Pahalgam Terror Attack: Pakistan-backed Top Terrorist Leaders Unmasked; Deep Conspiracy to Destabilize Kashmir Unearthed

In a massive breakthrough in the investigation of the Pahalgam terror attack, Indian security agencies have unearthed a chilling nexus of top terrorist commanders from Lashkar-e-Taiba, Hizbul Mujahideen, and Harkat-ul-Jihad-al-Islami, acting under direct supervision and patronage of the Pakistani Army and ISI. Intelligence inputs reveal that the devastating attack was not a random act but a meticulously planned operation months in the making, orchestrated by some of the most wanted terrorists operating from Pakistan-Occupied Kashmir (PoK).
The prime architect of this conspiracy is identified as Saifullah Kasuri, the ruthless Deputy Chief of Lashkar-e-Taiba, known for his aggressive strategies and public threats against India. On February 2, 2025, Kasuri made a provocative declaration that Kashmir would become an Islamic nation by February 2026, signaling a new wave of terror planning aimed at Kashmir’s destabilization.
Following this inflammatory statement, Kasuri convened a high-level meeting in Kasur, Pakistan, during the last week of February. Attending this strategic conclave were five other senior commanders — Abu Musa, Lashkar’s top operational head in PoK; Mohammad Nawaz, Lashkar’s recruitment in-charge; Abdul Raffa Rasool, operational chief of Hizbul Mujahideen; Abdullah Khalid, Lashkar’s field commander; and Idris Shaheen, HuJI’s key operative. These men, each with a bloodstained history of terror activities, pooled their resources, manpower, and tactical expertise to finalize a plan that would shake the Valley.
In the first week of March, the group reconvened secretly at Khambal area of Mirpur in PoK, where final touches were given to the Pahalgam attack framework. Sources confirm that Pakistani Army officers, along with ISI handlers, were present to oversee the planning and assured logistical, technical, and arms support for the operation.
Among the most notorious in this plot is Abu Musa, a name synonymous with deadly infiltration missions and sophisticated guerrilla attacks. Known for leading the 2022 Uri sector infiltration and orchestrating the 2023 Handwara IED blast that killed several Army personnel, Abu Musa has been a thorn in India’s counterterrorism efforts. His brutal methods, including the use of sniper units in the Tangdhar sector during 2024, had already earned him a spot on India’s most-wanted list.
Mohammad Nawaz, the Lashkar recruitment chief, has been pivotal in radicalizing and training hundreds of young militants from Muzaffarabad and surrounding areas, feeding a steady stream of fresh operatives into Kashmir. His networks were previously linked to the 2022 Pulwama infiltration module, which led to a series of civilian and security force attacks.
Abdul Raffa Rasool, representing Hizbul Mujahideen, has a bloody track record of engineering targeted killings of political workers and security personnel in South Kashmir. He was the chief planner behind the Anantnag police convoy ambush in 2021 that left six policemen dead. Meanwhile, Abdullah Khalid, Lashkar’s field specialist, masterminded attacks on CRPF convoys in Sopore during 2023 and coordinated weapon drops via drones across the LoC in 2024.
Adding further danger to this deadly coalition was Idris Shaheen, HuJI’s commander for South Kashmir. Shaheen was responsible for training suicide squads that targeted sensitive Air Force installations like the Awantipora base in 2023. His involvement signaled that the Pahalgam plot might have included suicide bombers as well, although that angle is still under investigation.
What makes the Pahalgam attack even more alarming is the direct footprint of Pakistan’s state institutions. Intelligence reports suggest that the Pakistani Army provided safehouses in Kotli and Bhimber districts of PoK for these terrorist commanders to meet, plan, and execute their operations. ISI handlers reportedly reopened old training camps in the Jaba Top region, where new batches of militants were trained with modern warfare techniques, including drone handling, night-time ambushes, and IED manufacturing.
Arms and ammunition were provided through secret depots managed by the Pakistan Army, and wireless codes for cross-LoC communication were freshly issued in January 2025. This confirms beyond doubt that Pakistan’s so-called “denial diplomacy” on Kashmir is merely a façade to shield its deep involvement in nurturing terrorism.
Reacting to these revelations, Indian Army sources confirmed that a massive counter-insurgency operation has been launched across South Kashmir, with over 30 suspects already detained. Surveillance along the Line of Control has been intensified, especially in sectors like Gurez, Uri, and Tangdhar. Agencies are also tracking suspicious drone movements along the international border, indicating a multi-pronged strategy to counter future attacks.
Senior officials warn that more such “joint operations” involving Lashkar, Hizbul, and HuJI may be in the pipeline, given the desperation among Pakistani handlers to reignite large-scale unrest in Kashmir ahead of the 2025-26 winter season.
The Pahalgam attack stands as a stark reminder of the persistent threat posed by Pakistan’s terror machinery and the need for India to maintain unwavering vigilance across its frontiers. As investigations deepen, more explosive revelations are expected to come out in the coming days.
Masterminds Behind the Attack

