बीकानेर। राजस्थान के राज्य मुख्य चुनाव आयुक्त मधुकर गुप्ता ने मंगलवार को बीकानेर में नगर निकाय चुनाव जल्द से जल्द कराने की बात कही। उनका यह दौरा नगर निकाय चुनावों की तैयारियों की समीक्षा करने के उद्देश्य से किया गया था। बीकानेर पहुंचने पर प्रशासनिक अधिकारियों ने उनका स्वागत किया। इस दौरान एडीएम प्रशासन रामावतार कुमावत और एसडीएम कविता गोदारा भी मौजूद रहे।

गुप्ता ने कहा कि राज्य चुनाव आयोग पूरी तरह से तैयार है और सरकार को चुनाव जल्द कराने के लिए कई बार लिखा गया है। उन्होंने कहा कि यह आयोग की जिम्मेदारी है कि चुनाव समय पर करवाए जाएं, लेकिन यह प्रक्रिया सरकार के माध्यम से पूरी होती है।

गुप्ता ने बताया कि चुनावी प्रक्रियाओं को सरल और सुगम बनाने पर जोर दिया जा रहा है। उन्होंने कहा कि 2009 से 2019 के बीच चुनावी खर्च तीन गुना बढ़ गया है, जिसका एक बड़ा कारण ईवीएम की बढ़ती लागत है। इस संदर्भ में उन्होंने कहा कि वार्ड पंच और नगर निकाय चुनाव बैलेट बॉक्स से कराना अधिक फायदेमंद हो सकता है। उन्होंने बताया कि पहली बार जिला कलेक्टरों को यह विकल्प दिया गया है कि वे अपने जिले में ईवीएम या बैलेट बॉक्स में से किसी एक का चुनाव कर सकते हैं।

ईवीएम मशीनों की सुरक्षा और पारदर्शिता को लेकर उठाए गए कदम

गुप्ता ने यह भी बताया कि ईवीएम मशीनों की सुरक्षा और पारदर्शिता सुनिश्चित करने के लिए कड़े कदम उठाए गए हैं। उन्होंने कहा कि ईवीएम से जुड़े तमाम तकनीकी मुद्दों को हल करने के लिए चुनाव आयोग लगातार नई तकनीकों का उपयोग कर रहा है। चुनावी प्रक्रिया में किसी भी प्रकार की गड़बड़ी न हो, इसके लिए सुरक्षा एजेंसियों की निगरानी में मशीनों को रखा जा रहा है। उन्होंने कहा कि ईवीएम मशीनें पूरी तरह से सुरक्षित हैं और उनके हैक होने की कोई संभावना नहीं है।

वन नेशन-वन इलेक्शन पर दिया बयान

वन नेशन-वन इलेक्शन पर बोलते हुए गुप्ता ने कहा कि यह एक गंभीर विषय है और इस पर व्यापक मंथन की जरूरत है। उन्होंने बताया कि यदि देश में एक साथ चुनाव कराने की योजना बनती है, तो इसके लिए कई संवैधानिक संशोधनों की जरूरत होगी। पांच साल का कार्यकाल घटाने या बढ़ाने के लिए संसद की मंजूरी आवश्यक होगी।

चुनावी प्रक्रिया को पारदर्शी और आसान बनाने पर जोर

मधुकर गुप्ता ने कहा कि चुनाव प्रक्रिया को अधिक पारदर्शी और आसान बनाने की दिशा में लगातार प्रयास किए जा रहे हैं। उन्होंने बताया कि चुनाव आयोग नई तकनीकों का उपयोग कर चुनावी प्रक्रिया को अधिक विश्वसनीय बनाने पर काम कर रहा है। उन्होंने कहा कि चुनावी प्रक्रिया में डिजिटल निगरानी बढ़ाई जाएगी ताकि किसी भी प्रकार की धांधली को रोका जा सके।

हनुमानगढ़ और गंगानगर का भी किया दौरा

गौरतलब है कि बीकानेर दौरे से पहले राज्य मुख्य चुनाव आयुक्त हनुमानगढ़ और गंगानगर का दौरा कर चुके हैं। उन्होंने इन जिलों में भी चुनावी तैयारियों का जायजा लिया और अधिकारियों को निष्पक्ष एवं पारदर्शी चुनाव कराने के निर्देश दिए। उन्होंने कहा कि प्रत्येक जिले में चुनावी सुरक्षा व्यवस्था को पुख्ता किया जा रहा है और जरूरत पड़ने पर अतिरिक्त सुरक्षा बलों की तैनाती भी की जाएगी।

Bikaner: Rajasthan’s State Chief Election Commissioner Madhukar Gupta, during his visit to Bikaner on Tuesday, stated that municipal elections will be conducted as soon as possible. His visit aimed at reviewing the preparations for the upcoming municipal elections. Upon his arrival, administrative officials welcomed him, with ADM Administration Ramavatar Kumawat and SDM Kavita Godara also present at the event.

Gupta emphasized that the State Election Commission is fully prepared and has repeatedly written to the government to conduct elections at the earliest. He stated that while it is the commission’s responsibility to ensure timely elections, the process is carried out through the state government.

He highlighted the need to simplify electoral procedures and pointed out that election expenses have tripled between 2009 and 2019, primarily due to the rising costs of EVMs. He suggested that conducting ward panch and municipal elections via ballot boxes could be more beneficial. For the first time, district collectors have been given the option to conduct elections either through EVMs or ballot boxes.

Steps Taken to Ensure EVM Security and Transparency

Gupta also highlighted that strict measures have been taken to ensure the security and transparency of EVMs. He stated that the Election Commission is continuously implementing new technologies to resolve technical issues related to EVMs. To prevent any electoral malpractice, EVMs are kept under the supervision of security agencies. He reassured that EVMs are completely secure and cannot be hacked.

Statement on One Nation-One Election

Speaking on One Nation-One Election, Gupta said that it is a serious matter requiring extensive deliberation. He explained that if a plan is made to hold simultaneous elections nationwide, several constitutional amendments would be needed. Any reduction or extension of the five-year term would require parliamentary approval.

Focus on Transparency and Simplification of Electoral Process

Madhukar Gupta emphasized that continuous efforts are being made to make the election process more transparent and simpler. He mentioned that the Election Commission is working on integrating new technologies to enhance the reliability of the electoral system. He added that digital surveillance will be increased during elections to prevent any fraudulent activities.

Visits to Hanumangarh and Ganganagar

Notably, before arriving in Bikaner, the State Chief Election Commissioner had visited Hanumangarh and Ganganagar, where he reviewed election preparedness in these districts as well. He directed officials to ensure free and fair elections and emphasized strengthening security arrangements in all districts. If necessary, additional security forces will be deployed to maintain order during the elections.
