CENSUS 2027 ENTERS A CRUCIAL PHASE: DIGITAL INDIA’S BIGGEST POPULATION EXERCISE GAINS MOMENTUM AS 23 STATES AND UTs COMPLETE FIRST PHASE, HIMACHAL BEGINS FIELD OPERATIONS, KERALA AND NAGALAND LAUNCH SELF-ENUMERATION

India’s Largest Administrative Exercise Moves Forward with Technology and Traditional Door-to-Door Verification

India’s ambitious Census 2027 program has entered a critical new stage as the Government of India continues the first phase of the country’s most comprehensive population and housing data collection exercise. In a major development, field operations for the Houselisting and Housing Census (HLO) have commenced in Himachal Pradesh, while citizens in Kerala and Nagaland have begun participating through the newly introduced Self-Enumeration facility. Simultaneously, door-to-door data collection continues across Gujarat, Jammu & Kashmir, Ladakh, Puducherry and Uttar Pradesh, marking one of the largest coordinated administrative exercises ever undertaken in independent India.

The Census has always been regarded as the backbone of national planning, governance, infrastructure development and welfare implementation. However, Census 2027 is particularly historic because it is the first Indian Census to integrate digital technologies on such a massive scale while maintaining the traditional human verification process that has defined the Census for decades. Government officials believe this hybrid model will significantly improve efficiency, transparency, accuracy and speed in data collection while ensuring that no household remains excluded from the process.

Himachal Pradesh Begins House-to-House Enumeration Following Completion of Self-Enumeration Phase

The mountainous state of Himachal Pradesh has officially entered the field operation phase of Census 2027 after successfully completing its Self-Enumeration period. Beginning today, trained Enumerators have started visiting households across urban and rural regions of the state to collect detailed information regarding housing conditions, household composition, amenities and assets.

These house-to-house visits will continue until July 15, 2026, during which government personnel will physically verify and document critical information. Authorities have emphasized that residents should fully cooperate with Enumerators and ensure that accurate information is provided. The exercise is expected to generate an extensive database that will contribute significantly to future development planning in the hill state, particularly in sectors such as infrastructure, housing, transportation, education and healthcare.

Given Himachal Pradesh’s challenging terrain and scattered settlements, the successful implementation of field operations is being viewed as an important test of India’s new digital Census architecture. Officials have deployed both technological tools and traditional field mechanisms to ensure complete coverage.

Kerala and Nagaland Witness Launch of Digital Self-Enumeration System

A significant milestone in Census modernization has been achieved with the commencement of Self-Enumeration facilities in Kerala and Nagaland. Residents of these states can now independently submit their Census information through the official Self-Enumeration portal before June 30, 2026.

The Self-Enumeration model represents a transformative shift in how demographic data is collected. Citizens are now empowered to provide information directly through a secure digital platform, reducing paperwork while improving convenience and accuracy. Once citizens complete the process online, they receive a Self-Enumeration Identification Number (SE ID), which must be shared with Enumerators during their subsequent visits.

Field operations in Kerala and Nagaland will begin on July 1 and continue until July 30, 2026. During this period, Enumerators will verify the information submitted online and ensure that all households are properly included in the Census database.

Officials believe that states such as Kerala, known for high literacy and digital adoption rates, could set new benchmarks in citizen participation and digital governance through this initiative.

Field Operations Continue Across Strategic Regions Including Jammu & Kashmir and Ladakh

The Census machinery remains fully active across several important regions of the country. House-to-house operations are currently underway in Gujarat, Jammu & Kashmir, Ladakh, Puducherry and Uttar Pradesh.

Particularly noteworthy is the ongoing work in Jammu & Kashmir and Ladakh, where geographical complexity, climatic challenges and vast distances require meticulous planning and execution. Census teams have been deployed across remote villages, mountainous regions and border areas to ensure that every resident is counted.

The exercise reflects the government’s commitment to achieving universal coverage regardless of terrain or logistical difficulties. Officials have reiterated that households which have already completed Self-Enumeration should keep their SE ID ready for verification. Meanwhile, families that have not opted for online participation will be fully covered through physical enumeration.

The success of Census operations in these strategically important regions is expected to provide valuable demographic and socio-economic insights that will guide future policy decisions.

