खुफिया इनपुट से शुरू हुई कार्रवाई, बीकानेर में हाई-वैल्यू एम्बरग्रीस की बरामदगी से मचा हड़कंप
बीकानेर में मिलिट्री इंटेलिजेंस, जोनल इंटेलिजेंस और राजस्थान पुलिस की संयुक्त कार्रवाई में एक बेहद दुर्लभ और हाई-वैल्यू पदार्थ एम्बरग्रीस बरामद किया गया है। पुलिस के अनुसार करीब 600 ग्राम एम्बरग्रीस जब्त किया गया है, जिसकी बाजार कीमत लगभग 70 लाख रुपये से लेकर एक करोड़ रुपये तक बताई जा रही है। इस मामले में तीन लोगों को पकड़ा गया है, जिनमें दो नाबालिग हैं, जबकि एक बालिग आरोपी की पहचान जावेद के रूप में हुई है।
यह कार्रवाई केवल एक सामान्य बरामदगी नहीं मानी जा रही, क्योंकि इसके पीछे खुफिया इनपुट की महत्वपूर्ण भूमिका सामने आई है। मिलिट्री इंटेलिजेंस और जोनल इंटेलिजेंस से मिले इनपुट के आधार पर राजस्थान पुलिस के साथ समन्वय स्थापित किया गया और इसके बाद बीकानेर में संदिग्धों को पकड़ने के लिए ऑपरेशन चलाया गया। तलाशी के दौरान संदिग्धों के कब्जे से लगभग 600 ग्राम एम्बरग्रीस बरामद होने के बाद पुलिस ने इसे जब्त कर लिया।
प्रारंभिक पूछताछ में यह बात सामने आने की जानकारी दी गई है कि आरोपी कथित तौर पर महाराष्ट्र के रत्नागिरी से एम्बरग्रीस लेकर बीकानेर पहुंचे थे। अब पुलिस की जांच इस बात पर केंद्रित है कि यह पदार्थ रत्नागिरी में कहां से आया, इसे बीकानेर तक कौन लेकर आया, इसके पीछे कौन लोग हैं और बीकानेर में इसकी कथित सप्लाई किस व्यक्ति को की जानी थी।
MI और जोनल इंटेलिजेंस के इनपुट पर पुलिस ने कसा शिकंजा
पूरे ऑपरेशन की शुरुआत खुफिया इनपुट से हुई। मिलिट्री इंटेलिजेंस और जोनल इंटेलिजेंस को संदिग्ध गतिविधि से संबंधित जानकारी मिली थी। इसके बाद स्थानीय पुलिस के साथ समन्वय करते हुए संदिग्धों की पहचान और उनकी गतिविधियों पर नजर रखने की प्रक्रिया शुरू की गई। इनपुट को गंभीरता से लेते हुए पुलिस टीम ने कार्रवाई की और संदिग्धों को पकड़ लिया।
सीओ सिटी अनुज ढाल के निर्देशन में कोटगेट थाना पुलिस की टीम ने ऑपरेशन को अंजाम दिया। संदिग्धों की तलाशी के दौरान कथित तौर पर एम्बरग्रीस बरामद हुआ। पदार्थ को कब्जे में लेकर पुलिस ने आगे की कानूनी कार्रवाई शुरू कर दी है।
इस कार्रवाई का सबसे अहम पहलू यह है कि एक खुफिया सूचना को स्थानीय पुलिस की कार्रवाई से जोड़ते हुए जमीन पर ऑपरेशन को अंजाम दिया गया। अब जांच एजेंसियों के सामने सबसे बड़ी चुनौती इस बरामदगी के पीछे मौजूद पूरे नेटवर्क का पता लगाना है।
600 ग्राम एम्बरग्रीस और कीमत 70 लाख से ₹1 करोड़ तक
पुलिस के अनुसार बरामद एम्बरग्रीस का वजन करीब 600 ग्राम है। इसकी अनुमानित कीमत करीब 70 लाख रुपये से एक करोड़ रुपये के बीच बताई जा रही है। इतनी बड़ी अनुमानित कीमत ने इस बरामदगी को बेहद महत्वपूर्ण बना दिया है।
हालांकि एम्बरग्रीस की वास्तविक कीमत उसकी गुणवत्ता, अवस्था, प्राकृतिक विशेषताओं और बाजार की मांग पर निर्भर कर सकती है। अलग-अलग मामलों में इसकी कीमत के अनुमान में काफी अंतर देखा जा सकता है। बीकानेर मामले में पुलिस द्वारा बताई गई अनुमानित कीमत अवैध बाजार से संबंधित है।
यही वजह है कि एम्बरग्रीस का छोटा सा टुकड़ा भी कथित तौर पर लाखों रुपये का हो सकता है। इस आर्थिक मूल्य के कारण दुर्लभ वन्यजीव उत्पादों की अवैध खरीद-फरोख्त करने वाले नेटवर्क के लिए यह आकर्षक कमाई का जरिया बन सकता है।
बीकानेर में लगभग 600 ग्राम की बरामदगी इसलिए भी महत्वपूर्ण है क्योंकि इतनी मात्रा का अवैध कारोबार कथित तौर पर एक बड़े आर्थिक लेनदेन से जुड़ा हो सकता है। अब पुलिस यह पता लगाने में जुटी है कि इस पदार्थ की डील कितने रुपये में होने वाली थी और इसका अंतिम खरीदार कौन था।
‘व्हेल की उल्टी’ के नाम से क्यों मशहूर है एम्बरग्रीस?
