Historic Boost to Morale: Retiring CAPF and Assam Rifles Personnel to Receive One-Rank Honorary Promotion Without Financial Benefit

In a landmark move aimed at bolstering the morale and dignity of retiring personnel in India’s paramilitary forces, the Ministry of Home Affairs (MHA), under the guidance of Union Home Minister Shri Amit Shah and the leadership of Prime Minister Shri Narendra Modi, has decided to confer an honorary rank—one level higher—on the day of retirement to personnel below officer rank in the Central Armed Police Forces (CAPFs) and Assam Rifles.

A Gesture of Respect for Years of Service

Announced on 29 May 2025, the decision applies to all personnel retiring in ranks from Constable to Sub-Inspector across CAPFs and Assam Rifles, including the Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB), and Assam Rifles. The honorary promotion will be symbolic and will not entail any financial or pensionary benefits, but will serve as a recognition of the individual’s lifelong contribution to national security.

Union Home Minister Amit Shah stated that this measure is rooted in the values of respect, pride, and institutional dignity for jawans and junior officers who dedicate their entire lives to the service of the nation in some of the most challenging and high-risk environments.

Eligibility and Conditions

The honorary promotion scheme is not automatic and will only apply to those personnel who fulfill the following stringent criteria:

• Must be eligible for promotion based on service norms.
• Should have a clean and commendable service record, with no major punishment in the last five years.
• APAR (Annual Performance Appraisal Report) for the last 5 years must be graded at least “Good”.
• The integrity of the personnel must be unquestionable.
• Clearance from departmental inquiry and vigilance authorities is mandatory.
• The honorary rank must exist within the same category of service.
• Final recommendation must be made by the commanding officer.

While this rank does not carry monetary or pensionary advantages, it holds immense symbolic value. MHA officials emphasized that this move is part of a broader series of reforms and welfare initiatives under the Modi government aimed at enhancing the dignity and welfare of India’s armed forces and paramilitary personnel, who often retire with little formal recognition despite decades of difficult and courageous service.

This symbolic yet significant elevation offers a powerful morale boost to thousands of retiring CAPF and Assam Rifles personnel. गृह मंत्रालय (MHA) ने 29 मई 2025 को एक ऐतिहासिक निर्णय लेते हुए घोषणा की है कि केंद्रीय सशस्त्र पुलिस बलों (CAPFs) और असम राइफल्स में कांस्टेबल से लेकर सब-इंस्पेक्टर तक के सेवानिवृत्त होने वाले जवानों को उनके अंतिम कार्य दिवस पर एक रैंक ऊंचा मानद पद प्रदान किया जाएगा।

यह निर्णय केंद्रीय गृह मंत्री श्री अमित शाह के मार्गदर्शन और प्रधानमंत्री श्री नरेन्द्र मोदी के नेतृत्व में लिया गया है, जिसका उद्देश्य सेवानिवृत्त होने वाले कार्मिकों के आत्म-सम्मान, गर्व और मनोबल को बढ़ावा देना है।

जीवन भर की सेवा का सम्मान

यह निर्णय उन सभी CAPFs और असम राइफल्स कार्मिकों पर लागू होगा जो कांस्टेबल से सब-इंस्पेक्टर रैंक तक सेवानिवृत्त हो रहे हैं। हालांकि यह पद वित्तीय या पेंशन लाभ नहीं देगा, पर यह सेवा के समापन पर एक सम्मानसूचक पदोन्नति होगी जो उनके योगदान को औपचारिक रूप से मान्यता देती है।

पात्रता और शर्तें

यह मानद पदोन्नति कुछ सख्त शर्तों पर आधारित होगी:

• सेवा के सभी प्रमोशन मानदंडों को पूरा करना अनिवार्य।
• पिछले 5 वर्षों का सेवा रिकॉर्ड निष्कलंक और सराहनीय होना चाहिए।
• APAR कम से कम “अच्छा” (Good) ग्रेड में होना चाहिए।
• किसी भी प्रमुख अनुशासनात्मक सजा से पिछले 5 वर्षों में मुक्त रहे हों।
• ईमानदारी और सत्यनिष्ठा में कोई संदेह न हो।
• DE/Vigilance से स्वीकृति अनिवार्य।
• मानद रैंक उसी श्रेणी में होनी चाहिए जिसमें कार्मिक सेवा दे रहे हों।
• कमांडिंग अफसर की सिफारिश आवश्यक होगी।

हालांकि यह मानद पद किसी वित्तीय लाभ से नहीं जुड़ा है, पर यह एक गहरी भावनात्मक और सामाजिक पहचान देता है। सेवानिवृत्त कार्मिक अपने विदाई समारोह में इस मानद रैंक का बैज पहन सकेंगे और सेवानिवृत्ति के बाद की गतिविधियों में इसे दर्शा सकेंगे।
