Airfield Environmental Management Committee Meets at Air Force Station Jodhpur, Reviews Bird-Hazard and Safety Concerns

Aimed at strengthening aviation safety and ensuring a sustainable operating environment around a strategically important military airfield, the Airfield Environmental Management Committee (AEMC) held its bi-annual meeting at Air Force Station Jodhpur on 28 July 2026. The meeting brought together senior Indian Air Force officials, civil administration representatives and other concerned stakeholders to review environmental and safety-related challenges in and around the airfield.
The meeting was co-chaired by Shri Kanhaiya Lal Swami, Divisional Commissioner, Jodhpur, and Air Commodore J Sreeram, Air Officer Commanding, Air Force Station Jodhpur. Senior officials from Air Force Station Jodhpur and representatives of other concerned agencies participated in the meeting, which focused on issues having a direct bearing on aviation safety as well as the environmental management of areas surrounding the airfield.
The deliberations assumed significance against the backdrop of the increasing importance of maintaining a safe and controlled environment around military airfields. Airfields are highly sensitive operational zones where even seemingly routine environmental problems in the surrounding areas can create serious consequences for aircraft operations.
During the meeting, the committee undertook a detailed review of several environmental issues in and around Jodhpur Airfield. These included the presence of open drains, unauthorised constructions and improper disposal of garbage in the vicinity of the airfield.
While these issues have an environmental dimension, their implications extend well beyond sanitation and civic management. Unmanaged waste, open drains and certain activities around airfields can create conditions conducive to the presence of birds and other wildlife. For an operational airfield, this can directly translate into an increased bird-strike hazard for aircraft.
Bird strikes are among the significant aviation safety concerns associated with airfield operations. Birds entering the flight path of an aircraft, particularly during critical phases such as take-off and landing, can pose a serious risk to flight safety. The risk becomes especially important at airfields where military and civilian aircraft operate from the same or adjoining aviation infrastructure.
The AEMC therefore placed particular emphasis on the growing bird hazard around Air Force Station Jodhpur and recognised the urgent requirement to address the environmental factors contributing to the problem.
The committee stressed that mitigating the bird hazard cannot be treated as the responsibility of a single organisation. Since several factors contributing to bird activity can originate outside the physical boundary of an airfield, effective mitigation requires sustained coordination between the Indian Air Force, civil administration, local authorities and other stakeholders.
The meeting accordingly highlighted the need for a coordinated inter-agency approach to identify the sources of environmental risks, address them systematically and ensure that preventive measures are implemented effectively.
Continuous monitoring and assessment of environmental conditions around the airfield were also identified as important components of the overall strategy. Regular assessment can help authorities identify changes in local conditions that could increase bird activity or otherwise affect aviation safety.
The committee emphasised that environmental management around an airfield should be a continuous process rather than a one-time intervention. Conditions in areas surrounding an airfield can change due to urban expansion, waste accumulation, construction activity, drainage issues and other factors. Regular monitoring therefore becomes essential for identifying emerging risks before they develop into more serious aviation-safety concerns.
The issue of unauthorised construction around the airfield was also reviewed. Such construction can have implications for the controlled environment required around aviation facilities and may potentially interfere with established safety requirements. Ensuring appropriate regulation and monitoring of construction activity is therefore an important element of airfield safety management.
Similarly, improper garbage disposal in the vicinity of the airfield was highlighted as a concern. Waste can attract birds and other animals, potentially increasing wildlife activity near flight paths. Effective waste management and disposal practices are therefore important not only from an environmental and public-health perspective but also from the standpoint of aviation safety.
The presence of open drains was another issue discussed during the meeting. Such areas can potentially become sources of food and water for birds and other wildlife, thereby contributing to conditions that increase bird activity around airfields. Addressing such environmental factors is therefore an important component of a broader bird-hazard mitigation strategy.
The committee also underlined the importance of public awareness in tackling the issue. The effectiveness of environmental management measures around an airfield depends significantly on the cooperation of communities and establishments located in its vicinity.

The AEMC stressed the need for sustained efforts rather than isolated measures. Environmental conditions around an airfield must be continuously assessed, risks must be identified in advance and corrective measures must be implemented in coordination with all relevant agencies.
