A defining feature of the visit was the participation of nearly the entire combat structure of XXXI Corps during the high-intensity field exercise “Steadfast Resolve” conducted at Khairpur Tamewali. खैरपुर तमेवाली में आयोजित उच्च तीव्रता वाले अभ्यास ‘स्टेडफास्ट रिज़ॉल्व’ में XXXI कोर के अधीन आने वाली लगभग सभी प्रमुख सैन्य संरचनाओं की भागीदारी देखने को मिली। इस अभ्यास ने स्पष्ट रूप से यह दर्शाया कि पाकिस्तान सेना केवल सीमित यूनिट्स नहीं, बल्कि पूरे कॉर्प्स स्तर पर युद्ध संचालन की तैयारी कर रही है।
बहावलपुर स्थित 26वीं मैकेनाइज्ड डिवीजन ने अभ्यास में मुख्य भूमिका निभाई, जिसमें तेज़ गति से मैकेनाइज्ड मूवमेंट, बख्तरबंद समर्थन और ड्रोन व इलेक्ट्रॉनिक वॉरफेयर के साथ समन्वय को प्रदर्शित किया गया। इसके साथ ही बहावलपुर की 35वीं इन्फैंट्री डिवीजन ने पैदल सेना आधारित दीर्घकालिक युद्ध अभियानों और क्षेत्र नियंत्रण की क्षमताओं का प्रदर्शन किया।
ओकारा से आई 14वीं इन्फैंट्री डिवीजन की भागीदारी ने यह संकेत दिया कि आवश्यकता पड़ने पर विभिन्न गैरीसनों से बलों को तेजी से एकीकृत कर निर्णायक मोर्चों पर तैनात किया जा सकता है।

बहावलपुर में शक्ति प्रदर्शन या कमजोरी छिपाने की कोशिश?
पाकिस्तान सेना ने दक्षिणी पंजाब के बहावलपुर सेक्टर में एक हाई-प्रोफाइल सैन्य समीक्षा और अभ्यास के ज़रिए अपनी तथाकथित “मल्टी-डोमेन युद्ध क्षमता” को प्रदर्शित करने की कोशिश की है, लेकिन ज़मीनी हकीकत यह है कि यह पूरा सैन्य जमावड़ा भारत के सुदृढ़ और युद्ध-परीक्षित ढांचे के सामने बेहद कमजोर, बिखरा हुआ और संसाधनों की भारी कमी से जूझता हुआ नज़र आता है। जिस बहावलपुर को पाकिस्तान सेना एक रणनीतिक गढ़ के रूप में पेश कर रही है, वही क्षेत्र दशकों से लॉजिस्टिक सीमाओं, तकनीकी पिछड़ेपन और सीमित ऑपरेशनल गहराई का शिकार रहा है।
XXXI कोर, बहावलपुर: नाम बड़ा, क्षमता सीमित
पाकिस्तान सेना का XXXI Corps, जिसका मुख्यालय बहावलपुर (दक्षिणी पंजाब) में स्थित है, कागज़ों पर भारत के राजस्थान और गुजरात सेक्टर के सामने तैनात एक प्रमुख कोर माना जाता है। लेकिन वास्तविकता यह है कि यह कोर न तो पर्याप्त आधुनिक बख़्तरबंद ताकत से लैस है और न ही इसके पास निरंतर युद्ध (Sustained Warfare) की क्षमता है। रेगिस्तानी इलाके में संचालन के लिए जिस स्तर की नेटवर्क-सेंट्रिक वॉरफेयर, एयर-ग्राउंड इंटीग्रेशन और लॉजिस्टिक बैकअप की आवश्यकता होती है, वह XXXI कोर के पास गंभीर रूप से नदारद है। भारत की सुदृढ़ स्ट्राइक और होल्डिंग फॉर्मेशन के मुकाबले यह कोर मुख्यतः रक्षात्मक और प्रतिक्रिया-आधारित भूमिका तक ही सीमित है।
