Indian Coast Guard Ship SARTHAK Makes Historic Strategic Port Call at Chabahar, Iran, Marking a New Chapter in India’s Maritime Outreach
A Landmark Maritime Engagement in the Gulf of Oman
In a significant demonstration of India’s expanding maritime diplomacy and regional engagement, the Indian Coast Guard (ICG) Ship SARTHAK, an advanced Offshore Patrol Vessel, entered the strategically vital port of Chabahar in the Islamic Republic of Iran on 16 December 2025. The ship will remain berthed at Chabahar till 19 December 2025 as part of its ongoing overseas deployment to key Gulf and West Asian nations.
This port call holds historic importance as it marks the first-ever visit of an Indian Coast Guard vessel to Chabahar, reinforcing India’s deepening maritime presence in a region that is crucial for global energy flows, trade routes, and geopolitical stability.
Chabahar: India’s Strategic Maritime Gateway to Central Asia
Located on the northern edge of the Gulf of Oman, Chabahar is a deep-water port of immense strategic value. For India, it serves as a direct maritime gateway to Iran, landlocked Afghanistan, and the resource-rich Central Asian region, bypassing traditional routes that transit through Pakistan.
The Chabahar port provides New Delhi with a shorter, geopolitically independent, and economically viable connectivity corridor, strengthening India’s ability to expand trade, humanitarian assistance, and transit linkages. It also plays a pivotal role in operationalising the International North–South Transport Corridor (INSTC), a multi-modal network designed to connect India with Russia, Europe, and Central Asia through Iran.
First ICG Visit Underscores India’s Expanding Maritime Footprint
The arrival of ICG Ship SARTHAK at Chabahar is a clear signal of India’s intent to deepen maritime cooperation beyond the Indian Ocean littoral. While the Indian Navy has previously operated in and around Iranian waters, this maiden Coast Guard visit highlights a more comprehensive approach to maritime security, safety, and governance.
The visit underscores India’s capacity to project economic influence, secure critical supply lines, and promote a rules-based maritime order, while also offering a credible and transparent development partnership model in the region.
Aligned with SAGAR and MAHASAGAR Vision
This deployment is fully aligned with India’s maritime doctrine of SAGAR (Security and Growth for All in the Region) and the broader MAHASAGAR vision, which emphasises cooperative security, regional capacity building, and sustainable maritime development.
By engaging Iran and other regional partners through professional Coast Guard diplomacy, India reinforces its image as a net security provider and a responsible maritime stakeholder committed to stability across the Indian Ocean Region (IOR) and the Gulf.
Professional Engagements with Iranian Maritime Agencies
During its stay at Chabahar, ICG Ship SARTHAK will undertake a wide spectrum of professional interactions with the Iranian Navy and other Iranian maritime agencies. These engagements include courtesy calls, formal meetings, and technical discussions aimed at strengthening institutional linkages and enhancing mutual understanding in maritime safety and security domains.
Such interactions are critical in building trust, sharing best practices, and improving coordination mechanisms between maritime forces operating in overlapping areas of responsibility.
Joint Training in Search & Rescue, Law Enforcement, and Pollution Response
A major highlight of the port call will be a series of joint training activities designed to enhance interoperability between the Indian Coast Guard and Iranian maritime authorities. These activities will focus on three key areas:
- Maritime Search and Rescue (SAR) operations
- Maritime Law Enforcement (MLE) procedures
- Marine Pollution Response (MPR) capabilities
A special marine pollution response demonstration will be conducted inside Chabahar harbour, addressing scenarios involving oil spills and Hazardous and Noxious Substances (HNS). This exercise will showcase coordinated response mechanisms and underline the shared responsibility of maritime nations in protecting the marine environment.
Operational Drills to Enhance Interoperability
Further strengthening operational preparedness, the engagement plan includes MRCC-to-MRCC coordination drills, a table-top exercise, and joint Visit, Board, Search and Seizure (VBSS) drills. These exercises will refine communication protocols, decision-making processes, and tactical coordination during real-world maritime contingencies such as smuggling, illegal fishing, or search-and-rescue emergencies.
Such drills contribute directly to enhancing maritime domain awareness and crisis response readiness in a region that witnesses heavy commercial shipping traffic.