The meeting also demonstrated the importance of civil-military cooperation in safeguarding defence aviation infrastructure. While the Air Force remains responsible for operational safety within its domain, several external factors—such as municipal waste, drainage, construction and land-use practices—can influence the safety environment around an airfield.
This makes the involvement of civil authorities critical to the success of long-term mitigation efforts.
The coordinated approach discussed during the meeting is expected to strengthen communication among various stakeholders and facilitate faster action on issues that could contribute to aviation hazards.
The AEMC’s deliberations ultimately underline a simple but important principle: airfield safety does not end at the perimeter fence. Conditions in the surrounding environment can have a direct impact on aircraft operations, particularly when they contribute to an increase in bird activity.
By addressing open drains, unauthorised construction and improper garbage disposal, while simultaneously promoting continuous monitoring and public awareness, authorities can work towards reducing the bird hazard and creating a safer aviation environment.
The meeting concluded with the committee reaffirming its commitment to a coordinated inter-agency mechanism aimed at ensuring aviation safety while protecting the interests of the local community.

विमानन सुरक्षा को मजबूत करने और वायु सेना स्टेशन जोधपुर के आसपास सुरक्षित एवं टिकाऊ ऑपरेशनल वातावरण सुनिश्चित करने की दिशा में एक महत्वपूर्ण कदम के तहत एयरफील्ड पर्यावरण प्रबंधन समिति (Airfield Environmental Management Committee – AEMC) की अर्धवार्षिक बैठक 28 जुलाई 2026 को वायु सेना स्टेशन जोधपुर में आयोजित की गई। बैठक में एयरफील्ड और उसके आसपास मौजूद पर्यावरणीय तथा सुरक्षा संबंधी चुनौतियों की विस्तृत समीक्षा की गई।
बैठक की सह-अध्यक्षता जोधपुर के संभागीय आयुक्त श्री कन्हैया लाल स्वामी और वायु सेना स्टेशन जोधपुर के एयर ऑफिसर कमांडिंग एयर कमोडोर जे श्रीराम ने की। बैठक में वायु सेना स्टेशन जोधपुर के वरिष्ठ अधिकारियों के साथ-साथ विभिन्न संबंधित विभागों और हितधारकों के प्रतिनिधियों ने हिस्सा लिया।
बैठक का मुख्य फोकस जोधपुर एयरफील्ड के आसपास मौजूद ऐसे पर्यावरणीय मुद्दों की पहचान और समाधान पर रहा, जिनका सीधा प्रभाव न केवल स्थानीय पर्यावरण पर पड़ता है, बल्कि विमानन सुरक्षा पर भी गंभीर असर हो सकता है।
समिति ने जोधपुर एयरफील्ड और उसके आसपास खुले नालों, अनाधिकृत निर्माण और कचरे के अनुचित निपटान जैसे विभिन्न मुद्दों की समीक्षा की। पहली नजर में ये समस्याएं सामान्य नागरिक एवं पर्यावरणीय प्रबंधन से जुड़ी हुई लग सकती हैं, लेकिन एयरफील्ड के आसपास इनका प्रभाव काफी व्यापक हो सकता है।
