बीकानेर कोर्ट को बम से उड़ाने की धमकी से मचा हड़कंप, वायरल ई-मेल और संदिग्ध लेटर ने बढ़ाई चिंता; पुलिस ने पूरे परिसर को कराया खाली, साइबर जांच तेज
बीकानेर। राजस्थान के बीकानेर शहर में गुरुवार को उस समय अफरा-तफरी का माहौल बन गया जब शहर के न्यायालय परिसर को बम से उड़ाने की धमकी मिलने की सूचना सामने आई। एक अज्ञात ई-मेल के माध्यम से भेजी गई इस धमकी ने पूरे कोर्ट परिसर में मौजूद अधिवक्ताओं, वादियों, कर्मचारियों और आम नागरिकों के बीच दहशत का माहौल पैदा कर दिया। जैसे ही प्रशासन को इस धमकी की जानकारी मिली, पुलिस और जिला प्रशासन तत्काल सक्रिय हो गया और एहतियात के तौर पर पूरे न्यायालय परिसर को खाली करवाने की प्रक्रिया शुरू कर दी गई। कुछ ही देर में अदालत के गलियारों में हलचल तेज हो गई और पुलिसकर्मियों ने सभी लोगों को सुरक्षित स्थानों पर जाने के निर्देश दिए। मामले की गंभीरता को देखते हुए सुरक्षा एजेंसियों ने इसे एक संभावित सुरक्षा खतरे के रूप में लिया और पूरे परिसर में बड़े स्तर पर तलाशी अभियान शुरू कर दिया।
ई-मेल में दोपहर 2 बजे साइनाइड बम ब्लास्ट की चेतावनी
प्रारंभिक जांच में सामने आया कि यह धमकी एक ई-मेल के जरिए भेजी गई थी, जिसमें दावा किया गया था कि अदालत परिसर के भीतर दोपहर करीब 2 बजे साइनाइड बम से विस्फोट किया जाएगा। इस संदेश के सामने आते ही सुरक्षा एजेंसियां पूरी तरह अलर्ट हो गईं। साइनाइड जैसे घातक रासायनिक तत्व का जिक्र होने के कारण इस धमकी को बेहद गंभीर माना गया। पुलिस ने तत्काल अदालत परिसर को घेराबंदी कर अपने नियंत्रण में लिया और सभी अदालत कक्षों, कार्यालयों तथा सार्वजनिक क्षेत्रों को खाली कराया। पुलिसकर्मी लगातार लोगों को सुरक्षित दूरी पर जाने के लिए निर्देश देते रहे, ताकि किसी भी संभावित खतरे की स्थिति में जनहानि से बचा जा सके। इस दौरान अदालत परिसर के आसपास भी सुरक्षा व्यवस्था कड़ी कर दी गई।
अदालत परिसर में अफरा-तफरी, वकीलों और कर्मचारियों को कराया गया बाहर
धमकी की सूचना मिलते ही अदालत परिसर में मौजूद अधिवक्ताओं, वादियों और कर्मचारियों के बीच अचानक अफरा-तफरी मच गई। कई लोग अपने जरूरी काम अधूरे छोड़कर बाहर निकलते दिखाई दिए। अदालत में चल रही सुनवाईयों को भी कुछ समय के लिए रोकना पड़ा। प्रशासन ने स्थिति को देखते हुए पूरे परिसर को खाली कराने का निर्णय लिया, ताकि किसी भी तरह की अनहोनी से बचा जा सके। पुलिसकर्मियों ने अदालत भवन के सभी प्रवेश और निकास द्वारों पर तैनाती कर दी और किसी भी व्यक्ति को अंदर जाने की अनुमति नहीं दी गई। इस दौरान आसपास के क्षेत्र में भी लोगों की आवाजाही पर नजर रखी जा रही थी।
धमकी भरे ई-मेल के साथ सोशल मीडिया पर वायरल हुआ संदिग्ध लेटर
