Officials believe that demographic trends influence multiple aspects of governance, including public administration, infrastructure planning, resource allocation, social harmony, economic development, electoral management, and national security. Consequently, the committee has been entrusted with the responsibility of conducting one of the most extensive demographic studies undertaken in recent years.

During the meeting, members of the High-Level Committee briefed Union Home Minister Amit Shah regarding the strategy they have developed for executing their nationwide assignment. The committee informed the Home Minister that its work would extend well beyond academic analysis or office-based consultations.
Instead, the committee intends to undertake extensive visits to different States and Union Territories to gather first-hand information directly from State Governments, district administrations, local authorities, subject experts, and relevant stakeholders. Such field visits are expected to provide the committee with a realistic understanding of demographic developments on the ground, enabling it to distinguish between routine demographic transitions and those arising from exceptional circumstances such as illegal immigration or other abnormal factors.

Nationwide Field Visits to Become the Backbone of the Committee’s Investigation
One of the most important decisions shared with the Union Home Minister was the committee’s plan to undertake extensive field visits throughout India. Members informed Amit Shah that every major region witnessing demographic variations would be studied through direct interaction with local authorities.

To make interactions with States and Union Territories more structured and productive, the committee informed Amit Shah that it has already prepared a comprehensive questionnaire that will be circulated well before its visits.
The objective of this questionnaire is to ensure that State Governments and Union Territory administrations are able to compile relevant information in advance, enabling more meaningful discussions during the committee’s field visits.
Officials believe that receiving preliminary data beforehand will significantly improve the efficiency of consultations, reduce procedural delays, and allow committee members to focus on region-specific issues during meetings with state authorities.
The questionnaire is expected to cover multiple dimensions relating to demographic trends, migration patterns, administrative experiences, institutional challenges, available statistical data, and policy concerns that may assist the committee in preparing evidence-based recommendations.
Amit Shah Appreciates the Committee’s Strategic Roadmap
Union Home Minister Amit Shah appreciated the systematic strategy formulated by the High-Level Committee and expressed confidence in its structured approach toward conducting the nationwide study.
Recognising the scale and importance of the assignment, the Home Minister directed the Union Home Secretary to provide every possible administrative, logistical, and institutional assistance required by the committee.
The Home Minister specifically instructed that necessary support should be extended not only during the committee’s daily functioning in New Delhi but also throughout its visits across various States and Union Territories. This direction is expected to facilitate smoother coordination between the committee, the Ministry of Home Affairs, and different administrative agencies involved in the exercise.
Home Minister Calls for Early Submission of Recommendations
During the interaction, Amit Shah also advised the committee to complete its work and submit its recommendations at the earliest possible opportunity.
The suggestion reflects the government’s intention to ensure that the findings of the committee are translated into actionable policy decisions without unnecessary delay. Who Constitutes the High-Level Committee?
The Government of India has constituted the committee with a combination of judicial, administrative, policing, statistical, and economic expertise.
The committee is chaired by Justice Prakash Prabhakar Navlekar (Retired), bringing judicial experience to the process of examining complex demographic and governance issues.
Apart from the Census Commissioner, the committee includes three distinguished members representing different fields of public administration and policy expertise.
Former IAS officer Shri Durga Shankar Mishra contributes decades of administrative experience in governance and urban management.
Former IPS officer Shri Balaji Srivastava brings extensive expertise in policing, internal security, intelligence coordination, and law enforcement.
Economist Dr. Shamika Ravi, a member of the Prime Minister’s Economic Advisory Council (PMEAC), contributes policy analysis and economic perspectives that will help examine demographic changes from a developmental viewpoint.
The multidisciplinary composition reflects the government’s intention to study demographic transformation through legal, administrative, economic, statistical, and security lenses simultaneously.
Scientific Assessment Rather Than Assumptions
According to the Government of India’s mandate, the committee has been tasked with conducting a scientific assessment of demographic changes occurring in different parts of the country.
Its responsibilities include identifying demographic changes arising due to illegal immigration and other abnormal reasons, analysing the underlying causes, evaluating long-term implications, and recommending suitable policy responses.
The committee is expected to rely upon data analysis, field verification, administrative consultations, expert opinions, institutional feedback, and evidence-based methodologies before formulating its recommendations.