एम्बरग्रीस को आम बोलचाल की भाषा में ‘व्हेल की उल्टी’ कहा जाता है। यह नाम सुनने में भले ही अजीब लगे, लेकिन एम्बरग्रीस का संबंध मुख्य रूप से स्पर्म व्हेल से है। यह एक दुर्लभ प्राकृतिक पदार्थ है और इसकी उत्पत्ति स्पर्म व्हेल के शरीर में होने वाली जैविक प्रक्रिया से जुड़ी मानी जाती है।

बीकानेर पुलिस के सामने इस मामले में सबसे अहम सुराग रत्नागिरी से बीकानेर तक की कथित यात्रा है। प्रारंभिक पूछताछ में सामने आया है कि आरोपी महाराष्ट्र के रत्नागिरी से एम्बरग्रीस लेकर बीकानेर आए थे।
अब जांच एजेंसियां इस पूरे रूट को समझने में जुटी हैं। यह पता लगाने की कोशिश की जा रही है कि आरोपी रत्नागिरी में किस व्यक्ति के संपर्क में थे, वहां उन्हें एम्बरग्रीस किसने दिया, इसे बीकानेर लाने की व्यवस्था किसने की और यहां पहुंचने के बाद इसे किसे सौंपा जाना था।
यदि पुलिस इस रूट के प्रत्येक चरण को जोड़ने में सफल होती है तो मामले की जांच एक बड़ी सप्लाई चेन तक पहुंच सकती है। इसके लिए आरोपियों से पूछताछ के साथ-साथ उपलब्ध अन्य साक्ष्यों की भी जांच की जा सकती है।
बीकानेर में किसे होनी थी सप्लाई? सबसे बड़ा सवाल यही
बरामदगी के बाद पुलिस के सामने सबसे बड़ा सवाल अब यही है कि बीकानेर में एम्बरग्रीस लेने वाला व्यक्ति कौन था?
अगर आरोपी वास्तव में किसी अन्य व्यक्ति को एम्बरग्रीस की सप्लाई करने आए थे, तो वह व्यक्ति इस कथित नेटवर्क की अगली महत्वपूर्ण कड़ी हो सकता है। पुलिस अब संभावित खरीदार या रिसीवर तक पहुंचने के प्रयास में जुटी है।
जांच का फोकस इस बात पर भी रहेगा कि क्या आरोपियों और किसी संभावित खरीदार के बीच पहले से संपर्क था। पुलिस यह पता लगाने की कोशिश करेगी कि यह कथित डील कब तय हुई थी, किस माध्यम से संपर्क हुआ और इसके पीछे कितने लोग काम कर रहे थे।
यदि संभावित खरीदार की पहचान होती है तो जांच रत्नागिरी से बीकानेर तक की कथित सप्लाई चेन से आगे बढ़ सकती है।
बालिग आरोपी जावेद और दो नाबालिग—तीनों से पूछताछ
इस मामले में पकड़े गए तीन लोगों में दो नाबालिग और एक बालिग आरोपी जावेद बताया गया है। दो नाबालिगों की मौजूदगी ने मामले को और संवेदनशील बना दिया है। पुलिस को अब यह पता लगाना होगा कि उनकी भूमिका वास्तव में क्या थी और वे किसके निर्देश पर कथित रूप से एम्बरग्रीस लेकर यात्रा कर रहे थे।
जांच में यह भी स्पष्ट किया जाएगा कि क्या नाबालिग स्वयं इस कथित लेनदेन का हिस्सा थे या उनका इस्तेमाल केवल पदार्थ की आवाजाही के लिए किया जा रहा था। नाबालिगों के मामले में कानून के तहत निर्धारित प्रक्रियाओं का पालन किया जाएगा।
