Pakistan Army’s newly established Army Rocket Force Command (ARFC) is undergoing a significant leadership transition, with Lieutenant General Muhammad Ishaq Khattak reportedly taking charge as its Commander and Major General Ameer Muhammad Umrani serving as Chief of Staff. The reported appointments come as Pakistan continues to build a dedicated command structure for its conventional rocket and missile capabilities.

The ARFC was announced by Pakistan Prime Minister Shehbaz Sharif in August 2025 as a new formation intended to strengthen the Pakistan Army’s conventional strike capabilities. Pakistani officials said at the time that the command would be equipped with modern technology and would enhance the country’s conventional warfare capabilities.

The emergence of Lt Gen Ishaq Khattak at the helm of the formation is significant because his reported background includes responsibilities associated with weapons development and strategic systems. Recent listings identify Muhammad Ishaq Khattak as Commander, Army Rocket Force Command, and identify him as an officer of the 36 Frontier Force Regiment and 86th PMA Long Course.

Reports circulating around the latest Pakistan Army reshuffle indicate that Khattak was among the 11 Major Generals promoted to the rank of Lieutenant General. His reported movement to the ARFC therefore places a newly elevated three-star officer at the head of one of Pakistan Army’s newest and potentially most consequential conventional strike formations.

Khattak’s reported previous association with the Special Plans Division (SPD), particularly in a weapons-development role, is also attracting attention. The SPD is associated with Pakistan’s strategic weapons establishment, while the newly formed ARFC is intended primarily to handle conventional rocket and missile capabilities. Analysts therefore view the appointment as potentially reflecting Pakistan’s effort to bring greater institutional expertise in weapons development and precision-strike systems into the new command.

The second important appointment is that of Major General Ameer Muhammad Umrani, who is being identified in recent listings as the Chief of Staff of the Army Rocket Force Command. Umrani is associated with the 36 Baloch Regiment and 95th PMA Long Course, according to the information currently circulating about the appointment.

The reported leadership structure is noteworthy because both officers come from infantry backgrounds, rather than from Pakistan Army’s artillery arm or a dedicated missile formation. That aspect has generated discussion within Pakistan’s defence community because rocket and missile formations traditionally require expertise in fire control, targeting, artillery operations, missile technology, logistics and precision-strike planning.

However, the use of infantry officers at the top of the ARFC does not necessarily indicate a lack of technical expertise. Modern missile and rocket forces are highly integrated formations requiring command-and-control structures that connect intelligence, surveillance and reconnaissance, targeting, communications, logistics and battlefield operations. Senior officers from different combat arms can therefore be assigned to command such formations depending on their operational and staff experience.

The ARFC itself represents a major organisational development in Pakistan’s conventional military architecture. When the formation was announced in August 2025, Prime Minister Shehbaz Sharif said it would strengthen Pakistan’s conventional warfare capability. Pakistani reporting described the command as a mechanism to consolidate conventional rocket and missile capabilities under a dedicated structure.

The command is distinct from Pakistan’s nuclear strategic command arrangements. Public reporting has described the ARFC as being focused on conventional rockets and missiles, while Pakistan’s nuclear-capable strategic systems remain associated with the country’s existing strategic command architecture. Analysts cited by Al Jazeera have similarly described the ARFC as a formation intended to centralise control of conventional guided rocket systems under the Pakistan Army’s General Headquarters.

The timing of the ARFC’s creation is also strategically important. Pakistan announced the command in August 2025, only months after the India-Pakistan military confrontation of 2025. The new formation has consequently been widely interpreted as part of Pakistan’s effort to improve its conventional long-range strike and precision-fire capabilities.

The command has already been associated with Pakistan’s Fatah-series weapon systems. Janes reported that Pakistan’s Army Rocket Force Command conducted a training launch of the Fatah-IV ground-launched cruise missile on September 30, 2026. Pakistan’s Inter-Services Public Relations said the newly inducted system has a reported range of 750 kilometres and is intended to improve the reach, lethality and survivability of the Army’s conventional missile systems.

The Fatah-IV development is particularly relevant to understanding why the ARFC is becoming an important component of Pakistan’s military structure. Unlike traditional tube artillery, long-range rocket and missile systems can provide stand-off precision fires against targets deep behind the tactical battle area. Such capabilities can potentially support conventional deterrence, counter-force operations and deep-strike missions without necessarily involving nuclear weapons.

Janes has also reported that Pakistan had previously unveiled imagery associated with the Fatah-IV and that the missile was subsequently officially confirmed through the September 2026 training launch.

The creation of a dedicated rocket force also fits into a broader regional trend toward long-range precision fires. India has been working on its own integrated rocket-force concept, while Pakistan has moved to establish a dedicated Army Rocket Force Command. An Australian National University research publication similarly noted that both India and Pakistan have been developing rocket-force concepts aimed at conventional counter-force and precision-strike capabilities.

