CISF Announces Historic Functional Restructuring to Strengthen Critical Infrastructure Security Across India

New Command Structure to Come into Effect on November 1, 2026; Power, Coal, Steel, Petroleum, Ports and Government Infrastructure to Come Under Specialised Sectoral Supervision

NEW DELHI: In a major organisational reform aimed at strengthening the security of India’s critical infrastructure and strategic establishments, the Central Industrial Security Force (CISF) is undertaking a historic functional reorganisation of its administrative and operational command structure. The revised arrangement, approved with the concurrence of the Ministry of Home Affairs (MHA), will come into effect on November 1, 2026, marking a significant shift in the way the force supervises and manages security across several vital sectors of the country.

The restructuring represents a transition from a predominantly territorial model of supervision to a function-oriented system in which establishments with similar operational characteristics and security requirements will be placed under specialised sectoral commands. The objective is to improve professional expertise, strengthen operational oversight, standardise security procedures and establish closer coordination between CISF formations, the concerned ministries and the management of protected installations.

Under the revised structure, the existing territorial sectors will be reorganised into specialised functional sectors covering government buildings, museums and monuments, mass rapid transit systems, power installations, coal facilities, steel plants, petroleum and natural gas establishments, and ports along India’s western and eastern coastlines. The existing functional arrangements for aviation and strategic installations under the Department of Atomic Energy and the Department of Space will continue.

The reform comes at a time when India’s critical infrastructure is becoming increasingly complex, technologically interconnected and strategically significant. From electricity generation and energy distribution to maritime trade, transportation networks and government infrastructure, the uninterrupted functioning of these establishments is essential to national security, economic activity and public services.

From Territorial Supervision to Functional Specialisation

CISF is one of India’s principal central armed police forces responsible for providing security to a diverse range of public-sector and strategic establishments. Its responsibilities extend across airports, seaports, atomic energy installations, space facilities, power plants, electricity grids, steel plants, coal mines, petroleum and natural gas facilities, currency note presses, government buildings, iconic monuments and mass rapid transit systems.

Although these establishments differ considerably in their operational processes, infrastructure and potential vulnerabilities, their security arrangements have historically been supervised largely through a territorial command structure. Under this model, sectoral formations exercised administrative and operational control over installations within their respective geographical jurisdictions.

However, the security challenges confronting an airport are fundamentally different from those faced by a coal mine, a petroleum refinery, a power-generation facility or a major seaport. Each sector requires specialised knowledge of industrial operations, site-specific vulnerabilities, emergency-response mechanisms, technical infrastructure and the potential consequences of a security breach.

Recognising these differences, CISF has progressively adopted a functional approach in selected areas over the past 25 years. Aviation security and the protection of strategic establishments under the Department of Atomic Energy (DAE) and the Department of Space (DoS) have operated under specialised arrangements.

The experience gained from these functional commands has demonstrated the advantages of sector-specific supervision, including focused training, more relevant Standard Operating Procedures (SOPs), better utilisation of specialised personnel and improved coordination with the organisations whose installations are protected by the force.

Building on this experience, CISF undertook a comprehensive review of its remaining territorial sectors. The review involved detailed deliberations with supervisory formations, branches at Force Headquarters and senior officers, followed by approval from the Ministry of Home Affairs.

The resulting reorganisation is intended to make security management more closely aligned with the operational realities of each sector rather than relying primarily on geographical boundaries.

Seven Major Functional Realignments

The revised arrangement brings substantial changes to the existing sectoral structure of CISF. Several territorial sectors are being transformed into specialised formations responsible for particular categories of critical infrastructure.

Government Buildings, Museums, Monuments and Mass Rapid Transit System Sector

The existing National Capital Region Sector will be reorganised into the Government Building Museums & Monuments and Mass Rapid Transit System (GBMM & MRTS) Sector, headquartered in New Delhi.

The new functional arrangement will bring government buildings, museums, monuments and mass rapid transit systems within a specialised supervisory framework.

These establishments present a wide range of security challenges, from protecting sensitive government premises and important public institutions to safeguarding heritage structures and managing security risks associated with high-volume passenger transportation.

A dedicated sector is expected to facilitate greater consistency in security planning, operational supervision and coordination with the relevant government departments and infrastructure operators.

Power Sector-I and Power Sector-II

The existing North Sector, New Delhi, will be reorganised as Power Sector-I, while the North Eastern Sector-II, Kolkata, will become Power Sector-II.

