DGCA Holds Crucial Review Meeting With Air India, Air India Express on Operational Resilience and Safety Amid Global Airspace Disruptions
In a high-level review aimed at strengthening aviation safety and service reliability, the Directorate General of Civil Aviation (DGCA) convened a detailed meeting with senior officials of Air India and Air India Express, two of India’s leading carriers that collectively operate over 1,000 daily flights across domestic and international routes. The session, held on 17 June 2025, focused on assessing the operational robustness of both carriers amid recent aviation challenges and ensuring strict compliance with regulatory standards.
The meeting underscored seven core areas of concern, ranging from maintenance coordination to passenger facilitation, particularly in the backdrop of increasing airspace disruptions and isolated technical issues involving Air India’s wide-body fleet.
MAINTENANCE COORDINATION & OPERATIONAL READINESS
One of the primary concerns raised by the DGCA was regarding maintenance irregularities recently reported by Air India. The regulator strongly advised the airline to bolster its internal coordination between key departments — engineering, operations, and ground services — to address maintenance-related delays and minimize the inconvenience to passengers. The DGCA emphasized that adequate spare parts inventory must be maintained, and timely availability ensured at both base and line stations.
Air India was also reminded of its responsibility to strictly follow the prescribed regulations to avoid unnecessary groundings or schedule disruptions that affect passenger confidence.
AIRSPACE DISRUPTIONS OVER IRAN & PASSENGER COMMUNICATION
A significant portion of the meeting was dedicated to the international impact of airspace restrictions, specifically those imposed over Iranian airspace. These closures have forced numerous international carriers, including Air India, to divert or cancel flights operating on western long-haul routes to Europe and North America.
The DGCA instructed both carriers to ensure real-time communication with passengers and flight crew regarding such diversions or delays. Airlines were advised to explore alternate routings to minimize operational impact and maintain schedule integrity as far as possible.
ENSURING PASSENGER RIGHTS UNDER CIVIL AVIATION REQUIREMENTS
Referring to the Civil Aviation Requirements (CAR) under Section 3 Series M Part IV & V, the DGCA reminded the operators of their binding duty to keep passengers well-informed about any flight delays or cancellations. It was noted that proactive dissemination of information via SMS, WhatsApp, email, call centers, and digital display systems should be made a standard operating procedure.
This is vital to maintain transparency and reinforce public trust in airline operations during unforeseen events or disruptions.
NO MAJOR SAFETY ISSUES IN B787 FLEET SURVEILLANCE: DGCA
Amid public speculation and rising passenger concern, the DGCA clarified that its recent surveillance and inspections of Air India’s Boeing 787 Dreamliner fleet did not reveal any serious safety flaws. The aircraft and associated engineering systems were found to be largely compliant with current aviation safety norms.
However, as part of enhanced vigilance, the DGCA had mandated additional inspections under Order Para 1 for the entire 33-aircraft strong B787-8/9 fleet.
UPDATE ON ENHANCED SAFETY INSPECTION STATUS OF B787 FLEET
As of 1500 hrs on 17 June 2025, DGCA confirmed that:
- 24 B787 aircraft have successfully completed the mandated safety inspections.
- 2 aircraft are expected to complete their checks today, with 1 more scheduled for tomorrow.
- 2 aircraft are currently AOG (Aircraft on Ground) in Delhi due to technical issues. Their inspections will be carried out before they are cleared for service.
- 4 aircraft under major checks at MROs will undergo the mandated safety inspections before being returned to service.
This multi-tiered inspection process has been introduced to ensure the highest level of safety assurance for long-haul international flights.
NEED FOR REAL-TIME DEFECT REPORTING SYSTEM
The regulator further advised both carriers to implement a real-time, systemic defect-reporting mechanism that will provide instant updates to key safety and operational teams. Such a mechanism is expected to significantly improve interdepartmental decision-making and prevent cascading effects of unresolved or late-reported technical faults.
WIDE-BODY OPERATIONS UNDER LENS
The DGCA has also begun a close review of operational performance and trends in Air India’s wide-body aircraft operations, particularly the Boeing 787 series, as part of its continuous oversight strategy.
This renewed scrutiny comes at a time when global air travel is under increased pressure due to geopolitical factors and rising passenger expectations, making operational excellence not just necessary but mandatory.