नई दिल्ली, 01 जुलाई 2026। भारत में बदलते जनसांख्यिकीय परिदृश्य, अवैध प्रवास, सीमावर्ती क्षेत्रों में आबादी के स्वरूप में आ रहे परिवर्तनों तथा इनका राष्ट्रीय सुरक्षा, सामाजिक संतुलन और प्रशासनिक व्यवस्था पर पड़ने वाले प्रभावों का व्यापक अध्ययन करने के उद्देश्य से गठित हाई लेवल कमिटी ऑन डेमोग्राफिक चेंजेस ने केंद्रीय गृह एवं सहकारिता मंत्री अमित शाह से उनके नई दिल्ली स्थित आवास पर शिष्टाचार भेंट की। यह बैठक केवल औपचारिक मुलाकात भर नहीं थी, बल्कि देश के भविष्य की जनसंख्या संरचना, राष्ट्रीय सुरक्षा और नीति निर्माण से जुड़े एक महत्वपूर्ण राष्ट्रीय मिशन की औपचारिक शुरुआत भी मानी जा रही है। बैठक के दौरान समिति ने अपने कार्यों की रूपरेखा, अध्ययन की रणनीति, राज्यों और केंद्र शासित प्रदेशों के दौरों की योजना तथा केंद्र सरकार के विभिन्न मंत्रालयों के साथ समन्वय की विस्तृत जानकारी गृह मंत्री के समक्ष प्रस्तुत की। गृह मंत्री ने समिति की कार्ययोजना की सराहना करते हुए उसे हर संभव सहयोग का भरोसा दिलाया तथा शीघ्र अपनी सिफारिशें प्रस्तुत करने का सुझाव दिया।
प्रधानमंत्री नरेंद्र मोदी के ‘हाई-पावर्ड डेमोग्राफी मिशन’ को जमीन पर उतारने की दिशा में अहम कदम
इस समिति का गठन प्रधानमंत्री नरेंद्र मोदी द्वारा 15 अगस्त 2025 को स्वतंत्रता दिवस के अवसर पर घोषित “हाई-पावर्ड डेमोग्राफी मिशन” के तहत किया गया है। प्रधानमंत्री ने अपने संबोधन में स्पष्ट संकेत दिया था कि भारत में जनसंख्या के स्वरूप में हो रहे असामान्य बदलावों, विशेष रूप से अवैध प्रवास और अन्य कारणों से उत्पन्न हो रहे जनसांख्यिकीय परिवर्तनों का गंभीर अध्ययन आवश्यक है। इसी घोषणा के बाद केंद्र सरकार ने एक उच्च स्तरीय समिति गठित करने का निर्णय लिया, जिसका उद्देश्य केवल आंकड़ों का विश्लेषण करना नहीं बल्कि पूरे देश में जाकर वास्तविक स्थिति का वैज्ञानिक मूल्यांकन करना है। सरकार का मानना है कि बदलती जनसंख्या संरचना केवल सामाजिक विषय नहीं बल्कि राष्ट्रीय सुरक्षा, आर्थिक विकास, संसाधनों के प्रबंधन, प्रशासनिक व्यवस्था और भविष्य की नीतियों से भी सीधा संबंध रखती है।
देशभर में राज्यों और केंद्र शासित प्रदेशों का दौरा करेगी हाई लेवल कमिटी
गृह मंत्री अमित शाह के साथ हुई बैठक में हाई लेवल कमिटी ने बताया कि वह अपने अध्ययन को केवल सरकारी रिपोर्टों तक सीमित नहीं रखेगी, बल्कि देश के विभिन्न राज्यों और केंद्र शासित प्रदेशों का व्यापक दौरा करेगी। समिति का उद्देश्य ज़मीनी स्तर पर जाकर वास्तविक परिस्थितियों का प्रत्यक्ष अध्ययन करना है ताकि स्थानीय प्रशासन, राज्य सरकारों, जिला अधिकारियों और अन्य संबंधित पक्षों से सीधे संवाद स्थापित किया जा सके। समिति का मानना है कि किसी भी जनसांख्यिकीय बदलाव को सही ढंग से समझने के लिए स्थानीय परिस्थितियों, सामाजिक संरचना, सीमा क्षेत्रों की स्थिति, प्रवासन के स्वरूप तथा प्रशासनिक अनुभवों को प्रत्यक्ष रूप से जानना अत्यंत आवश्यक है। यही कारण है कि समिति ने अपने कार्य का सबसे महत्वपूर्ण हिस्सा देशव्यापी क्षेत्रीय दौरे को बनाया है।