विशेष रूप से कचरे का अनुचित निपटान, खुले नाले और आसपास की अन्य पर्यावरणीय परिस्थितियां पक्षियों की संख्या और गतिविधियों को बढ़ाने का कारण बन सकती हैं। एयरफील्ड के आसपास पक्षियों की बढ़ती मौजूदगी सीधे तौर पर Bird Strike यानी विमान और पक्षियों के बीच टक्कर के खतरे को बढ़ाती है।
विमानन क्षेत्र में बर्ड स्ट्राइक एक गंभीर सुरक्षा चुनौती मानी जाती है। उड़ान भरने या लैंडिंग के दौरान विमान की दिशा में पक्षियों का आ जाना विशेष रूप से जोखिमपूर्ण हो सकता है। जोधपुर एयरफील्ड से सैन्य और नागरिक दोनों प्रकार के विमान संचालित होते हैं, इसलिए एयरफील्ड के आसपास बढ़ता बर्ड हजार्ड विमानन सुरक्षा के दृष्टिकोण से बेहद महत्वपूर्ण विषय बन जाता है।
इसी को ध्यान में रखते हुए समिति ने वायु सेना स्टेशन जोधपुर के आसपास बढ़ते Bird Hazard को तत्काल संबोधित करने की आवश्यकता को स्वीकार किया।
समिति ने स्पष्ट किया कि बर्ड हजार्ड को कम करना केवल वायु सेना की जिम्मेदारी तक सीमित नहीं रखा जा सकता। एयरफील्ड के आसपास पक्षियों की गतिविधि बढ़ाने वाले कई कारण एयरफील्ड की बाहरी सीमा से बाहर भी मौजूद हो सकते हैं। ऐसे में समस्या के स्थायी समाधान के लिए वायु सेना, सिविल प्रशासन, स्थानीय निकायों और अन्य संबंधित एजेंसियों के बीच निरंतर समन्वय आवश्यक है।
इसी उद्देश्य से बैठक में Coordinated Inter-Agency Approach पर विशेष जोर दिया गया। इसका लक्ष्य अलग-अलग एजेंसियों के बीच बेहतर तालमेल स्थापित करना, पर्यावरणीय जोखिमों के स्रोतों की पहचान करना और समय रहते आवश्यक निवारक कदम उठाना है।
समिति ने एयरफील्ड के आसपास की पर्यावरणीय परिस्थितियों की निरंतर निगरानी और आकलन के महत्व को भी रेखांकित किया। एयरफील्ड के आसपास की परिस्थितियां समय के साथ बदलती रहती हैं। शहरी विस्तार, कचरे का जमा होना, निर्माण गतिविधियां, जल निकासी की समस्याएं और अन्य स्थानीय परिस्थितियां पक्षियों की गतिविधियों को प्रभावित कर सकती हैं।
इसलिए केवल एक बार कार्रवाई करने के बजाय लगातार मॉनिटरिंग करना जरूरी है, ताकि संभावित जोखिमों की पहचान समय रहते की जा सके और उन्हें गंभीर विमानन सुरक्षा चुनौती बनने से पहले नियंत्रित किया जा सके।
बैठक में अनाधिकृत निर्माण के मुद्दे की भी समीक्षा की गई। एयरफील्ड के आसपास बिना उचित अनुमति या निर्धारित नियमों के विपरीत निर्माण गतिविधियां एयरफील्ड के सुरक्षित और नियंत्रित वातावरण को प्रभावित कर सकती हैं। इसलिए ऐसे क्षेत्रों में निर्माण गतिविधियों की निगरानी और नियमन भी एयरफील्ड सुरक्षा व्यवस्था का महत्वपूर्ण हिस्सा है।
इसी तरह एयरफील्ड के आसपास कचरे का अनुचित निपटान भी गंभीर चिंता का विषय है। खुले में पड़ा कचरा पक्षियों और अन्य जीव-जंतुओं को आकर्षित कर सकता है, जिससे एयरफील्ड के आसपास उनकी गतिविधियां बढ़ सकती हैं। इसका सीधा प्रभाव विमान संचालन के दौरान Bird Strike के खतरे पर पड़ सकता है।
इसलिए उचित Waste Management और Garbage Disposal व्यवस्था केवल स्वच्छता या पर्यावरण के लिहाज से ही जरूरी नहीं है, बल्कि यह विमानन सुरक्षा के लिए भी बेहद महत्वपूर्ण है।
