हाई-स्पीड पीछा और समुद्र के बीच बोर्डिंग ऑपरेशन
25 सितंबर को भारतीय तटरक्षक बल ने संदिग्ध धो को रोकने के लिए कार्रवाई तेज की। समुद्र में पीछा करते हुए भारतीय तटरक्षक बल की टीम ने जहाज को नियंत्रित किया और उसके बाद बोर्डिंग ऑपरेशन को अंजाम दिया गया। यह कार्रवाई केवल एक सामान्य समुद्री जांच नहीं थी, बल्कि खुफिया जानकारी के आधार पर चलाया गया एक सुनियोजित इंटरसेप्शन ऑपरेशन था। संदिग्ध जहाज को सुरक्षित करने के बाद उसमें मौजूद चालक दल को नियंत्रण में लिया गया और जहाज की विस्तृत तलाशी शुरू की गई। इसी तलाशी के दौरान बड़ी मात्रा में नशीले पदार्थ बरामद हुए, जिसने पूरे ऑपरेशन को एक बड़े अंतरराष्ट्रीय नारकोटिक्स नेटवर्क के खिलाफ महत्वपूर्ण कार्रवाई में बदल दिया।
526 किलोग्राम हेरोइन और मेथामफेटामाइन की बड़ी बरामदगी
इस ऑपरेशन की सबसे बड़ी उपलब्धि लगभग 526 किलोग्राम नशीले पदार्थों की बरामदगी है। जब्त किए गए माल में हेरोइन और मेथामफेटामाइन शामिल हैं। अंतरराष्ट्रीय बाजार में इसकी अनुमानित कीमत ₹3,000 करोड़ से अधिक बताई गई है। इतनी बड़ी मात्रा में नशीले पदार्थों की बरामदगी इस बात की ओर संकेत करती है कि जहाज का इस्तेमाल कथित तौर पर बड़े पैमाने पर अंतरराष्ट्रीय ड्रग ट्रैफिकिंग के लिए किया जा रहा था। यदि यह खेप अपने संभावित गंतव्य तक पहुंच जाती तो इससे न केवल तस्करी नेटवर्क को भारी आर्थिक लाभ होता, बल्कि बड़ी मात्रा में खतरनाक सिंथेटिक और अन्य नशीले पदार्थ वितरण नेटवर्क में पहुंच सकते थे। भारतीय एजेंसियों ने समुद्र में ही इस खेप को रोककर संभावित सप्लाई चेन पर बड़ा प्रहार किया है।
जहाज से पांच पाकिस्तानी नागरिक हिरासत में
ऑपरेशन के दौरान संदिग्ध धो पर मौजूद पांच पाकिस्तानी नागरिकों को हिरासत में लिया गया है। इन लोगों की भूमिका, उनके संपर्क, जहाज की यात्रा का उद्देश्य, नशीले पदार्थों की संभावित लोडिंग प्वाइंट और अंतिम गंतव्य जैसे पहलुओं की जांच की जाएगी। जांच एजेंसियां यह पता लगाने की कोशिश करेंगी कि क्या ये लोग केवल जहाज के चालक दल का हिस्सा थे या फिर कथित तस्करी नेटवर्क में इनकी कोई अन्य भूमिका भी थी। साथ ही यह भी जांच का विषय होगा कि क्या इनके पीछे कोई अंतरराष्ट्रीय फाइनेंसर, सप्लायर, लॉजिस्टिक ऑपरेटर या रिसीवर मौजूद था।
ईरानी धो को मुंबई लाया जा रहा है
