In a major development for India’s joint military command structure, Lieutenant General Dinesh Singh Rana today assumed charge as the 18th Commander-in-Chief of the Andaman and Nicobar Command (CINCAN). The assumption of command took place on June 01, 2025, at Sri Vijaya Puram, the headquarters of India’s only tri-services integrated command, marking a significant milestone in India’s journey toward integrated theatre warfare.
This appointment is especially historic, as Lt Gen Rana becomes the first Director General of the Defence Intelligence Agency (DIA) to be elevated to a Commander-in-Chief position, underlining the increasing relevance of defence intelligence and jointmanship in India’s evolving military leadership framework.
The Andaman & Nicobar Command: India’s Strategic Trident
Located in the Indian Ocean Region (IOR)—a global maritime hotspot—the Andaman and Nicobar Command (ANC) is tasked with securing India’s maritime frontiers, protecting Sea Lines of Communication (SLOCs), and countering emerging maritime security threats. As India’s first and only integrated theatre command, ANC brings together personnel from the Indian Army, Navy, Air Force, and Coast Guard, making it a linchpin of India’s maritime and Indo-Pacific strategy.
The appointment of an officer with a deep operational and strategic intelligence background like Lt Gen Rana to this critical post signals a doctrinal shift—bringing intelligence-led operations to the forefront in the geopolitically turbulent waters of the Indo-Pacific.
A Glorious Military Journey: From Garhwal Rifles to CINCAN
Lt Gen Rana was commissioned into the 10th Battalion of The Garhwal Rifles on December 19, 1987, and later had the distinct honour of commanding the same battalion. His military journey spans over 37 years and includes a broad spectrum of operational, instructional, and staff roles, making him one of the most experienced officers in the Indian Army.
He is a graduate of the prestigious National Defence Academy (NDA), Khadakwasla, and an alumnus of the Defence Services Staff College, Wellington, National Defence College, New Delhi, Centre for National Defence Studies, Madrid, and the National Defense University, USA. Known for his academic brilliance, Lt Gen Rana topped several military courses and also earned a Ph.D. in China’s defence modernisation, lending a strategic edge to his command credentials.
Operational Grit Across Terrains and Frontlines
Lt Gen Rana’s vast command experience includes leading an Infantry Brigade and Division in India’s Eastern Sector—a region vital for both counter-insurgency and border defence operations. He later commanded the Gajraj Corps, one of the key strike corps along the Line of Actual Control (LAC), dealing with China.
In addition, he has served in Lebanon as part of the United Nations Interim Force, and with the Indian Military Training Team (IMTRAT) in Bhutan, roles that have deepened his international military exposure.
Instructor, Mentor & Strategist
Apart from his command experience, Lt Gen Rana has played a vital role in shaping future military leaders. He has served as an instructor at some of the Indian Army’s premier institutions, including the Indian Military Academy (IMA), Dehradun, College of Defence Management, Secunderabad, and the Higher Command Wing, Army War College, Mhow.
His staff tenures are equally notable—he has served as Brigade Major of an Independent Armoured Brigade, Deputy Director General Staff Duties, Brigadier Military Intelligence (East), Provost Marshal, and Director General Staff Duties at the Integrated HQ of MoD (Army).
From Intelligence Chief to Theatre Commander
Lt Gen Rana’s immediate past role as Director General of the Defence Intelligence Agency placed him at the heart of India’s strategic and tactical intelligence gathering architecture. His elevation from this role to CINCAN underscores the military’s increasing recognition of intelligence-led operations, joint command dynamics, and seamless inter-service synergy.
It is also a timely move considering the multi-domain challenges emerging from China’s expansionist activities, maritime piracy, and the growing presence of extra-regional powers in the Indian Ocean.
A Decorated Officer with Combat Laurels
Lt Gen Rana’s service has been recognised with some of the highest military honours, including the Param Vishisht Seva Medal (PVSM), Ati Vishisht Seva Medal (AVSM), Yudh Seva Medal (YSM), Sena Medal (SM), and the Chief of Army Staff’s Commendation Card.
