वास को प्रभावित कर सकती हैं। रेलवे संपत्ति की सुरक्षा को भी महत्वपूर्ण जिम्मेदारी बताते हुए संवेदनशील स्थानों पर निगरानी मजबूत करने और सुरक्षा संबंधी सूचनाओं पर समयबद्ध कार्रवाई सुनिश्चित करने की आवश्यकता बताई गई।
डिविजनल और इंटेलिजेंस टीमों के बीच बेहतर समन्वय

ई-ऑफिस और डिजिटल सुरक्षा तंत्र को बढ़ावा
समीक्षा के दौरान ई-ऑफिस और आधुनिक डिजिटल कार्यप्रणाली से जुड़े पहलुओं पर भी चर्चा की गई। डिजिटल सिस्टम के प्रभावी इस्तेमाल से अधिकारियों और विभिन्न सुरक्षा इकाइयों के बीच सूचना, दस्तावेज और प्रशासनिक संचार को अधिक व्यवस्थित एवं तेज बनाया जा सकता है। आईजी ने उपलब्ध तकनीकी संसाधनों का बेहतर इस्तेमाल करने की आवश्यकता पर जोर देते हुए सुरक्षा व्यवस्था को आधुनिक तकनीक के साथ जोड़ने की दिशा में आगे बढ़ने की बात कही। इसका उद्देश्य प्रशिक्षित मानव संसाधन, इंटेलिजेंस क्षमता, डिजिटल सिस्टम और आधुनिक निगरानी तकनीक को एक साथ जोड़कर अधिक प्रभावी और तेजी से प्रतिक्रिया देने वाला रेलवे सुरक्षा तंत्र तैयार करना है।
रेलवे पुनर्विकास कार्यों के दौरान सुरक्षा मानकों पर विशेष ध्यान
रेलवे स्टेशनों और अन्य रेलवे परिसरों में चल रहे पुनर्विकास और निर्माण कार्यों के दौरान सुरक्षा मानकों को लेकर भी आईजी ने विशेष ध्यान देने की आवश्यकता बताई। निर्माण और पुनर्विकास के दौरान यात्रियों की सामान्य आवाजाही में बदलाव, अस्थायी रास्तों और नए प्रवेश-बिंदुओं का निर्माण तथा निर्माण सामग्री और श्रमिकों की आवाजाही जैसी परिस्थितियां सामने आती हैं। ऐसे समय में सुरक्षा व्यवस्था की नियमित समीक्षा आवश्यक हो जाती है। आईजी ने कहा कि रेलवे के आधुनिकीकरण और पुनर्विकास के साथ-साथ सुरक्षा मानकों को भी समान महत्व दिया जाना चाहिए। अधिकारियों को एक्सेस कंट्रोल, निगरानी व्यवस्था और अन्य सुरक्षा आवश्यकताओं पर लगातार नजर रखने की आवश्यकता बताई गई, ताकि विकास कार्यों के दौरान सुरक्षा में किसी प्रकार का अनावश्यक अंतर न पैदा हो।
रेलवे सुरक्षा में आमजन की भागीदारी भी महत्वपूर्ण
आईजी ज्योति कुमार सतीजा ने इस बात पर भी जोर दिया कि रेलवे सुरक्षा केवल सुरक्षा एजेंसियों की जिम्मेदारी नहीं है, बल्कि आमजन की भूमिका भी महत्वपूर्ण है। यात्रियों और आम लोगों को अपनी सुरक्षा के प्रति जागरूक और सकारात्मक रवैया अपनाने की आवश्यकता है। रेलवे स्टेशन या परिसर में किसी संदिग्ध गतिविधि, वस्तु या व्यक्ति की जानकारी मिलने पर उसे तत्काल संबंधित सुरक्षा कर्मियों तक पहुंचाना सुरक्षा व्यवस्था को मजबूत करने में महत्वपूर्ण योगदान दे सकता है। यात्रियों द्वारा सुरक्षा नियमों का पालन और सतर्क व्यवहार सुरक्षा एजेंसियों के लिए भी सहायक होता है। इस प्रकार रेलवे सुरक्षा को एक साझा जिम्मेदारी के रूप में देखते हुए सुरक्षा एजेंसियों, रेलवे अधिकारियों, यात्रियों और आमजन के बीच सहयोग को महत्वपूर्ण बताया गया।