वहीं बालिग आरोपी जावेद से पुलिस विशेष रूप से रत्नागिरी से लेकर बीकानेर तक की पूरी गतिविधि को लेकर पूछताछ कर रही है। उसके संपर्कों, कथित सप्लाई व्यवस्था और संभावित खरीदार से संबंधों की जांच मामले में अहम हो सकती है।
कोटगेट पुलिस ने जब्त किया पदार्थ, आगे की जांच जारी
कोटगेट थाना पुलिस ने कार्रवाई के दौरान बरामद करीब 600 ग्राम एम्बरग्रीस को जब्त कर लिया है। कोटगेट सीआई विक्रम तिवारी के अनुसार बरामद पदार्थ की मात्रा लगभग 600 ग्राम है और इसकी अनुमानित बाजार कीमत 70 लाख रुपये से एक करोड़ रुपये तक बताई जा रही है।
पुलिस अब आरोपियों से पूछताछ कर यह जानने का प्रयास कर रही है कि एम्बरग्रीस की कथित सप्लाई के पीछे कौन-कौन लोग हैं। रत्नागिरी से बीकानेर तक इसके पहुंचने की पूरी कहानी सामने लाना जांच का महत्वपूर्ण हिस्सा है।
पुलिस यह भी पता लगाने का प्रयास कर रही है कि क्या इस मामले में कोई अन्य व्यक्ति पर्दे के पीछे से काम कर रहा था।
वन्यजीव संरक्षण कानून के तहत कार्रवाई
एम्बरग्रीस से जुड़ा मामला केवल आर्थिक अपराध या सामान्य तस्करी तक सीमित नहीं है। इसका संबंध वन्यजीव संरक्षण कानून से भी है, क्योंकि यह पदार्थ स्पर्म व्हेल से संबंधित है और स्पर्म व्हेल संरक्षित वन्यजीव है।

जांच एजेंसियों के लिए यह स्थापित करना महत्वपूर्ण होगा कि बरामद पदार्थ वास्तव में एम्बरग्रीस है और उसकी उत्पत्ति तथा कब्जे की परिस्थितियां क्या हैं। इसके लिए आवश्यक वैज्ञानिक या विशेषज्ञ जांच भी मामले की आगे की कानूनी प्रक्रिया में महत्वपूर्ण भूमिका निभा सकती है।
स्पर्म व्हेल के संरक्षण से जुड़ा है पूरा मामला
स्पर्म व्हेल समुद्री पारिस्थितिकी तंत्र का एक महत्वपूर्ण हिस्सा है और यह संरक्षित वन्यजीव प्रजातियों में शामिल है। ऐसे में उससे संबंधित उत्पादों का अवैध कारोबार वन्यजीव संरक्षण के लिहाज से गंभीर विषय माना जाता है।
एम्बरग्रीस के मामले में एक महत्वपूर्ण तथ्य यह है कि इसके लिए सीधे स्पर्म व्हेल का शिकार करना आवश्यक नहीं होता, क्योंकि प्राकृतिक रूप से समुद्र में पाया जाने वाला एम्बरग्रीस भी मौजूद हो सकता है। लेकिन भारत में इसके कानूनी संरक्षण और वन्यजीव कानूनों के कारण इसकी खरीद-फरोख्त और कब्जे से जुड़े मामलों में कानूनी कार्रवाई की जा सकती है।
बीकानेर की कार्रवाई इसी कानूनी और वन्यजीव संरक्षण के संदर्भ में महत्वपूर्ण बन जाती है।
क्या यह सिर्फ एक खेप थी या बड़े नेटवर्क की कड़ी?