इंटरसेप्शन के बाद संदिग्ध ईरानी धो को भारतीय सुरक्षा घेरे में लेकर मुंबई की ओर लाया जा रहा है। मुंबई पहुंचने के बाद जहाज की विस्तृत फोरेंसिक और तकनीकी जांच की जा सकती है। जहाज के कार्गो एरिया, छिपे हुए कंपार्टमेंट, नेविगेशन सिस्टम, संचार उपकरण, दस्तावेज और अन्य सामान की जांच से जांच एजेंसियों को इस पूरे ऑपरेशन की कड़ियां जोड़ने में मदद मिल सकती है। जहाज के रूट और उसके समुद्री संचार रिकॉर्ड भी महत्वपूर्ण सबूत साबित हो सकते हैं। इसके अलावा गिरफ्तार किए गए पांचों लोगों से पूछताछ के आधार पर यह पता लगाने का प्रयास होगा कि ड्रग्स कहां से लोड की गई थीं और इन्हें किस नेटवर्क तक पहुंचाया जाना था।
अरब सागर बना अंतरराष्ट्रीय ड्रग तस्करी के खिलाफ अहम मोर्चा
अरब सागर भारत के लिए रणनीतिक रूप से बेहद महत्वपूर्ण समुद्री क्षेत्र है। यह क्षेत्र दक्षिण एशिया को मध्य पूर्व, अफ्रीका और अन्य अंतरराष्ट्रीय बाजारों से जोड़ने वाले प्रमुख समुद्री मार्गों में शामिल है। यही भौगोलिक स्थिति इसे अंतरराष्ट्रीय आपराधिक नेटवर्क के लिए भी संभावित ट्रांजिट रूट बना सकती है। समुद्र के भीतर तस्करी की गतिविधियों पर नजर रखना इसलिए बेहद महत्वपूर्ण है क्योंकि ड्रग नेटवर्क अक्सर मुख्य भूमि से काफी दूर समुद्र में माल की आवाजाही कर सकते हैं और बाद में छोटी नौकाओं के जरिए खेप को तट तक पहुंचाने की कोशिश कर सकते हैं। ऐसे में लक्षद्वीप के पश्चिम में हुई यह कार्रवाई यह दिखाती है कि भारत की समुद्री निगरानी केवल तट तक सीमित नहीं है।
तस्करी के आर्थिक इंजन पर बड़ा प्रहार
₹3,000 करोड़ से अधिक मूल्य की ड्रग्स की बरामदगी केवल नशीले पदार्थों की जब्ती नहीं है, बल्कि कथित तस्करी नेटवर्क के लिए एक बड़े आर्थिक नुकसान का संकेत भी है। बड़े अंतरराष्ट्रीय ड्रग नेटवर्क की पूरी संरचना सप्लाई, परिवहन, वित्तपोषण, लॉजिस्टिक्स और वितरण पर आधारित होती है। किसी बड़े कंसाइनमेंट को समुद्र में ही रोकने से इस पूरी श्रृंखला पर असर पड़ सकता है। जांच एजेंसियों के लिए अब चुनौती केवल बरामद ड्रग्स और गिरफ्तार लोगों तक सीमित नहीं रहेगी, बल्कि इस ऑपरेशन से जुड़े संभावित फाइनेंसर, सप्लायर, बिचौलिए, ट्रांसपोर्टर और अंतिम रिसीवर तक पहुंचना भी महत्वपूर्ण होगा।
भारतीय तटरक्षक बल की समुद्री निगरानी क्षमता का प्रदर्शन
यह ऑपरेशन भारतीय तटरक्षक बल की समुद्री निगरानी, ट्रैकिंग और इंटरसेप्शन क्षमता को भी सामने लाता है। भारत के सामने हजारों किलोमीटर लंबी समुद्री सीमा और विशाल समुद्री क्षेत्र की सुरक्षा की जिम्मेदारी है। इस पूरे क्षेत्र में संदिग्ध गतिविधियों का पता लगाने के लिए लगातार निगरानी, खुफिया इनपुट, हवाई सर्विलांस और समुद्री प्लेटफॉर्म का समन्वय जरूरी है। किसी संदिग्ध जहाज की पहचान के बाद उसे लगातार ट्रैक करना और सही समय पर इंटरसेप्ट करना समुद्री सुरक्षा अभियानों की सफलता का महत्वपूर्ण हिस्सा है।

पूछताछ से खुल सकते हैं अंतरराष्ट्रीय नेटवर्क के नए राज