Rajasthan, Maharashtra, Meghalaya, Jharkhand, Punjab and Delhi Complete Houselisting Operations

In a major achievement, the Houselisting and Housing Census operations conducted between May 16 and June 14, 2026 have been successfully completed in Rajasthan, Maharashtra, Meghalaya and Jharkhand, along with the Municipal Corporation of Delhi area.

Punjab also completed its operations on June 13, marking another significant milestone in the nationwide Census schedule.

The completion of this phase in these states demonstrates the extensive administrative preparedness and coordination among thousands of Enumerators, supervisors and Census officials working across diverse geographical regions. From metropolitan centers to remote villages, data collection teams successfully documented information relating to housing, amenities, infrastructure and household assets.

Officials have described the completion of operations in these states as a major step toward achieving the Census 2027 timeline and ensuring the availability of reliable statistical data for governance and development.

Twenty-Three States and Union Territories Complete First Phase of Census 2027

India has now reached an important landmark with twenty-three States and Union Territories successfully completing the first phase of Census 2027.

These include Andaman and Nicobar Islands, Andhra Pradesh, Arunachal Pradesh, Bihar, Chandigarh, Chhattisgarh, Dadra and Nagar Haveli and Daman and Diu, Delhi, Goa, Haryana, Jharkhand, Karnataka, Lakshadweep, Madhya Pradesh, Maharashtra, Meghalaya, Mizoram, Odisha, Punjab, Rajasthan, Sikkim, Telangana and Uttarakhand.

The successful completion of the first phase across such a large number of administrative units highlights the scale and efficiency of the ongoing Census operation. Officials believe the progress achieved thus far demonstrates the readiness of states and union territories to adopt digital technologies while maintaining the integrity of traditional Census methodologies.

The information collected during this phase is expected to play a critical role in future policymaking and resource allocation.

Why Census 2027 Matters: The Foundation of India’s Future Development Strategy

The Census is not merely a population count. It serves as the foundation upon which governments plan schools, hospitals, roads, public transportation systems, housing projects and welfare programs.

Accurate Census data influences parliamentary representation, constituency delimitation, urban planning, disaster management, employment programs and social welfare schemes. Every major government decision involving resource allocation relies heavily on demographic information generated through the Census process.

As India continues its journey toward becoming a developed nation, reliable and updated demographic data has become increasingly important. Census 2027 is expected to provide policymakers with a comprehensive understanding of changing population trends, migration patterns, housing conditions and socio-economic realities.

Experts believe the findings from Census 2027 will influence public policy decisions for the next decade and beyond.

Digital Census Revolution: India Embraces Technology for the First Time

One of the most revolutionary aspects of Census 2027 is the introduction of digital data collection tools. For the first time in Indian history, Census data is being collected through a dedicated mobile application while retaining physical verification mechanisms.

This hybrid approach combines the advantages of technology with the reliability of traditional enumeration methods. Digital data entry reduces manual errors, accelerates processing, improves transparency and allows faster generation of statistical reports.

Government officials have emphasized that technology is being used to enhance efficiency rather than replace human interaction. Enumerators continue to play a central role in ensuring the accuracy and completeness of information.

The adoption of digital tools also aligns with the broader vision of Digital India, showcasing how technology can improve governance and public administration on an unprecedented scale.

Confidentiality and Public Trust Remain Central to Census Operations

Authorities have reiterated that all information collected under the Census Act, 1948 remains strictly confidential. Individual responses are protected by law and cannot be used for taxation, law enforcement or any personal investigation.

The data is utilized exclusively for statistical analysis, development planning and policy formulation. Maintaining public trust remains one of the most important priorities for Census authorities.

Citizens have been encouraged to participate actively in the process and provide accurate information. Officials stress that comprehensive participation is essential to ensure that government policies and welfare programs accurately reflect the needs of India’s diverse population.

A Historic National Exercise Shaping India’s Next Decade

As Census 2027 progresses across states and union territories, it is becoming clear that this exercise is far more than a routine administrative activity. It represents the largest demographic data collection effort in the world’s most populous nation and will shape policy, governance and development strategies for years to come.

With digital innovation, expanding citizen participation, successful completion of the first phase in 23 states and union territories and continued field operations across the country, Census 2027 is steadily building the statistical foundation upon which India’s future development story will be written.
