His behaviour, his location, and his strange calmness made the incident even more suspicious.

बीकानेर, राजस्थान — भारत–पाकिस्तान अंतरराष्ट्रीय सीमा से सटे सीमाई इलाकों में आम तौर पर सन्नाटा, शांत हवा और दूर तक फैली रेतीली धरती ही दिखाई देती है। लेकिन शनिवार की शाम इस सन्नाटे को उस समय चीरती हुई चिंता की एक गहरी लहर उठी जब संवेदनशील बॉर्डर पट्टी में सेना की टुकड़ी ने एक संदिग्ध युवक को सीमा की ओर बढ़ते हुए देखा। दूर-दराज के गांवों और कंटीली तारों के बीच यह दृश्य पूरी तरह असामान्य था। सैनिकों ने जब उस युवक को रोका, उससे पूछताछ की, तो एक ऐसा सच सामने आया जिसने सभी सुरक्षा एजेंसियों को तुरंत सतर्क कर दिया।
यह युवक कोई स्थानीय व्यक्ति नहीं बल्कि आंध्र प्रदेश के विशाखापट्टनम से आया हुआ 32 वर्षीय प्रशांत वेदम था, जो रेगिस्तान के बीचोंबीच पाकिस्तान की ओर रास्ता खोजने के इरादे से घूम रहा था। सेना को उसकी नीयत और हरकतें शुरू से ही संदिग्ध लगीं, और जब उसने खुले तौर पर यह स्वीकार किया कि वह “पाकिस्तान जाने के लिए जगह ढूंढ रहा था”, तब स्थिति ने तत्काल हाई-अलर्ट का रूप ले लिया।
17 केवाईडी क्षेत्र—जहां मिली संदिग्ध गतिविधि, सुरक्षा बलों ने तुरंत लिया नियंत्रण