For Pakistan Army, the challenge will now be to transform the ARFC from an organisational headquarters into a fully integrated operational force. That would require the command to coordinate missile units, launchers, ammunition, targeting networks, intelligence assets, battle-management systems, communications and logistical support.

The appointment of Lt Gen Ishaq Khattak, if confirmed through official Pakistani military channels, could indicate that Islamabad wants the ARFC leadership to have a strong understanding of weapons development and strategic systems. His reported experience with the Special Plans Division makes his appointment particularly relevant as Pakistan expands its conventional missile portfolio.

At the same time, the appointment of Maj Gen Ameer Umrani as Chief of Staff would place an officer with an infantry background at the centre of the command’s staff architecture. The Chief of Staff position could be particularly important for integrating operational planning, intelligence, logistics and coordination between the command headquarters and its subordinate elements.

The reported appointments therefore represent more than a routine reshuffle. They come at a time when Pakistan is attempting to establish a dedicated conventional deep-strike capability and expand the operational role of its Fatah-series systems.

The precise organisational structure, subordinate units, deployment locations and complete inventory of weapons assigned to the ARFC remain matters of limited public information. Consequently, claims regarding the command’s exact order of battle or operational strength should be treated cautiously unless confirmed by Pakistan’s military authorities.

What is becoming increasingly clear, however, is that the Army Rocket Force Command is emerging as a central element of Pakistan Army’s conventional precision-strike architecture. With a reported three-star commander who has a weapons-development background and a major general serving as Chief of Staff, the command is entering a new phase at a time when missile warfare, precision fires, drones, intelligence networks and long-range strike capabilities are rapidly reshaping military planning across South Asia.

पाकिस्तान आर्मी की नई Army Rocket Force Command (ARFC) अब नए नेतृत्व के साथ अपने ऑपरेशनल ढांचे को मजबूत करने की दिशा में आगे बढ़ रही है। हालिया रिपोर्टों और उपलब्ध सैन्य लिस्टिंग के अनुसार लेफ्टिनेंट जनरल मुहम्मद इशाक खट्टक ने Army Rocket Force Command के कमांडर के रूप में जिम्मेदारी संभाली है, जबकि मेजर जनरल अमीर मुहम्मद उमरानी को Chief of Staff के रूप में तैनात किया गया है। हालांकि, इन नियुक्तियों की अंतिम आधिकारिक पुष्टि पाकिस्तान सेना की ओर से उपलब्ध सार्वजनिक स्रोतों में सीमित है, इसलिए इन्हें फिलहाल रिपोर्टेड नियुक्तियों के रूप में देखा जाना चाहिए। हालिया लिस्टिंग में इशाक खट्टक को ARFC Commander के रूप में दर्ज किया गया है।

अब इस कमान की जिम्मेदारी लेफ्टिनेंट जनरल मुहम्मद इशाक खट्टक को दिए जाने की खबर इसलिए महत्वपूर्ण है क्योंकि उनका सैन्य करियर हथियार विकास और रणनीतिक जिम्मेदारियों से भी जुड़ा रहा है। उपलब्ध जानकारी के अनुसार वह 36 Frontier Force Regiment से हैं और 86th PMA Long Course के अधिकारी हैं। हालिया सैन्य लिस्टिंग में उन्हें Army Rocket Force Command का Commander बताया गया है।

इशाक खट्टक की कथित पूर्व जिम्मेदारी Special Plans Division यानी SPD में weapons development से जुड़ी रही है। पाकिस्तान के रणनीतिक हथियार ढांचे में SPD की महत्वपूर्ण भूमिका मानी जाती है। ऐसे में weapons development और strategic systems से जुड़े अनुभव वाले अधिकारी को Army Rocket Force Command की कमान सौंपना इस बात का संकेत हो सकता है कि पाकिस्तान इस नई फोर्स में हथियार प्रणालियों, precision strike और long-range fire capabilities के बीच बेहतर तालमेल स्थापित करना चाहता है।

दूसरी महत्वपूर्ण नियुक्ति मेजर जनरल अमीर मुहम्मद उमरानी की बताई जा रही है, जिन्हें ARFC का Chief of Staff बताया गया है। उपलब्ध जानकारी के अनुसार उमरानी 36 Baloch Regiment से हैं और 95th PMA Long Course के अधिकारी हैं।

Army Rocket Force Command का गठन पाकिस्तान की सैन्य संरचना में एक महत्वपूर्ण बदलाव है। पाकिस्तान ने इसे पारंपरिक रॉकेट और मिसाइल क्षमता के लिए एक dedicated command structure के रूप में विकसित करने की दिशा में कदम उठाया है। पाकिस्तान के प्रधानमंत्री ने इसके गठन की घोषणा करते हुए इसे conventional warfare capability को मजबूत करने वाला कदम बताया था।

