Northern Command Launches ‘Op Drishti’: A Major Cataract Surgery Initiative to Transform Rural Healthcare in Jammu & Kashmir

The quiet winter morning in Udhampur turned into a moment of hope and healing as the Northern Command of the Indian Army kicked off a large-scale community medical outreach under a new healthcare initiative titled Operation Drishti. In a deeply symbolic gesture that blends military leadership with human-centric service, Lt Gen Pratik Sharma, SYSM, PVSM, AVSM, SM — the General Officer Commanding-in-Chief, Northern Command — formally inaugurated a four-day mega cataract surgery camp at Command Hospital Udhampur, setting in motion one of the most impactful medical programmes launched in the region under Operation Sadbhavna.
A Mission Rooted in Compassion and Strategic Community Engagement
Operation Drishti is not just a medical camp — it is a reflection of the Army’s continuing commitment to uplift the lives of people living in remote and underserved pockets of Jammu and Kashmir. For decades, Operation Sadbhavna has been the Army’s civil-action backbone across the region, creating channels of goodwill through education, healthcare, women empowerment, youth development, and welfare initiatives. Operation Drishti adds a sharp, specialised focus to this legacy by addressing one of the most critical and often-neglected healthcare challenges: loss of vision due to untreated cataracts.
Cataract remains one of the leading causes of preventable blindness in rural India, with elderly populations in mountainous areas suffering disproportionately due to lack of timely surgical access. Recognising this gap, the Northern Command’s medical leadership collaborated with the elite surgical team from Army Hospital Research & Referral (AHRR), New Delhi, to bring state-of-the-art ophthalmic care directly to the people.
A First-of-its-Kind Collaboration Between Command Hospital Udhampur and AHRR
The camp, held from 19 to 22 November 2025, brings together some of the country’s best ophthalmic surgeons, anesthesiologists, technicians, and nursing specialists. The team from AHRR is renowned for performing complex cataract and ocular surgeries for serving personnel, veterans, and dependents. Their participation in a public community initiative marks a significant broadening of outreach under the military’s healthcare mission.
With modern microscopes, phacoemulsification systems, diagnostic stations, and high-grade sterilisation units installed temporarily for the camp, patients from far-flung districts are being given access to the same level of care provided in India’s top-tier military hospitals.
Touching Lives Across J&K’s Remote and Hilly Terrains
As the first buses of patients rolled into Command Hospital Udhampur, the scale of the initiative became immediately clear. Residents from the remotest corners — including Doda, Rajouri, Poonch, Bhaderwah, Ramban, and the interior villages of Udhampur district — reached the venue after long journeys that often began before dawn.
For many elderly villagers, this camp is their very first opportunity to undergo high-quality cataract screening and surgery, procedures that had remained out of reach due to financial constraints, long waiting periods in state hospitals, or difficulty traveling to tertiary medical centres in Jammu or Srinagar.
Operation Drishti, therefore, is not just a surgical programme — it is the Army bringing mobility, expertise, and compassion directly to the doorsteps of those who need it most.
Lt Gen Pratik Sharma Highlights the Army’s Dual Mission: Defence and Welfare
While inaugurating the event, Lt Gen Pratik Sharma underlined that the Northern Command views public welfare as an essential pillar of stability in Jammu and Kashmir. He emphasised that real security comes not only from tactical superiority on the borders but also from strong bonds of trust, care, and partnership between the Army and the civilian population.
He noted that Operation Drishti is designed to restore vision, dignity, and hope — especially for senior citizens whose eyesight directly affects their quality of life, mobility, and emotional well-being.
Under his leadership, the Northern Command has steadily expanded outreach programmes, integrating advanced medical initiatives alongside humanitarian operations, disaster-relief efforts, and youth empowerment missions. This new initiative, he said, stands as a testament to the Army’s long-term commitment to serving the people of J&K.
Operation Sadbhavna’s Healing Touch Continues to Grow
For decades, Operation Sadbhavna has shaped a unique relationship between the armed forces and local communities, especially in regions where access to basic amenities remains limited by terrain and circumstances. Schools, computer centres, medical camps, skill-development programmes, girl-child initiatives, and youth sports events have all formed part of this extensive public welfare framework.
Operation Drishti now becomes one of its most impactful verticals — one that directly addresses preventable blindness, ensuring that hundreds walk away with renewed vision and a better chance at independent living.
Inside the Four-Day Camp: Screening, Surgery, Recovery, and Follow-Up Care
Each day of the camp is structured with precision. Patients arriving early undergo:
• Registration and case history review
• Detailed ophthalmic screening using slit-lamp examination and fundus evaluation
• On-spot diagnostic assessment for cataract type and surgical suitability
• Immediate scheduling for same-day or next-day surgery, depending on medical condition
The surgical process uses advanced phacoemulsification — a minimally invasive, micro-incision technique that enables faster recovery and minimal discomfort.
Post-surgery, patients are being kept under observation and briefed on follow-up medication, eye protection, and lifestyle precautions. Army medical officers are coordinating with local health workers to ensure seamless home-based follow-up in remote villages.