पांच पाकिस्तानी नागरिकों की गिरफ्तारी के बाद अब जांच का एक महत्वपूर्ण चरण शुरू होगा। पूछताछ के दौरान एजेंसियां जहाज के संचालन, यात्रा मार्ग, संपर्कों, संचार माध्यमों, वित्तीय लेनदेन और कथित ड्रग नेटवर्क से जुड़े अन्य लोगों के बारे में जानकारी हासिल करने का प्रयास करेंगी। मोबाइल फोन, संचार उपकरण, नेविगेशन सिस्टम और दस्तावेजों की जांच भी इस जांच का महत्वपूर्ण हिस्सा हो सकती है। यदि इन संसाधनों से कोई अतिरिक्त जानकारी मिलती है तो एजेंसियां भारत के बाहर मौजूद कथित नेटवर्क तक पहुंचने का प्रयास कर सकती हैं।
नार्को-टेरर और संगठित अपराध के बीच कड़ी की जांच
बड़े पैमाने पर नशीले पदार्थों की तस्करी का संबंध केवल ड्रग्स की बिक्री तक सीमित नहीं होता। ऐसे नेटवर्क से होने वाली अवैध कमाई का इस्तेमाल अलग-अलग प्रकार की आपराधिक गतिविधियों में किया जा सकता है। इसलिए राष्ट्रीय सुरक्षा एजेंसियां बड़े ड्रग नेटवर्क को केवल एक सामान्य तस्करी मामले के रूप में नहीं देखतीं, बल्कि उसके संभावित वित्तीय और सुरक्षा संबंधों की भी जांच करती हैं। इस मामले में भी जांच एजेंसियों के सामने यह पता लगाना महत्वपूर्ण होगा कि ₹3,000 करोड़ से अधिक मूल्य की कथित ड्रग खेप के पीछे कौन-कौन से लोग और संगठन काम कर रहे थे और क्या इसका संबंध किसी बड़े अंतरराष्ट्रीय नेटवर्क से था।
नशा मुक्त भारत अभियान के लिए बड़ी कार्रवाई
इतनी बड़ी मात्रा में नशीले पदार्थों की बरामदगी भारत के नशा मुक्त भारत अभियान के व्यापक उद्देश्यों के संदर्भ में भी महत्वपूर्ण है। ड्रग्स के खिलाफ लड़ाई में एक तरफ मांग को कम करने, जागरूकता बढ़ाने, उपचार और पुनर्वास पर ध्यान दिया जाता है, वहीं दूसरी तरफ सप्लाई नेटवर्क को तोड़ना भी उतना ही महत्वपूर्ण है। समुद्र में ही इतनी बड़ी खेप को रोकने से संभावित रूप से उस सप्लाई चेन को नुकसान पहुंचता है जो इन पदार्थों को आगे के बाजारों तक पहुंचाने का प्रयास कर रही थी।
तटीय सुरक्षा से आगे बढ़कर डीप-सी इंटरसेप्शन
भारत की समुद्री सुरक्षा व्यवस्था में अब केवल तट की निगरानी पर्याप्त नहीं है। यदि किसी तस्करी नेटवर्क को तट तक पहुंचने से पहले ही समुद्र में रोक दिया जाए तो सुरक्षा एजेंसियों को अतिरिक्त ऑपरेशनल लाभ मिलता है। लक्षद्वीप के पश्चिम में हुई यह कार्रवाई इसी व्यापक समुद्री सुरक्षा दृष्टिकोण को दर्शाती है। समुद्र के भीतर संदिग्ध जहाज की पहचान, उसका पीछा, इंटरसेप्शन और बोर्डिंग भारत की समुद्री सुरक्षा प्रणाली की बहुस्तरीय प्रकृति को सामने लाते हैं।
समुद्री सुरक्षा और राष्ट्रीय सुरक्षा का बढ़ता संबंध