पहलगाम आतंकी हमले की जांच में भारतीय सुरक्षा एजेंसियों ने एक खतरनाक आतंकवादी गठजोड़ का पर्दाफाश किया है। लश्कर-ए-तैयबा, हिज्बुल मुजाहिदीन और हरकत-उल-जिहाद-अल-इस्लामी जैसे खूंखार संगठनों के शीर्ष कमांडर पाकिस्तानी सेना और ISI के संरक्षण में इस हमले की साजिश रचते पाए गए हैं। यह हमला एक योजनाबद्ध सैन्य साजिश थी, जिसे महीनों की तैयारी के बाद अंजाम दिया गया।

मार्च के पहले सप्ताह में एक और गुप्त बैठक PoK के मीरपुर के खंबल क्षेत्र में हुई, जहाँ इस हमले की अंतिम रूपरेखा तैयार की गई। भारतीय एजेंसियों के अनुसार इस बैठक में पाकिस्तानी सेना और ISI के अधिकारी भी मौजूद थे, जिन्होंने हथियार, तकनीकी समर्थन और घुसपैठ की व्यवस्था सुनिश्चित की।
अबू मूसा, जो 2022 उरी घुसपैठ और 2023 हंदवाड़ा आईईडी हमले का मास्टरमाइंड रहा है, इस साजिश में प्रमुख भूमिका निभा रहा था। उसकी खूंखार गतिविधियों ने पहले ही भारतीय सुरक्षा एजेंसियों के लिए गंभीर खतरा पैदा कर दिया था।
मोहम्मद नवाज, जो लश्कर का भर्ती प्रमुख है, ने बड़ी संख्या में युवाओं को कट्टरपंथी बनाकर कश्मीर में भेजा था। पुलवामा में 2022 में पकड़े गए घुसपैठिए भी उसके नेटवर्क से जुड़े थे।
अब्दुल रफ़्फा रसूल, हिज्बुल का ऑपरेशनल प्रमुख, दक्षिण कश्मीर में राजनीतिक कार्यकर्ताओं और सुरक्षाबलों के खिलाफ लक्षित हमलों का मास्टरमाइंड रहा है, जबकि अब्दुल्ला खालिद ने सोपोर क्षेत्र में सीआरपीएफ काफिलों पर हमले और ड्रोन से हथियार गिराने जैसे अभियानों को अंजाम दिया था।
इदरीस शाहीन की उपस्थिति ने इस साजिश में आत्मघाती हमले की संभावना को और बढ़ा दिया है, जिसकी गहन जांच की जा रही है।
सबसे खतरनाक बात यह है कि पाकिस्तान की सरकारी एजेंसियाँ इस पूरी साजिश में गहरे तौर पर शामिल थीं। पाकिस्तानी सेना ने कोटली और भीमबर जिलों में आतंकियों के लिए सुरक्षित ठिकाने उपलब्ध कराए, जबकि ISI ने जेबा टॉप क्षेत्र में पुराने आतंकी शिविरों को फिर से चालू कर प्रशिक्षण शुरू करवा दिया। हथियार, संचार उपकरण और नक्शे सेना के गुप्त डिपो से आतंकियों को सौंपे गए।
इन खुलासों के बाद भारतीय सेना और सुरक्षा एजेंसियों ने दक्षिण कश्मीर में बड़े पैमाने पर तलाशी अभियान शुरू कर दिया है। 30 से अधिक संदिग्धों को गिरफ्तार किया जा चुका है और LoC पर गश्त और ड्रोन निगरानी को और अधिक बढ़ा दिया गया है। सुरक्षा एजेंसियों का मानना है कि आने वाले महीनों में और भी बड़े हमलों की योजना बनाई जा सकती है।
पहलगाम हमला पाकिस्तान प्रायोजित आतंकवाद की एक और स्पष्ट मिसाल है, जो यह दर्शाता है कि भारत को अपनी सीमाओं पर निरंतर सतर्कता बरतने की आवश्यकता है। आने वाले दिनों में इस साजिश से जुड़े और भी सनसनीखेज खुलासे होने की उम्मीद है।
