BIKANER MILITARY STATION HOSTS VIBRANT VILLAGE SEMINAR TO STRENGTHEN CIVIL-MILITARY SYNERGY; DISTRICT COLLECTOR NISHANT JAIN, DIVISIONAL COMMISSIONER VISHARAM MEENA AND SENIOR OFFICIALS PARTICIPATE
Focus on border village security, veterans’ welfare, rural development, anti-drone vigilance and coordinated action against cross-border narcotics trafficking
BIKANER | 31 OCTOBER 2026
In a significant initiative aimed at strengthening civil-military cooperation and promoting the security, prosperity and socio-economic development of villages located along Rajasthan’s international border, Bikaner Military Station organised a Vibrant Village Seminar for ex-servicemen from the border areas of Rajasthan on Saturday, 31 October 2026. The seminar brought together senior representatives of the Indian Army, district and divisional administration, security agencies, rural development authorities, veterans’ welfare institutions and retired military personnel on a common platform to discuss the emerging challenges and opportunities associated with border-area development, community security and the welfare of ex-servicemen.
The event witnessed the participation of Bikaner District Collector Nishant Jain, Divisional Commissioner Vishram Meena, Zila Parishad Chief Executive Officer (CEO) and IAS officer Shailja Pandey, District Sainik Welfare Officer Yash Rathore, along with other senior administrative officials, representatives of various government departments, security personnel and a large number of retired soldiers. Officers from Bikaner district attended the seminar in person, while representatives from other border districts of Rajasthan participated through video conferencing, ensuring wider regional participation and coordination.
STRENGTHENING THE CIVIL-MILITARY PARTNERSHIP FOR BORDER DEVELOPMENT
The primary objective of the seminar was to establish a stronger and more effective coordination mechanism between the Armed Forces, civil administration, security agencies and border communities. Recognising that border security extends beyond military preparedness and requires the active involvement of local communities, the initiative focused on developing a comprehensive approach towards border management, rural development, social welfare and national security.
The seminar provided an important opportunity for veterans to interact directly with administrative authorities and representatives of various departments, raise issues concerning their welfare and discuss practical measures for improving the living conditions of people residing in strategically important border villages. The discussions also highlighted the invaluable experience, discipline, leadership and local understanding possessed by retired military personnel, who can continue to play a meaningful role in strengthening community resilience and supporting national development even after completing their military service.
The Indian Army emphasised the importance of maintaining a sustained relationship with veterans and ensuring that their experience and knowledge remain an integral part of initiatives concerning border-area development. The seminar sought to transform civil-military coordination into a more practical and community-oriented mechanism through regular interaction, information sharing and coordinated implementation of development and security initiatives.
DISTRICT COLLECTOR NISHANT JAIN AND DIVISIONAL COMMISSIONER VISHARAM MEENA PARTICIPATE
The participation of Bikaner District Collector Nishant Jain and Divisional Commissioner Vishram Meena added significant administrative importance to the seminar. Their presence reflected the importance attached by the civil administration to coordinated efforts with the Indian Army and other security organisations for addressing the developmental and welfare-related requirements of border communities.
Zila Parishad CEO and IAS officer Shailja Pandey, District Sainik Welfare Officer Yash Rathore and other officials also participated in the deliberations. The interaction provided a platform for discussing the implementation of government welfare schemes, strengthening rural infrastructure, improving access to essential services and addressing issues faced by retired defence personnel and their families.
The participation of representatives from multiple administrative departments was particularly important in ensuring that issues raised by veterans could be examined through the appropriate government mechanisms. The seminar highlighted the need for effective coordination between district-level authorities, development agencies and security organisations so that the benefits of government initiatives reach eligible beneficiaries in remote border villages.
RURAL DEVELOPMENT DEPARTMENT HIGHLIGHTS GOVERNMENT SCHEMES AND DEVELOPMENT OPPORTUNITIES
An important component of the seminar was the briefing delivered by the Rural Development Department, which familiarised participants with various government schemes and rural development initiatives aimed at improving the socio-economic conditions of border villages.
The department highlighted opportunities for strengthening village infrastructure, improving basic amenities, generating employment, supporting rural livelihoods and expanding access to welfare programmes. Particular emphasis was placed on ensuring that residents of remote border settlements are aware of the schemes available to them and are able to access the benefits through the appropriate administrative channels.
The discussions underlined that vibrant and prosperous border villages are essential not only for regional development but also for strengthening the country’s overall border management framework. Improved roads, essential services, livelihood opportunities and stronger institutional support can contribute towards retaining population in border areas, enhancing community resilience and creating a more secure and sustainable environment.
The seminar also recognised the potential contribution of ex-servicemen in facilitating awareness about government schemes, helping villagers navigate administrative processes and encouraging greater community participation in development programmes.
