UPES and Indian Navy Sign Landmark MoU to Empower Naval Families Through Education
A Historic Collaboration Focused on Lifelong Learning, Leadership and Welfare of Defence Personnel
Dehradun, May 28 – In a significant stride towards strengthening educational access and welfare support for India’s defence community, the University of Petroleum and Energy Studies (UPES), Dehradun, has signed a landmark Memorandum of Understanding (MoU) with the Indian Navy. The collaboration aims to provide robust academic and professional development opportunities to serving and retired Naval personnel, as well as their families, including spouses, children, and dependents of martyrs and disabled servicemen.
The MoU was signed in a ceremonial event by Mrs. Shashi Tripathi, President of the Navy Welfare & Wellness Association (NWWA), Commodore SM Urooj Athar, Commodore (Naval Education), and Mr. Manish Madaan, Registrar of UPES. It formalizes an education-first vision that aligns with national goals of capacity building, inclusion, and dignified post-service transition for India’s armed forces.
This collaboration mirrors similar partnerships that UPES has already forged with the Indian Army and Indian Air Force. Together, these efforts reaffirm UPES’s dedication to honoring the nation’s protectors through high-quality, flexible, and accessible education across various fields including law, technology, engineering, management, and social sciences.
Educational Access, Scholarships, and Flexibility
The agreement offers access to:
- Full-time on-campus UG and PG programs
- Online degree and certification programs in emerging domains
- Part-time Ph.D. programs designed for working professionals
- Merit-based scholarships for children of Naval personnel
- 50% tuition fee waiver for part-time Ph.D. aspirants from the Navy
- 20% fee waiver on all online programs
- 5% relaxation in eligibility criteria across programs
- Project work exemptions for candidates with relevant work experience
Courses will be offered in blended formats—with weekend live sessions, recorded classes, and remote proctored examinations—designed to suit both domestic and international Naval learners, including those posted at sea or foreign missions.
Empowering the Defence Ecosystem
Speaking at the occasion, Mrs. Shashi Tripathi, President of NWWA, stated:
“This collaboration is a forward-looking initiative that will enable the Naval community to harness the transformative power of education. By focusing on the families of martyrs, Veernaris, and service-disabled veterans, we are honoring their sacrifices through meaningful opportunities.”
The MoU extends benefits to:
- Wives and children of serving and retired personnel
- Children and spouses of Veer Naris (war widows)
- Dependents of those with service-related disabilities or fatal incidents
UPES will also offer e-library access, guest house accommodation for academic visits, and curated support for military spouses seeking educational and professional advancement.
Research, Strategy, and National Relevance
Beyond education, the MoU paves the way for joint research, strategic leadership development, and innovation in areas critical to the Indian Navy such as:
- Aeronautics & Maritime Engineering
