A Crucial Government Order Ends Rising Tensions Over Gauchar Land in Bikaner
In a significant decision with long-term implications for land governance, rural ecology, and political stability in western Rajasthan, the Bhajanlal Sharma-led Rajasthan government has formally ordered that the controversial gauchar (pasture) land of Bikaner will remain under the exclusive control of the state government. The decision, which clearly removes the Bikaner Development Authority (BDA) and even the District Collector from taking any independent decision regarding this land, has led to the suspension of a major protest announced by sadhus and saints on January 27. The government order has been framed as a decisive intervention to protect traditional pasture land while responding to strong public sentiment and religious mobilisation around the issue.
Special Periphery Zone Status: Gauchar Land Placed Beyond Local Administrative Reach
According to senior BJP leaders, the gauchar land in question has now been placed under a “Special Periphery Zone,” a classification that effectively freezes any developmental or administrative action unless explicitly cleared by the state government. This move ensures that neither the Bikaner Development Authority nor the district administration can independently alter land use, approve construction, or initiate development projects on the gauchar land. The decision is being viewed as a rare instance where the state government has consciously curtailed the discretionary powers of local authorities in response to ecological, cultural, and social concerns.
Massive Land Spread: Over 5,418 Hectares Identified as Sensitive Pasture Zone
Addressing a press conference in Bikaner, BJP Rajasthan Vice President Bihari Lal Bishnoi highlighted the sheer scale and importance of the land under dispute. The gauchar area, primarily spread across the Sarenathanian region, covers approximately 5,418 hectares. Bishnoi revealed that a significant number of objections submitted during the Master Plan consultation process were related to this very pasture land. Acknowledging the depth of public concern, he stated that the government had decided to classify this land as “special land,” ensuring that its pastoral and ecological character is preserved for future generations.
State Government Retains Ownership, Development Frozen Indefinitely
One of the most crucial aspects of the government’s order is the explicit clarification that ownership of the gauchar land will remain with the Rajasthan government itself. This means the land cannot be transferred, leased, repurposed, or developed without prior approval at the highest level. Bishnoi stressed that the decision effectively places a long-term ban on any developmental activity in the area, addressing fears that the land could gradually be diverted for urban expansion, commercial use, or infrastructure projects under the guise of planning reforms.
Collector’s Powers Curtailed: No Independent Decisions Allowed
In a move that underscores the seriousness of the state’s intent, it has been clearly stated that even the District Collector will not have the authority to take independent decisions regarding this land. This is a notable administrative shift, as collectors traditionally wield significant discretionary power over land matters. By centralising control with the state government, Rajasthan has sent a clear signal that gauchar land will be treated as a protected category, immune from ad-hoc or politically influenced local decisions.
Sadhus Suspend Protest After Government Assurance
The government’s intervention came just two days before a large protest planned by sadhus and saints on January 27. Sant Sarjoodas, one of the leading figures spearheading the agitation, confirmed that the protest had been formally suspended following the government’s written assurance. He stated that the decision was taken in good faith after the government acknowledged the concerns raised by religious leaders and local communities, and committed itself to safeguarding the gauchar land permanently.
Political Mediation and BJP’s Role in Defusing the Crisis
The issue had become politically sensitive, with the potential to escalate into a larger movement across western Rajasthan. BJP leaders and local MLAs played a key role in mediating between the state government and the protesting sadhus. Bishnoi noted that Chief Minister Bhajanlal Sharma personally clarified the government’s stand, emphasising that no authority at the local level would be allowed to dilute the status of gauchar land. The intervention helped prevent a confrontation and ensured administrative calm in Bikaner.
Electric Bus Stand Question: No Immediate Reversal, No New Decision
Responding to questions about the electric bus stand project linked to earlier decisions, Bishnoi clarified that projects already approved or under construction would not be immediately revisited. He emphasised that no fresh decisions have been taken regarding the electric bus stand at this stage, indicating that while the gauchar land issue has been settled, existing infrastructure projects will be examined separately and within the framework of previously sanctioned approvals.
A Temporary Pause, Not the End of Vigilance
While the suspension of the protest has brought temporary relief, the episode has underscored the sensitivity surrounding gauchar land across Rajasthan. Environmentalists, religious leaders, and rural communities continue to view such lands as vital to traditional livelihoods and ecological balance. The government’s order has, for now, halted the agitation, but it has also set a precedent that future governments will be expected to uphold.

