Rajasthan Chief Secretary V. Srinivas Visits Sapta Shakti Command Headquarters in Jaipur, Holds Talks with Lt Gen Padam Shekhawat on Civil-Military Coordination
Jaipur: Rajasthan Chief Secretary V. Srinivas visited the Sapta Shakti Command Headquarters of the Indian Army in Jaipur, where he held a formal courtesy meeting with Lieutenant General Padam Shekhawat. The visit focused on strengthening civil-military coordination and enhancing cooperation between the state administration and the Indian Army.
During the visit, Chief Secretary V. Srinivas interacted with Lt Gen Padam Shekhawat and senior Army officials. The meeting provided an opportunity to discuss issues of mutual interest and review the existing framework of coordination between the military and the civil administration in Rajasthan.
The visit assumes significance in the backdrop of the earlier meeting between Lt Gen Padam Shekhawat and the Chief Secretary at the Rajasthan State Secretariat. During that interaction, discussions had focused on civil-military coordination, mutual cooperation and administrative support mechanisms. Lt Gen Shekhawat had also invited the Chief Secretary to visit the Sapta Shakti Command Headquarters.
The Chief Secretary’s visit to the Army headquarters in Jaipur followed that invitation and further strengthened the institutional dialogue between the state government and the Army’s Sapta Shakti Command.
The discussions also come ahead of the proposed joint civil-military conferences, where greater coordination between the armed forces and the civil administration is expected to remain a key focus.
Civil-military coordination assumes particular importance in Rajasthan due to the state’s strategic geographical location and its proximity to the international border. Effective coordination between the Army, state administration, police and other agencies is essential for ensuring preparedness, efficient administrative support and a coordinated response during emergencies and contingencies.
During the interaction, emphasis was placed on mutual cooperation, civil-military synergy and strengthening ongoing administrative coordination and support structures. Such engagements provide a platform for both sides to understand operational and administrative requirements and work towards more efficient coordination.
The Sapta Shakti Command, headquartered in Jaipur, plays a crucial role in the Indian Army’s operational responsibilities in the western sector. Regular interaction between the Army leadership and senior civil administration officials helps ensure that institutional mechanisms remain robust and responsive.
The meeting also reflects the importance attached to maintaining regular communication between the military establishment and the Rajasthan government. Such interactions facilitate coordination on matters involving infrastructure, logistics, emergency preparedness, security-related requirements and administrative support.
Expressing his appreciation for the warm interaction and hospitality extended during the visit, Chief Secretary V. Srinivas thanked Lieutenant General Padam Shekhawat for the cordial reception.
The visit is being viewed as another important step towards further strengthening the civil-military relationship in Rajasthan and building a more effective mechanism of cooperation between the state administration and the Indian Army.