The creation of two dedicated power sectors reflects the importance of electricity infrastructure to India’s economic and strategic resilience.

Power-generation facilities and associated infrastructure are essential to industrial production, transport, communications, public utilities and national emergency response. Disruptions at critical installations can have consequences extending well beyond the immediate facility.

Specialised supervision can help develop a more consistent understanding of sector-specific risks, strengthen the implementation of security procedures and improve coordination with power-sector organisations.

The division into two sectors will also provide a dedicated supervisory structure for the installations covered by each formation, although the detailed distribution of individual establishments has not been specified in the announcement.

Coal Sector

The existing Eastern Sector, Ranchi, will be transformed into the Coal Sector.

Coal remains an important component of India’s energy and industrial ecosystem, supporting electricity generation and several major industrial activities. Coal mines and associated facilities operate in challenging environments involving extensive industrial infrastructure, heavy equipment, transportation systems and complex operational processes.

A dedicated Coal Sector is intended to strengthen specialised oversight of the security requirements associated with these installations. It could also facilitate greater standardisation of procedures and closer coordination between CISF formations and the relevant coal-sector organisations.

The reform is particularly significant because security arrangements at mining installations must account for the operational characteristics of each site rather than simply applying a uniform geographical approach.

Steel Sector

The existing Central Sector, Bhilai, will be converted into a dedicated Steel Sector.

Steel plants are among the major industrial establishments supporting infrastructure development, manufacturing, engineering and other strategic sectors. Their large industrial complexes, critical machinery, raw-material supply chains and interconnected production processes create distinct security requirements.

The establishment of a dedicated Steel Sector will enable CISF’s supervisory structure to focus more directly on the security challenges associated with steel production and related infrastructure.

A function-oriented command can support specialised training, a more consistent approach to security procedures and improved engagement with plant management. It is also expected to facilitate the development of sector-specific operational knowledge among supervisory personnel.

Petroleum and Natural Gas Sector

The existing North Eastern Sector, Guwahati, will be transformed into the Petroleum and Natural Gas Sector.

Petroleum refineries, gas-processing facilities and related installations form a critical part of India’s energy supply chain. Their security requirements involve industrial infrastructure, hazardous materials, operational continuity and the protection of facilities whose disruption could affect energy availability and economic activity.

The creation of a dedicated sector will place these installations under specialised supervisory arrangements tailored to the operational characteristics of the petroleum and natural gas industry.

The move is intended to strengthen security planning, improve operational coordination and promote greater consistency in the implementation of security procedures across the facilities under CISF protection.

West Coast Port Sector

The existing Western Sector, Mumbai, will be transformed into the West Coast Port Sector.

India’s western coastline hosts major maritime trade infrastructure and port facilities that play a significant role in international commerce, cargo movement and the country’s wider economic activity.

Ports are complex operational environments involving vessels, cargo-handling areas, access-control systems, transport networks, logistics facilities and multiple public and private stakeholders. Effective security management requires close coordination among security personnel, port authorities and other agencies operating within these facilities.

The creation of a dedicated West Coast Port Sector is intended to strengthen specialised supervision and improve coordination across the port installations covered by the force.

East Coast Port Sector

The existing South Sector, Chennai, will be reorganised into the East Coast Port Sector.

Together, the West Coast Port Sector and East Coast Port Sector will provide a function-oriented supervisory framework for port facilities along India’s two major maritime coastlines.

The realignment assumes particular significance in view of CISF’s designation as a Recognised Security Organisation (RSO) for port facilities under the International Ship and Port Facility Security (ISPS) Code.

The new arrangement is expected to support the development of specialised port-security expertise, enhance coordination with port authorities and facilitate a more focused approach to the security requirements of maritime infrastructure.

The precise operational responsibilities and distribution of individual port installations will depend on the force’s detailed implementation arrangements.

Existing Aviation and Strategic Sectors to Continue

While the restructuring will substantially alter several territorial formations, three existing functional arrangements will continue.

The Department of Atomic Energy and Department of Space Sector, headquartered in Bengaluru, will retain its existing functional structure. Airport Sector-I, New Delhi, and Airport Sector-II, Bengaluru, will also continue under their respective arrangements.

This continuity reflects the experience already gained through specialised supervision of aviation and strategic installations.

Airport security involves passenger screening, access control, protection of operational areas, coordination with aviation stakeholders and responses to a wide range of potential threats. Similarly, installations associated with atomic energy and space programmes require security arrangements suited to their sensitive missions and specialised infrastructure.