इस नई कमान का गठन भारत-पाकिस्तान के बीच 2025 के सैन्य टकराव के कुछ महीनों बाद हुआ था। इसलिए इसकी स्थापना को पाकिस्तान की conventional deep-strike और precision-fire capabilities को बढ़ाने की कोशिश के तौर पर देखा गया है।

ARFC का नाम पाकिस्तान के Fatah-series missile और rocket systems के साथ भी जुड़ रहा है। हाल ही में Janes ने रिपोर्ट किया कि पाकिस्तान आर्मी ने 30 सितंबर 2026 को Fatah-IV ground-launched cruise missile का training launch किया। पाकिस्तान की सैन्य मीडिया शाखा ISPR के अनुसार यह नया missile system Army Rocket Force Command का हिस्सा है और इसकी घोषित range 750 किलोमीटर है।

Fatah-IV का महत्व इसलिए बढ़ जाता है क्योंकि यह Pakistan Army को conventional stand-off strike capability देने की दिशा में एक महत्वपूर्ण कदम है। ऐसे सिस्टम पारंपरिक artillery की तुलना में काफी अधिक दूरी पर precision strikes करने की क्षमता प्रदान कर सकते हैं।

Janes के अनुसार Fatah-IV को पाकिस्तान ने सितंबर 2026 के training launch के माध्यम से आधिकारिक तौर पर सामने रखा, जबकि इससे पहले अगस्त 2025 में इसके संभावित imagery और specifications सामने आए थे।

Army Rocket Force Command का गठन केवल एक नई सैन्य यूनिट बनाने तक सीमित नहीं है। इसका वास्तविक महत्व इस बात में होगा कि पाकिस्तान इसे किस तरह intelligence, targeting और precision-strike network के साथ जोड़ता है।

एक प्रभावी rocket force के लिए केवल missile और launcher पर्याप्त नहीं होते। इसके लिए लक्ष्य की पहचान करने वाले intelligence assets, surveillance systems, secure communications, battle-management systems, targeting networks, logistics और real-time command-and-control की जरूरत होती है।

इसी वजह से ARFC का नया नेतृत्व महत्वपूर्ण हो जाता है। यदि लेफ्टिनेंट जनरल इशाक खट्टक की नियुक्ति की आधिकारिक पुष्टि होती है, तो weapons-development और strategic systems से जुड़े उनके कथित अनुभव को नई कमान की operational development के लिए महत्वपूर्ण माना जा सकता है।

वहीं, मेजर जनरल अमीर उमरानी के Chief of Staff बनने से command headquarters के operational planning, coordination और staff functions में उनकी भूमिका महत्वपूर्ण होगी।

दक्षिण एशिया में long-range precision fires का महत्व तेजी से बढ़ रहा है। भारत भी integrated rocket-force architecture और precision-strike capabilities पर काम कर रहा है, जबकि पाकिस्तान ने Army Rocket Force Command के जरिए conventional missile और rocket capabilities को एक dedicated structure में लाने की दिशा में कदम उठाया है।

इस पूरे घटनाक्रम का सबसे बड़ा संकेत यह है कि पाकिस्तान conventional warfare में deep-strike और precision-fire capabilities को अलग स्तर पर विकसित करने की कोशिश कर रहा है। Nuclear deterrence के समानांतर conventional missile capability को मजबूत करना भविष्य के संभावित संघर्षों में पाकिस्तान की military planning का एक महत्वपूर्ण हिस्सा बन सकता है।

हालांकि, ARFC की वास्तविक operational strength, subordinate units, deployment locations और complete weapon inventory को लेकर सार्वजनिक जानकारी अभी सीमित है। इसलिए सोशल मीडिया या गैर-आधिकारिक स्रोतों में सामने आने वाली हर जानकारी को आधिकारिक तथ्य नहीं माना जा सकता।

लेकिन उपलब्ध जानकारी से यह स्पष्ट है कि Army Rocket Force Command पाकिस्तान आर्मी की conventional precision-strike architecture का एक तेजी से महत्वपूर्ण हिस्सा बन रहा है। इसके शीर्ष पर reported तीन-स्टार कमांडर और Chief of Staff की नई नियुक्तियां ऐसे समय में हुई हैं जब पाकिस्तान Fatah-series जैसे long-range conventional strike systems को अपनी सैन्य क्षमता में शामिल कर रहा है।

इस नई कमान की वास्तविक प्रभावशीलता इस बात पर निर्भर करेगी कि पाकिस्तान इसे कितनी तेजी से operationalise करता है, इसके missile और rocket units को किस तरह integrate करता है और intelligence, surveillance, targeting तथा command-and-control networks के साथ इसका कितना प्रभावी तालमेल स्थापित होता है।

एक बात निश्चित है—पाकिस्तान का Army Rocket Force Command अब केवल एक प्रशासनिक गठन नहीं रह गया है; Fatah-series systems के साथ यह पाकिस्तान की conventional deep-strike strategy का एक प्रमुख operational pillar बनने की दिशा में बढ़ रहा है।
