The Indian Army has once again demonstrated India’s growing military diplomacy and strategic outreach by dispatching a dedicated contingent to the United Arab Emirates to participate in the second edition of the India–UAE Joint Military Exercise DESERT CYCLONE–II 2025. Scheduled to be conducted at Abu Dhabi from 18 to 30 December 2025, the exercise reflects the deepening defence partnership between New Delhi and Abu Dhabi, rooted in mutual trust, shared security concerns and a common vision for regional stability. Composition of the Indian Army Contingent

On the UAE side, the Land Forces contingent of similar strength will be represented by the 53 Mechanised Infantry Battalion, a formation with considerable experience in mechanised warfare and urban combat environments. The primary aim of Exercise DESERT CYCLONE–II is to enhance interoperability and foster deeper defence cooperation between the Indian Army and the UAE Land Forces. The exercise is specifically designed to train troops for sub-conventional operations under a United Nations mandate, preparing both armies to operate together in peacekeeping missions, counter-terrorism operations and stability tasks. In an era where conflicts are increasingly urban, asymmetric and multi-domain, such joint training becomes critical to ensure that partner forces can integrate seamlessly during real-world deployments.

भारतीय सेना ने अपनी सशक्त सैन्य कूटनीति और वैश्विक रणनीतिक दृष्टिकोण का परिचय देते हुए संयुक्त अरब अमीरात (यूएई) के लिए अपना सैन्य दल रवाना कर दिया है। यह दल भारत-यूएई संयुक्त सैन्य अभ्यास ‘डेज़र्ट साइक्लोन–II 2025’ के दूसरे संस्करण में भाग लेगा, जिसका आयोजन 18 से 30 दिसंबर 2025 तक अबू धाबी में किया जाएगा। यह अभ्यास केवल एक सैन्य प्रशिक्षण कार्यक्रम नहीं, बल्कि भारत और यूएई के बीच लगातार गहराते रक्षा संबंधों, आपसी विश्वास और साझा सुरक्षा हितों का प्रतीक है। दोनों देशों के बीच पिछले कुछ वर्षों में रक्षा सहयोग जिस स्तर तक पहुँचा है, ‘डेज़र्ट साइक्लोन–II’ उसी रणनीतिक परिपक्वता को दर्शाता है।
भारतीय सेना के दल की संरचना और युद्धक क्षमता
इस अभ्यास में भाग लेने वाला भारतीय सेना का दल 45 सैन्य कर्मियों से मिलकर बना है, जो मुख्य रूप से मैकेनाइज़्ड इन्फैंट्री रेजिमेंट की एक बटालियन से हैं। यह रेजिमेंट भारतीय सेना की सबसे सशक्त और आधुनिक लड़ाकू इकाइयों में से एक मानी जाती है, जो तेज़ गति, संयुक्त हथियार संचालन और विविध युद्ध परिस्थितियों में प्रभावी कार्रवाई के लिए जानी जाती है। इस दल में शामिल सैनिक शहरी युद्ध, यांत्रिक युद्ध और आतंकवाद-रोधी अभियानों में विशेष प्रशिक्षण प्राप्त कर चुके हैं, जिससे यह सुनिश्चित होता है कि अंतरराष्ट्रीय मंच पर भारतीय सेना की पेशेवर छवि और युद्धक दक्षता का सर्वोत्तम प्रदर्शन हो।

यूएई की ओर से इस अभ्यास में 53 मैकेनाइज़्ड इन्फैंट्री बटालियन के समान संख्या वाले सैन्य दल की भागीदारी होगी। दोनों देशों के दलों की संख्या और संरचना में समानता यह दर्शाती है कि यह अभ्यास किसी औपचारिकता तक सीमित नहीं, बल्कि एक वास्तविक और व्यावहारिक सैन्य साझेदारी का उदाहरण है। यूएई की थल सेना को क्षेत्रीय सुरक्षा अभियानों और आधुनिक सैन्य तकनीकों में व्यापक अनुभव प्राप्त है, जिससे दोनों सेनाओं को एक-दूसरे से सीखने और अपने अभियानों को और अधिक प्रभावी बनाने का अवसर मिलेगा।