बैठक में खुले नालों की समस्या को भी महत्वपूर्ण मुद्दे के रूप में देखा गया। खुले नाले पक्षियों और अन्य जीव-जंतुओं के लिए भोजन या पानी का स्रोत बन सकते हैं और इस प्रकार एयरफील्ड के आसपास उनकी गतिविधियों को बढ़ावा दे सकते हैं।
इस वजह से एयरफील्ड के आसपास के पर्यावरणीय हालात में सुधार करना बर्ड हजार्ड को कम करने की व्यापक रणनीति का अहम हिस्सा बन जाता है।
समिति ने इस चुनौती से निपटने के लिए जन जागरूकता को भी महत्वपूर्ण बताया। एयरफील्ड के आसपास रहने वाले स्थानीय समुदाय और विभिन्न प्रतिष्ठान यदि कचरे के उचित निपटान, पक्षियों को आकर्षित करने वाली गतिविधियों और पर्यावरणीय स्वच्छता से जुड़े उपायों के प्रति जागरूक रहें, तो Bird Hazard को कम करने में महत्वपूर्ण मदद मिल सकती है।
जन जागरूकता का उद्देश्य केवल लोगों को नियम बताना नहीं है, बल्कि उन्हें यह समझाना भी है कि एयरफील्ड के आसपास की छोटी-छोटी पर्यावरणीय गतिविधियां किस प्रकार सीधे तौर पर विमानन सुरक्षा को प्रभावित कर सकती हैं।
इसलिए समिति ने Sustained Public Awareness Initiatives पर जोर दिया, ताकि स्थानीय समुदाय को लगातार जागरूक किया जा सके और निवारक उपायों को बढ़ावा दिया जा सके।
इस पूरी प्रक्रिया में स्थानीय समुदाय के हितों को भी महत्वपूर्ण स्थान दिया गया है। एयरफोर्स स्टेशन जोधपुर एक व्यापक शहरी और सामाजिक वातावरण के बीच स्थित है। इसलिए लंबे समय तक प्रभावी समाधान तभी संभव हैं, जब विमानन सुरक्षा और स्थानीय नागरिक हितों के बीच संतुलन स्थापित किया जाए।
AEMC की बैठक इसी संतुलित और समन्वित दृष्टिकोण की दिशा में एक महत्वपूर्ण कदम रही। इसमें पर्यावरण प्रबंधन, एयरफील्ड सेफ्टी, Bird Hazard Mitigation, जन जागरूकता और सिविल-मिलिट्री कोऑर्डिनेशन को एक-दूसरे से जोड़कर देखने पर जोर दिया गया।
बैठक में वायु सेना और नागरिक प्रशासन के वरिष्ठ अधिकारियों की संयुक्त भागीदारी इस बात को भी दर्शाती है कि एयरफील्ड सुरक्षा से जुड़े कई मुद्दों का समाधान Inter-Agency Coordination के बिना संभव नहीं है।
एयरफील्ड के भीतर सैन्य सुरक्षा व्यवस्था मजबूत होने के बावजूद उसके आसपास की गतिविधियां विमान संचालन पर प्रभाव डाल सकती हैं। कचरा प्रबंधन, नालों की स्थिति, निर्माण गतिविधियां और भूमि उपयोग जैसे विषय कई बार एयरफोर्स स्टेशन की बाहरी सीमा से जुड़े होते हैं। इसलिए इनसे निपटने में सिविल प्रशासन और स्थानीय एजेंसियों की भूमिका बेहद महत्वपूर्ण हो जाती है।
समिति ने यह भी रेखांकित किया कि Aviation Safety और Environmental Management एक-दूसरे से गहराई से जुड़े हुए हैं। बेहतर कचरा प्रबंधन, जल निकासी व्यवस्था में सुधार, अनाधिकृत निर्माण पर नियंत्रण और पक्षियों को आकर्षित करने वाली परिस्थितियों को कम करने जैसे कदम एक साथ कई लाभ दे सकते हैं।
इनसे जहां एयरफील्ड के आसपास का पर्यावरण बेहतर होगा, वहीं सैन्य और नागरिक विमानों के लिए Bird Strike का जोखिम भी कम करने में मदद मिलेगी।
