राजस्थान और राष्ट्रीय सुरक्षा तंत्र के लिए गहरी चिंता का विषय बने एक मामले में प्रवर्तन निदेशालय (ईडी) ने बुधवार, 17 सितंबर को बीकानेर में मोहम्मद सदीक खान और उनके करीबी सहयोगियों से जुड़े चार ठिकानों पर बड़ी कार्रवाई की। गैरकानूनी धर्मांतरण, हथियारों की तस्करी और राष्ट्रीय सुरक्षा को खतरा पहुंचाने वाली गतिविधियों से जुड़े आरोपों की जांच के तहत यह छापेमारी धन शोधन निवारण अधिनियम (पीएमएलए), 2002 के प्रावधानों के तहत की गई।
ईडी सूत्रों के अनुसार छापेमारी की कार्रवाई सुबह से ही शुरू हो गई थी और कई घंटों तक अलग-अलग आवासीय और वाणिज्यिक परिसरों में जारी रही। इस दौरान बड़ी मात्रा में संवेदनशील दस्तावेज, इलेक्ट्रॉनिक उपकरण और डिजिटल साक्ष्य बरामद किए गए हैं। अधिकारियों ने बताया कि जब्त सामग्री “अत्यंत महत्वपूर्ण” है और इससे आरोपी के नेटवर्क और कामकाज के तरीकों की स्पष्ट जानकारी सामने आने की संभावना है।
बड़े नेटवर्क से जुड़ा मामला
जांच एजेंसियों का संदेह है कि मोहम्मद सदीक खान केवल स्थानीय स्तर पर ही नहीं, बल्कि व्यापक नेटवर्क का हिस्सा हैं। उन पर कमजोर वर्गों के लोगों का जबरन या प्रलोभन देकर धर्मांतरण, हथियारों की तस्करी और अवैध वित्तीय लेनदेन के जरिए उग्रवादी गतिविधियों को समर्थन देने के गंभीर आरोप हैं। सूत्रों का कहना है कि खान और उनका नेटवर्क सामाजिक और धार्मिक संगठनों की आड़ में काम कर रहा था, जबकि असल मकसद कट्टरपंथी एजेंडा को बढ़ावा देना था।
बीकानेर में हुई यह कार्रवाई स्थानीय पुलिस और केंद्रीय सुरक्षा एजेंसियों के समन्वय से हुई, जो मामले की संवेदनशीलता को दर्शाती है। अधिकारियों ने खान को “हाई वैल्यू टारगेट” करार दिया है, जिसकी गतिविधियां शांति व्यवस्था और आंतरिक सुरक्षा के लिए गंभीर खतरा साबित हो सकती थीं।
वित्तीय हेराफेरी और कट्टरपंथ से जुड़ाव
प्रारंभिक जांच में संकेत मिले हैं कि खान और उनके सहयोगी हवाला नेटवर्क, फर्जी कंपनियों और गैरकानूनी व्यापार के जरिए भारी फंडिंग कर रहे थे। इन पैसों का इस्तेमाल धर्मांतरण अभियानों के लिए तो किया ही जा रहा था, साथ ही हथियारों की खरीद-फरोख्त और संदिग्ध व्यक्तियों को सपोर्ट देने में भी किया जा रहा था।
ईडी के एक वरिष्ठ अधिकारी ने नाम न छापने की शर्त पर कहा:
“छापेमारी के दौरान जब्त किए गए सबूत हमारी आशंका को और मजबूत करते हैं कि यह मामला किसी एक व्यक्ति या शहर तक सीमित नहीं है। यह मनी लॉन्ड्रिंग, विदेशी फंडिंग और देश की संप्रभुता व अखंडता के खिलाफ काम करने वाली बड़ी जटिल व्यवस्था का हिस्सा है।”
राष्ट्रीय सुरक्षा का गंभीर पहलू
इस मामले ने सुरक्षा एजेंसियों को इसलिए और चिंतित किया है क्योंकि बरामद कुछ डिजिटल संचार से खान के विदेशी संपर्कों और हथियारों के कारोबारियों से जुड़े होने के संकेत मिले हैं। यह खुलासा बेहद संवेदनशील माना जा रहा है और अब खुफिया एजेंसियां भी समानांतर जांच कर रही हैं।
बीकानेर जैसे शहर, जो भारत-पाकिस्तान सीमा से सटा हुआ है, में हथियारों की तस्करी की गतिविधियां राष्ट्रीय सुरक्षा के लिए बेहद खतरनाक मानी जा रही हैं। रक्षा विश्लेषकों का कहना है कि इस तरह के नेटवर्क पर समय रहते कार्रवाई नहीं की गई तो यह मरुस्थलीय सीमांत क्षेत्र की शांति व्यवस्था को गंभीर रूप से अस्थिर कर सकता है।
राजनीतिक और सामाजिक प्रतिक्रिया
राजस्थान की राजनीति में यह मामला तुरंत गरम हो गया है। सत्तारूढ़ दल ने केंद्रीय एजेंसियों को हर संभव सहयोग देने का भरोसा दिलाया है, वहीं विपक्ष ने मांग की है कि “धर्म और समाज की आड़ में काम करने वाले किसी भी व्यक्ति को बख्शा न जाए, जो राष्ट्रविरोधी गतिविधियों में संलिप्त हो।”
बीकानेर के सामाजिक संगठनों और समुदायों ने भी इस कार्रवाई को लेकर चिंता जताई है और नागरिकों से सतर्क रहने की अपील की है। कई नागरिक संगठनों ने ईडी की इस कार्रवाई को समय पर उठाया गया कदम बताते हुए इसका स्वागत किया है।
आगे की जांच और कानूनी कार्रवाई
ईडी अब जल्द ही खान और उनके सहयोगियों से विस्तृत पूछताछ करने की तैयारी में है। जब्त दस्तावेज, वित्तीय रजिस्टर, मोबाइल फोन, लैपटॉप और हार्ड ड्राइव का फॉरेंसिक और डिजिटल ऑडिट किया जाएगा। कानूनी विशेषज्ञ मानते हैं कि इस मामले में पीएमएलए के अलावा गैरकानूनी गतिविधियां (निवारण) अधिनियम – यूएपीए और हथियारों की तस्करी से जुड़े अन्य कानूनों के तहत भी आरोप तय हो सकते हैं।
अगर आरोप साबित होते हैं तो मोहम्मद सदीक खान राजस्थान के हालिया इतिहास के सबसे बड़े मामलों में से एक का केंद्रीय चेहरा बन सकते हैं — जिसमें गैरकानूनी धर्मांतरण, हथियारों की तस्करी और राष्ट्रीय सुरक्षा को सीधा खतरा जैसे गंभीर मुद्दे जुड़े हैं।
एजेंसियों का सख्त संदेश
ईडी की यह कार्रवाई साफ संदेश देती है कि धार्मिक या सामाजिक कार्यों की आड़ में चल रही गैरकानूनी गतिविधियों को किसी भी कीमत पर बर्दाश्त नहीं किया जाएगा। यह सरकार की उस नीति को भी रेखांकित करती है जिसके तहत राष्ट्रीय सुरक्षा और संप्रभुता से समझौता करने वाले किसी भी नेटवर्क को कानून की पूरी ताकत से तोड़ा जाएगा।
हालांकि जांच अभी जारी है, लेकिन सुरक्षा विशेषज्ञ मानते हैं कि यह मामला केवल शुरुआत हो सकता है और आने वाले हफ्तों में और बड़े खुलासे हो सकते हैं।