सरकारी आदेश से थमा गोचर भूमि को लेकर उठता राजनीतिक और धार्मिक आंदोलन
पश्चिमी राजस्थान में गोचर भूमि के संरक्षण को लेकर लंबे समय से चल रहे विवाद पर भजनलाल शर्मा सरकार ने बड़ा और निर्णायक कदम उठाते हुए स्पष्ट कर दिया है कि बीकानेर की विवादित गोचर भूमि अब पूरी तरह राज्य सरकार के नियंत्रण में रहेगी। इस फैसले के तहत न तो बीकानेर विकास प्राधिकरण और न ही जिला कलेक्टर इस भूमि को लेकर कोई स्वतंत्र निर्णय ले सकेंगे। सरकार के इस स्पष्ट आदेश के बाद 27 जनवरी को प्रस्तावित साधु-संतों का धरना स्थगित कर दिया गया है, जिससे क्षेत्र में बढ़ता तनाव फिलहाल टल गया है।
स्पेशल पैराफेरी जोन में शामिल हुई गोचर भूमि, स्थानीय प्रशासन की भूमिका सीमित
सरकारी आदेश के अनुसार बीकानेर की गोचर भूमि को “स्पेशल पैराफेरी जोन” में रखा गया है। इसका सीधा अर्थ है कि इस भूमि पर किसी भी प्रकार का विकास, निर्माण या उपयोग परिवर्तन अब केवल राज्य सरकार की अनुमति से ही संभव होगा। स्थानीय प्रशासन और विकास प्राधिकरणों को इससे बाहर कर दिया गया है, जिससे भविष्य में किसी भी तरह की मनमानी या दबाव में लिए गए निर्णयों की संभावना समाप्त हो सके।
5,418 हेक्टेयर में फैली गोचर भूमि, मास्टर प्लान की आपत्तियों का केंद्र
बीजेपी के प्रदेश उपाध्यक्ष बिहारी लाल बिश्नोई ने प्रेस वार्ता में बताया कि मास्टर प्लान से जुड़ी आपत्तियों में सबसे अधिक संख्या सरेहनथानियां क्षेत्र की गोचर भूमि को लेकर आई थी। यह गोचर लगभग 5,418 हेक्टेयर में फैली हुई है और लंबे समय से पशुपालकों और ग्रामीण समुदायों की जीवनरेखा रही है। जनभावनाओं को ध्यान में रखते हुए सरकार ने इस भूमि को विशेष श्रेणी में शामिल करने का फैसला लिया।
मालिकाना हक रहेगा राज्य सरकार के पास, विकास पर पूर्ण विराम
सरकार के आदेश में यह भी स्पष्ट किया गया है कि इस गोचर भूमि का मालिकाना हक पूरी तरह राज्य सरकार के पास रहेगा। बिना सरकार की अनुमति के न तो भूमि हस्तांतरित की जा सकेगी और न ही किसी प्रकार का विकास कार्य किया जा सकेगा। इससे यह सुनिश्चित किया गया है कि भविष्य में शहरी विस्तार या व्यावसायिक परियोजनाओं के नाम पर गोचर भूमि को नुकसान न पहुंचे।
कलेक्टर के अधिकार भी सीमित, स्वतंत्र निर्णय पर रोक
इस पूरे फैसले का सबसे अहम पहलू यह है कि जिला कलेक्टर को भी गोचर भूमि के संबंध में स्वतंत्र निर्णय लेने का अधिकार नहीं रहेगा। प्रशासनिक व्यवस्था में यह एक बड़ा बदलाव माना जा रहा है, क्योंकि आमतौर पर भूमि मामलों में कलेक्टर की भूमिका निर्णायक होती है। राज्य सरकार ने यह संदेश दिया है कि गोचर भूमि को लेकर कोई भी निर्णय उच्च स्तर पर ही लिया जाएगा।
सरकार के आश्वासन के बाद साधु-संतों ने आंदोलन रोका
धरने का नेतृत्व कर रहे संत सरजूदास ने स्पष्ट किया कि सरकार की ओर से लिखित आश्वासन मिलने के बाद 27 जनवरी को प्रस्तावित आंदोलन स्थगित कर दिया गया है। उन्होंने कहा कि यह निर्णय गोचर भूमि की स्थायी सुरक्षा को ध्यान में रखते हुए लिया गया है और फिलहाल सरकार पर भरोसा जताया गया है।
बीजेपी नेतृत्व की मध्यस्थता से टला बड़ा टकराव
यह मुद्दा धीरे-धीरे राजनीतिक और सामाजिक रूप से विस्फोटक बनता जा रहा था। बीजेपी के प्रदेश नेतृत्व और स्थानीय विधायकों ने सक्रिय भूमिका निभाते हुए सरकार और साधु-संतों के बीच संवाद स्थापित किया। मुख्यमंत्री भजनलाल शर्मा के स्पष्ट रुख के बाद स्थिति नियंत्रण में आई और बड़ा आंदोलन टल गया।
इलेक्ट्रिक बस स्टैंड पर यथास्थिति, कोई नया फैसला नहीं
इलेक्ट्रिक बस स्टैंड को लेकर उठे सवालों पर बिहारी बिश्नोई ने कहा कि जो निर्णय पहले लिए जा चुके हैं, वे यथावत रहेंगे। फिलहाल इस परियोजना को लेकर कोई नया निर्णय नहीं लिया गया है, जिससे संकेत मिलता है कि गोचर भूमि के संरक्षण और मौजूदा परियोजनाओं को अलग-अलग देखा जाएगा।
फिलहाल आंदोलन थमा, लेकिन निगरानी जारी
सरकार के आदेश से फिलहाल गोचर भूमि को लेकर आंदोलन थम गया है, लेकिन यह मुद्दा राजस्थान में गोचर संरक्षण की व्यापक बहस को और गहरा कर गया है। आने वाले समय में यह फैसला एक मिसाल बनेगा, जिस पर न केवल प्रशासन बल्कि भविष्य की सरकारों की नीतियां भी आंकी जाएंगी।