भारतीय विमानन नियामक नागरिक उड्डयन महानिदेशालय (DGCA) ने 17 जून 2025 को एक महत्वपूर्ण बैठक में एयर इंडिया और एयर इंडिया एक्सप्रेस के वरिष्ठ अधिकारियों के साथ बातचीत की। दोनों एयरलाइंस भारत में और अंतरराष्ट्रीय स्तर पर 1000 से अधिक दैनिक उड़ानों का संचालन करती हैं। इस बैठक का उद्देश्य हालिया चुनौतियों के मद्देनज़र दोनों एयरलाइनों की संचालनिक मजबूती की समीक्षा करना और नियामक मानकों के अनुपालन को दोहराना था।
बैठक में 7 प्रमुख क्षेत्रों पर चर्चा हुई, जिनमें रखरखाव, संचार, यात्री सुविधा और सुरक्षा निरीक्षण जैसे विषय शामिल थे।
रखरखाव में समन्वय की कमी पर चिंता
डीजीसीए ने एयर इंडिया द्वारा हाल में रिपोर्ट की गई तकनीकी समस्याओं पर गहरी चिंता जताई। नियामक ने एयरलाइन को सलाह दी कि इंजीनियरिंग, संचालन और ग्राउंड हैंडलिंग विभागों के बीच समन्वय को मजबूत किया जाए और स्पेयर पार्ट्स की उपलब्धता सुनिश्चित की जाए, ताकि यात्रियों को होने वाली असुविधा कम की जा सके।
एयर इंडिया को यह भी स्मरण कराया गया कि उन्हें सभी सुरक्षा मानकों और संचालन निर्देशों का सख्ती से पालन करना होगा।
ईरानी एयरस्पेस में प्रतिबंध और यात्रियों को सूचना देने की आवश्यकता
बैठक में अंतरराष्ट्रीय हवाई मार्गों, विशेषकर ईरानी एयरस्पेस में उड़ानों पर लगे प्रतिबंधों से उत्पन्न स्थिति पर भी चर्चा हुई। इन प्रतिबंधों के कारण कई उड़ानों को डायवर्ट या रद्द करना पड़ा है, जिससे यात्रियों को भारी असुविधा हुई।
डीजीसीए ने निर्देश दिया कि यात्रियों और क्रू को वास्तविक समय में जानकारी दी जाए, और वैकल्पिक मार्गों का चयन कर संचालनिक असर को कम किया जाए।
नागरिक उड्डयन आवश्यकता के अनुसार यात्री अधिकारों की रक्षा
डीजीसीए ने दोनों एयरलाइनों को स्पष्ट किया कि नागरिक उड्डयन आवश्यकता (Section 3 Series M Part IV & V) के अनुसार यात्रियों को विलंब और रद्दीकरण की जानकारी पहले से देना अनिवार्य है। SMS, WhatsApp, कॉल सेंटर, वेबसाइट और एयरपोर्ट डिस्प्ले के माध्यम से जानकारी तत्काल दी जानी चाहिए।
B787 निरीक्षण में कोई गंभीर खामी नहीं: DGCA
एयर इंडिया के बोइंग 787 ड्रीमलाइनर बेड़े की हाल की सुरक्षा समीक्षा में कोई बड़ी सुरक्षा खामी नहीं पाई गई है। विमान और संबंधित रखरखाव प्रणाली वर्तमान मानकों के अनुसार सही पाए गए हैं।
हालांकि, DGCA द्वारा अतिरिक्त निरीक्षण (Order Para 1 के तहत) 33 विमानों पर अनिवार्य किया गया है।
B787 फ्लीट की सुरक्षा जांच की स्थिति
17 जून 2025, दोपहर 3 बजे तक:
- 24 विमानों ने सफलतापूर्वक अनिवार्य निरीक्षण पूरा कर लिया है।
- 2 विमान आज पूरा करेंगे, और 1 विमान कल निर्धारित है।

रीयल-टाइम दोष रिपोर्टिंग प्रणाली लागू करने की सिफारिश
डीजीसीए ने सुझाव दिया कि एक रीयल-टाइम तकनीकी रिपोर्टिंग प्रणाली लागू की जाए, जिससे सुरक्षा और संचालन विभागों को त्वरित जानकारी मिले। इससे निर्णय लेने में तेजी आएगी और संचालन में बाधाएं कम होंगी।
वाइड-बॉडी विमान संचालन की बारीकी से समीक्षा
एयर इंडिया के वाइड-बॉडी विमानों, विशेष रूप से B787 श्रृंखला के संचालन की निगरानी डीजीसीए द्वारा तेज़ कर दी गई है। यह कदम वैश्विक अस्थिरता और यात्रियों की बढ़ती अपेक्षाओं के बीच विमानन सुरक्षा सुनिश्चित करने के लिए लिया गया है।
