This makes the stability of India-Bangladesh relations even more important. A prolonged diplomatic breakdown could increase Bangladesh’s dependence on alternative external partners, while a stable relationship with India would allow Dhaka greater strategic flexibility. The Border Question Remains a Persistent Security Concern

The India-Bangladesh border is another major area where intelligence and security cooperation remains important. The frontier is characterised by densely populated areas, rivers, agricultural land and difficult terrain in places, creating challenges for border management. Illegal migration, smuggling, trafficking and cross-border criminal networks have periodically generated political controversy.

For India, border security is particularly sensitive because the eastern frontier directly affects West Bengal, Assam, Meghalaya, Tripura and Mizoram. For Bangladesh, the border is equally significant because instability or criminal activity along the frontier can affect its own internal security. This is why intelligence-to-intelligence engagement can continue even during periods when political relations become strained.

Why Intelligence Channels Often Survive Diplomatic Crises

One of the most important lessons from the current developments is that intelligence and security relations often operate differently from public diplomacy. A New Phase of India-Bangladesh Relations Is Taking Shape

The next major test will be whether India and Bangladesh can convert these separate channels of contact into a sustained political dialogue. A direct meeting between Narendra Modi and Tarique Rahman could potentially help establish a new framework for the relationship. Indian envoy Dinesh Trivedi has publicly suggested that meetings between leaders can help resolve problems, while Rahman’s message about creating a conducive environment indicates that Dhaka also sees value in improving ties.

But the Hasina issue will remain unavoidable. Any serious reset will require both sides to manage the extradition dispute without allowing it to consume the entire relationship. At the same time, India will have to carefully balance its legal position and strategic interests with Bangladesh’s political sensitivities. Dhaka, for its part, will have to decide how far it wants to push the issue without damaging economic, security and connectivity interests that require stable relations with New Delhi.

India-Bangladesh Ties at a Strategic Crossroads

If the coming weeks produce a Modi-Rahman meeting, progress on diplomatic concerns, continued intelligence cooperation and a mutually manageable framework on the Hasina issue, the current period of tension could eventually become the beginning of a new phase in India-Bangladesh relations. If those issues remain unresolved, however, the relationship could continue to oscillate between engagement and confrontation.

For now, the message from Dhaka appears clear: political differences remain serious, but the channels of communication are still open. And in South Asian geopolitics, keeping those channels open can sometimes be as strategically important as the agreements that emerge from them.

तारिक रहमान की सरकार के सामने सबसे बड़ी चुनौती यह है कि उसे भारत के साथ संबंधों को स्थिर भी रखना है और घरेलू राजनीतिक दबावों का सामना भी करना है। बांग्लादेश की भौगोलिक स्थिति ऐसी है कि भारत उसके लिए सिर्फ एक पड़ोसी देश नहीं बल्कि व्यापार, सीमा सुरक्षा, कनेक्टिविटी और क्षेत्रीय स्थिरता का महत्वपूर्ण हिस्सा है।

इसी कारण तारिक रहमान का “अनुकूल वातावरण” बनाने पर जोर देना महत्वपूर्ण संकेत है। इसका अर्थ यह निकाला जा सकता है कि मौजूदा विवादों के बावजूद ढाका भारत के साथ संबंधों को पूरी तरह समाप्त करने की नीति नहीं अपना रहा। बल्कि वह चाहता है कि दोनों पक्ष विवादित मुद्दों को संभालते हुए व्यापक द्विपक्षीय रिश्तों को आगे बढ़ाएं।

BRICS Summit बना सकता है मोदी-तारिक मुलाकात का रास्ता

भारत ने बांग्लादेश के प्रधानमंत्री तारिक रहमान को 12-13 सितंबर 2026 को नई दिल्ली में होने वाले 18वें BRICS Summit में विशेष अतिथि के रूप में आमंत्रित किया है। बांग्लादेश BRICS का सदस्य नहीं है, लेकिन भारत ने अपनी मेजबानी के दौरान तारिक रहमान को विशेष अतिथि के तौर पर आमंत्रित किया है। बांग्लादेश ने पुष्टि की है कि निमंत्रण उसे प्राप्त हुआ और इसे प्रधानमंत्री कार्यालय को भेज दिया गया है।

यह निमंत्रण मौजूदा परिस्थितियों में सामान्य औपचारिकता से अधिक महत्व रखता है। यदि तारिक रहमान नई दिल्ली आते हैं, तो BRICS Summit के दौरान प्रधानमंत्री नरेंद्र मोदी और उनके बीच सीधी मुलाकात का अवसर बन सकता है। भारत के High Commissioner Dinesh Trivedi पहले ही कह चुके हैं कि नई दिल्ली बांग्लादेश के प्रधानमंत्री का स्वागत करने के लिए उत्सुक है और उम्मीद करती है कि उनका भारत दौरा जल्द होगा।