By retaining these functional commands while extending the same broad organisational principle to additional sectors, CISF is moving towards a more comprehensive function-oriented supervisory model.

Why the Reorganisation Matters for India’s Critical Infrastructure

Critical infrastructure security has become increasingly important as modern economies depend on interconnected networks of energy, transportation, communications, industrial production and government services.

A disruption at a major power installation, industrial facility or port can potentially affect supply chains, commercial operations and the delivery of essential services. Security planning must therefore account for the specific operational environment of each installation, the potential consequences of disruption and the coordination required during an emergency.

CISF’s functional reorganisation is designed to address these requirements by aligning supervisory responsibility with the nature of the infrastructure being protected.

One of the principal anticipated advantages is the development of sector-specific expertise. Personnel and supervisory formations dealing with similar installations can build a deeper understanding of their operational processes, recurring security challenges and emergency-response requirements.

Another expected benefit is greater uniformity in security practices. Specialised sectors can facilitate the development and implementation of procedures tailored to the relevant industry, helping reduce inconsistencies in the way similar establishments are supervised.

The revised arrangement is also intended to strengthen coordination with client ministries, government departments, public-sector organisations and installation managements. A more focused supervisory structure can help establish clearer lines of communication and improve the handling of operational issues.

These are the intended benefits of the reform; their actual impact will depend on implementation, personnel deployment, training, resource availability and the effectiveness of coordination mechanisms.

CISF’s Expanding Responsibilities

The reorganisation comes amid an expansion of CISF’s responsibilities beyond conventional industrial and infrastructure security.

The force has been designated as a Recognised Security Organisation for port facilities under the International Ship and Port Facility Security Code. This role places particular importance on specialised knowledge of port-security requirements and coordination with the maritime stakeholders responsible for implementing security arrangements.

CISF has also been entrusted with security responsibilities at high-security correctional facilities in Jammu and Kashmir. Such assignments require a clear understanding of the operational environment, disciplined procedures, specialised training and effective coordination with the relevant authorities.

In another important area, the force has been designated as the nodal agency for aerial security of critical infrastructure. This responsibility assumes greater significance as unmanned aerial systems become more widely available and potentially create new vulnerabilities around sensitive installations.

The expansion of these responsibilities makes a specialised command structure increasingly relevant. Different types of installations face different threat profiles, and their security arrangements must evolve accordingly.

Cybersecurity, Drones and Emerging Threats

Modern infrastructure security is no longer limited to physical access control, perimeter protection and the deployment of security personnel. Technological developments have expanded the range of potential threats confronting sensitive installations.

Cyberattacks, digital intrusions and disruptions involving interconnected systems can create risks for industrial operations and essential services. At the same time, hostile or unauthorised unmanned aerial systems can present challenges for the protection of sensitive facilities.

CISF is strengthening its cyber-security and drone and anti-drone capabilities through specialised training and collaboration with premier institutions.

These initiatives are intended to improve preparedness against emerging threats and strengthen the force’s ability to protect vital installations in an increasingly technology-dependent environment.

The functional restructuring could support these efforts by enabling sector-specific threat assessments and training priorities. For example, the technological and operational requirements of an airport differ from those of a petroleum facility, a power installation or a maritime port.

However, the effectiveness of such capabilities will depend on appropriate equipment, trained personnel, established response procedures and coordination with the relevant technical and operational agencies.

A Structural Reform with Long-Term Implications

The revised command structure represents a significant organisational step in the evolution of CISF’s security management model.

Instead of relying predominantly on territorial supervision, the force is moving towards a system in which the nature of the protected infrastructure plays a central role in determining supervisory responsibility.

The change is intended to promote specialisation, strengthen operational accountability, improve the consistency of security practices and facilitate closer engagement with the ministries and organisations responsible for India’s critical assets.

For the power, coal, steel, petroleum, natural gas, port and public infrastructure sectors, the new arrangement provides a framework for more focused security supervision.

For CISF, it represents an effort to align organisational structure with the changing requirements of infrastructure protection, including the growing importance of technology, emerging threats and specialised operational knowledge.

The reorganisation will come into effect on November 1, 2026. Its long-term success will depend on how effectively the new sectoral commands translate the revised structure into better training, more consistent security procedures, stronger inter-agency coordination and improved operational preparedness.

At a time when the resilience of critical infrastructure is closely linked to India’s economic growth and national security, the reform underscores the growing importance of specialised, technology-aware and sector-oriented security management.