केंद्र सरकार के विभिन्न मंत्रालयों से भी करेगी व्यापक विचार-विमर्श
हाई लेवल कमिटी ने गृह मंत्री को यह भी बताया कि वह केवल राज्यों तक सीमित नहीं रहेगी बल्कि केंद्र सरकार के विभिन्न मंत्रालयों के साथ भी विस्तृत चर्चा करेगी। जनसांख्यिकीय बदलावों का प्रभाव केवल एक विभाग तक सीमित नहीं होता बल्कि इसका असर गृह, शिक्षा, स्वास्थ्य, श्रम, ग्रामीण विकास, शहरी विकास, सामाजिक न्याय, आर्थिक योजना, सीमा प्रबंधन, राष्ट्रीय सुरक्षा और प्रशासनिक व्यवस्था सहित अनेक क्षेत्रों पर पड़ता है। इसलिए समिति सभी संबंधित मंत्रालयों से सुझाव, आंकड़े, अनुभव और फीडबैक प्राप्त करेगी ताकि अंतिम रिपोर्ट बहुआयामी दृष्टिकोण पर आधारित हो। इस प्रक्रिया से समिति को विभिन्न सरकारी विभागों की चुनौतियों, उपलब्ध आंकड़ों और नीतिगत आवश्यकताओं को समझने में सहायता मिलेगी।
राज्यों से पहले ही मांगी जाएगी विस्तृत जानकारी, तैयार की गई विशेष प्रश्नावली
समिति ने अपनी कार्ययोजना का एक महत्वपूर्ण हिस्सा साझा करते हुए बताया कि राज्यों और केंद्र शासित प्रदेशों के दौरों को अधिक प्रभावी, व्यवस्थित और परिणाममुखी बनाने के लिए एक विस्तृत प्रश्नावली तैयार की गई है। इस प्रश्नावली के माध्यम से संबंधित राज्यों और केंद्र शासित प्रदेशों से आवश्यक सूचनाएं पहले ही प्राप्त कर ली जाएंगी, ताकि समिति जब वहां पहुंचे तो चर्चा सीधे महत्वपूर्ण विषयों पर केंद्रित हो सके। इससे समय की बचत होगी, तथ्यात्मक जानकारी पहले से उपलब्ध रहेगी और राज्य सरकारों के साथ होने वाली बैठकें अधिक सार्थक बन सकेंगी। समिति का मानना है कि यह प्रक्रिया अध्ययन को अधिक वैज्ञानिक, पारदर्शी और तथ्य आधारित बनाएगी।
गृह मंत्री अमित शाह ने समिति की रणनीति की सराहना की, हर संभव सहयोग का दिया भरोसा
बैठक के दौरान केंद्रीय गृह मंत्री अमित शाह ने हाई लेवल कमिटी द्वारा तैयार की गई विस्तृत रणनीति की सराहना की। उन्होंने कहा कि इतने महत्वपूर्ण राष्ट्रीय विषय पर कार्य कर रही समिति को किसी भी प्रकार की प्रशासनिक या संस्थागत कठिनाई नहीं आनी चाहिए। इसी उद्देश्य से उन्होंने गृह सचिव को निर्देश दिए कि समिति को उसके दैनिक कार्यों, बैठकों, दस्तावेजों की उपलब्धता, विभिन्न मंत्रालयों के साथ समन्वय तथा राज्यों के दौरों के दौरान हर संभव सहायता उपलब्ध कराई जाए। गृह मंत्री के निर्देश इस बात का संकेत हैं कि केंद्र सरकार इस समिति के कार्य को अत्यंत गंभीरता से ले रही है और चाहती है कि इसका अध्ययन व्यापक, निष्पक्ष तथा समयबद्ध तरीके से पूरा हो।
जल्द से जल्द रिपोर्ट और सिफारिशें प्रस्तुत करने का सुझाव