- Defence Logistics and Supply Chain
- Naval Law & International Maritime Policy
- Technology & Cybersecurity
- Strategic Management and Leadership
Mr. Bharat Kharbanda, Member of the Board of Governors at UPES, remarked:

देहरादून, 28 मई – भारत की सशस्त्र सेनाओं को सम्मानित करते हुए और उनके जीवन को शिक्षा से समृद्ध बनाने की दिशा में एक ऐतिहासिक पहल करते हुए, यूनिवर्सिटी ऑफ पेट्रोलियम एंड एनर्जी स्टडीज़ (UPES), देहरादून ने भारतीय नौसेना के साथ एक महत्वपूर्ण स्मरण पत्र (MoU) पर हस्ताक्षर किए हैं। यह समझौता न केवल सेवारत और सेवानिवृत्त नौसैनिकों, बल्कि उनके परिवारजनों—पत्नी, बच्चे, वीर नारियाँ और दिव्यांग सैनिकों के परिजनों को भी उच्च शिक्षा और व्यावसायिक विकास के लिए व्यापक अवसर प्रदान करेगा।
इस MoU पर हस्ताक्षर नौसेना वेलफेयर एंड वेलनेस एसोसिएशन (NWWA) की अध्यक्ष श्रीमती शशि त्रिपाठी, कमोडोर एसएम उरूज अथर (कमोडोर, नेवल एजुकेशन) और UPES के रजिस्ट्रार श्री मनीष मदान द्वारा किए गए। यह समझौता शिक्षा को रक्षा सेवाओं के समर्पण और योगदान का उत्तर देने का माध्यम बनाता है।
UPES पहले ही भारतीय सेना और वायुसेना के साथ इसी तरह के समझौते कर चुका है, और यह नया कदम भारतीय नौसेना के साथ उसके दीर्घकालिक सहयोग को औपचारिक रूप देता है।
शिक्षा, छात्रवृत्ति और लचीलापन – एक समर्पित पैकेज
इस MoU के तहत निम्नलिखित लाभ प्रदान किए जाएंगे:
- फुल-टाइम ऑन-कैंपस अंडरग्रेजुएट व पोस्टग्रेजुएट प्रोग्राम्स
- ऑनलाइन डिग्री व सर्टिफिकेशन कोर्सेस (कानून, टेक्नोलॉजी, प्रबंधन आदि में)
- पार्ट-टाइम पीएच.डी. प्रोग्राम्स कार्यरत नौसैनिकों के लिए
- ऑनलाइन कोर्सेस में 20% फीस छूट
- प्रवेश पात्रता में 5% की छूट
- वर्क एक्सपीरियंस आधारित प्रोजेक्ट छूट
- शहीद और दिव्यांग सैनिकों के परिवारों के लिए प्राथमिकता और विशेष सहायता
क्लासेस को ब्लेंडेड मोड में आयोजित किया जाएगा—हफ्ते के अंत में लाइव लेक्चर, रिकॉर्डेड सेशंस, और ऑनलाइन परीक्षा के विकल्प के साथ—ताकि भारत और विदेश में तैनात नौसैनिक भी इसका लाभ उठा सकें।
नौसैनिक समुदाय का सशक्तिकरण
समारोह में NWWA की अध्यक्ष श्रीमती शशि त्रिपाठी ने कहा:
“यह साझेदारी नौसैनिक समुदाय को शिक्षा के ज़रिए सशक्त करने की दिशा में एक महत्वपूर्ण पहल है। विशेष रूप से शहीदों की पत्नियों, उनके बच्चों और सेवा के दौरान दिव्यांग हुए सैनिकों के परिवारों के लिए यह अवसर सम्मान और उन्नति दोनों का प्रतीक है।”
इस पहल से लाभान्वित होंगे:
- सेवारत और रिटायर्ड नौसैनिकों की पत्नियाँ और बच्चे
- वीर नारियाँ और उनके परिजन
- सेवा-सम्बंधी विकलांगता या वीरगति प्राप्त नौसैनिकों के आश्रित
इसके अतिरिक्त, UPES ई-लाइब्रेरी, गेस्ट हाउस सुविधा (विषय उपलब्धता पर आधारित), और सैन्य परिवारों के लिए विशेष शैक्षणिक सहायता भी प्रदान करेगा।
संयुक्त अनुसंधान और रणनीतिक विकास
समझौते का एक और महत्वपूर्ण पक्ष है संयुक्त अनुसंधान और रणनीतिक क्षेत्रों में नेतृत्व विकास:
- एयरोनॉटिक्स व मरीन इंजीनियरिंग
- रक्षा लॉजिस्टिक्स
- नेवल लॉ और समुद्री नीति
- साइबर सिक्योरिटी
- प्रबंधन व नेतृत्व कौशल
UPES बोर्ड ऑफ गवर्नर्स के सदस्य श्री भरत खरबंदा ने कहा:
“यह सहयोग भारतीय नौसेना के साहस और सेवा को हमारी श्रद्धांजलि है। हम उनके ज्ञान और नेतृत्व विकास की यात्रा में एक विश्वसनीय साथी बनने पर गर्व महसूस कर रहे हैं।”
शिक्षा के ज़रिए राष्ट्रसेवा
यह केवल एक शैक्षणिक समझौता नहीं है, बल्कि राष्ट्र निर्माण की दिशा में एक संयुक्त प्रयास है—जहां रक्षा की परंपरा और शिक्षा की शक्ति मिलकर देश के सशक्त भविष्य की नींव रखती है। UPES ने यह साबित किया है कि देश की सेवा सिर्फ हथियारों से नहीं, बल्कि ज्ञान, अनुसंधान और अवसरों के माध्यम से भी की जा सकती है।
