A Major Leap Towards AI-Driven Counter-Terrorism and ‘One Nation, One Data Repository’

A Landmark Step in India’s Digital Security Architecture
Union Home and Cooperation Minister Shri Amit Shah inaugurated the National IED Data Management System (NIDMS) of the National Security Guard (NSG) through a video conference from New Delhi, marking a significant milestone in India’s counter-terrorism and internal security framework. The event was attended by the Union Home Secretary, Director of the Intelligence Bureau, Director General of NSG, Directors General of Central Armed Police Forces, and Directors General of Police from various States.
The launch of NIDMS reflects the Government of India’s commitment to strengthening national security through advanced technology, data integration, and artificial intelligence. The platform aims to centralize and analyze all IED and blast-related data in the country, enabling faster investigations, better threat assessment, and more effective counter-terror strategies.
Six Years of Data-Driven Governance Under PM Modi
Addressing the gathering, Shri Amit Shah emphasized that under the leadership of Prime Minister Narendra Modi, the past six years have witnessed unprecedented efforts to generate, organize, and systematically collect data across multiple sectors of governance.
He stated that while vast amounts of security-related data already existed, it remained fragmented across different departments and agencies. The launch of NIDMS represents a decisive shift from siloed information systems to an integrated, AI-powered national security data ecosystem.
NIDMS: The Next-Generation Security Shield Against Terrorism
Shri Shah described NIDMS as a next-generation security shield that will play a crucial role in combating terrorism. The platform will assist investigative agencies in analyzing terrorist incidents, understanding the evolving nature of explosive devices, and identifying emerging threat patterns.
By offering a centralized and structured database, NIDMS will help security forces anticipate future attacks, prevent incidents before they occur, and respond more effectively when threats arise.
One Platform for All Agencies: A Unified Security Network
The Home Minister explained that NIDMS will serve as a two-way, integrated, online platform for the National Investigation Agency (NIA), Anti-Terror Squads (ATS), State Police, and all Central Armed Police Forces (CAPFs).
Any IED-related incident or explosion occurring anywhere in the country can be uploaded to the system. This will allow agencies across states to access real-time intelligence, receive investigative guidance, and draw insights from past cases, improving coordination and operational efficiency nationwide.
Unlocking 25 Years of Bomb Blast Data
The NSG has maintained a detailed database of all bomb blasts in India since 1999. Through NIDMS, this valuable historical data is now being made accessible to all relevant agencies.
This includes information on explosive materials, triggering mechanisms, circuit designs, and operational methods used in previous attacks. Such comprehensive access will enable investigators to detect linkages between incidents, identify recurring patterns, and trace networks of terror more effectively.
AI-Driven Analysis for Smarter Investigations
NIDMS is built on advanced artificial intelligence capabilities, allowing it to analyze large datasets, identify hidden correlations, and generate actionable insights.
By integrating NIDMS with other national databases, India is creating a robust security grid that can connect intelligence inputs, forensic evidence, and operational data in real time. This ensures faster decision-making, improved threat forecasting, and evidence-based prosecutions.
‘One Nation, One Data Repository’ in Action
Shri Amit Shah highlighted the vision of “One Nation, One Data Repository”, under which scattered data across different departments will now be available to every police unit as a national asset.
This initiative will significantly enhance the speed, quality, and accuracy of criminal investigations and prosecutions. Pattern recognition, trend analysis, and coordinated responses will become more scientific, data-driven, and reliable.
A Single-Click Access Window for Counter-Terror Agencies
One of the most powerful features of NIDMS is its single-click access system, which allows agencies to retrieve critical information from multiple case files instantly.
This eliminates delays caused by manual data collection, improves inter-agency coordination, and ensures that the right information reaches the right personnel at the right time — a crucial factor in counter-terror operations.
NSG: India’s Zero-Error Elite Force
The Home Minister praised the National Security Guard (NSG) as a cornerstone of India’s internal security. Established in 1984, the NSG has consistently demonstrated excellence in counter-terrorism, anti-hijacking, and bomb disposal operations.
Shri Shah emphasized that the nation sleeps peacefully due to the bravery, discipline, and dedication of NSG personnel, who remain on high alert 24×7, 365 days a year.
A Legacy of Valor and Excellence
Over the decades, NSG officers and commandos have received numerous national honors, including 3 Ashok Chakras, 2 Kirti Chakras, 3 Shaurya Chakras, 10 Police Medals, and 44 Army Medals.
Their achievements reflect India’s world-class standards in special operations, crisis response, and counter-terror expertise.