BSF SOUNDS ALERT ON DRONE THREATS AND INTERNATIONAL BORDER SECURITY
With unmanned aerial systems increasingly emerging as a security challenge along India’s international borders, the Border Security Force (BSF) sensitised participants about international border security and the growing importance of community vigilance against suspicious aerial activities.
The briefing focused particularly on drone detection, monitoring, identification and timely reporting of suspicious aerial movements. Participants were made aware of the importance of recognising unusual drone activity and immediately sharing relevant information with the designated security authorities.
The discussion highlighted how drones can potentially be exploited for cross-border smuggling, the transportation of narcotics and other unlawful activities. The importance of maintaining awareness among residents of border villages was emphasised, as local communities are often among the first to notice unusual movements or suspicious activity in their surroundings.
The BSF stressed the importance of timely communication, responsible reporting and close cooperation between civilians and security agencies. The seminar reinforced the understanding that border security is a shared responsibility and that an alert and informed population can make a valuable contribution to preventing security threats.
ANTI-NARCOTICS TASK FORCE HIGHLIGHTS CROSS-BORDER DRUG TRAFFICKING CHALLENGES
The Anti-Narcotics Task Force (ANTF) briefed participants on the growing challenges associated with cross-border drug trafficking, evolving smuggling methods and the preventive measures required to counter organised narcotics networks.
The briefing drew attention to the changing methods employed by smugglers and the potential use of drones and other emerging technologies to facilitate the movement of illegal consignments across international borders. Participants were sensitised to the importance of identifying suspicious activities, maintaining community vigilance and promptly informing law enforcement authorities about possible narcotics-related movements.
The discussions also highlighted the need for coordinated responses involving the BSF, police, anti-narcotics agencies, civil administration and local communities. Effective information sharing and timely action were identified as important elements in disrupting cross-border narcotics networks and preventing illegal substances from reaching vulnerable sections of society.
The seminar underlined that tackling drug trafficking requires more than enforcement measures alone. Public awareness, community participation, inter-agency cooperation and sustained preventive efforts are equally important in addressing the threat.
EX-SERVICEMEN: A STRATEGIC LINK BETWEEN THE ARMED FORCES AND CIVIL SOCIETY
One of the central themes of the seminar was the continued contribution of ex-servicemen towards nation-building and community development. Veterans possess years of experience in discipline, leadership, operational awareness, organisational management and crisis response, making them valuable contributors to society even after retirement.
The seminar recognised that retired soldiers living in border districts can serve as an important bridge between the Armed Forces, civil administration and local communities. Their familiarity with the region, understanding of security-related issues and established connections with residents can help strengthen awareness, facilitate communication and encourage responsible community participation.
Discussions also focused on veterans’ welfare, access to government schemes, social security, assistance for retired personnel and their families, and the need to ensure that eligible beneficiaries receive timely information and administrative support.
The initiative reaffirmed the Indian Army’s commitment to maintaining a strong relationship with its veterans and recognising their continuing contribution to national security and social development.
A WHOLE-OF-COMMUNITY APPROACH FOR SECURE AND VIBRANT BORDER VILLAGES
The seminar reflected a broader understanding that the security and development of border villages require an integrated approach involving the Armed Forces, civil administration, BSF, police, rural development institutions, anti-narcotics agencies and local residents.
By bringing these stakeholders together, Bikaner Military Station created an opportunity for meaningful dialogue, coordinated planning and collaborative action on issues that directly affect border communities. The discussions covered multiple dimensions of border management, including security awareness, drone-related threats, narcotics trafficking, rural infrastructure, employment opportunities, government welfare schemes and veterans’ empowerment.
The participation of representatives from other border districts through video conferencing further strengthened the regional character of the initiative, allowing discussions and coordination to extend beyond Bikaner district.
The seminar reaffirmed that strong civil-military relations, empowered veterans, responsive administration and vigilant local communities are essential pillars of a secure and prosperous border region.
INDIAN ARMY REAFFIRMS COMMITMENT TO VETERANS’ WELFARE AND NATION-BUILDING
Concluding the initiative, the seminar reinforced the Indian Army’s enduring commitment towards veterans’ welfare, empowerment and their continued engagement in nation-building activities. It highlighted the importance of recognising ex-servicemen not merely as retired members of the Armed Forces but as experienced individuals who can continue contributing significantly to society.
The initiative also emphasised that the development of border villages must go hand in hand with security preparedness, social welfare and economic opportunities. Effective coordination between government departments and security organisations, combined with the active participation of veterans and local residents, can help create resilient communities capable of responding to emerging challenges.
The Vibrant Village Seminar at Bikaner Military Station thus emerged as an important platform for strengthening the relationship between the military establishment, civil administration and border communities. Through collective participation and coordinated efforts, the initiative reinforced a shared commitment towards building secure, empowered, prosperous and vibrant villages along Rajasthan’s international border.