उसी इलाके में सैनिकों की एक टीम को यह युवक धीरे मगर सीधे सीमा की ओर बढ़ता दिखा। उसकी चाल, दिशा और व्यवहार ने तुरंत सामरिक खतरे का संकेत दिया। पूछताछ के दौरान उसने बताया कि वह सीमा पर कंटीली तार के उस हिस्से को तलाश रहा था जहां से दोबारा पाकिस्तान में घुसा जा सके। यह स्वीकारोक्ति इतनी चौंकाने वाली थी कि मामला तुरंत सेना इंटेलिजेंस, बीएसएफ और स्थानीय पुलिस तक पहुंचाया गया।
सेना ने बिना देरी किए उसे नियंत्रण में लिया और आगे की जांच के लिए पुलिस के हवाले कर दिया।
2017 की घटना—पाकिस्तान में गिरफ्तारी, चार साल की हिरासत और 2021 में वतन वापसी
इस मामले की गंभीरता तब और बढ़ गई जब प्रारंभिक पूछताछ के दौरान युवक ने बताया कि यह उसका पहला प्रयास नहीं है। उसने स्वीकार किया कि वह 15 अप्रैल 2017 को भी इसी बॉर्डर बेल्ट से पाकिस्तान में घुस गया था। उस समय वह कर्णी पोस्ट के पास सीमा पार कर गया था और पाकिस्तानी सुरक्षा बलों ने उसे गिरफ्तार कर लिया था।
पाकिस्तान में बिताए चार साल उसके जीवन का ऐसा दौर रहे जिनकी कहानी अभी तक स्पष्ट नहीं है। 2017 से 2021 तक वह पाकिस्तान की हिरासत में रहा—पूछताछ, कानूनी प्रक्रियाएँ और रहस्यमयी सन्नाटा। कौन-कौन उससे मिला? किन हालातों में उसने वह समय बिताया? उसकी मानसिक स्थिति कैसे बदली? क्या उसे किसी ने प्रभावित किया? यह ऐसे सवाल हैं जिनके जवाब अब भारतीय एजेंसियों को तलाशने हैं।
2021 में उसे अटारी बॉर्डर के रास्ते भारत को वापस सौंप दिया गया। लेकिन अब, ठीक चार साल बाद, उसका दोबारा उसी रूट के पास आना अपने आप में एक बड़ा सुरक्षा संकेत है।
क्यों दोबारा पाकिस्तान? सुरक्षा एजेंसियों की सबसे बड़ी चिंता
यह घटना सुरक्षा तंत्र के लिए केवल एक “घुसपैठ प्रयास” नहीं है, बल्कि उससे कहीं बड़ा प्रश्न खड़ा करती है। क्या यह महज़ व्यक्तिगत दिमागी भ्रम है? क्या युवक किसी मानसिक दबाव में है? या फिर वह किसी बाहरी संपर्क या नेटवर्क के प्रभाव में आया है? सबसे महत्वपूर्ण सवाल यह भी है कि क्या उसके पाकिस्तान में बिताए चार सालों के दौरान उस पर कोई वैचारिक, मनोवैज्ञानिक या नेटवर्क-आधारित प्रभाव पड़ा?
युवक ने यह भी बताया कि वह स्वयं विशाखापट्टनम से यहां तक आया। यानी लगभग 2,000 किलोमीटर की यात्रा उसने अकेले की। यह यात्रा कैसे की गई? किससे संपर्क किया? पाकिस्तान जाने की प्रेरणा या आवश्यकता कैसे पैदा हुई? इन सभी पहलुओं पर अब सुरक्षा एजेंसियां संयुक्त रूप से जांच कर रही हैं।
जांच एजेंसियों की गहन पड़ताल—कौन है प्रशांत वेदम, क्या है उसका वास्तविक उद्देश्य?
खाजूवाला थाना प्रभारी सुरेंद्र प्रजापत ने जानकारी दी कि युवक की पहचान सत्यापित हो चुकी है और इससे पहले उसकी पाकिस्तान यात्रा भी प्रलेखित है। उसके इस पुनः प्रयास को देखते हुए अब बीएसएफ, सेना की इंटेलिजेंस, स्थानीय पुलिस और केंद्रीय एजेंसियों की संयुक्त टीम उससे पूछताछ करेगी।
इस संयुक्त पूछताछ में यह समझने की कोशिश होगी कि—
● क्या युवक अकेले आया या किसी नेटवर्क द्वारा निर्देशित?
● क्या उसकी हाल की यात्रा का कोई डिजिटल रिकॉर्ड, मोबाइल चैट या कॉल डिटेल्स ऐसी हैं जो किसी बाहरी व्यक्ति से संपर्क दिखाती हों?
● पाकिस्तान में उसकी हिरासत का स्वरूप क्या था? क्या उसके ऊपर कोई दबाव या अनुचित प्रभाव डाला गया?
● क्या उसकी मानसिक स्थिति सामान्य है या किसी मनोवैज्ञानिक मूल्यांकन की जरूरत पड़ेगी?
ये सभी प्रश्न केवल एक व्यक्ति के बारे में ही नहीं, बल्कि राष्ट्रीय सुरक्षा के व्यापक ढांचे से जुड़े हैं।
बॉर्डर पर बढ़ी निगरानी—बीएसएफ और सेना ने आसपास के इलाकों की स्कैनिंग तेज की
इस घटना के बाद बॉर्डर पर तैनात सभी सुरक्षा बलों ने अपनी निगरानी और रेकी तुरंत बढ़ा दी। आस-पास के गांवों, ढाणियों और उन स्थानों की जांच की जा रही है जहां संदिग्ध गतिविधियां होने की संभावना रहती है। रेगिस्तान का यह इलाका भले ही शांत दिखता हो, लेकिन सुरक्षा बल जानते हैं कि यहां एक छोटी सी लापरवाही भी बड़े खतरे में बदल सकती है।
सेना और बीएसएफ की टीमें अब उस पूरे इलाके को दोबारा स्कैन कर रही हैं, यह सुनिश्चित करने के लिए कि कहीं कोई दूसरा व्यक्ति, कोई गाइड, कोई नेटवर्क या कोई बाहरी तत्व इस युवक के साथ जुड़ा हुआ न हो।

बीकानेर–खाजूवाला क्षेत्र पाकिस्तान की तरफ से होने वाली संभावित गतिविधियों को देखते हुए संवेदनशील माना जाता है। अंतरराष्ट्रीय सीमा पर फैली लंबी कंटीली तार, ऊँचे धोरों और दूर-दूर तक फैली रेत के बीच सुरक्षा बलों की चौकसी लगातार चलती रहती है। ऐसे में किसी दक्षिण भारत के युवक का अकेले हजारों किलोमीटर की यात्रा कर यहां पहुंचना और दोबारा पाकिस्तान जाने की कोशिश करना केवल सामान्य घटना नहीं मानी जा सकती। यह सीमा सुरक्षा की परत-दर-परत जांच और विश्लेषण की मांग करता है।
