Rear Admiral Sundeep S Randhawa Takes Charge as 28th Flag Officer Sea Training, Brings Extensive Operational and Command Experience

Rear Admiral Sundeep S Randhawa, VSM, has assumed charge as the 28th Flag Officer Sea Training (FOST) of the Indian Navy on 1 October 2026, following his promotion to Flag Rank. The appointment places a senior operational commander with extensive experience in frontline naval commands and key headquarters assignments at the helm of the Navy’s sea-training organisation, responsible for maintaining and enhancing operational standards across the fleet.

An alumnus of the Naval Academy, Goa, Rear Admiral Randhawa has also undergone advanced professional military education at the Joint Services Command and Staff College (JSCSC), Shrivenham, United Kingdom, and the US Naval War College, Rhode Island. His professional education and diverse appointments have provided him with exposure to joint operations, maritime strategy, operational planning and higher-level military decision-making.

Before taking over as FOST, Rear Admiral Randhawa served in a number of important command and staff appointments. His experience includes serving as Commodore Naval Operations at Naval Headquarters, where he was associated with operational planning and coordination at the apex level of the Indian Navy. He has also served as Director in the Department of Military Affairs (DMA), an appointment that provided exposure to matters related to jointness, integration and broader national-level defence planning.

Rear Admiral Randhawa’s operational career has included command of several frontline warships and major naval platforms. His sea commands include IN FAC T80, INS Nashak and the Indian Navy’s frontline destroyer INS Chennai. These appointments provided him with experience in different facets of maritime operations, including surface warfare, fleet operations, tactical employment of warships and mission-oriented deployment at sea.

A major milestone in his command career was his tenure as the commanding officer of India’s aircraft carrier INS Vikramaditya. Commanding an aircraft carrier represents one of the most demanding responsibilities in the Indian Navy, requiring the integration of aviation operations, ship operations, air defence, communications, logistics and the coordinated functioning of a large crew and embarked aviation elements.

As Flag Officer Sea Training, Rear Admiral Randhawa will oversee a critical component of the Indian Navy’s operational readiness architecture. FOST plays a central role in assessing and improving the combat readiness of ships and units through structured sea training, evaluations, exercises and operational assessments. The organisation works towards ensuring that naval platforms and their crews remain prepared to operate effectively across a wide spectrum of maritime missions.

Sea training is particularly important for a modern blue-water navy because the effectiveness of a warship depends not only on the sophistication of its weapons and sensors but also on the ability of its crew to employ these systems collectively under realistic operational conditions. Training and evaluation therefore form an essential link between technological capability and actual combat effectiveness.

Under the FOST system, naval units undergo rigorous training and assessments designed to test their ability to conduct various operational tasks at sea. These include warfare preparedness, navigation, communications, damage-control procedures, weapon employment, maritime surveillance, tactical manoeuvring and coordinated operations with other naval assets.

The appointment of Rear Admiral Randhawa comes at a time when the Indian Navy is continuing to strengthen its operational preparedness amid an increasingly complex maritime security environment. The Indian Ocean Region has witnessed growing strategic competition, expanding naval activity and an increasing emphasis on maritime domain awareness, carrier operations, unmanned systems, network-centric warfare and multi-domain operations.

His previous experience in frontline command, Naval Headquarters and the Department of Military Affairs gives him exposure to both the tactical and strategic dimensions of military operations. This combination is particularly relevant to the FOST appointment, where training standards must remain aligned with evolving operational concepts and the changing character of warfare at sea.

The Indian Navy has also been steadily moving towards greater integration of advanced sensors, precision weapons, unmanned platforms, networked communications and information-based maritime operations. Consequently, contemporary naval training increasingly requires personnel to operate not merely individual platforms but integrated combat systems capable of functioning as part of larger task groups and joint formations.

Rear Admiral Randhawa’s assumption of charge therefore marks another significant leadership transition within the Indian Navy’s sea-training framework. With experience spanning frontline warships, an aircraft carrier, operational planning and higher defence management, his tenure as FOST will be closely associated with the Navy’s continuing emphasis on combat readiness, professional standards and operational preparedness.

The Indian Navy’s sea-training ecosystem remains a key pillar of fleet readiness, ensuring that ships and their crews are capable of translating training, technology and doctrine into coordinated operational action when deployed at sea. The assumption of charge by Rear Admiral Sundeep S Randhawa, VSM, marks the beginning of a new phase in that continuing mission.
