NCB Secures Conviction of Six Drug Traffickers in Major Rajasthan Poppy Straw Case; Bikaner’s Kalu Ram Among Convicts, Special Court Awards 15 Years Rigorous Imprisonment

Sunil, a resident of Budhi Baswani in Khivsar, Nagaur, along with Oma Ram and Bhutta Ram Bawari from Lalap village in Khivsar, Nagaur, were also found guilty. Importantly, Kalu Ram Jat, a resident of Bajjoo in Bikaner district, Rajasthan, was among the six convicted traffickers.
The involvement of accused from both Nagaur and Bikaner highlights the widespread nature of drug trafficking networks and their reach across various districts of Rajasthan. Investigators believe that such organized syndicates often exploit inter-district connectivity to transport narcotics to different regions. The conviction of individuals belonging to Bikaner and Nagaur also underscores the need for sustained vigilance and intelligence-driven operations to dismantle these networks.
Intelligence-Based Operation Led to Massive Seizure Near Bharatpur
The case originated in October 2021 when the Narcotics Control Bureau received specific intelligence inputs regarding the transportation of a large quantity of narcotic substances through Rajasthan. Acting swiftly on these inputs, NCB officers laid a trap near Amoli Toll Plaza in Bharatpur district and intercepted a truck accompanied by a Swift car.
During the operation, officers recovered an astonishing 619.8 kilograms of Poppy Straw from the vehicles. The seizure was considered a major breakthrough in the fight against narcotics smuggling, as such a huge quantity had the potential to fuel illegal drug networks across multiple regions. The successful operation led to the arrest of all six accused, who were subsequently charge-sheeted under the stringent provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

Following the seizure, the Narcotics Control Bureau carried out an extensive investigation, collecting scientific evidence, documenting the chain of custody, and recording witness statements. Officials stated that the truck and Swift car used in transporting the contraband were confiscated and subsequently disposed of through auction by MSTC after completion of due legal procedures. The disposal of seized assets forms an important aspect of the anti-drug campaign, ensuring that properties used in criminal activities do not return to illegal networks.