‘डेज़र्ट साइक्लोन–II’ अभ्यास का मुख्य उद्देश्य भारतीय सेना और यूएई थल सेना के बीच इंटरऑपरेबिलिटी यानी संयुक्त रूप से कार्य करने की क्षमता को बढ़ाना है। यह अभ्यास विशेष रूप से संयुक्त राष्ट्र के अधीन उप-परंपरागत अभियानों पर केंद्रित है, ताकि दोनों सेनाएं भविष्य में शांति स्थापना, आतंकवाद-रोधी और स्थिरता अभियानों में एक साथ प्रभावी ढंग से कार्य कर सकें। बदलते वैश्विक सुरक्षा परिदृश्य में, जहां संघर्ष अब पारंपरिक युद्ध तक सीमित नहीं रहे, ऐसे अभ्यास रणनीतिक दृष्टि से अत्यंत महत्वपूर्ण हो जाते हैं।
शहरी युद्ध पर विशेष फोकस
इस संयुक्त सैन्य अभ्यास का एक प्रमुख पहलू शहरी युद्ध (Urban Warfare) पर केंद्रित प्रशिक्षण है। आने वाले लगभग दो सप्ताह तक दोनों देशों के सैनिक बिल्ट-अप एरिया में लड़ाई, नागरिक सुरक्षा, सीमित स्थानों में अभियान संचालन और समन्वित कार्रवाई जैसे जटिल युद्ध अभ्यासों में भाग लेंगे। शहरी क्षेत्रों में सैन्य अभियान हमेशा अधिक संवेदनशील और चुनौतीपूर्ण होते हैं, जहां सटीकता, संयम और समन्वय की आवश्यकता होती है। इस अभ्यास के माध्यम से दोनों सेनाएं आधुनिक शहरी युद्ध की बारीकियों को बेहतर ढंग से समझेंगी।
हेलिबोर्न ऑपरेशन्स और संयुक्त मिशन योजना
‘डेज़र्ट साइक्लोन–II’ में हेलिबोर्न ऑपरेशन्स का भी विशेष प्रशिक्षण दिया जाएगा, जिससे सैनिकों को तेज़ी से तैनाती, घेराबंदी और निकासी जैसे अभियानों में दक्ष बनाया जा सके। इसके साथ ही संयुक्त मिशन योजना पर भी विस्तृत अभ्यास होगा, जिसमें दोनों देशों के अधिकारी एक-दूसरे की योजना निर्माण प्रक्रिया, कमांड स्ट्रक्चर और निर्णय लेने की प्रणाली को समझेंगे। यह अनुभव भविष्य में किसी भी संयुक्त या बहुराष्ट्रीय अभियान में अत्यंत उपयोगी सिद्ध होगा।
यूएएस और काउंटर-यूएएस तकनीकों का अभ्यास
आधुनिक युद्ध में ड्रोन की बढ़ती भूमिका को ध्यान में रखते हुए इस अभ्यास में अनमैन्ड एरियल सिस्टम्स (UAS) और काउंटर-UAS तकनीकों का व्यापक उपयोग किया जाएगा। शहरी अभियानों के दौरान निगरानी, टोही और खतरे की पहचान के लिए ड्रोन का प्रयोग और शत्रु ड्रोन को निष्क्रिय करने की रणनीतियों पर संयुक्त अभ्यास किया जाएगा। यह पहल भारतीय सेना की उस सोच को दर्शाती है, जिसमें भविष्य के युद्धों के लिए उभरती तकनीकों को तेजी से अपनाया जा रहा है।
उच्चस्तरीय सैन्य संवाद की निरंतरता
