India and Vietnam Strengthen Maritime Cooperation: 6th High-Level Meeting Between Coast Guards in Hanoi
Hanoi/New Delhi, August 20, 2025 —
The strategic partnership between India and Vietnam took another decisive step forward on Tuesday as the Indian Coast Guard (ICG) and the Vietnam Coast Guard (VCG) convened their 6th High-Level Meeting (HLM) in Hanoi. The meeting, held under the framework of the 2015 Memorandum of Understanding on Coast Guard Cooperation, underscored the growing convergence between New Delhi and Hanoi on maritime security, law enforcement, and environmental sustainability in the Indo-Pacific.
The discussions, co-chaired by Additional Director General ICG Anand Prakash Badola and Vice Commandant VCG Major General Vu Trung Kien, revolved around enhancing collaboration in areas critical to the safety of regional waters. From Maritime Search and Rescue (SAR) to Marine Pollution Response, both sides highlighted the urgency of joint preparedness, particularly against the backdrop of increasing transnational crimes such as smuggling, human trafficking, narcotics trade, and illegal fishing — challenges that threaten not only national interests but also regional stability.
Building on Mutual Trust and Operational Synergy
Delegations from both countries reviewed the outcomes of recent ship visits, professional exchanges, and capacity-building initiatives. The Indian Coast Guard’s operational experience in the Indian Ocean was complemented by Vietnam’s strategic role in the South China Sea, creating a shared platform to foster interoperability and maritime synergy.
In particular, both Coast Guards emphasized coordinated SAR operations and joint pollution response mechanisms. With rising maritime traffic, oil spills, and environmental hazards in shared waters, these coordinated efforts are vital to safeguard seafarers, protect marine biodiversity, and respond effectively to crises.
The meeting reaffirmed commitments to institutional interactions, training programmes, and exchange of best practices, paving the way for deeper cooperation at both tactical and strategic levels. Ship visits, professional exchanges, and regular joint exercises were identified as key pillars to sustain momentum in this partnership.
India-Vietnam Maritime Partnership in the Indo-Pacific Context
The timing of this high-level meeting is significant. As India strengthens its Act East Policy and Vietnam plays a crucial role in ASEAN’s maritime framework, both nations are aligning themselves against common challenges in the Indo-Pacific. Maritime security has become a linchpin in their bilateral relationship, extending beyond traditional cooperation to include regional stability and economic sustainability.
This cooperation also carries strategic undertones, given the growing assertiveness of non-traditional actors and geopolitical shifts in the South China Sea. By deepening Coast Guard-level collaboration, India and Vietnam send a clear message that maritime safety, freedom of navigation, and environmental protection remain their top priorities.
Shared Resolve for Regional Stability
The Hanoi meeting showcased not just operational dialogue but also a shared resolve. Both Coast Guards committed themselves to work “in the spirit of friendship and cooperation” while upholding the values of mutual trust, transparency, and partnership. Their joint vision is rooted in ensuring regional maritime security, safety of life at sea, and environmental sustainability — goals that resonate strongly with the broader Indo-Pacific community.
With this, the 6th High-Level Meeting has reaffirmed the India-Vietnam maritime partnership as a cornerstone of regional cooperation, with the Coast Guards of both countries serving as frontline guardians of shared waters.