जांच का सबसे महत्वपूर्ण पहलू अब यही है कि क्या बरामद 600 ग्राम एम्बरग्रीस एक अकेली खेप थी या किसी बड़े नेटवर्क का हिस्सा।
अगर पुलिस को पूछताछ और अन्य जांच से पता चलता है कि इससे पहले भी इसी नेटवर्क के माध्यम से एम्बरग्रीस की खेपें लाई गई थीं, तो मामला और बड़ा हो सकता है। इसके लिए जांच एजेंसियां आरोपियों के संपर्कों, यात्रा और कथित लेनदेन से संबंधित जानकारी को जोड़ने की कोशिश कर सकती हैं।
दूसरी तरफ यदि जांच में यह सामने आता है कि यह पहली और एकमात्र खेप थी, तो पुलिस को आरोपियों की व्यक्तिगत भूमिका और कानूनी जिम्मेदारी निर्धारित करनी होगी।
फिलहाल पुलिस का प्राथमिक लक्ष्य संभावित स्रोत और खरीदार की पहचान करना है।
खुफिया एजेंसियों और पुलिस के समन्वय का अहम उदाहरण
बीकानेर की इस कार्रवाई में मिलिट्री इंटेलिजेंस, जोनल इंटेलिजेंस और पुलिस के बीच समन्वय महत्वपूर्ण रहा। खुफिया इनपुट के आधार पर संदिग्धों तक पहुंचना और फिर स्थानीय पुलिस द्वारा कानूनी कार्रवाई करना इस ऑपरेशन की प्रमुख विशेषता रही।
यह घटना यह भी दर्शाती है कि अवैध गतिविधियों की रोकथाम में अलग-अलग एजेंसियों के बीच सूचना साझा करना कितना महत्वपूर्ण हो सकता है। विशेष रूप से जब किसी संदिग्ध गतिविधि का संबंध एक राज्य से दूसरे राज्य तक फैले नेटवर्क से हो, तब स्थानीय पुलिस और खुफिया तंत्र के बीच तालमेल जांच को आगे बढ़ाने में महत्वपूर्ण भूमिका निभा सकता है।

पुलिस यह पता लगाने में जुटी है कि इस कथित सौदे का अंतिम उद्देश्य क्या था। क्या इसे किसी व्यक्ति को निजी तौर पर बेचा जाना था, क्या इसे आगे किसी अन्य शहर में भेजा जाना था या क्या इसके पीछे किसी बड़े अवैध कारोबार का नेटवर्क मौजूद है—इन सभी सवालों के जवाब जांच के दौरान सामने आने हैं।
अब रत्नागिरी से लेकर बीकानेर तक जुड़े हर संपर्क की पड़ताल
जांच एजेंसियों के सामने अब एक लंबी कड़ी है। एक तरफ महाराष्ट्र का रत्नागिरी है और दूसरी तरफ राजस्थान का बीकानेर। इन दोनों स्थानों के बीच कथित रूप से एम्बरग्रीस के पहुंचने की जानकारी सामने आई है।
ऐसे में जांचकर्ता यह समझने का प्रयास करेंगे कि आरोपियों ने किसके संपर्क में रहकर यात्रा की, एम्बरग्रीस उन्हें किसने सौंपा और बीकानेर पहुंचने के बाद उनका संपर्क किससे होना था।
यदि इस पूरी कड़ी में और लोगों की भूमिका सामने आती है तो पुलिस कार्रवाई का दायरा बढ़ सकता है।
जांच की अगली दिशा संभावित खरीदार और सप्लायर तक
अभी तक की कार्रवाई में 600 ग्राम एम्बरग्रीस बरामद किया गया है और तीन लोगों को पकड़ा गया है। लेकिन जांच की असली सफलता इस बात पर निर्भर करेगी कि पुलिस इसके सप्लायर और संभावित खरीदार तक कितनी जल्दी पहुंचती है।
यदि स्रोत का पता चलता है तो रत्नागिरी से जुड़ी कड़ी स्पष्ट हो सकती है। यदि संभावित खरीदार तक पुलिस पहुंचती है तो बीकानेर में कथित सप्लाई का उद्देश्य सामने आ सकता है।
इसके बाद जांच यह भी निर्धारित कर सकती है कि क्या दोनों सिरों के बीच कोई मध्यस्थ या बिचौलिया मौजूद था।
एक खुफिया इनपुट से खुली लाखों रुपये के कथित कारोबार की परत

मिलिट्री इंटेलिजेंस और जोनल इंटेलिजेंस से मिले इनपुट के बाद पुलिस की कार्रवाई में करीब 600 ग्राम एम्बरग्रीस बरामद हुआ। दो नाबालिगों और एक बालिग आरोपी जावेद को पकड़ा गया। अब पुलिस की नजर उस व्यक्ति तक पहुंचने पर है जिसके लिए यह कथित खेप बीकानेर लाई गई थी।
