Lt Gen Devendra Sharma Addresses NHCC-38 at Indian Naval War College, Emphasises Transformational Military Leadership for the 21st Century
Lieutenant General Devendra Sharma, General Officer Commanding-in-Chief of the Army Training Command (ARTRAC), delivered a wide-ranging and thought-provoking address to participants of the 38th Naval Higher Command Course (NHCC-38) at the Indian Naval War College (INWC), underscoring the evolving nature of warfare and the urgent need for adaptive, future-ready military leadership. His address, titled “Military Leadership in the 21st Century,” reflected India’s growing emphasis on intellectual capital, joint thinking and institutional transformation across the armed forces.
Contemporary Conflict and the Changing Character of Warfare
In his address, Lt Gen Devendra Sharma highlighted that modern conflicts are no longer confined to traditional battlefields or conventional military doctrines. He stressed that contemporary warfare is increasingly characterised by rapid technological shifts, information dominance, grey-zone operations and multi-domain challenges that span land, sea, air, cyber and space. Against this backdrop, he underlined that future military leaders must possess the ability to think ahead of unfolding situations, anticipate adversary actions and respond with speed and precision in highly fluid operational environments.
Leadership Beyond Rank: Adaptability, Resilience and Strategic Foresight
The Army Commander emphasised that leadership in the 21st century extends far beyond command by rank or authority. He pointed out that today’s leaders must demonstrate adaptability in the face of uncertainty, resilience under sustained pressure and strategic foresight to navigate complex and ambiguous scenarios. Lt Gen Sharma noted that the ability to absorb setbacks, learn continuously and inspire confidence among subordinates is central to effective military leadership, especially in prolonged or hybrid conflict situations.
Harnessing Technology as a Force Multiplier
Addressing the role of technology in modern warfare, Lt Gen Sharma underscored that contemporary military leaders must not only understand emerging technologies but also effectively harness them as force multipliers. He referred to advancements in artificial intelligence, autonomous systems, cyber capabilities and network-centric warfare, stressing that leadership today requires technological literacy alongside traditional warfighting skills. According to him, commanders who can integrate technology seamlessly into planning and operations will enjoy decisive advantages in future conflicts.

Lt Gen Devendra Sharma highlighted the critical role of Professional Military Education (PME) in preparing officers for higher responsibilities. He emphasised that institutions like the Indian Naval War College play a pivotal role in shaping strategic thinkers capable of operating in joint and combined environments. By fostering intellectual curiosity, analytical thinking and cross-service understanding, PME ensures that senior officers are equipped not just to fight wars, but to prevent them through deterrence, diplomacy and informed decision-making.

During his interaction with the course participants, the GOC-in-C lauded the Indian Naval War College for its state-of-the-art infrastructure and strong maritime focus. He acknowledged the institution’s continuous efforts to modernise training methodologies, incorporate contemporary security challenges and promote joint learning. Lt Gen Sharma noted that the INWC has emerged as a premier centre of excellence for higher military education, contributing significantly to India’s maritime and national security thought leadership.
Jointness and Cross-Domain Understanding in Leadership Development
Lt Gen Sharma also emphasised the growing importance of jointness and cross-domain understanding in leadership development. Addressing a course comprising senior officers from the Navy and other services, he underlined that future military leaders must be comfortable operating in integrated command structures. He highlighted that synergy between the Army, Navy and Air Force is essential for addressing complex security challenges, particularly in the Indo-Pacific region where maritime and continental interests increasingly intersect.
Preparing Leaders for Strategic and National-Level Responsibilities
The Army Commander observed that senior military leaders today are required to operate at the strategic and national policy levels, engaging with political leadership, diplomatic establishments and international partners. He stressed that forums like the Naval Higher Command Course play a vital role in broadening officers’ perspectives beyond service-specific considerations, enabling them to contribute meaningfully to national security strategy and defence diplomacy.

