Indian Coast Guard DG Paramesh Sivamani Graces 7th Convocation of Karnavati University; CGWWA Signs MoU to Support Higher Education of Coast Guard Personnel’s Wards
Gandhinagar : Reinforcing the Indian Coast Guard’s commitment towards the welfare of its personnel and their families, Director General Indian Coast Guard, Director General Paramesh Sivamani, AVSM, PTM, TM, graced the 7th Convocation Ceremony of Karnavati University, Gandhinagar, as the Chief Guest. The occasion witnessed a significant step towards strengthening educational opportunities for the children and wards of serving, retired and deceased Indian Coast Guard personnel, with the Coast Guard Welfare & Wellness Association (CGWWA) signing a Memorandum of Understanding (MoU) with Karnavati University.
Ms Navika Kumar, Editor-in-Chief of the Times Group, attended the prestigious ceremony as the Guest of Honour. The convocation brought together distinguished dignitaries, university officials, graduating students, academic representatives, families and senior Indian Coast Guard officers to celebrate academic excellence, perseverance and the achievements of the graduating batch.
During the ceremony, Director General Paramesh Sivamani conferred doctorate degrees and gold medals upon PhD scholars and meritorious graduating students from various academic disciplines. Recognising the dedication, hard work and commitment demonstrated by the students throughout their academic journey, he congratulated the graduating students as well as their families, acknowledging the important role played by parents and family members in supporting their educational aspirations.
Addressing the graduating students, the Coast Guard Chief highlighted the importance of carrying forward the values of discipline, integrity, dedication and service to the nation. He encouraged the young graduates to utilise their knowledge, skills and professional capabilities for constructive contributions to society and the country’s progress. His message underlined that academic qualifications are not merely milestones of personal achievement but also carry a responsibility towards the larger interests of society and the nation.
CGWWA-Karnavati University MoU: A Major Step Towards Educational Welfare
The most significant development during the ceremony was the signing of a Memorandum of Understanding between the Coast Guard Welfare & Wellness Association (CGWWA) and Karnavati University. The agreement seeks to facilitate access to quality higher education for the wards of serving, retired and deceased Indian Coast Guard personnel, strengthening the institutional support available to Coast Guard families.
The MoU was signed by Smt Priya Paramesh, President, Tatrakshika, and Shri Ritesh Hada, President, Karnavati University, in the presence of senior officers and distinguished dignitaries.
Under the partnership, eligible wards of Indian Coast Guard personnel will have access to academic programmes offered by Karnavati University, opening up opportunities to pursue higher education across disciplines. The collaboration is aimed at supporting the educational ambitions of Coast Guard families and creating pathways for the next generation to access quality academic and professional opportunities.
The initiative assumes particular significance for families of Coast Guard personnel who dedicate their professional lives to protecting India’s maritime interests. For serving personnel, the assurance that their children’s educational aspirations receive institutional support represents an important component of family welfare. The inclusion of retired and deceased personnel’s wards also reflects the organisation’s continued commitment towards its veterans and the families of those who have served the nation.
Family Welfare Integral to Operational Readiness
The MoU also highlights an important dimension of military and maritime security institutions: the welfare of personnel extends beyond their professional responsibilities and includes the well-being, security and future of their families.
Indian Coast Guard personnel operate in challenging maritime conditions, undertaking responsibilities that include maritime surveillance, coastal security, search and rescue operations, marine environmental protection and safeguarding India’s maritime interests. Their duties frequently demand prolonged deployments, operational commitments and readiness to respond to emergencies across India’s maritime zones.
In such circumstances, family welfare initiatives play an important role in strengthening the confidence and morale of personnel. Educational support for their children and dependants provides a sense of institutional assurance that their families remain supported even while they are engaged in demanding operational responsibilities.