With the proposed joint civil-military conferences ahead, continued engagement between senior officials of the Rajasthan government and the Army is expected to provide further momentum to coordination efforts and strengthen the partnership between the civil administration and the armed forces.

राजस्थान के मुख्य सचिव वी. श्रीनिवास ने जयपुर स्थित सप्त शक्ति कमान मुख्यालय का किया दौरा, लेफ्टिनेंट जनरल पदम शेखावत से की मुलाकात
जयपुर: राजस्थान के मुख्य सचिव वी. श्रीनिवास ने आज जयपुर स्थित भारतीय सेना की सप्त शक्ति कमान के मुख्यालय का दौरा किया। इस दौरान उन्होंने सप्त शक्ति कमान के कमांडर लेफ्टिनेंट जनरल पदम शेखावत से औपचारिक शिष्टाचार मुलाकात की। दोनों वरिष्ठ अधिकारियों के बीच हुई बातचीत में सिविल-मिलिट्री कोऑर्डिनेशन, आपसी सहयोग और प्रशासनिक समन्वय से जुड़े महत्वपूर्ण विषयों पर चर्चा हुई।
मुख्य सचिव वी. श्रीनिवास का यह दौरा राजस्थान सरकार और भारतीय सेना के बीच संस्थागत समन्वय को और मजबूत करने की दिशा में महत्वपूर्ण माना जा रहा है। यात्रा के दौरान मुख्य सचिव ने लेफ्टिनेंट जनरल पदम शेखावत और सप्त शक्ति कमान के वरिष्ठ अधिकारियों के साथ बातचीत की तथा राज्य प्रशासन और सेना के बीच जारी समन्वय व्यवस्था को लेकर विचार-विमर्श किया।
पिछली बैठक के बाद हुआ सप्त शक्ति कमान का दौरा
मुख्य सचिव वी. श्रीनिवास और लेफ्टिनेंट जनरल पदम शेखावत के बीच यह मुलाकात उस पिछली बैठक की कड़ी के रूप में सामने आई है, जो दोनों अधिकारियों के बीच राजस्थान के राज्य सचिवालय में हुई थी।
राज्य सचिवालय में हुई उस बैठक के दौरान सैन्य और नागरिक प्रशासन के बीच बेहतर तालमेल, आपसी सहयोग तथा प्रशासनिक सहायता से जुड़े मुद्दों पर चर्चा की गई थी। इसी दौरान लेफ्टिनेंट जनरल पदम शेखावत ने मुख्य सचिव को सप्त शक्ति कमान मुख्यालय का दौरा करने का निमंत्रण दिया था।
मुख्य सचिव का जयपुर स्थित कमान मुख्यालय पहुंचना इसी निमंत्रण के बाद हुआ, जिससे दोनों पक्षों के बीच संवाद और समन्वय को और मजबूती मिली है।
सिविल-मिलिट्री कोऑर्डिनेशन पर जोर
बैठक में मुख्य रूप से सिविल-मिलिट्री कोऑर्डिनेशन और आपसी सहयोग को और मजबूत करने पर चर्चा हुई। आगामी संयुक्त सैन्य-नागरिक सम्मेलनों से पहले हुई यह बातचीत विशेष महत्व रखती है।
इन बैठकों का उद्देश्य राज्य प्रशासन और सैन्य संस्थानों के बीच मौजूद समन्वय तंत्र को और प्रभावी बनाना है, ताकि आवश्यकता के समय प्रशासनिक सहायता, संसाधनों और विभिन्न एजेंसियों के बीच बेहतर तालमेल सुनिश्चित किया जा सके।
राजस्थान की भौगोलिक एवं सामरिक स्थिति को देखते हुए सेना और नागरिक प्रशासन के बीच मजबूत समन्वय बेहद महत्वपूर्ण है। राज्य का बड़ा हिस्सा पश्चिमी सीमा क्षेत्र से जुड़ा हुआ है और यहां भारतीय सेना, सीमा सुरक्षा बल, पुलिस, जिला प्रशासन तथा अन्य सुरक्षा एजेंसियां विभिन्न स्तरों पर कार्य करती हैं।
ऐसे में वरिष्ठ सैन्य और प्रशासनिक अधिकारियों के बीच नियमित संवाद से आपातकालीन परिस्थितियों, प्रशासनिक सहायता, लॉजिस्टिक्स, आधारभूत ढांचे और सुरक्षा संबंधी आवश्यकताओं पर बेहतर तालमेल सुनिश्चित करने में मदद मिलती है।
सप्त शक्ति कमान की भूमिका महत्वपूर्ण
जयपुर स्थित सप्त शक्ति कमान भारतीय सेना की महत्वपूर्ण कमानों में से एक है और पश्चिमी क्षेत्र में सेना की ऑपरेशनल तैयारियों तथा जिम्मेदारियों में इसकी अहम भूमिका है।
कमान स्तर पर सेना के वरिष्ठ अधिकारियों और राज्य के शीर्ष प्रशासनिक अधिकारियों के बीच होने वाली बैठकें सैन्य एवं नागरिक संस्थानों के बीच सहयोग को मजबूत करने में महत्वपूर्ण भूमिका निभाती हैं।
इस तरह के संवाद से दोनों पक्ष एक-दूसरे की आवश्यकताओं और जिम्मेदारियों को बेहतर तरीके से समझ सकते हैं तथा प्रशासनिक और सैन्य स्तर पर समन्वय की व्यवस्था को अधिक प्रभावी बनाया जा सकता है।

मुख्य सचिव ने कहा कि इस आत्मीयता और सौहार्दपूर्ण आतिथ्य के लिए वह लेफ्टिनेंट जनरल पदम शेखावत जी के आभारी हैं।
यह मुलाकात राजस्थान सरकार और भारतीय सेना के बीच मजबूत होते संबंधों को दर्शाती है। साथ ही, आगामी संयुक्त सैन्य-नागरिक सम्मेलनों की पृष्ठभूमि में यह संवाद भविष्य में दोनों पक्षों के बीच सहयोग को और विस्तार देने का आधार तैयार कर सकता है।