Expanding NSG Reach Across the Country
To reduce response time, NSG regional hubs are operational in Mumbai, Chennai, Kolkata, Hyderabad, and Ahmedabad, with a new hub under construction in Ayodhya.
Once the Ayodhya hub becomes functional, NSG teams will be able to reach any part of the country within one to one-and-a-half hours, significantly improving rapid response capabilities during emergencies.
Integration with India’s Criminal Justice Digital Ecosystem
Nearly 17,741 police stations are now connected to the Crime and Criminal Tracking Network and Systems (CCTNS).
Shri Shah noted that ICJS-2 (Interoperable Criminal Justice System) is emerging as a next-generation data platform based on the concept of “One Data, One Entry.”
Through ICJS-2, data from:
- 22,000 courts
- 22 million prisoners (e-Prisons)
- 20 million prosecutions (e-Prosecution)
- 3.1 million forensic samples (e-Forensics)
- 12.1 million fingerprint records (NAFIS)
is now accessible through a unified digital interface. NIDMS is being integrated into this powerful national system.
Building a Technology-Driven Security Grid
With the integration of NIDMS into India’s digital security ecosystem, the country is moving towards a technology-driven, intelligence-led, and data-powered internal security framework.
Artificial intelligence, centralized databases, and inter-agency connectivity are transforming how India detects, investigates, and neutralizes terrorist threats.
A Safer India Through Smart Security
The launch of NIDMS marks a major step toward a safer, smarter, and more resilient India. By combining AI, data integration, and operational excellence, the government is ensuring that India’s security forces stay ahead of evolving threats.

भारत की आंतरिक सुरक्षा के लिए ऐतिहासिक पहल
केंद्रीय गृह एवं सहकारिता मंत्री श्री अमित शाह ने नई दिल्ली से वीडियो कॉन्फ्रेंस के माध्यम से राष्ट्रीय IED डेटा प्रबंधन प्रणाली (NIDMS) का उद्घाटन किया। यह प्रणाली राष्ट्रीय सुरक्षा गार्ड (NSG) द्वारा विकसित की गई है और देश की आतंकवाद विरोधी रणनीति में एक नया अध्याय जोड़ती है।
इस अवसर पर केंद्रीय गृह सचिव, इंटेलिजेंस ब्यूरो के निदेशक, NSG के महानिदेशक, केंद्रीय सशस्त्र पुलिस बलों के प्रमुख और राज्यों के पुलिस महानिदेशक भी मौजूद रहे। NIDMS का उद्देश्य पूरे देश में हुए विस्फोटों और IED घटनाओं से जुड़े डेटा को एकीकृत कर जांच एजेंसियों को एक शक्तिशाली डिजिटल मंच उपलब्ध कराना है।
प्रधानमंत्री मोदी के नेतृत्व में डेटा आधारित शासन
अमित शाह ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में पिछले छह वर्षों में विभिन्न प्रकार के डेटा को व्यवस्थित रूप से एकत्र करने और उसका विश्लेषण करने पर विशेष ध्यान दिया गया है।
उन्होंने बताया कि गृह मंत्रालय के पास वर्षों से सुरक्षा से जुड़ा विशाल डेटा मौजूद था, लेकिन वह अलग-अलग विभागों में बिखरा हुआ था। अब कृत्रिम बुद्धिमत्ता (AI) आधारित उन्नत सॉफ्टवेयर के जरिए इन सभी डेटा स्रोतों को जोड़कर एक मजबूत सुरक्षा ढांचा तैयार किया जा रहा है।
आतंकवाद के खिलाफ अगली पीढ़ी का सुरक्षा कवच