गांधीनगर : भारतीय तटरक्षक बल (Indian Coast Guard) ने अपने सेवारत, सेवानिवृत्त और दिवंगत कर्मियों के परिवारों के कल्याण तथा उनके बच्चों की उच्च शिक्षा के अवसरों को मजबूत करने की दिशा में एक महत्वपूर्ण पहल की है। गांधीनगर स्थित कर्नावती यूनिवर्सिटी के 7वें दीक्षांत समारोह के अवसर पर कोस्ट गार्ड वेलफेयर एंड वेलनेस एसोसिएशन (CGWWA) और कर्नावती यूनिवर्सिटी के बीच एक महत्वपूर्ण समझौता ज्ञापन (MoU) पर हस्ताक्षर किए गए। इस समझौते का उद्देश्य भारतीय तटरक्षक बल के सेवारत, सेवानिवृत्त और दिवंगत कर्मियों के बच्चों एवं आश्रितों को गुणवत्तापूर्ण उच्च शिक्षा के अवसर उपलब्ध कराना है।
इस प्रतिष्ठित दीक्षांत समारोह में भारतीय तटरक्षक बल के महानिदेशक डायरेक्टर जनरल परमेश शिवमणि, AVSM, PTM, TM मुख्य अतिथि के रूप में शामिल हुए। वहीं, टाइम्स ग्रुप की एडिटर-इन-चीफ सुश्री नविका कुमार ने विशिष्ट अतिथि के रूप में समारोह की गरिमा बढ़ाई। कार्यक्रम में विश्वविद्यालय के वरिष्ठ पदाधिकारी, शिक्षाविद्, भारतीय तटरक्षक बल के वरिष्ठ अधिकारी, विद्यार्थी और उनके परिजन मौजूद रहे।
समारोह के दौरान महानिदेशक परमेश शिवमणि ने विभिन्न शैक्षणिक विषयों में उत्कृष्ट प्रदर्शन करने वाले पीएचडी शोधार्थियों और स्नातक विद्यार्थियों को डॉक्टरेट की उपाधियां एवं स्वर्ण पदक प्रदान किए। इस अवसर पर उन्होंने विद्यार्थियों की शैक्षणिक उपलब्धियों, कठिन परिश्रम, समर्पण और उत्कृष्ट प्रदर्शन की सराहना करते हुए उन्हें तथा उनके परिवारों को इस महत्वपूर्ण उपलब्धि के लिए बधाई दी।
अपने संबोधन में महानिदेशक ने कहा कि शिक्षा केवल डिग्री हासिल करने या व्यक्तिगत उपलब्धि तक सीमित नहीं है, बल्कि यह समाज और राष्ट्र के प्रति जिम्मेदारी निभाने का भी माध्यम है। उन्होंने युवा स्नातकों से अनुशासन, ईमानदारी, समर्पण और राष्ट्रसेवा जैसे मूल्यों को अपने जीवन का अभिन्न हिस्सा बनाने का आह्वान किया। उन्होंने विद्यार्थियों को प्रोत्साहित किया कि वे अपनी शिक्षा, ज्ञान और कौशल का उपयोग देश के विकास तथा समाज के कल्याण में करें।
उन्होंने इस बात पर भी जोर दिया कि विद्यार्थियों की सफलता के पीछे उनके परिवारों का महत्वपूर्ण योगदान होता है। माता-पिता और परिजनों का सहयोग, त्याग तथा प्रोत्साहन ही युवाओं को अपने शैक्षणिक और व्यावसायिक लक्ष्यों को हासिल करने की प्रेरणा देता है।
तटरक्षक कर्मियों के बच्चों की उच्च शिक्षा के लिए CGWWA और कर्नावती यूनिवर्सिटी के बीच समझौता
इस समारोह का सबसे महत्वपूर्ण पहलू कोस्ट गार्ड वेलफेयर एंड वेलनेस एसोसिएशन (CGWWA) और कर्नावती यूनिवर्सिटी के बीच हुआ समझौता रहा। इस MoU के माध्यम से भारतीय तटरक्षक बल के सेवारत, सेवानिवृत्त और दिवंगत कर्मियों के बच्चों एवं आश्रितों को विश्वविद्यालय के विभिन्न शैक्षणिक कार्यक्रमों तक पहुंच उपलब्ध कराने की दिशा में सहयोग किया जाएगा।
समझौता ज्ञापन पर तटरक्षिका (Tatrakshika) की अध्यक्ष श्रीमती प्रिया परमेश और कर्नावती यूनिवर्सिटी के अध्यक्ष श्री रितेश हाड़ा ने हस्ताक्षर किए। इस दौरान भारतीय तटरक्षक बल के वरिष्ठ अधिकारी और अन्य गणमान्य व्यक्ति उपस्थित रहे।