26वीं मैकेनाइज़्ड डिवीजन, बहावलपुर: पुरानी मशीनरी पर टिकी बख़्तरबंद उम्मीदें
26th Mechanized Division, जिसका बेस भी बहावलपुर में है, पाकिस्तान सेना की तथाकथित मैकेनाइज़्ड ताकत का हिस्सा है। हालांकि, इस डिवीजन की रीढ़ माने जाने वाले टैंक और IFV प्लेटफॉर्म तकनीकी रूप से पुराने हैं और भारतीय सेना के आधुनिक T-90, अर्जुन और इंटीग्रेटेड बैटल ग्रुप कॉन्सेप्ट के सामने टिकने की क्षमता नहीं रखते। इस डिवीजन की सबसे बड़ी कमजोरी इसका सीमित एयर डिफेंस कवर और कमजोर इलेक्ट्रॉनिक वारफेयर सपोर्ट है, जो इसे आधुनिक युद्धक्षेत्र में बेहद असुरक्षित बनाता है।
35वीं इन्फैंट्री डिवीजन, बहावलपुर: संख्या है, लेकिन मारक क्षमता नहीं
35th Infantry Division, जो बहावलपुर क्षेत्र में तैनात है, मुख्य रूप से सीमावर्ती इलाकों में होल्डिंग रोल के लिए बनाई गई है। लेकिन यह डिवीजन न तो हाई-मोबिलिटी से लैस है और न ही इसके पास पर्याप्त फायरपावर है। भारत की इन्फैंट्री डिवीजनों के पास जहां रियल-टाइम ISR, ड्रोन-इंटीग्रेशन और सटीक आर्टिलरी सपोर्ट है, वहीं 35वीं डिवीजन अब भी पारंपरिक पैदल सेना संरचना पर निर्भर है, जो आधुनिक युद्ध में गंभीर कमजोरी मानी जाती है।
14वीं इन्फैंट्री डिवीजन, ओकारा: आंतरिक सुरक्षा तक सीमित भूमिका
14th Infantry Division, जिसका मुख्यालय ओकारा (पंजाब, पाकिस्तान) में है, को बहावलपुर सेक्टर से जोड़ा गया है, लेकिन इसकी प्राथमिक भूमिका लंबे समय से आंतरिक सुरक्षा और रिज़र्व फोर्स की रही है। इस डिवीजन का युद्ध अनुभव सीमित है और यह उच्च तीव्रता वाले सीमा पार संघर्ष के लिए न तो पूरी तरह प्रशिक्षित है और न ही सुसज्जित। भारत के साथ किसी भी बड़े टकराव में यह डिवीजन निर्णायक भूमिका निभाने की स्थिति में नहीं है।
101वीं इंडिपेंडेंट इन्फैंट्री ब्रिगेड: ब्रिगेड तो है, लेकिन स्वतंत्रता नाम मात्र की
101st Independent Infantry Brigade, जिसे स्वतंत्र ब्रिगेड कहा जाता है, वास्तव में संसाधनों और सपोर्ट यूनिट्स के लिए पूरी तरह कोर और डिवीजन पर निर्भर है। इसकी लोकेशन बहावलपुर के आसपास बताई जाती है, लेकिन इसकी सीमित मैनपावर और पुराने हथियार इसे भारत की फॉरवर्ड ब्रिगेड्स के सामने बेहद कमजोर बनाते हैं। यह ब्रिगेड मुख्यतः क्षेत्रीय सुरक्षा और प्रतीकात्मक तैनाती तक सीमित है।
14वीं इंडिपेंडेंट आर्मर्ड ब्रिगेड, बहावलपुर: बख़्तरबंद ब्रिगेड, लेकिन बिना धार
14th Independent Armored Brigade, बहावलपुर में स्थित होने के बावजूद पाकिस्तान सेना की बख़्तरबंद शक्ति का प्रभावी प्रतिनिधित्व नहीं करती। इसके पास मौजूद टैंक स्क्वाड्रन सीमित हैं और मेंटेनेंस, स्पेयर पार्ट्स और क्रू ट्रेनिंग की समस्याएं लंबे समय से बनी हुई हैं। भारतीय सेना की गहराई में प्रहार करने वाली बख़्तरबंद संरचनाओं के सामने यह ब्रिगेड टिकाऊ प्रतिरोध नहीं कर सकती।