इस पूरे घटनाक्रम के बीच एक कथित लेटर भी सोशल मीडिया पर तेजी से वायरल होने लगा, जिसने पूरे मामले को और अधिक गंभीर बना दिया। इस पत्र में कई चौंकाने वाले दावे किए गए हैं। पत्र में लिखा गया है कि अदालत परिसर के भीतर साइनाइड कैप्सूल से जुड़े विस्फोटक उपकरण लगाए गए हैं और यदि इनमें विस्फोट होता है तो इसका प्रभाव काफी बड़े इलाके तक पड़ सकता है। पत्र में यह भी दावा किया गया कि संभावित विस्फोट से लगभग 1.75 किलोमीटर के दायरे में नुकसान हो सकता है। हालांकि पुलिस ने अभी तक इस पत्र में किए गए किसी भी दावे की पुष्टि नहीं की है और इसे जांच के दायरे में रखा गया है।
वायरल पत्र में 14 डिवाइस लगाए जाने का दावा
सोशल मीडिया पर वायरल हो रहे इस पत्र में यह भी दावा किया गया है कि अदालत परिसर में करीब 14 विस्फोटक डिवाइस लगाए गए हैं। पत्र में कहा गया कि इन डिवाइसों को विशेष रूप से सक्रिय करने की योजना बनाई गई है। हालांकि सुरक्षा एजेंसियों ने अभी तक ऐसी किसी भी विस्फोटक सामग्री की पुष्टि नहीं की है। इसके बावजूद पुलिस ने किसी भी संभावना से इनकार नहीं करते हुए पूरे परिसर में बारीकी से तलाशी अभियान शुरू कर दिया है। बम निरोधक दस्ते के विशेषज्ञ हर कमरे, गलियारे, पार्किंग क्षेत्र और अन्य स्थानों की सावधानीपूर्वक जांच कर रहे हैं।
पत्र में LTTE और TOSIS जैसे संगठनों का भी उल्लेख
वायरल लेटर में कुछ अंतरराष्ट्रीय संदर्भों का भी उल्लेख किया गया है, जिसने जांच एजेंसियों का ध्यान आकर्षित किया है। पत्र में LTTE (लिबरेशन टाइगर्स ऑफ तमिल ईलम) और कथित TOSIS सेल जैसे नामों का जिक्र किया गया है। इसके अलावा पत्र में कुछ ऐसे व्यक्तियों और नेटवर्क का भी उल्लेख किया गया है, जिनके बारे में दावा किया गया है कि वे इन संगठनों से जुड़े रहे हैं। हालांकि विशेषज्ञों का मानना है कि इस प्रकार के संदर्भ कई बार धमकी देने वाले व्यक्ति द्वारा भ्रम फैलाने या जांच एजेंसियों को गुमराह करने के उद्देश्य से भी डाले जाते हैं। इसलिए पुलिस और खुफिया एजेंसियां इस पत्र की भाषा, संदर्भ और तकनीकी पहलुओं की गहन जांच कर रही हैं।
पाकिस्तान एयर फोर्स और पुराने खुफिया संदर्भों का भी किया गया जिक्र
वायरल दस्तावेज में पाकिस्तान एयर फोर्स के एक स्क्वाड्रन और पुराने खुफिया मामलों का भी जिक्र किया गया है। इसमें कुछ ऐतिहासिक और अंतरराष्ट्रीय घटनाओं का हवाला देते हुए कथित तौर पर यह दिखाने की कोशिश की गई है कि यह धमकी किसी बड़े नेटवर्क से जुड़ी हो सकती है। हालांकि जांच से जुड़े अधिकारियों का कहना है कि कई बार इस प्रकार की धमकी भरे संदेशों में जानबूझकर जटिल और भ्रामक जानकारी डाल दी जाती है ताकि लोगों के बीच डर और भ्रम का माहौल बनाया जा सके। इसलिए जांच एजेंसियां इस पत्र की प्रामाणिकता और इसके पीछे की वास्तविक मंशा का पता लगाने के लिए सभी पहलुओं का विश्लेषण कर रही हैं।
पुलिस अधीक्षक कावेंद्र सिंह सागर ने कहा—सुरक्षा में कोई ढिलाई नहीं