हनोई में भारत-वियतनाम तटरक्षक बल की छठी उच्च स्तरीय बैठक, समुद्री सुरक्षा और सहयोग पर गहन चर्चा
हनोई/नई दिल्ली, 20 अगस्त 2025 —
भारत और वियतनाम के बीच समुद्री सुरक्षा सहयोग को और मजबूती देने की दिशा में आज एक महत्वपूर्ण कदम उठाया गया। भारतीय तटरक्षक बल (ICG) और वियतनाम तटरक्षक बल (VCG) की छठी उच्च स्तरीय बैठक (High-Level Meeting – HLM) हनोई में आयोजित हुई। यह बैठक वर्ष 2015 में हुए तटरक्षक सहयोग समझौते के ढांचे के तहत हुई, जिसमें दोनों पक्षों ने क्षेत्रीय समुद्री सुरक्षा, पर्यावरण संरक्षण और अपराध-नियंत्रण पर अपने सहयोग को और गहरा करने की प्रतिबद्धता जताई।
इस बैठक की सह-अध्यक्षता भारतीय तटरक्षक बल के अतिरिक्त महानिदेशक आनंद प्रकाश बडोला और वियतनाम तटरक्षक बल के उप-आयुक्त मेजर जनरल वू चुंग कियेन ने की। चर्चा का मुख्य फोकस रहा — समुद्री खोज एवं बचाव (Search and Rescue), समुद्री प्रदूषण प्रतिक्रिया, क्षमता निर्माण, और समुद्री कानून प्रवर्तन। विशेष रूप से तस्करी, मानव एवं नशीले पदार्थों की तस्करी और अवैध मछली पकड़ने जैसे अंतरराष्ट्रीय समुद्री अपराधों पर नियंत्रण को लेकर गहन विचार-विमर्श हुआ।
समुद्री अपराधों और आपात स्थितियों से निपटने पर जोर
दोनों देशों के प्रतिनिधियों ने हाल ही में हुई जहाज यात्राओं और पेशेवर आदान-प्रदानों की समीक्षा की और इस सहयोग को आगे बढ़ाने के लिए कई संयुक्त पहलों को जारी रखने पर सहमति व्यक्त की। बैठक में यह बात प्रमुख रूप से उभरी कि संयुक्त खोज और बचाव अभियान तथा प्रदूषण नियंत्रण उपायों को और प्रभावी बनाने की आवश्यकता है, ताकि समुद्री जीवन की सुरक्षा और समुद्री पर्यावरण का संरक्षण किया जा सके।
साथ ही, नियमित संस्थागत संवाद, प्रशिक्षण कार्यक्रम, सर्वोत्तम प्रथाओं का आदान-प्रदान और जहाज यात्राओं को इस साझेदारी के मजबूत स्तंभ के रूप में चिन्हित किया गया।
हिंद-प्रशांत क्षेत्रीय परिप्रेक्ष्य में भारत-वियतनाम सहयोग
यह बैठक ऐसे समय में हुई है जब भारत अपनी एक्ट ईस्ट नीति (Act East Policy) के तहत दक्षिण-पूर्व एशिया में सक्रियता बढ़ा रहा है और वियतनाम, आसियान (ASEAN) के समुद्री ढांचे में एक अहम भूमिका निभा रहा है। दोनों देशों का यह सहयोग केवल द्विपक्षीय संबंधों तक सीमित नहीं है, बल्कि पूरे हिंद-प्रशांत क्षेत्र की स्थिरता और समुद्री सुरक्षा के लिए अहम है।
विशेषकर दक्षिण चीन सागर की बदलती भू-राजनीति और गैर-पारंपरिक खतरों के बीच यह संदेश साफ है कि भारत और वियतनाम तटरक्षक स्तर पर सहयोग बढ़ाकर समुद्री स्वतंत्रता, नौवहन की सुरक्षा और पर्यावरण संरक्षण के लिए एकजुट खड़े हैं।
दोस्ती और साझेदारी की नई परिभाषा
हनोई की यह बैठक केवल औपचारिक वार्ता नहीं थी, बल्कि दोनों देशों की साझा प्रतिबद्धता और संकल्प का प्रतीक भी रही। दोनों तटरक्षक बलों ने विश्वास और मित्रता के माहौल में मिलकर काम करने का आश्वासन दिया, ताकि समुद्री अपराधों पर रोक, पर्यावरण की रक्षा और नाविकों की सुरक्षा सुनिश्चित हो सके।
स्पष्ट है कि भारत-वियतनाम तटरक्षक साझेदारी हिंद-प्रशांत क्षेत्रीय सहयोग का एक महत्वपूर्ण स्तंभ बन चुकी है, और आने वाले समय में यह सहयोग और भी व्यापक तथा मजबूत होगा।