इस साझेदारी का मुख्य उद्देश्य तटरक्षक परिवारों के बच्चों की उच्च शिक्षा संबंधी आकांक्षाओं को प्रोत्साहित करना और उन्हें गुणवत्तापूर्ण शैक्षणिक अवसर उपलब्ध कराने में मदद करना है। इसके तहत पात्र विद्यार्थियों को कर्नावती यूनिवर्सिटी में संचालित शैक्षणिक कार्यक्रमों तक पहुंच प्राप्त होगी, जिससे वे विभिन्न विषयों में उच्च शिक्षा हासिल करने की दिशा में आगे बढ़ सकेंगे।
यह पहल विशेष रूप से उन परिवारों के लिए महत्वपूर्ण है जिनके सदस्य समुद्री सीमाओं की सुरक्षा और देश के समुद्री हितों की रक्षा के लिए कठिन परिस्थितियों में अपनी जिम्मेदारियां निभाते हैं। भारतीय तटरक्षक बल के जवान और अधिकारी समुद्र में लंबे समय तक तैनात रहते हैं तथा कई बार चुनौतीपूर्ण परिस्थितियों में अपनी ड्यूटी निभाते हैं। ऐसे में उनके बच्चों की शिक्षा और भविष्य को लेकर संस्थागत सहयोग मिलना उनके परिवारों के लिए एक महत्वपूर्ण भरोसा है।
इस समझौते की खास बात यह भी है कि इसका लाभ केवल वर्तमान में सेवारत कर्मियों के परिवारों तक सीमित नहीं रखा गया है, बल्कि इसमें सेवानिवृत्त और दिवंगत तटरक्षक कर्मियों के बच्चों एवं आश्रितों को भी शामिल किया गया है। यह भारतीय तटरक्षक बल की उस प्रतिबद्धता को दर्शाता है, जिसके तहत संगठन अपने पूर्व कर्मियों और उन परिवारों के कल्याण को भी महत्व देता है, जिन्होंने राष्ट्रसेवा में अपना योगदान दिया है।
परिवारों का कल्याण ही मजबूत मनोबल और बेहतर परिचालन क्षमता का आधार
भारतीय तटरक्षक बल देश की समुद्री सुरक्षा व्यवस्था का एक महत्वपूर्ण स्तंभ है। समुद्री निगरानी, तटीय सुरक्षा, खोज एवं बचाव अभियान (Search and Rescue), समुद्री पर्यावरण संरक्षण और भारत के समुद्री हितों की रक्षा जैसी महत्वपूर्ण जिम्मेदारियां निभाने वाला यह बल लगातार चुनौतीपूर्ण परिस्थितियों में काम करता है।
तटरक्षक कर्मियों को समुद्र में कठिन मौसम, लंबी परिचालन तैनाती और आपातकालीन परिस्थितियों में तत्काल कार्रवाई जैसी चुनौतियों का सामना करना पड़ता है। ऐसे में उनके परिवारों की सुरक्षा, शिक्षा और भविष्य को लेकर संस्थागत सहयोग उनके मनोबल को मजबूत करने में महत्वपूर्ण भूमिका निभाता है।
CGWWA और कर्नावती यूनिवर्सिटी के बीच हुआ यह समझौता इसी सोच को आगे बढ़ाता है। यह स्पष्ट करता है कि किसी भी वर्दीधारी संगठन की ताकत केवल उसके हथियारों, जहाजों, विमानों, तकनीकी संसाधनों और परिचालन क्षमता से नहीं मापी जाती, बल्कि उसके जवानों और अधिकारियों के पीछे खड़े परिवारों का भरोसा भी उसकी ताकत का महत्वपूर्ण हिस्सा होता है।
जब किसी तटरक्षक अधिकारी या जवान को यह भरोसा होता है कि उसकी अनुपस्थिति में भी उसके परिवार और बच्चों की शिक्षा तथा भविष्य के लिए संगठन सहयोग कर रहा है, तो यह विश्वास उसके आत्मविश्वास और सेवा के प्रति समर्पण को और मजबूत करता है।
शिक्षा, परिवार कल्याण और राष्ट्रसेवा के बीच मजबूत साझेदारी
कर्नावती यूनिवर्सिटी ने भारतीय तटरक्षक बल के साथ इस साझेदारी पर प्रसन्नता व्यक्त करते हुए तटरक्षक परिवार की अगली पीढ़ी को शिक्षा के माध्यम से आगे बढ़ाने की अपनी प्रतिबद्धता जाहिर की। विश्वविद्यालय की शैक्षणिक सुविधाओं और भारतीय तटरक्षक बल की कल्याणकारी व्यवस्था के बीच यह सहयोग युवाओं के लिए नए शैक्षणिक अवसर विकसित करने की दिशा में महत्वपूर्ण कदम है।