जोधपुर एयरफील्ड का महत्व इस वजह से भी बढ़ जाता है क्योंकि यहां सैन्य विमानन गतिविधियों के साथ-साथ व्यापक नागरिक विमानन व्यवस्था भी जुड़ी हुई है। ऐसे में एयरफील्ड के आसपास सुरक्षित वातावरण बनाए रखना सैन्य और नागरिक दोनों विमान संचालन की सुरक्षा के लिए महत्वपूर्ण है।
Bird Hazard को कम करने के लिए समिति ने रोकथाम पर विशेष जोर दिया। किसी घटना के बाद प्रतिक्रिया देने की बजाय उन पर्यावरणीय कारणों की पहचान करना और उन्हें खत्म करना अधिक प्रभावी तरीका हो सकता है, जो पक्षियों की गतिविधियों को एयरफील्ड के आसपास बढ़ाते हैं।
इस दिशा में Continuous Monitoring, Environmental Assessment और Public Awareness को एक साथ आगे बढ़ाने की जरूरत पर जोर दिया गया।
बैठक ने यह भी दिखाया कि Defence Aviation Infrastructure की सुरक्षा केवल सैन्य प्रयास नहीं है, बल्कि इसमें नागरिक प्रशासन और स्थानीय समुदाय की भी महत्वपूर्ण भूमिका है। एयरफील्ड के आसपास मौजूद पर्यावरणीय परिस्थितियां यदि नियंत्रित नहीं हों, तो उनका असर सीधे विमान संचालन पर पड़ सकता है।
इसीलिए एयरफोर्स और सिविल प्रशासन के बीच नियमित संवाद, संयुक्त समीक्षा और समयबद्ध कार्रवाई महत्वपूर्ण हो जाती है।
AEMC की बैठक के माध्यम से विभिन्न हितधारकों के बीच समन्वय को और मजबूत करने तथा उन मुद्दों पर तेजी से कार्रवाई करने की दिशा में प्रतिबद्धता दोहराई गई, जो विमानन सुरक्षा के लिए संभावित खतरा बन सकते हैं।
बैठक का व्यापक संदेश यह है कि एयरफील्ड की सुरक्षा केवल उसकी चारदीवारी तक सीमित नहीं होती। एयरफील्ड के आसपास मौजूद पर्यावरण, कचरा प्रबंधन, जल निकासी, निर्माण गतिविधियां और पक्षियों की गतिविधियां भी विमान संचालन की सुरक्षा को प्रभावित कर सकती हैं।
इसलिए खुले नालों, अनाधिकृत निर्माण और कचरे के अनुचित निपटान जैसी समस्याओं को दूर करने के साथ-साथ निरंतर निगरानी और जन जागरूकता को बढ़ावा देना आवश्यक है।
AEMC ने अंततः एक समन्वित अंतर-एजेंसी व्यवस्था के प्रति अपनी प्रतिबद्धता दोहराई, जिसका उद्देश्य विमानन के लिए अधिक सुरक्षित और टिकाऊ ऑपरेशनल वातावरण सुनिश्चित करना है, साथ ही एयरफील्ड के आसपास रहने वाले स्थानीय समुदाय के हितों की भी रक्षा करना है।
वायु सेना स्टेशन जोधपुर में आयोजित यह बैठक एयरफील्ड की ऑपरेशनल सेफ्टी, पर्यावरणीय प्रबंधन और सिविल-मिलिट्री कोऑर्डिनेशन को एक साथ मजबूत करने की दिशा में महत्वपूर्ण पहल है।
जैसे-जैसे शहरी क्षेत्र एयरफील्ड के आसपास विकसित होते जा रहे हैं और सैन्य एवं नागरिक विमानन गतिविधियां बढ़ रही हैं, ऐसे में एयरफील्ड के आसपास के पर्यावरण का प्रभावी प्रबंधन और भी महत्वपूर्ण हो जाता है। Bird Strike जैसे जोखिमों को कम करने के लिए केवल एयरफोर्स की कार्रवाई पर्याप्त नहीं होगी, बल्कि प्रशासन, स्थानीय निकायों और आम नागरिकों की सक्रिय भागीदारी भी आवश्यक होगी।
AEMC की बैठक इसी व्यापक सोच को आगे बढ़ाती है—एक ऐसा सुरक्षित, स्वच्छ, नियंत्रित और टिकाऊ एयरफील्ड वातावरण तैयार करना, जहां सैन्य और नागरिक विमान सुरक्षित तरीके से संचालन कर सकें और साथ ही आसपास रहने वाले स्थानीय समुदाय के हित भी सुरक्षित रहें।