आज समुद्री सुरक्षा केवल बंदरगाहों, जहाजों और व्यापारिक मार्गों की सुरक्षा तक सीमित नहीं है। समुद्र का इस्तेमाल ड्रग्स, हथियारों, नकली मुद्रा और अन्य अवैध सामान की तस्करी के लिए भी किया जा सकता है। इसलिए समुद्री डोमेन अवेयरनेस राष्ट्रीय सुरक्षा का एक महत्वपूर्ण हिस्सा बन चुका है। संदिग्ध जहाजों की पहचान से लेकर उनके मार्ग की निगरानी और समय पर इंटरसेप्शन तक पूरी प्रक्रिया में खुफिया जानकारी और तकनीकी निगरानी की भूमिका लगातार बढ़ रही है।
मुंबई में आगे की जांच तय करेगी ऑपरेशन की पूरी तस्वीर
अब इस ऑपरेशन की अगली महत्वपूर्ण कड़ी मुंबई में होने वाली जांच होगी। जहाज की तकनीकी और फोरेंसिक जांच, जब्त किए गए नशीले पदार्थों का परीक्षण, संचार उपकरणों की जांच और पांचों आरोपियों से पूछताछ के जरिए एजेंसियां इस पूरे नेटवर्क की वास्तविक संरचना को समझने का प्रयास करेंगी। जांच यह भी निर्धारित करेगी कि कथित ड्रग्स कहां से आईं, इन्हें किस मार्ग से ले जाया जा रहा था, संभावित गंतव्य क्या था और इसके पीछे कौन-कौन से लोग या नेटवर्क सक्रिय थे।
अरब सागर में भारतीय सुरक्षा एजेंसियों का स्पष्ट ऑपरेशनल संदेश
526 किलोग्राम के करीब हेरोइन और मेथामफेटामाइन की बरामदगी, जिसकी अंतरराष्ट्रीय बाजार में कीमत ₹3,000 करोड़ से अधिक आंकी गई है, भारतीय समुद्री सुरक्षा एजेंसियों के लिए एक बड़ी कार्रवाई है। पांच पाकिस्तानी नागरिकों की गिरफ्तारी और संदिग्ध ईरानी धो को मुंबई लाए जाने के बाद अब इस ऑपरेशन का फोकस बड़े नेटवर्क की पहचान और उसके खिलाफ आगे की कार्रवाई पर रहेगा। यह कार्रवाई यह भी दिखाती है कि अंतरराष्ट्रीय ड्रग तस्करी के खिलाफ लड़ाई अब केवल समुद्र तट या बंदरगाहों तक सीमित नहीं है, बल्कि समुद्र के भीतर दूर तक फैले संभावित तस्करी मार्गों पर भी निगरानी और इंटरसेप्शन किया जा रहा है।
25 सितंबर का ऑपरेशन बना बड़े समुद्री नारकोटिक्स इंटरसेप्शन का उदाहरण
25 सितंबर 2026 को अरब सागर में लक्षद्वीप के पश्चिम में हुई यह कार्रवाई खुफिया इनपुट, समुद्री और हवाई निगरानी, लगातार ट्रैकिंग, हाई-स्पीड पीछा और बोर्डिंग ऑपरेशन के संयुक्त इस्तेमाल का उदाहरण है। लगभग 526 किलोग्राम हेरोइन और मेथामफेटामाइन की बरामदगी और ₹3,000 करोड़ से अधिक की अनुमानित अंतरराष्ट्रीय कीमत वाली इस खेप को रोकना कथित अंतरराष्ट्रीय ड्रग तस्करी नेटवर्क के लिए बड़ा झटका है। अब मुंबई में होने वाली बहु-एजेंसी जांच यह तय करेगी कि इस समुद्री खेप के पीछे कितनी बड़ी सप्लाई चेन काम कर रही थी, इसके वित्तीय स्रोत क्या थे और इसके तार किन-किन लोगों तथा नेटवर्क से जुड़े हुए थे। समुद्र में हुई यह कार्रवाई एक बार फिर दिखाती है कि आधुनिक राष्ट्रीय सुरक्षा में समुद्री निगरानी, खुफिया जानकारी और तेज इंटरसेप्शन क्षमता कितनी महत्वपूर्ण भूमिका निभाती है।