In the corridors of Command Hospital Udhampur, gratitude echoed throughout the first day. Elderly patients, some in their sixties and seventies, spoke emotionally about how cataract had left them unable to walk confidently, perform daily tasks, or recognise faces of family members.
For many, the surgery marks a return to normal life. For others, it is a chance to once again see their grandchildren clearly. The emotional weight of regained vision underscored the immense social impact of this camp.
Local leaders from Udhampur, Doda, and Poonch expressed deep gratitude, describing Operation Drishti as a “gift of light” for thousands living in remote mountainous belts.
Strengthening Trust, One Medical Mission at a Time
In regions where challenges are as complex as the terrain itself, initiatives like Operation Drishti go far beyond their medical purpose. They reinforce trust. They build goodwill. They create a sense of shared community between the Army and citizens. They show that India’s defence forces are not only guardians of the border but also guardians of public welfare.
With Operation Drishti now underway, the Northern Command has added yet another meaningful chapter to its story of service, compassion, and human connection in Jammu and Kashmir.

उधमपुर की शांत सुबह आज उम्मीद, रोशनी और इंसानी करुणा से भर उठी, जब उत्तरी कमान ने जम्मू-कश्मीर की जनता के लिए एक विशाल, बहु-दिवसीय सामाजिक-चिकित्सा कार्यक्रम — ऑपरेशन दृष्टि — की शुरुआत की। कमांड हॉस्पिटल, उधमपुर में आयोजित इस चार दिवसीय मेगा मोतियाबिंद शल्य चिकित्सा शिविर का उद्घाटन स्वयं उत्तरी कमान के सेना प्रमुख, लेफ्टिनेंट जनरल प्रतीक शर्मा, SYSM, PVSM, AVSM, SM ने किया। यह कार्यक्रम ऑपरेशन सद्भावना की भावना को और मजबूत करते हुए उस मानवीय सेना की तस्वीर पेश करता है जो सीमाओं की रक्षा के साथ-साथ नागरिकों की भलाई को भी अपनी जिम्मेदारी मानती है।

कश्मीर के बुजुर्गों में मोतियाबिंद की समस्या आम है, लेकिन कठिन भौगोलिक परिस्थितियों और सीमित स्वास्थ्य सुविधाओं के कारण अधिकांश लोग समय पर इलाज नहीं करा पाते। इसी समस्या को देखते हुए उत्तरी कमान की चिकित्सा शाखा ने नई दिल्ली स्थित प्रतिष्ठित आर्मी हॉस्पिटल रिसर्च एंड रेफरल (AHRR) के शीर्ष नेत्र विशेषज्ञों को उधमपुर बुलाकर अत्याधुनिक उपचार उपलब्ध कराया है।
कमांड हॉस्पिटल उधमपुर और AHRR की ऐतिहासिक साझेदारी
19 से 22 नवंबर 2025 तक चलने वाले इस विशेष शिविर में भारत के सर्वश्रेष्ठ नेत्र शल्य चिकित्सक, एनेस्थीसिया विशेषज्ञ, ऑप्टोमेट्रिस्ट, तकनीशियन और प्रशिक्षित नर्सें शामिल हैं।
AHRR का दल सामान्यतः सेना के अधिकारी, जवान, वेटरन और उनके परिजनों के जटिल नेत्र रोगों का उपचार करता है। उन्हीं विशेषज्ञ हाथों से जम्मू-कश्मीर के ग्रामीण नागरिकों का मुफ्त इलाज होना इस कार्यक्रम को असाधारण बनाता है।
कैम्प के लिए नवीनतम माइक्रोस्कोप, फेको-इमल्सिफिकेशन मशीन, डायग्नोस्टिक स्टेशन और अत्याधुनिक स्टरलाइजेशन यूनिटें अस्थायी रूप से स्थापित की गई हैं, जिससे मरीजों को दिल्ली जैसे सुपर स्पेशलिटी अस्पतालों के बराबर, उच्च स्तरीय उपचार मिल सके।
दूर-दराज पहाड़ी जिलों से उमड़ी मरीजों की भीड़
पहले ही दिन उधमपुर, डोडा, राजौरी, पुंछ, भद्रवाह, रामबन और दर्जनों पर्वतीय गांवों से सैकड़ों लोग अस्पताल पहुँचे। कई लोगों ने रात में ही अपनी यात्रा शुरू कर दी थी, ताकि उन्हें समय पर जांच मिल सके।
कई बुजुर्ग मरीज ऐसे थे जिन्होंने अपनी आर्थिक स्थिति, प्रतीक्षा अवधि या दूरस्थ अस्पतालों तक न जा पाने की मजबूरी के कारण वर्षों से मोतियाबिंद का इलाज टाल रखा था।
ऑपरेशन दृष्टि उन लोगों के लिए कुछ घंटों में जिंदगी बदल देने वाला अवसर बन गया है।