इंडिपेंडेंट आर्टिलरी ब्रिगेड: फायरपावर में भारत से बहुत पीछे
बहावलपुर क्षेत्र में मौजूद Independent Artillery Brigade पाकिस्तान सेना की आर्टिलरी रीढ़ मानी जाती है, लेकिन इसकी मारक क्षमता भारत की आधुनिक M777, ATAGS और पिनाका रॉकेट सिस्टम के सामने बेहद सीमित है। गोला-बारूद की कमी, सीमित रेंज और कमजोर काउंटर-बैटरी क्षमता इसे युद्ध में जल्दी निष्क्रिय कर सकती है।
इंडिपेंडेंट इंजीनियरिंग ब्रिगेड: सपोर्ट यूनिट, लेकिन सीमित संसाधन
Independent Engineering Brigade का कार्य पुल निर्माण, माइंस और फील्ड डिफेंस तैयार करना है, लेकिन आधुनिक युद्ध में जिस तेज़ी और तकनीकी क्षमता की ज़रूरत होती है, वह इस ब्रिगेड के पास नहीं है। भारत की अत्याधुनिक कॉम्बैट इंजीनियर यूनिट्स के मुकाबले यह ब्रिगेड कहीं पीछे खड़ी दिखाई देती है।
इंडिपेंडेंट सिग्नल ब्रिगेड: डिजिटल युद्ध में सबसे कमजोर कड़ी
Independent Signal Brigade पाकिस्तान सेना की संचार रीढ़ है, लेकिन यही इसकी सबसे बड़ी कमजोरी भी है। साइबर सुरक्षा, सुरक्षित डेटा लिंक और इलेक्ट्रॉनिक काउंटर-मेजर्स के मामले में यह ब्रिगेड भारत की नेटवर्क-सेंट्रिक क्षमताओं के सामने बेहद असुरक्षित है। किसी भी संघर्ष में सबसे पहले इसी संचार ढांचे के ध्वस्त होने की आशंका रहती है।
Lt Gen Muhammad Aqeel और XXXI कोर की कमान: नेतृत्व के बावजूद संरचनात्मक कमजोरी
XXXI कोर के कमांडर Lt Gen Muhammad Aqeel की मौजूदगी और समीक्षा यात्राएं पाकिस्तान सेना की मंशा को दर्शाती हैं, लेकिन नेतृत्व के बावजूद जिस तरह की संरचनात्मक, तकनीकी और लॉजिस्टिक कमजोरियां इस कोर में मौजूद हैं, वे केवल निरीक्षण से दूर नहीं हो सकतीं। यह पूरी फॉर्मेशन भारत की संगठित, आधुनिक और युद्ध-अनुभवी सैन्य शक्ति के सामने मनोवैज्ञानिक दबाव बनाने की कोशिश से ज़्यादा कुछ नहीं लगती।
बहावलपुर का सैन्य जमावड़ा, भारत के लिए कोई गंभीर चुनौती नहीं
कुल मिलाकर, बहावलपुर में XXXI कोर और उससे जुड़ी सभी डिवीजन व ब्रिगेड का यह जमावड़ा एक कमज़ोर, बिखरी हुई और संसाधन-संकट से जूझती सेना की तस्वीर पेश करता है। भारत की सेना के पास जहां स्पष्ट रणनीति, तकनीकी बढ़त और निर्णायक क्षमता है, वहीं पाकिस्तान सेना का यह पूरा ढांचा सिर्फ दिखावे और आंतरिक मनोबल बढ़ाने तक सीमित नज़र आता है। रणनीतिक स्तर पर यह भारत के लिए कोई ठोस चुनौती नहीं, बल्कि पाकिस्तान की अपनी सैन्य सीमाओं का एक और प्रमाण है।