भारत के लिए बांग्लादेश का रणनीतिक महत्व

भारत-बांग्लादेश संबंध केवल कूटनीति तक सीमित नहीं हैं। बांग्लादेश भारत के पूर्वोत्तर राज्यों और बंगाल की खाड़ी के बीच एक बेहद महत्वपूर्ण भौगोलिक कड़ी है। बांग्लादेश के साथ कनेक्टिविटी भारत के पूर्वोत्तर क्षेत्र तक पहुंच को बेहतर बनाने में मदद कर सकती है। व्यापार, सड़क और रेल संपर्क, नदी परिवहन तथा क्षेत्रीय कनेक्टिविटी के लिहाज से भी बांग्लादेश भारत की पूर्वी रणनीति का महत्वपूर्ण हिस्सा है।

राष्ट्रीय सुरक्षा की दृष्टि से भी बांग्लादेश का महत्व अत्यधिक है। भारत के पूर्वोत्तर राज्यों की सुरक्षा, सीमा पार आतंकवाद, अवैध हथियार, मानव तस्करी, ड्रग्स और संगठित अपराध जैसे विषय दोनों देशों के सुरक्षा प्रतिष्ठानों के बीच निरंतर संवाद की मांग करते हैं। इसलिए राजनीतिक रिश्तों में तनाव के बावजूद खुफिया संपर्क को बनाए रखना भारत की व्यापक सुरक्षा नीति का हिस्सा हो सकता है।

चीन फैक्टर भी भारत-बांग्लादेश समीकरण को प्रभावित करता है

भारत-बांग्लादेश संबंधों को केवल द्विपक्षीय विवादों के संदर्भ में देखना पर्याप्त नहीं होगा। बांग्लादेश के चीन के साथ आर्थिक और रणनीतिक संबंध भी लगातार महत्वपूर्ण होते जा रहे हैं। बुनियादी ढांचे, व्यापार और रक्षा सहयोग में चीन की भूमिका ढाका की विदेश नीति का एक महत्वपूर्ण हिस्सा है।

भारत हर बांग्लादेश-चीन संबंध को शून्य-राशि की प्रतिस्पर्धा के रूप में नहीं देखता, लेकिन बंगाल की खाड़ी और भारत के आसपास चीन की बढ़ती रणनीतिक मौजूदगी निश्चित रूप से नई दिल्ली के लिए महत्वपूर्ण सुरक्षा कारक है। इसलिए भारत के लिए ढाका के साथ स्थिर और व्यावहारिक संबंध बनाए रखना पूर्वी क्षेत्र की व्यापक रणनीति के लिहाज से महत्वपूर्ण है।

सीमा सुरक्षा फिर बनेगी दोनों देशों के बीच प्रमुख मुद्दा

भारत-बांग्लादेश सीमा दोनों देशों के रिश्तों का एक स्थायी सुरक्षा विषय है। सीमा का बड़ा हिस्सा घनी आबादी वाले क्षेत्रों, नदियों और कृषि भूमि से होकर गुजरता है। ऐसी परिस्थितियों में तस्करी, मानव तस्करी, अवैध आवाजाही और सीमा पार अपराधों को नियंत्रित करना लगातार चुनौती बना रहता है।

भारत के लिए यह विषय खास तौर पर इसलिए महत्वपूर्ण है क्योंकि बांग्लादेश की सीमा पश्चिम बंगाल, असम, मेघालय, त्रिपुरा और मिजोरम जैसे राज्यों की सुरक्षा से सीधे जुड़ी हुई है। दूसरी ओर, बांग्लादेश के लिए भी सीमा पार अपराध और सुरक्षा संबंधी घटनाएं आंतरिक स्थिरता को प्रभावित कर सकती हैं। यही वजह है कि दोनों देशों की खुफिया और सुरक्षा एजेंसियों के बीच संवाद राजनीतिक मतभेदों के बावजूद जारी रहना दोनों पक्षों के हित में है।

खुफिया चैनल राजनीतिक संकट में भी क्यों चलते रहते हैं

भारत और बांग्लादेश के मौजूदा घटनाक्रम से एक महत्वपूर्ण बात सामने आती है — राजनीतिक और खुफिया संबंध हमेशा एक ही गति से नहीं चलते। सरकारें सार्वजनिक तौर पर एक-दूसरे की नीतियों पर सवाल उठा सकती हैं, राजनयिक स्तर पर मतभेद सामने आ सकते हैं, लेकिन आतंकवाद, संगठित अपराध, तस्करी और सीमा सुरक्षा जैसे खतरे राजनीतिक बयानबाजी के कारण खत्म नहीं होते।

इसलिए सुरक्षा प्रतिष्ठानों के बीच संवाद जारी रखना दोनों देशों के लिए एक व्यावहारिक सुरक्षा जरूरत है। किसी संवेदनशील घटना के बाद सीधे संपर्क के माध्यम से स्थिति को समझना, सूचनाओं का आदान-प्रदान करना और गलतफहमी को बढ़ने से रोकना संभव होता है। यदि पराग जैन की ढाका यात्रा और बैठक की रिपोर्ट सही है, तो इसे इसी व्यापक सुरक्षा संवाद के संदर्भ में देखा जाना चाहिए।