अमित शाह ने कहा कि NIDMS आतंकवाद के खिलाफ अगली पीढ़ी का सुरक्षा कवच बनेगा। यह प्रणाली भविष्य में होने वाले आतंकी हमलों की जांच, विश्लेषण और रोकथाम में अहम भूमिका निभाएगी।
NIDMS के माध्यम से विस्फोटों की प्रकृति, आतंकी संगठनों की कार्यशैली, इस्तेमाल किए गए विस्फोटकों और हमलों के पैटर्न का वैज्ञानिक विश्लेषण संभव होगा।
सभी एजेंसियों के लिए एकीकृत डिजिटल मंच
NIDMS अब NIA, देशभर की ATS, राज्य पुलिस और सभी CAPFs के लिए एक दो-तरफा, एकीकृत ऑनलाइन डेटा प्लेटफॉर्म बनेगा।
देश के किसी भी कोने में होने वाली IED या विस्फोट की घटना का डेटा इस सिस्टम में दर्ज किया जा सकेगा, जिससे जांच एजेंसियों को तुरंत जरूरी जानकारी और दिशा-निर्देश मिल सकेंगे।
1999 से अब तक के विस्फोटों का डेटा एक मंच पर
NSG के पास 1999 से अब तक हुए सभी बम धमाकों का विस्तृत डेटाबेस मौजूद है। अब NIDMS के जरिए यह डेटा पूरे देश की जांच एजेंसियों के लिए उपलब्ध हो गया है।
इससे विस्फोटों में इस्तेमाल हुए सर्किट, विस्फोटक सामग्री, टाइमिंग और आतंकी नेटवर्क के आपसी संबंधों को बेहतर तरीके से समझा जा सकेगा।
AI से जुड़ेगा राष्ट्रीय सुरक्षा ग्रिड
अमित शाह ने बताया कि NIDMS को अन्य राष्ट्रीय डेटा सिस्टम से जोड़कर एक मजबूत सुरक्षा ग्रिड बनाया जा रहा है।
AI की मदद से विभिन्न स्रोतों से आने वाले डेटा का विश्लेषण कर आतंकी गतिविधियों के पैटर्न, संभावित खतरों और नेटवर्क की पहचान की जा सकेगी।
‘वन नेशन, वन डेटा रिपॉजिटरी’ की अवधारणा
गृह मंत्री ने कहा कि अब ‘वन नेशन, वन डेटा रिपॉजिटरी’ के तहत विभिन्न विभागों में बिखरा डेटा हर पुलिस यूनिट के लिए राष्ट्रीय संपत्ति की तरह उपलब्ध होगा।
इससे जांच और अभियोजन की गुणवत्ता और गति दोनों में बड़ा सुधार आएगा। वैज्ञानिक और प्रमाण-आधारित अभियोजन संभव होगा।
सिंगल-क्लिक एक्सेस से तेज़ जांच
NIDMS एक सिंगल-क्लिक एक्सेस विंडो के रूप में काम करेगा, जिससे अलग-अलग केस फाइलों में बिखरा डेटा तुरंत मिल सकेगा।
इससे जांच में लगने वाला समय कम होगा और एजेंसियों के बीच समन्वय बेहतर होगा।
NSG: देश की जीरो-एरर फोर्स
अमित शाह ने NSG को भारत की विश्वस्तरीय और जीरो-एरर फोर्स बताया।
1984 में गठित NSG ने आतंकवाद विरोधी, विमान अपहरण रोकथाम और बम निरोधक अभियानों में लगातार उत्कृष्ट प्रदर्शन किया है। देशवासी आज सुरक्षित इसलिए हैं क्योंकि NSG हर समय तैयार रहती है।
वीरता और सम्मान की लंबी परंपरा
NSG के जवानों को अब तक
3 अशोक चक्र, 2 कीर्ति चक्र, 3 शौर्य चक्र, 10 पुलिस मेडल और 44 सेना मेडल मिल चुके हैं।
यह उनकी बहादुरी और पेशेवर क्षमता का प्रमाण है।
देशभर में NSG हब का विस्तार
मुंबई, चेन्नई, कोलकाता, हैदराबाद और अहमदाबाद में NSG के क्षेत्रीय केंद्र पहले से मौजूद हैं।
अयोध्या में नया हब बन रहा है, जिससे आपात स्थिति में NSG एक से डेढ़ घंटे में देश के किसी भी कोने तक पहुंच सकेगी।
डिजिटल क्रिमिनल जस्टिस सिस्टम से जुड़ा NIDMS
देश के लगभग 17,741 पुलिस थाने अब CCTNS से जुड़े हैं।
ICJS-2 के तहत अब:
- 22,000 अदालतों
- 22 मिलियन कैदियों
- 20 मिलियन अभियोजन मामलों
- 3.1 मिलियन फोरेंसिक सैंपल
- 12.1 मिलियन फिंगरप्रिंट रिकॉर्ड
का डेटा एक ही मंच पर उपलब्ध है। NIDMS को भी इसी सिस्टम से जोड़ा जा रहा है।
तकनीक से सुरक्षित भारत की ओर
NIDMS के जरिए भारत एक AI-सक्षम, डेटा-आधारित और भविष्य-सुरक्षित आंतरिक सुरक्षा ढांचे की ओर बढ़ रहा है।
यह पहल आतंकवाद के खिलाफ लड़ाई में भारत को तकनीकी रूप से और मजबूत बनाएगी।