भारतीय सेना के प्रशिक्षण कमान (ARTRAC) के जनरल ऑफिसर कमांडिंग-इन-चीफ लेफ्टिनेंट जनरल देवेंद्र शर्मा ने भारतीय नौसेना युद्ध महाविद्यालय (Indian Naval War College – INWC) में आयोजित 38वें नेवल हायर कमांड कोर्स (NHCC-38) के प्रतिभागियों को संबोधित करते हुए 21वीं सदी में सैन्य नेतृत्व की बदलती भूमिका पर गहन और दूरदर्शी विचार प्रस्तुत किए। “21वीं सदी में सैन्य नेतृत्व” विषय पर आधारित यह संबोधन भारतीय सशस्त्र बलों में बौद्धिक तैयारी, संयुक्त सोच और संस्थागत परिवर्तन की बढ़ती आवश्यकता को स्पष्ट रूप से दर्शाता है।

आधुनिक युद्ध में तकनीक की भूमिका पर प्रकाश डालते हुए GOC-in-C ने कहा कि भविष्य के सैन्य नेताओं के लिए तकनीकी समझ अनिवार्य है। कृत्रिम बुद्धिमत्ता, स्वायत्त प्रणालियाँ, साइबर क्षमताएँ और नेटवर्क-केंद्रित युद्ध प्रणाली जैसे क्षेत्र अब युद्ध के परिणाम तय करने लगे हैं। उन्होंने कहा कि जो नेता तकनीक को केवल साधन नहीं बल्कि एक रणनीतिक शक्ति के रूप में अपनाते हैं, वही भविष्य के संघर्षों में निर्णायक बढ़त हासिल कर पाएंगे।
प्रोफेशनल मिलिट्री एजुकेशन: रणनीतिक तैयारी की रीढ़
लेफ्टिनेंट जनरल देवेंद्र शर्मा ने प्रोफेशनल मिलिट्री एजुकेशन (PME) को भविष्य के सैन्य नेतृत्व की आधारशिला बताया। उन्होंने कहा कि भारतीय नौसेना युद्ध महाविद्यालय जैसे संस्थान वरिष्ठ अधिकारियों को रणनीतिक सोच, विश्लेषण क्षमता और संयुक्त संचालन की समझ विकसित करने में महत्वपूर्ण भूमिका निभाते हैं। ऐसे पाठ्यक्रम न केवल युद्ध लड़ने की तैयारी कराते हैं, बल्कि युद्ध को रोकने, संकट प्रबंधन और राष्ट्रीय सुरक्षा नीति निर्माण में भी अधिकारियों को सक्षम बनाते हैं।
भारतीय नौसेना युद्ध महाविद्यालय की अधोसंरचना और समुद्री फोकस की सराहना
अपने संबोधन के दौरान लेफ्टिनेंट जनरल शर्मा ने भारतीय नौसेना युद्ध महाविद्यालय की अत्याधुनिक अधोसंरचना, अकादमिक वातावरण और मजबूत समुद्री फोकस की खुलकर सराहना की। उन्होंने कहा कि INWC द्वारा अपनाई जा रही आधुनिक प्रशिक्षण पद्धतियाँ और बदलते सुरक्षा परिदृश्य के अनुरूप पाठ्यक्रम इसे उच्च सैन्य शिक्षा का एक प्रमुख केंद्र बनाते हैं। उन्होंने इसे भारत की समुद्री और राष्ट्रीय सुरक्षा सोच को आकार देने वाला एक अहम संस्थान बताया।
संयुक्तता और बहु-डोमेन समझ की बढ़ती आवश्यकता
लेफ्टिनेंट जनरल शर्मा ने अपने संबोधन में तीनों सेनाओं के बीच संयुक्तता की आवश्यकता पर भी विशेष जोर दिया। उन्होंने कहा कि भविष्य के सैन्य नेता को एकीकृत कमांड संरचनाओं में काम करने में दक्ष होना चाहिए। विशेष रूप से हिंद-प्रशांत क्षेत्र जैसे जटिल रणनीतिक वातावरण में, जहाँ समुद्री और स्थलीय हित आपस में जुड़े हुए हैं, वहां सेना, नौसेना और वायुसेना के बीच तालमेल निर्णायक भूमिका निभाएगा।
रणनीतिक और राष्ट्रीय स्तर की जिम्मेदारियों के लिए नेतृत्व निर्माण
उन्होंने यह भी कहा कि आज के वरिष्ठ सैन्य अधिकारी केवल युद्धक्षेत्र तक सीमित नहीं रहते, बल्कि उन्हें राष्ट्रीय सुरक्षा, नीति निर्माण, कूटनीति और अंतरराष्ट्रीय सहयोग जैसे क्षेत्रों में भी भूमिका निभानी पड़ती है। नेवल हायर कमांड कोर्स जैसे मंच अधिकारियों के दृष्टिकोण को व्यापक बनाते हैं और उन्हें राष्ट्रीय हितों के अनुरूप निर्णय लेने के लिए तैयार करते हैं।
भविष्य के लिए तैयार सशस्त्र बलों की दिशा में साझा दृष्टि
