जैसलमेर, राजस्थान। भारत-चीन युद्ध (1962) तथा भारत-पाकिस्तान के 1965 और 1971 के युद्धों में देश की सीमाओं की रक्षा करने वाले 92 वर्षीय सेवानिवृत्त भारतीय सेना अधिकारी कैप्टन चुन्नीलाल आज अपनी ही जमीन बचाने के लिए न्यायालयों और सरकारी दफ्तरों के चक्कर लगाने को मजबूर हैं। उनका आरोप है कि जैसलमेर जिले में स्थित उनकी कृषि भूमि को उनकी जानकारी, सहमति और उपस्थिति के बिना फर्जी दस्तावेज तैयार कर, किसी अन्य व्यक्ति को उनका प्रतिरूप बनाकर, पहले गिरवी रखा गया और बाद में बेच भी दिया गया। इस पूरे मामले ने पूर्व सैनिकों की सुरक्षा, भूमि रिकॉर्ड प्रणाली और प्रशासनिक जवाबदेही पर गंभीर सवाल खड़े कर दिए हैं।
कैप्टन चुन्नीलाल ने बताया कि उन्होंने अपने जीवन का सबसे महत्वपूर्ण समय भारतीय सेना को समर्पित किया। उन्होंने 1962 के भारत-चीन युद्ध, 1965 और 1971 के भारत-पाकिस्तान युद्ध में देश की रक्षा के लिए मोर्चे पर रहकर सेवा दी। सेना से सेवानिवृत्त होने के बाद उनका परिवार हिमाचल प्रदेश में बस गया, लेकिन वहां की पैतृक कृषि भूमि पोंग बांध परियोजना के लिए अधिग्रहित कर ली गई। मुआवजा अपेक्षा से बहुत कम मिला, जिसके बाद सरकार ने विस्थापित परिवारों को राजस्थान में कृषि भूमि आवंटित करने का आश्वासन दिया।
इसी योजना के तहत उन्हें जैसलमेर जिले के मोहनगढ़ क्षेत्र में कृषि भूमि आवंटित हुई। कैप्टन चुन्नीलाल बताते हैं कि जब उन्होंने पहली बार उस भूमि को देखा तो वहां दूर-दूर तक केवल रेत के टीले थे। पानी की भारी कमी थी, खेती की कोई व्यवस्था नहीं थी और जीवन बेहद कठिन था। इसके बावजूद उन्होंने हार नहीं मानी। वर्षों तक अथक मेहनत, सिंचाई की व्यवस्था और आधुनिक खेती के प्रयासों से उन्होंने उस बंजर रेगिस्तान को उपजाऊ खेतों में बदल दिया। जिस जमीन को कभी खेती के लायक नहीं माना जाता था, वही आज उपजाऊ कृषि भूमि बन चुकी है।
लेकिन अब कैप्टन चुन्नीलाल का आरोप है कि इसी जमीन को कुछ लोगों ने सुनियोजित तरीके से निशाना बनाया। उनके अनुसार फर्जी दस्तावेज तैयार किए गए, किसी अन्य व्यक्ति को उनकी जगह प्रस्तुत किया गया और सरकारी रिकॉर्ड में कथित हेरफेर करते हुए जमीन का बंधककरण और बाद में विक्रय कर दिया गया। उनका कहना है कि न तो उन्हें किसी प्रक्रिया की जानकारी दी गई और न ही किसी अधिकारी ने वास्तविक मालिक होने के नाते उनका सत्यापन किया। उन्होंने सवाल उठाया कि जब उनके पास सभी मूल दस्तावेज मौजूद हैं तो आखिर इतनी बड़ी धोखाधड़ी कैसे संभव हुई।
92 वर्ष की आयु में स्वास्थ्य संबंधी समस्याओं के बावजूद कैप्टन चुन्नीलाल पिछले कई दिनों से लगातार सरकारी कार्यालयों और न्यायिक संस्थानों के चक्कर लगा रहे हैं। उनका कहना है कि इस उम्र में राजस्थान आकर बार-बार सुनवाई में शामिल होना बेहद कठिन है। इसलिए उन्होंने सरकार से अपील की है कि उनके मामले को हिमाचल प्रदेश स्थानांतरित किया जाए ताकि वे आसानी से न्यायिक प्रक्रिया में शामिल हो सकें।
इस पूरे मामले में पूर्व वायुसेना सार्जेंट लालाराम चौधरी ने भी कैप्टन चुन्नीलाल के समर्थन में आवाज उठाई है। उन्होंने कहा कि जब भी किसी सैनिक या सैनिक परिवार के साथ अन्याय होता है तो वे उनके साथ खड़े रहते हैं। उन्होंने बताया कि कैप्टन चुन्नीलाल पिछले आठ दिनों से लगातार न्याय के लिए संघर्ष कर रहे हैं। उनकी उम्र और आर्थिक स्थिति को देखते हुए उन्होंने स्वयं ऋण लेकर वाहन की व्यवस्था करवाई ताकि उन्हें टैक्सी का खर्च न उठाना पड़े।
लालाराम चौधरी ने आरोप लगाया कि जमीन की कथित बिक्री लगभग 25 लाख रुपये में कर दी गई और राशि भी वितरित हो चुकी है। उनका कहना है कि सबसे हैरान करने वाली बात यह है कि कैप्टन चुन्नीलाल के पास सभी मूल दस्तावेज मौजूद हैं, इसके बावजूद कथित रूप से अधिकारियों ने उनका सत्यापन आवश्यक नहीं समझा। उन्होंने इस पूरे प्रकरण की उच्च स्तरीय जांच कराने और दोषियों के खिलाफ कड़ी कार्रवाई की मांग की।
उन्होंने भावुक शब्दों में कहा कि जिस व्यक्ति ने देश की सीमाओं पर दुश्मनों का सामना किया, गोलियों और युद्ध की परिस्थितियों में राष्ट्र की रक्षा की, आज वही अपनी ही जमीन बचाने के लिए संघर्ष कर रहा है। उन्होंने इसे कैप्टन चुन्नीलाल की “चौथी लड़ाई” बताते हुए कहा कि यह लड़ाई किसी दुश्मन देश से नहीं बल्कि न्याय पाने की लड़ाई है।
पूर्व सैनिक संगठनों का कहना है कि यदि आरोप सही पाए जाते हैं तो यह केवल एक व्यक्ति की जमीन का मामला नहीं बल्कि देश के उन हजारों सैनिकों के विश्वास से जुड़ा मुद्दा है, जिन्होंने अपना जीवन राष्ट्र सेवा को समर्पित किया। उन्होंने मांग की है कि मामले की निष्पक्ष और समयबद्ध जांच कराई जाए, दोषियों के खिलाफ सख्त कानूनी कार्रवाई की जाए तथा कैप्टन चुन्नीलाल को शीघ्र न्याय दिलाया जाए।

