Gaurav Govil Takes Charge as New DRM of Bikaner Railway Division: Focus on Development, Safety, and Passenger Amenities

In a significant administrative reshuffle in Indian Railways, Gaurav Govil officially took charge as the Divisional Railway Manager (DRM) of the Bikaner Railway Division under the North Western Railway zone on Wednesday, July 30, 2025. He succeeds Dr. Ashish Kumar, who held the position prior to this change.
The handing-over ceremony was followed by a formal introductory meeting with key officials and department heads of the Bikaner Division at the divisional headquarters. During the interaction, Govil familiarized himself with the operational ecosystem, regional challenges, and the division’s development priorities.

While addressing officers and staff, Govil emphasized that his primary focus will be on holistic development of the division, enhancement of passenger amenities, and ensuring utmost safety in operations.
“Railways is not just about transportation—it’s a service lifeline for the people. Passenger satisfaction, operational efficiency, and infrastructural modernization will be our cornerstone,” Govil stated during his first official briefing.
He assured that his leadership will encourage transparency, fast-paced implementation of projects, and efficient grievance redressal. Govil also showed keen interest in understanding the ongoing and proposed infrastructure projects in the division, including track doubling, electrification, station redevelopment, and freight corridor expansion.
Warm Welcome by Senior Officials
Upon assuming charge, Gaurav Govil was warmly welcomed by senior officials from all departments, including Operations, Engineering, Commercial, Electrical, Mechanical, Medical, Personnel, and Safety wings. Officers presented a detailed overview of the division’s current performance metrics, priority projects, passenger traffic flow, and critical zones.
The Bikaner Division, with its vast railway network across desert terrain, plays a crucial role in both passenger and freight movement, especially in regions bordering Pakistan and the western parts of Rajasthan. The DRM’s role is especially pivotal considering the strategic and economic importance of the region.
A Technocrat in Command: Govil’s Strong Professional Background
Gaurav Govil brings with him an impressive track record of administrative and technical excellence in the Indian Railways. Before taking over as DRM, he served as a Senior Professor at IRISET (Indian Railways Institute of Signal Engineering and Telecommunications), Secunderabad. Known for his command over railway signalling, telecommunications, and system optimization, Govil has trained hundreds of officers and is widely respected for his structured and futuristic approach to railway management.
His technical background is expected to bring a renewed thrust on modernization, data-driven operations, and integration of smart technologies across Bikaner Division.
Looking Ahead: DRM Govil’s Agenda
Sources indicate that under Govil’s leadership, the division may prioritize:
- Development of satellite terminals around Bikaner and Sri Ganganagar
- Upgradation of Bikaner, Lalgarh, Hanumangarh, and Suratgarh stations

- Expanding freight corridors to support industries in western Rajasthan

उत्तर पश्चिम रेलवे के बीकानेर मंडल को नया नेतृत्व मिल गया है। गौरव गोविल ने बुधवार को बीकानेर मंडल रेल प्रबंधक (DRM) के रूप में औपचारिक रूप से कार्यभार संभाला। वे डॉ. आशीष कुमार का स्थान ले रहे हैं जिन्होंने इससे पहले यह पदभार संभाल रखा था।
कार्यभार ग्रहण करने के बाद, मंडल कार्यालय में आयोजित परिचयात्मक बैठक में उन्होंने विभिन्न विभागों के अधिकारियों से मुलाकात की और बीकानेर रेल मंडल की कार्यशैली, चुनौतियों और विकास योजनाओं की जानकारी ली।
यात्री सुविधाएं, सुरक्षा और समग्र विकास होंगे प्राथमिक एजेंडा
अपने पहले संबोधन में DRM गौरव गोविल ने स्पष्ट किया कि बीकानेर मंडल में यात्री सुविधाओं का सुदृढ़ीकरण, संरक्षा को सर्वोच्च प्राथमिकता और प्रगति की योजनाओं का तेज़ी से क्रियान्वयन उनके कार्यकाल के मुख्य लक्ष्य होंगे।
“रेल सिर्फ़ परिवहन का माध्यम नहीं, यह लोगों के जीवन से जुड़ी सेवा है। हम हर पहलू में पारदर्शिता, उत्तरदायित्व और समयबद्ध कार्य निष्पादन को सुनिश्चित करेंगे,” गोविल ने कहा।
उन्होंने अधिकारियों से विभागीय समन्वय, क्षेत्रीय विकास परियोजनाओं और कर्मचारियों की कार्यक्षमता में सुधार के सुझाव भी मांगे।
अधिकारियों द्वारा किया गया गर्मजोशी से स्वागत
कार्यभार ग्रहण करने के पश्चात, विभिन्न विभागों के वरिष्ठ अधिकारियों ने DRM गौरव गोविल का स्वागत किया। बैठक में परिचालन, निर्माण, वाणिज्य, विद्युत, यांत्रिक, चिकित्सा, मानव संसाधन और संरक्षा विभागों के अधिकारी मौजूद रहे। अधिकारियों ने मंडल के कार्यों, यात्री यातायात के आंकड़ों और चल रही विकास परियोजनाओं की जानकारी दी।
बीकानेर मंडल रणनीतिक दृष्टिकोण से भी अत्यंत महत्वपूर्ण है, क्योंकि यह सीमावर्ती क्षेत्रों में यात्री और माल परिवहन की रीढ़ है। DRM का नेतृत्व इन सभी पहलुओं में निर्णायक भूमिका निभाता है।
तकनीकी विशेषज्ञता के साथ अनुभवी नेतृत्व
गौरव गोविल एक कुशल और अनुभवी रेल अधिकारी हैं। DRM बनने से पूर्व वे “इंडियन रेलवे इंस्टीट्यूट ऑफ सिग्नल इंजीनियरिंग एंड टेलीकम्युनिकेशन” (IRISET), सिकंदराबाद में सीनियर प्रोफेसर के पद पर कार्यरत थे। उन्होंने सैकड़ों अधिकारियों को प्रशिक्षण प्रदान किया है और रेलवे सिग्नलिंग, संचार प्रणाली और ऑपरेशनल मैनेजमेंट में उन्हें गहरी पकड़ है।
उनके नेतृत्व में बीकानेर मंडल में तकनीकी उन्नयन, डिजिटल ट्रैकिंग, और स्मार्ट रेलवे सिस्टम की दिशा में महत्वपूर्ण कदम उठाए जाने की उम्मीद है।