Community Outreach and Environmental Awareness Initiatives
Beyond professional engagements, the visit will also feature sports fixtures and a beach walkathon, fostering people-to-people ties and camaraderie between personnel of both countries. Notably, National Cadet Corps (NCC) cadets embarked onboard SARTHAK will actively participate in these activities.
These initiatives are aligned with India’s Puneet Sagar Abhiyan, a national campaign aimed at promoting marine environmental awareness, coastal cleanliness, and responsible maritime behaviour among youth.
Part of a Broader Gulf Outreach Mission
The Chabahar port call follows SARTHAK’s successful visit to Kuwait, where the ship conducted productive interactions with the Kuwait Coast Guard. Together, these engagements highlight the Indian Coast Guard’s expanding overseas footprint and its growing role in shaping cooperative maritime security architectures across the Gulf and West Asia.

The historic visit of ICG Ship SARTHAK to Chabahar reflects India’s enduring commitment to maritime cooperation, regional stability, and sustainable development. भारत की बढ़ती समुद्री शक्ति, क्षेत्रीय कूटनीति और रणनीतिक सोच का स्पष्ट संकेत देते हुए भारतीय तटरक्षक बल (Indian Coast Guard) का ऑफशोर पेट्रोल वेसल आईसीजीएस ‘सार्थक’ 16 दिसंबर 2025 को इस्लामिक रिपब्लिक ऑफ ईरान के रणनीतिक रूप से अत्यंत महत्वपूर्ण चाबहार बंदरगाह पर पहुँचा। यह पोत 19 दिसंबर 2025 तक चाबहार बंदरगाह पर रहेगा। यह यात्रा खाड़ी देशों की ओर भारतीय तटरक्षक बल की चल रही विदेशी तैनाती का हिस्सा है।
यह दौरा ऐतिहासिक इसलिए भी है क्योंकि यह पहली बार है जब भारतीय तटरक्षक बल का कोई जहाज चाबहार बंदरगाह पहुँचा है, जिससे क्षेत्र में भारत की समुद्री उपस्थिति और रणनीतिक साझेदारी को नई मजबूती मिली है।
चाबहार: भारत के लिए रणनीतिक समुद्री प्रवेश द्वार
ग़ल्फ ऑफ ओमान के उत्तरी छोर पर स्थित चाबहार एक गहरा समुद्री बंदरगाह है, जो भारत के लिए ईरान, अफगानिस्तान और मध्य एशिया तक सीधी समुद्री पहुँच प्रदान करता है। यह मार्ग पाकिस्तान से होकर गुजरने वाले पारंपरिक रास्तों का एक भूराजनीतिक रूप से स्वतंत्र और सुरक्षित विकल्प है।
चाबहार बंदरगाह भारत को न केवल व्यापार और ट्रांजिट नेटवर्क के विस्तार में मदद करता है, बल्कि इंटरनेशनल नॉर्थ-साउथ ट्रांसपोर्ट कॉरिडोर (INSTC) की अवधारणा को भी सशक्त बनाता है, जिसके माध्यम से भारत रूस, यूरोप और मध्य एशिया से जुड़ता है।

आईसीजीएस ‘सार्थक’ की चाबहार यात्रा भारत की बदलती समुद्री रणनीति को दर्शाती है, जहाँ अब केवल नौसेना ही नहीं, बल्कि तटरक्षक बल भी समुद्री सुरक्षा, कानून प्रवर्तन और मानवीय सहयोग में सक्रिय भूमिका निभा रहा है।