उन्होंने कहा कि ऑपरेशन दृष्टि रक्षा और जन-कल्याण दोनों मिशनों को एक ही धारा में जोड़ता है — जहां सेना सीमा पर दुश्मन से लड़ती है, वहीं नागरिकों की जिंदगी में रोशनी लाने का काम भी उसी समर्पण से करती है।
उन्होंने बताया कि यह पहल न केवल बुजुर्गों के स्वास्थ्य को सुधारती है, बल्कि उनकी गरिमा, आत्मविश्वास और स्वतंत्रता को भी पुनःस्थापित करती है।
ऑपरेशन सद्भावना: सेना और जनता के बीच भरोसे की पुलिया
ऑपरेशन सद्भावना के माध्यम से भारतीय सेना पिछले दशकों से कश्मीर में शिक्षा, स्वास्थ्य और सामुदायिक सहायता के माध्यम से लोगों के जीवन में निरंतर सुधार ला रही है।
स्कूल, कंप्यूटर केंद्र, महिला प्रशिक्षण इकाइयाँ, चिकित्सा शिविर, खेल प्रतियोगिताएँ — ये सभी प्रयास सेना को कश्मीर के सामाजिक ढांचे का अभिन्न हिस्सा बना चुके हैं।
ऑपरेशन दृष्टि इस निरंतर प्रयास का एक उन्नत और अत्यंत मानवीय विस्तार है — जो सीधे तौर पर अंधत्व रोकने और नेत्र स्वास्थ्य सुधारने जैसे महत्वपूर्ण लक्ष्य से जुड़ा है।
शिविर की कार्यप्रणाली: स्क्रीनिंग से सर्जरी और पुनर्वास तक
चार दिनों की इस चिकित्सा प्रक्रिया में मरीजों को चरणबद्ध ढंग से उपचार दिया जा रहा है:
- पंजीकरण और चिकित्सा इतिहास का मूल्यांकन
- स्लिट-लैंप और फंडस परीक्षा द्वारा विस्तृत नेत्र जांच
- मोतियाबिंद के प्रकार की पहचान
- उसी दिन या अगले दिन सर्जरी की योजना
- फेको-इमल्सिफिकेशन आधारित माइक्रो-इंसीजन सर्जरी
- 24 घंटे की देखभाल, दवाइयाँ और परामर्श
स्थानीय स्वास्थ्य कार्यकर्ताओं के साथ सेना का तालमेल सुनिश्चित कर रहा है कि मरीजों को अपने गांव वापस जाने के बाद भी उचित फॉलो-अप मिले।

सूत्रों के अनुसार, उत्तरी कमान इस शिविर को एक पायलट मॉडल की तरह देख रही है। सफल परिणामों के बाद ऑर्थोपेडिक, कार्डियक, स्त्रीरोग और सामान्य शल्य चिकित्सा जैसे क्षेत्रों में भी बड़े शिविर आयोजित करने की संभावनाएँ बढ़ गई हैं।
कई अधिकारियों ने इसे सेना–जनता संबंधों को स्थायी रूप से मजबूत करने की एक लंबी श्रृंखला की शुरुआत बताया।

कई बुजुर्ग मरीज सर्जरी के बाद भावुक हो उठे। उन्होंने कहा कि वर्षों से धुंधली दुनिया देखकर जीना उनके लिए बेहद कष्टकर था — कई लोग अपने ही पोते-पोतियों के चेहरे नहीं पहचान पाते थे।
अब वे न केवल देखने में सक्षम होंगे, बल्कि आत्मनिर्भर जीवन भी जी पाएंगे।
स्थानीय जनप्रतिनिधियों ने इसे “पहाड़ों में रहने वाले लोगों के लिए दिवाली की रोशनी” बताया।
विश्वास की रोशनी से दमकता जम्मू-कश्मीर
ऑपरेशन दृष्टि यह सिद्ध कर रहा है कि भारतीय सेना की असल शक्ति केवल हथियारों या युद्धकला में ही नहीं, बल्कि मानवीय सेवा में भी निहित है।
जहां यह पहल नेत्र रोगों के उपचार का माध्यम है, वहीं यह भरोसे, जुड़ाव और आपसी सम्मान की नई कहानी भी लिख रही है।
जैसे-जैसे शिविर आगे बढ़ रहा है, कमांड हॉस्पिटल उधमपुर हर दिन सैकड़ों मरीजों का उपचार कर रहा है — हर मरीज की आंखों में लौटती रोशनी इस शिविर की सफलता की गवाही देती है।
उधमपुर की इस पहल ने एक बार फिर साबित किया है कि भारतीय सेना करुणा और साहस — दोनों का संगम है।