घटना की जानकारी मिलते ही बीकानेर के पुलिस अधीक्षक कावेंद्र सिंह सागर भी स्थिति पर लगातार नजर बनाए हुए हैं। उन्होंने कहा कि अदालत परिसर की सुरक्षा को लेकर किसी भी प्रकार की लापरवाही नहीं बरती जा रही है। पुलिस ने पूरे परिसर को सुरक्षित घेराबंदी में लेकर गहन तलाशी अभियान शुरू कर दिया है। उन्होंने यह भी बताया कि साइबर विशेषज्ञों की मदद से ई-मेल की तकनीकी जांच की जा रही है, ताकि यह पता लगाया जा सके कि यह संदेश किस स्थान या आईपी एड्रेस से भेजा गया है। पुलिस यह भी जांच कर रही है कि कहीं यह किसी शरारती तत्व द्वारा फैलाया गया फर्जी संदेश तो नहीं है।
बम निरोधक दस्ता, डॉग स्क्वॉड और पुलिस टीमें जुटीं जांच में
धमकी के बाद पुलिस ने पूरे न्यायालय परिसर में व्यापक स्तर पर तलाशी अभियान शुरू किया। बम निरोधक दस्ता, डॉग स्क्वॉड और विशेष सुरक्षा टीमें लगातार परिसर के हर हिस्से की जांच कर रही हैं। अदालत भवन के कमरों, रिकॉर्ड रूम, गलियारों, पार्किंग क्षेत्रों और आसपास के स्थानों को सावधानीपूर्वक खंगाला जा रहा है। किसी भी संदिग्ध वस्तु या बैग को तुरंत जांच के दायरे में लिया जा रहा है। इसके साथ ही आसपास के क्षेत्रों में भी पुलिस की गश्त बढ़ा दी गई है ताकि किसी भी संदिग्ध गतिविधि पर तुरंत कार्रवाई की जा सके।
साइबर जांच से ई-मेल भेजने वाले की पहचान करने की कोशिश
इस मामले में एक समानांतर साइबर जांच भी शुरू की गई है। पुलिस की साइबर टीम ई-मेल के तकनीकी विवरण, सर्वर लोकेशन, डिजिटल ट्रेल और अन्य इलेक्ट्रॉनिक सबूतों का विश्लेषण कर रही है। जांच एजेंसियां यह पता लगाने की कोशिश कर रही हैं कि ई-मेल किसी स्थानीय व्यक्ति द्वारा भेजा गया है या इसे किसी बाहरी सर्वर या फर्जी अकाउंट के जरिए भेजा गया है। यदि यह धमकी झूठी साबित होती है, तो इसके पीछे जिम्मेदार व्यक्ति के खिलाफ सख्त कानूनी कार्रवाई की जाएगी।
प्रशासन ने अफवाहों से बचने की अपील की
इस पूरे घटनाक्रम के बीच प्रशासन ने आम जनता से अपील की है कि वे किसी भी अपुष्ट जानकारी या संदेश को सोशल मीडिया पर साझा न करें। अधिकारियों का कहना है कि इस प्रकार की अफवाहें लोगों में अनावश्यक भय पैदा करती हैं और जांच प्रक्रिया को भी प्रभावित कर सकती हैं। इसलिए लोगों से केवल आधिकारिक जानकारी पर ही भरोसा करने की अपील की गई है।
स्थिति नियंत्रण में, लेकिन जांच जारी
फिलहाल पुलिस अधिकारियों के अनुसार अदालत परिसर की स्थिति नियंत्रण में है और सुरक्षा एजेंसियां पूरी तरह सतर्क हैं। तलाशी अभियान जारी है और अब तक किसी भी विस्फोटक सामग्री की पुष्टि नहीं हुई है। वहीं ई-मेल और वायरल पत्र की जांच भी कई स्तरों पर जारी है। पुलिस का कहना है कि जांच पूरी होने के बाद ही यह स्पष्ट हो पाएगा कि यह धमकी वास्तविक थी या किसी शरारती तत्व द्वारा फैलाया गया एक झूठा अलार्म।
यह घटना एक बार फिर यह दिखाती है कि डिजिटल माध्यमों के जरिए दी जाने वाली धमकियां किस तरह सार्वजनिक संस्थानों की सुरक्षा व्यवस्था को चुनौती दे सकती हैं। ऐसे में सुरक्षा एजेंसियां हर पहलू पर गंभीरता से काम कर रही हैं ताकि इस मामले की सच्चाई जल्द सामने लाई जा सके।

Police Superintendent Kavendra Singh Sagar Assures Strict Security Measures
