Union Home Minister Amit Shah chaired a high-level security review meeting on Jammu and Kashmir in New Delhi, bringing together the country’s top intelligence and security leadership, including the Research and Analysis Wing (R&AW) and the Intelligence Bureau (IB).
The meeting was attended by Jammu and Kashmir Lieutenant Governor Manoj Sinha, Union Home Secretary Govind Mohan, R&AW IPS officer Parag Jain, IB Director Tapan Kumar Deka, the Chief Secretary and Director General of Police of the Union Territory, along with the heads of all Central Armed Police Forces (CAPFs) and other senior officials.
The gathering reflected the government’s continued focus on maintaining tight security coordination in the strategically sensitive region.
Sustaining the Gains After Article 370 Abrogation
Chairing the meeting, Amit Shah emphasized that the security gains achieved after the abrogation of Article 370 must be protected and strengthened.
He directed all security agencies to remain fully alert, maintain high operational readiness, and continue working in close synergy. According to Shah, the stability and improved security environment in Jammu and Kashmir are the result of sustained, coordinated efforts by the Centre, intelligence agencies, and security forces, and these achievements must not be allowed to weaken.
Mission-Mode Action Against Terror Infrastructure and Financing
The Home Minister made it clear that counter-terror operations targeting terrorist networks, infrastructure, and funding channels must continue in a “mission mode.”
He stressed that dismantling terror financing is just as important as neutralizing active militants, as financial networks are the backbone of extremist operations. Shah assured that all necessary resources, manpower, technology, and intelligence support will be provided to ensure that terrorist activities are completely eliminated from the region.
R&AW and IB’s Critical Role in Intelligence Dominance
With the presence of R&AW and IB leadership at the meeting, the focus on intelligence-driven operations was clearly highlighted.
The Home Minister underlined the importance of actionable intelligence, cross-border threat monitoring, and internal surveillance to prevent infiltration, recruitment, and terror planning. Intelligence coordination between R&AW, IB, J&K Police, and CAPFs was described as the backbone of India’s counter-terror success in the region.
Zero Tolerance Policy Against Terrorism
Reiterating the government’s zero-tolerance policy against terrorism, Amit Shah said that the terror ecosystem in Jammu and Kashmir has been significantly weakened due to the sustained and coordinated efforts of the Modi government.
He noted that recruitment of local youth into terrorist groups has declined, infiltration attempts have been curtailed, and terror networks are under constant pressure. The goal, he said, is not just to control terrorism, but to eliminate it completely.
Commitment to Lasting Peace in Jammu and Kashmir
Shah reaffirmed that under the leadership of Prime Minister Narendra Modi, the government remains committed to ensuring lasting peace, stability, and development in Jammu and Kashmir.
Security, he emphasized, is the foundation on which economic growth, tourism, infrastructure development, and social harmony can flourish. The government’s long-term vision is to integrate J&K fully into India’s development journey while ensuring safety for citizens and visitors alike.
Coordinated Security Grid Across the Union Territory
The meeting reviewed the functioning of the multi-layered security grid in the Union Territory, involving the Army, CAPFs, J&K Police, intelligence agencies, and civil administration.
Officials discussed operational coordination, intelligence sharing, border security, counter-infiltration measures, and rapid response mechanisms. Shah stressed that seamless coordination among all stakeholders is essential to prevent any resurgence of militant activity.
Resources, Technology and Intelligence Support Assured
The Home Minister assured that all necessary resources will be made available to security forces operating in Jammu and Kashmir.
This includes advanced surveillance systems, modern weapons, drones, intelligence tools, cyber-monitoring capabilities, and specialized training. The objective is to ensure that India’s security forces maintain technological and tactical superiority over terrorist groups.
Crippling the Terror Ecosystem
According to official statements, sustained pressure on terror networks has crippled their logistics, recruitment, funding, and operational capabilities.
The government’s approach combines military action, intelligence dominance, financial crackdowns, and community engagement to ensure that terrorism loses both its operational strength and local support base.
Security as the Pillar of Development
Amit Shah emphasized that security is not an end in itself but a means to ensure long-term development and prosperity for the people of Jammu and Kashmir.
With improved law and order, the region has seen growth in tourism, infrastructure projects, and economic activity. Maintaining a stable security environment is essential to sustain this positive transformation.
A Clear Message to Terror Networks
The high-level meeting sent a strong message that India remains fully committed to eradicating terrorism from Jammu and Kashmir.
With the combined strength of R&AW, IB, CAPFs, J&K Police, and the Indian Army, the country is determined to ensure that the Union Territory moves forward on the path of peace, stability, and development — without the shadow of terrorism.