Jaisalmer, Rajasthan: A 92-year-old retired Indian Army officer, Captain Chunnilal, who served the nation with distinction in the 1962 India-China War and the 1965 and 1971 India-Pakistan wars, has alleged that his agricultural land in Rajasthan’s Jaisalmer district was fraudulently mortgaged, transferred and sold without his knowledge using forged documents and an impersonator. The allegations have sparked serious concerns over the protection of veterans’ property rights and the integrity of land registration procedures.
Captain Chunnilal said that after dedicating the prime years of his life to defending the nation, he never imagined that he would one day have to fight for his own property. Following his retirement from the Indian Army, he returned to Himachal Pradesh, where his family’s ancestral agricultural land had already been acquired by the government for the Pong Dam Project. According to him, the compensation received was inadequate, but the displaced families were promised agricultural land in Rajasthan as part of the rehabilitation process.
Under that rehabilitation scheme, Captain Chunnilal was allotted agricultural land in Mohangarh, Jaisalmer. Recalling his first visit to the area, he said there was nothing but endless sand dunes. There was no infrastructure, irrigation or farming facilities. Despite the harsh desert conditions, he and his family spent years developing the land through relentless hard work, investing their savings, improving irrigation and gradually converting the barren desert into productive farmland.
According to the retired officer, after decades of dedication and labour, he recently discovered that his land had allegedly been mortgaged and later sold without his knowledge. He claims that forged documents were prepared, an impersonator was presented as the owner and the property was transferred through fraudulent means. Captain Chunnilal questioned how such transactions could have taken place without proper verification of the genuine landowner or examination of the original ownership documents.
At over 90 years of age, the decorated veteran says frequent travel for legal proceedings has become physically exhausting. He has appealed to the authorities to transfer his case to Himachal Pradesh, stating that pursuing justice from there would be more practical considering his age and health.
Retired Air Force Sergeant Lalaram Chaudhary, who has been supporting Captain Chunnilal, alleged that the veteran has spent several days moving from one government office to another in search of justice. He said he even arranged transportation for the elderly officer by taking a loan so that travel expenses would not become another burden.
Chaudhary further alleged that the land was sold for nearly ₹25 lakh, with the money already distributed, despite Captain Chunnilal possessing all the original ownership documents. He questioned how authorities could allegedly complete such transactions without verifying the identity of the rightful owner and called for a thorough investigation into the matter.
Calling it Captain Chunnilal’s “fourth battle,” Chaudhary said the officer had already fought three wars for India and was now being forced to fight for his own land. He urged the government to ensure that veterans who dedicated their lives to defending the nation receive timely justice and protection of their legal rights.
The case has drawn attention from ex-servicemen and veteran welfare supporters, who argue that if the allegations are proven true, the issue extends beyond one individual’s land dispute and raises broader questions about safeguarding the rights and dignity of India’s military veterans. They have demanded an impartial investigation, strict action against anyone found responsible and speedy justice for the 92-year-old former Army officer.