देश में नशे के खिलाफ चल रही लड़ाई को एक बड़ी सफलता उस समय मिली जब नारकोटिक्स कंट्रोल ब्यूरो (NCB) ने वर्ष 2021 के चर्चित पोस्ता तस्करी मामले में छह आरोपियों को दोषी सिद्ध करवाने में सफलता प्राप्त की। राजस्थान के भरतपुर जिले के वीर स्थित विशेष एनडीपीएस न्यायालय ने सभी छह आरोपियों को 15-15 वर्ष के कठोर कारावास तथा दो-दो लाख रुपये के जुर्माने की सजा सुनाई है। यह मामला राजस्थान में हाल के वर्षों में सामने आए सबसे बड़े पोस्ता जब्ती मामलों में से एक माना जाता है। इस फैसले ने यह स्पष्ट कर दिया है कि नशे के कारोबार में शामिल संगठित गिरोहों के खिलाफ कानून का शिकंजा लगातार मजबूत होता जा रहा है।
बीकानेर और नागौर से जुड़े थे दोषी, बज्जू के कालूराम जाट को भी हुई सजा
इस मामले में दोषी ठहराए गए छह आरोपियों में बीकानेर जिले के बज्जू क्षेत्र के निवासी कालूराम जाट का नाम भी शामिल है। इसके अलावा नागौर जिले के खींवसर क्षेत्र के कुडची गांव निवासी संग्राम राम बावरी और धीमाराम बिश्नोई, बूढ़ी बसवानी निवासी सुनील तथा लालाप गांव निवासी ओमाराम और भुट्टाराम बावरी को भी अदालत ने दोषी मानते हुए सजा सुनाई है। बीकानेर और नागौर के आरोपियों की संलिप्तता से यह स्पष्ट होता है कि मादक पदार्थों की तस्करी का नेटवर्क राजस्थान के विभिन्न जिलों तक फैला हुआ था और यह गिरोह अंतर-जिला स्तर पर सक्रिय था।
खुफिया सूचना के आधार पर भरतपुर में हुई थी बड़ी कार्रवाई
यह मामला अक्टूबर 2021 का है, जब नारकोटिक्स कंट्रोल ब्यूरो को सूचना मिली थी कि भारी मात्रा में पोस्ता डोडा राजस्थान के रास्ते ले जाया जा रहा है। सूचना के आधार पर एनसीबी अधिकारियों ने भरतपुर जिले के अमोली टोल प्लाजा के पास निगरानी बढ़ाई और एक ट्रक तथा उसके साथ चल रही स्विफ्ट कार को रोककर तलाशी ली। तलाशी के दौरान अधिकारियों ने 619.8 किलोग्राम पोस्ता बरामद किया। इतनी बड़ी मात्रा में बरामदगी को एनसीबी की बड़ी उपलब्धि माना गया था। इसी कार्रवाई के दौरान छह आरोपियों को गिरफ्तार किया गया था और उनके खिलाफ एनडीपीएस एक्ट के तहत मामला दर्ज किया गया।
मजबूत जांच और साक्ष्यों के आधार पर हुई दोषसिद्धि
गिरफ्तारी के बाद एनसीबी ने पूरे मामले की गहन जांच की। वैज्ञानिक साक्ष्य, दस्तावेजी प्रमाण, गवाहों के बयान और बरामदगी से संबंधित सभी कानूनी प्रक्रियाओं को मजबूत तरीके से अदालत के सामने प्रस्तुत किया गया। लगभग पांच वर्षों तक चली कानूनी प्रक्रिया के बाद विशेष एनडीपीएस अदालत ने सभी छह आरोपियों को दोषी करार दिया। अदालत ने 15 वर्ष के कठोर कारावास के साथ प्रत्येक आरोपी पर दो लाख रुपये का जुर्माना भी लगाया, जिससे यह संदेश गया है कि मादक पदार्थों के कारोबार में शामिल लोगों के लिए कानून बेहद सख्त है।
जब्त ट्रक और कार को भी किया गया नीलाम
एनसीबी अधिकारियों के अनुसार, पोस्ता तस्करी में इस्तेमाल किए गए ट्रक और स्विफ्ट कार को कानूनी प्रक्रिया पूरी होने के बाद एमएसटीसी के माध्यम से नीलाम कर दिया गया। यह कार्रवाई इस बात का प्रतीक है कि एजेंसियां केवल आरोपियों के खिलाफ कार्रवाई तक सीमित नहीं रहतीं, बल्कि अपराध में प्रयुक्त संसाधनों को भी जब्त कर अपराध के आर्थिक ढांचे को कमजोर करने का प्रयास करती हैं।
राजस्थान और बीकानेर में नशे के खिलाफ अभियान को मिलेगा बल
राजस्थान की भौगोलिक स्थिति और कई राज्यों से जुड़ाव के कारण यह राज्य लंबे समय से मादक पदार्थों की तस्करी के लिए संवेदनशील माना जाता रहा है। बीकानेर, नागौर, भरतपुर सहित कई जिलों में समय-समय पर बड़ी कार्रवाई सामने आती रही हैं। ऐसे में यह फैसला न केवल राजस्थान बल्कि बीकानेर के लिए भी महत्वपूर्ण माना जा रहा है। विशेषज्ञों का मानना है कि इस तरह की दोषसिद्धि से तस्करों के नेटवर्क पर प्रभाव पड़ेगा और कानून प्रवर्तन एजेंसियों का मनोबल भी बढ़ेगा।

नारकोटिक्स कंट्रोल ब्यूरो ने आम नागरिकों से अपील की है कि वे नशे के कारोबार के खिलाफ अभियान में भागीदार बनें और किसी भी संदिग्ध गतिविधि की सूचना MANAS हेल्पलाइन 1933 पर दें। एजेंसी ने भरोसा दिलाया है कि सूचना देने वाले व्यक्ति की पहचान पूरी तरह गोपनीय रखी जाएगी। अधिकारियों का कहना है कि समाज को नशे के खतरे से बचाने के लिए जनता और एजेंसियों का सहयोग बेहद आवश्यक है।