देश की शीर्ष सुरक्षा एजेंसियों की रणनीतिक बैठक
केंद्रीय गृह मंत्री अमित शाह ने नई दिल्ली में जम्मू-कश्मीर को लेकर एक उच्चस्तरीय सुरक्षा समीक्षा बैठक की अध्यक्षता की, जिसमें देश की प्रमुख खुफिया और सुरक्षा एजेंसियों के वरिष्ठ अधिकारी शामिल हुए।
इस महत्वपूर्ण बैठक में जम्मू-कश्मीर के उपराज्यपाल मनोज सिन्हा, केंद्रीय गृह सचिव गोविंद मोहन, R&AW के वरिष्ठ IPS अधिकारी पराग जैन, IB के निदेशक तपन कुमार डेका, जम्मू-कश्मीर के मुख्य सचिव और डीजीपी के साथ-साथ सभी केंद्रीय सशस्त्र पुलिस बलों (CAPFs) के प्रमुख अधिकारी मौजूद रहे।
इस बैठक से साफ संकेत मिला कि सरकार जम्मू-कश्मीर की सुरक्षा को लेकर किसी भी तरह की ढिलाई नहीं बरतना चाहती।
अनुच्छेद 370 के बाद मिली उपलब्धियों को बनाए रखने पर जोर
अमित शाह ने कहा कि अनुच्छेद 370 हटने के बाद जम्मू-कश्मीर में जो सुरक्षा और स्थिरता हासिल हुई है, उसे हर हाल में बनाए रखना जरूरी है।
उन्होंने सभी सुरक्षा एजेंसियों को सतर्क रहने और आपसी तालमेल के साथ काम करने के निर्देश दिए ताकि आतंकवादी दोबारा सिर न उठा सकें। गृह मंत्री ने कहा कि बीते वर्षों में सरकार की सख्त नीति और सुरक्षा बलों के प्रयासों से क्षेत्र में हालात काफी सुधरे हैं।
आतंकी ढांचे और फंडिंग पर मिशन मोड में कार्रवाई
गृह मंत्री ने साफ कहा कि आतंकवादी संगठनों के ढांचे और फंडिंग नेटवर्क को खत्म करने के लिए मिशन मोड में कार्रवाई जारी रहनी चाहिए।
उन्होंने कहा कि सिर्फ आतंकियों को मार गिराना ही नहीं, बल्कि उनके आर्थिक स्रोतों को भी पूरी तरह खत्म करना जरूरी है। शाह ने भरोसा दिलाया कि इस लक्ष्य को हासिल करने के लिए हर तरह के संसाधन उपलब्ध कराए जाएंगे।
R&AW और IB की अहम भूमिका
बैठक में R&AW और IB के शीर्ष अधिकारियों की मौजूदगी से यह साफ हो गया कि अब आतंकवाद के खिलाफ लड़ाई पूरी तरह इंटेलिजेंस-ड्रिवन हो चुकी है।
गृह मंत्री ने कहा कि सीमा पार से होने वाली घुसपैठ, आतंकी साजिशों और स्थानीय नेटवर्क पर नजर रखने में खुफिया एजेंसियों की भूमिका सबसे अहम है। R&AW, IB, सेना और J&K पुलिस के बीच तालमेल ही इस लड़ाई की सबसे बड़ी ताकत है।
आतंकवाद के खिलाफ जीरो टॉलरेंस नीति
अमित शाह ने दोहराया कि सरकार आतंकवाद के खिलाफ जीरो टॉलरेंस की नीति पर काम कर रही है।
उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में आतंक के पूरे इको-सिस्टम को कमजोर किया गया है। आज आतंकियों की भर्ती, फंडिंग और मूवमेंट पर सख्त नजर रखी जा रही है।
स्थायी शांति के लिए सरकार प्रतिबद्ध
गृह मंत्री ने कहा कि सरकार जम्मू-कश्मीर में स्थायी शांति और विकास के लिए पूरी तरह प्रतिबद्ध है।
उन्होंने कहा कि सुरक्षा ही विकास की नींव है। जब क्षेत्र में शांति होगी, तभी पर्यटन, निवेश, रोजगार और सामाजिक स्थिरता संभव होगी।
मजबूत सुरक्षा ग्रिड और बेहतर समन्वय
बैठक में जम्मू-कश्मीर में मौजूद मल्टी-लेयर सिक्योरिटी ग्रिड की समीक्षा की गई, जिसमें सेना, CAPFs, J&K पुलिस और खुफिया एजेंसियां शामिल हैं।
अधिकारियों ने सीमा सुरक्षा, घुसपैठ रोकने, त्वरित कार्रवाई और इंटेलिजेंस शेयरिंग पर चर्चा की।
आधुनिक तकनीक और संसाधनों का भरोसा
अमित शाह ने कहा कि सुरक्षा बलों को ड्रोन, सर्विलांस सिस्टम, साइबर मॉनिटरिंग टूल्स और आधुनिक हथियार उपलब्ध कराए जाएंगे।
सरकार चाहती है कि हमारे सुरक्षा बल हर मोर्चे पर आतंकियों से एक कदम आगे रहें।
आतंक के पूरे नेटवर्क को तोड़ने की रणनीति
सरकारी बयान के मुताबिक, लगातार दबाव के कारण आतंकियों की लॉजिस्टिक सप्लाई, फंडिंग और भर्ती नेटवर्क कमजोर हो चुके हैं।
सरकार की रणनीति में सैन्य कार्रवाई, खुफिया ऑपरेशन, वित्तीय जांच और स्थानीय समुदाय से जुड़ाव शामिल है।
सुरक्षा के साथ विकास की राह
गृह मंत्री ने कहा कि बेहतर सुरक्षा के कारण जम्मू-कश्मीर में पर्यटन, इंफ्रास्ट्रक्चर और आर्थिक गतिविधियां बढ़ी हैं।
सरकार का लक्ष्य है कि यह सकारात्मक बदलाव आगे भी जारी रहे।
आतंकियों को साफ संदेश
इस बैठक से आतंकियों और उनके समर्थकों को साफ संदेश गया है कि भारत आतंकवाद के खिलाफ अपनी लड़ाई में किसी भी तरह की नरमी नहीं बरतेगा।
R&AW, IB, सेना, CAPFs और J&K पुलिस के संयुक्त प्रयासों से जम्मू-कश्मीर को जल्द ही पूरी तरह आतंक-मुक्त बनाने का लक्ष्य है।