भारत-बांग्लादेश रिश्ते नए राजनीतिक दौर में प्रवेश कर रहे हैं

शेख हसीना सरकार के पतन ने बांग्लादेश की राजनीतिक व्यवस्था को पूरी तरह बदल दिया। भारत को भी ढाका के साथ अपनी रणनीति को नए राजनीतिक समीकरणों के अनुसार ढालना पड़ा। अब तारिक रहमान की सरकार के साथ भारत को एक नया working relationship बनाना है, लेकिन हसीना का मुद्दा इस प्रक्रिया को लगातार कठिन बना रहा है।

फिर भी, वर्तमान घटनाक्रम यह संकेत देता है कि दोनों देशों ने संवाद के रास्ते पूरी तरह बंद नहीं किए हैं। खुफिया स्तर पर संपर्क की रिपोर्ट, भारतीय हाई कमिश्नर की तारिक रहमान से मुलाकात, विदेश मंत्रालय स्तर की बातचीत और BRICS Summit का निमंत्रण — ये सभी संकेत देते हैं कि तनाव के बावजूद engagement जारी है।

आगे की राह: मोदी-तारिक मुलाकात, हसीना मुद्दा और सुरक्षा सहयोग

आने वाले समय में सबसे महत्वपूर्ण सवाल यह होगा कि क्या भारत और बांग्लादेश अलग-अलग स्तरों पर हो रही बातचीत को एक व्यापक राजनीतिक संवाद में बदल पाते हैं। प्रधानमंत्री नरेंद्र मोदी और तारिक रहमान की सीधी मुलाकात दोनों देशों के रिश्तों को नई दिशा देने का अवसर दे सकती है। भारतीय हाई कमिश्नर ने भी कहा है कि शीर्ष नेताओं की मुलाकात समस्याओं के समाधान में मदद कर सकती है। वहीं तारिक रहमान का “conducive environment” वाला बयान भी संकेत देता है कि ढाका बेहतर रिश्तों के लिए दरवाजा पूरी तरह बंद नहीं कर रहा है।

लेकिन शेख हसीना का मुद्दा दोनों देशों के बीच सबसे कठिन प्रश्न बना रहेगा। भारत को अपने कानूनी और रणनीतिक हितों के साथ-साथ बांग्लादेश की राजनीतिक संवेदनशीलताओं को भी ध्यान में रखना होगा। दूसरी तरफ ढाका को यह तय करना होगा कि हसीना के प्रत्यर्पण का मुद्दा उठाते हुए वह भारत के साथ व्यापार, सुरक्षा, कनेक्टिविटी और क्षेत्रीय सहयोग के व्यापक हितों को किस तरह संतुलित करता है।

रिश्तों में तनाव है, लेकिन संवाद के दरवाजे अभी बंद नहीं हुए

ढाका में R&AW चीफ पराग जैन की कथित उच्चस्तरीय मुलाकात, भारतीय हाई कमिश्नर Dinesh Trivedi और प्रधानमंत्री Tarique Rahman के बीच बातचीत, शेख हसीना को लेकर बढ़ता विवाद तथा BRICS Summit के लिए तारिक रहमान को भारत का निमंत्रण — ये सभी घटनाक्रम एक ऐसे भारत-बांग्लादेश रिश्ते की तस्वीर पेश करते हैं जो तनावपूर्ण होने के बावजूद पूरी तरह टूटने की स्थिति में नहीं है।

भारत के लिए बांग्लादेश पूर्वोत्तर भारत की सुरक्षा, बंगाल की खाड़ी, क्षेत्रीय कनेक्टिविटी और पूर्वी रणनीति का अहम हिस्सा है। बांग्लादेश के लिए भारत एक ऐसा पड़ोसी है जिसके साथ भौगोलिक वास्तविकताओं के कारण लंबे समय तक स्थिर संबंध बनाए रखना उसके अपने राष्ट्रीय हित में है। दोनों देशों की रणनीतिक जरूरतें अलग-अलग हो सकती हैं, लेकिन पूर्ण टकराव दोनों के लिए नुकसानदेह होगा।

फिलहाल सबसे महत्वपूर्ण संदेश यही है कि राजनीतिक तनाव के बावजूद सुरक्षा और कूटनीतिक चैनल खुले हुए हैं। आने वाले दिनों में यदि मोदी-तारिक मुलाकात होती है, BRICS Summit में बांग्लादेश की भागीदारी सुनिश्चित होती है और हसीना मुद्दे पर कोई workable diplomatic framework तैयार होता है, तो भारत-बांग्लादेश संबंध एक नए चरण में प्रवेश कर सकते हैं।

लेकिन यदि प्रत्यर्पण विवाद, राजनीतिक बयानबाजी और क्षेत्रीय रणनीतिक प्रतिस्पर्धा बढ़ती रही, तो दोनों देशों के बीच संबंधों में उतार-चढ़ाव जारी रह सकता है। ऐसे समय में खुफिया और सुरक्षा संस्थानों के बीच संपर्क केवल एक routine engagement नहीं बल्कि भारत और बांग्लादेश के बीच strategic risk management का महत्वपूर्ण माध्यम बन जाता है।