यह दौरा भारत की उस क्षमता को रेखांकित करता है जिसके तहत वह आर्थिक प्रभाव बढ़ाने, आपूर्ति मार्गों की सुरक्षा सुनिश्चित करने और क्षेत्र में एक वैकल्पिक विकास मॉडल प्रस्तुत करने में सक्षम है।
सागर और महासागर विज़न के अनुरूप मिशन
यह ऐतिहासिक यात्रा भारत के SAGAR (Security and Growth for All in the Region) और विस्तारित MAHASAGAR विज़न के अनुरूप है, जिनका उद्देश्य क्षेत्रीय सहयोग, साझा समुद्री सुरक्षा और सतत विकास को बढ़ावा देना है।
भारत इस पहल के माध्यम से स्वयं को नेट सिक्योरिटी प्रोवाइडर के रूप में स्थापित करता है और हिंद महासागर क्षेत्र तथा खाड़ी देशों में स्थिरता का संदेश देता है।
ईरानी नौसेना और समुद्री एजेंसियों के साथ पेशेवर संवाद
चाबहार प्रवास के दौरान आईसीजीएस ‘सार्थक’ ईरानी नौसेना और अन्य समुद्री एजेंसियों के साथ कर्टसी कॉल्स, पेशेवर संवाद और तकनीकी विचार-विमर्श करेगा। इन बैठकों का उद्देश्य संस्थागत संबंधों को मजबूत करना और समुद्री सुरक्षा, सेफ्टी व कानून प्रवर्तन में सहयोग बढ़ाना है।
सर्च एंड रेस्क्यू, कानून प्रवर्तन और प्रदूषण नियंत्रण पर संयुक्त अभ्यास
इस पोर्ट कॉल का प्रमुख आकर्षण संयुक्त प्रशिक्षण अभ्यास होंगे, जिनमें तीन मुख्य क्षेत्रों पर विशेष ध्यान दिया जाएगा—
समुद्री खोज एवं बचाव (SAR),
समुद्री कानून प्रवर्तन (MLE),
और समुद्री प्रदूषण प्रतिक्रिया (MPR)।
चाबहार हार्बर में तेल रिसाव और खतरनाक रासायनिक पदार्थों (HNS) के रिसाव की स्थिति से निपटने हेतु एक विशेष मरीन पॉल्यूशन रिस्पॉन्स डेमोंस्ट्रेशन भी आयोजित किया जाएगा।
ऑपरेशनल तालमेल बढ़ाने के लिए उच्चस्तरीय ड्रिल्स
इसके अतिरिक्त MRCC से MRCC समन्वय ड्रिल, टेबल-टॉप एक्सरसाइज और विज़िट, बोर्ड, सर्च एंड सीज़र (VBSS) जैसे संयुक्त अभ्यास भी होंगे, जिससे दोनों देशों की समुद्री एजेंसियों के बीच ऑपरेशनल तालमेल और आपात स्थितियों से निपटने की क्षमता और मजबूत होगी।
पर्यावरण संरक्षण और युवा सहभागिता
इस यात्रा के दौरान पेशेवर गतिविधियों के साथ-साथ खेल प्रतियोगिताएँ और बीच वॉकाथॉन भी आयोजित की जाएंगी। इनमें जहाज पर सवार राष्ट्रीय कैडेट कोर (NCC) के कैडेट्स भी भाग लेंगे।
ये कार्यक्रम भारत की ‘पुनीत सागर अभियान’ पहल से जुड़े हैं, जिसका उद्देश्य समुद्री पर्यावरण संरक्षण, तटीय स्वच्छता और जन-जागरूकता को बढ़ावा देना है।
कुवैत के बाद चाबहार, खाड़ी में बढ़ता भारतीय प्रभाव
चाबहार यात्रा से पहले आईसीजीएस ‘सार्थक’ कुवैत भी गया था, जहाँ उसने कुवैत कोस्ट गार्ड के साथ सफल पेशेवर संवाद किया। ये यात्राएँ खाड़ी क्षेत्र में भारतीय तटरक्षक बल की बढ़ती उपस्थिति और रचनात्मक भूमिका को दर्शाती हैं।
क्षेत्रीय शांति, स्थिरता और सतत विकास के लिए भारत की प्रतिबद्धता
आईसीजीएस ‘सार्थक’ की चाबहार यात्रा यह स्पष्ट करती है कि भारत नियम-आधारित समुद्री व्यवस्था, क्षेत्रीय शांति और सहयोग के लिए पूरी तरह प्रतिबद्ध है। यह पहल न केवल समुद्री सुरक्षा को मजबूत करती है, बल्कि हिंद महासागर और खाड़ी क्षेत्र में भारत को एक विश्वसनीय, जिम्मेदार और दीर्घकालिक साझेदार के रूप में स्थापित करती है।