His gallantry was first recognised as a young officer in Kashmir, where he earned the Sena Medal and COAS Commendation for combat bravery—a testimony to his mettle in battle zones.
Future of ANC Under Lt Gen Rana
As India looks to expand its influence and security umbrella across the Indian Ocean Region, ANC’s role has never been more critical. Under Lt Gen Rana’s leadership, the command is expected to bolster inter-service coordination, enhance domain awareness through intelligence integration, and spearhead strategic deterrence initiatives in maritime zones.
The new CINCAN takes charge at a time when India’s theatre commands are being structurally re-envisioned, making his experience as both a field commander and intelligence chief particularly valuable.

गढ़वाल राइफल्स से लेकर थिएटर कमांड तक
लेफ्टिनेंट जनरल राणा को 19 दिसंबर 1987 को गढ़वाल राइफल्स की 10वीं बटालियन में कमीशन मिला था, और आगे चलकर उन्होंने उसी बटालियन की कमान भी संभाली। एनडीए, खड़कवासला से स्नातक और वेलिंगटन स्थित डिफेंस सर्विसेज स्टाफ कॉलेज से स्नातकोत्तर, वह नेशनल डिफेंस कॉलेज, नई दिल्ली, मेड्रिड स्थित सेंटर फॉर नेशनल डिफेंस स्टडीज, और अमेरिका के नेशनल डिफेंस यूनिवर्सिटी से भी अध्ययन कर चुके हैं। उनके पास चीन के रक्षा आधुनिकीकरण पर पीएचडी भी है।
युद्धक्षेत्र, खुफिया और प्रशिक्षण—हर स्तर पर उत्कृष्टता
पूर्वी सेक्टर में इन्फैंट्री ब्रिगेड व डिवीजन और बाद में गजराज कोर की कमान संभालने वाले लेफ्टिनेंट जनरल राणा को एलएसी पर चीन से लगे मोर्चों पर संचालन का गहरा अनुभव है। वह संयुक्त राष्ट्र के लेबनान मिशन और IMTRAT भूटान का हिस्सा भी रह चुके हैं।
उन्होंने आईएमए देहरादून, सीडीएम सिकंदराबाद और आर्मी वॉर कॉलेज, महू में प्रशिक्षक की भूमिका भी निभाई है।
खुफिया प्रमुख से कमांडर-इन-चीफ तक
रक्षा खुफिया एजेंसी (DIA) के महानिदेशक के रूप में उन्होंने भारत की खुफिया प्रणाली को एक नई दिशा दी। अब CINCAN के रूप में उनकी नियुक्ति एक नई संयुक्त सैन्य नेतृत्व प्रणाली की ओर संकेत करती है, जो खुफिया सूचनाओं को रणनीतिक निर्णयों में पहले से कहीं अधिक अहम मान रही है।
वीरता और सेवा के लिए अनेक पुरस्कार
लेफ्टिनेंट जनरल राणा को परम विशिष्ट सेवा पदक (PVSM), अति विशिष्ट सेवा पदक (AVSM), युद्ध सेवा पदक (YSM), सेना मेडल (SM) और थलसेनाध्यक्ष प्रशस्ति पत्र जैसे कई सम्मान मिल चुके हैं। कश्मीर में तैनाती के दौरान उन्होंने गैलेंट्री के लिए सेना मेडल और COAS प्रशंसा पत्र अर्जित किया था।
ANC का भविष्य अब खुफिया विशेषज्ञ के हाथों
एक ऐसे समय में जब भारत समुद्री क्षेत्र में रणनीतिक उपस्थिति को मजबूत करने के लिए प्रयासरत है, Lt Gen Rana का अनुभव ANC को एक नई दिशा देगा—जहां खुफिया, ऑपरेशनल प्लानिंग और त्रि-सेवा समन्वय को प्राथमिकता दी जाएगी।