गृह मंत्री अमित शाह ने समिति से यह भी आग्रह किया कि वह अपने अध्ययन को निर्धारित समय के भीतर पूरा करते हुए यथाशीघ्र अपनी रिपोर्ट और सिफारिशें सरकार को सौंपे। उन्होंने कहा कि समिति द्वारा प्रस्तुत निष्कर्ष और सुझाव भविष्य की नीतियों के निर्माण में महत्वपूर्ण भूमिका निभा सकते हैं। सरकार चाहती है कि यदि किसी क्षेत्र में नीतिगत, विधायी या प्रशासनिक सुधारों की आवश्यकता है तो उन्हें समय रहते लागू किया जा सके। इसलिए समिति से अपेक्षा की गई है कि वह तथ्यों, आंकड़ों और व्यापक अध्ययन के आधार पर शीघ्र अपनी अनुशंसाएं प्रस्तुत करे।
कौन हैं हाई लेवल कमिटी के सदस्य, न्यायपालिका, प्रशासन, पुलिस और अर्थव्यवस्था के विशेषज्ञ शामिल
सरकार ने इस समिति का गठन विभिन्न क्षेत्रों के विशेषज्ञों को शामिल करते हुए किया है ताकि अध्ययन बहुआयामी दृष्टिकोण से किया जा सके। समिति के अध्यक्ष न्यायमूर्ति प्रकाश प्रभाकर नावलेकर (सेवानिवृत्त) हैं, जिनका न्यायिक अनुभव समिति को विधिक दृष्टिकोण प्रदान करेगा। समिति में जनगणना आयुक्त के अलावा पूर्व आईएएस अधिकारी दुर्गा शंकर मिश्रा, पूर्व आईपीएस अधिकारी बालाजी श्रीवास्तव तथा प्रधानमंत्री आर्थिक सलाहकार परिषद (PMEAC) की सदस्य डॉ. शामिका रवि भी शामिल हैं। इन सभी सदस्यों का अनुभव प्रशासन, कानून व्यवस्था, जनगणना, अर्थव्यवस्था और सार्वजनिक नीति जैसे क्षेत्रों में रहा है, जिससे समिति को विषय का व्यापक और संतुलित अध्ययन करने में सहायता मिलेगी।
अवैध प्रवास और अन्य असामान्य कारणों से हो रहे जनसांख्यिकीय बदलावों का होगा वैज्ञानिक अध्ययन
सरकार द्वारा समिति को स्पष्ट रूप से यह जिम्मेदारी दी गई है कि वह देश के विभिन्न हिस्सों में अवैध प्रवास तथा अन्य असामान्य कारणों से हो रहे जनसांख्यिकीय परिवर्तनों का वैज्ञानिक मूल्यांकन करे। समिति केवल यह नहीं देखेगी कि किन क्षेत्रों में जनसंख्या का स्वरूप बदल रहा है, बल्कि यह भी विश्लेषण करेगी कि इन परिवर्तनों के पीछे कौन-कौन से कारण जिम्मेदार हैं, उनका सामाजिक, प्रशासनिक और आर्थिक प्रभाव क्या है तथा भविष्य में इनसे निपटने के लिए किन उपायों की आवश्यकता होगी। अध्ययन के दौरान उपलब्ध आंकड़ों, स्थानीय प्रशासन से प्राप्त जानकारी, विशेषज्ञों की राय तथा क्षेत्रीय सर्वेक्षणों को आधार बनाया जाएगा ताकि निष्कर्ष पूरी तरह प्रमाण आधारित हों।
नीतिगत, विधायी और प्रशासनिक सुधारों का तैयार होगा व्यापक रोडमैप
हाई लेवल कमिटी की सबसे महत्वपूर्ण जिम्मेदारियों में से एक केंद्र सरकार को ऐसे सुझाव देना है जिनके आधार पर भविष्य में आवश्यक नीतिगत, विधायी और प्रशासनिक सुधार किए जा सकें। समिति का उद्देश्य केवल समस्याओं की पहचान करना नहीं बल्कि उनके व्यावहारिक समाधान भी सुझाना है। इसमें सीमा प्रबंधन, जनसंख्या से संबंधित प्रशासनिक तंत्र, डेटा संग्रह प्रणाली, विभिन्न एजेंसियों के बीच समन्वय, कानूनों में आवश्यक संशोधन तथा शासन व्यवस्था को अधिक प्रभावी बनाने से जुड़े सुझाव शामिल हो सकते हैं। सरकार का मानना है कि समिति की सिफारिशें भविष्य में जनसांख्यिकीय प्रबंधन से जुड़ी राष्ट्रीय नीति का आधार बन सकती हैं।
राष्ट्रीय सुरक्षा, सामाजिक संतुलन और सुशासन के लिए महत्वपूर्ण साबित हो सकता है यह अध्ययन
