बीकानेर के करणी औद्योगिक क्षेत्र में खाद्य सुरक्षा एवं औषधि नियंत्रण विभाग ने कैफिनेटेड एनर्जी ड्रिंक्स के खिलाफ बड़ी कार्रवाई करते हुए कैंपा एनर्जी ड्रिंक की 36 हजार से अधिक कैन सीज कर दी हैं। विभाग द्वारा लगातार तीसरे दिन चलाए गए विशेष अभियान के तहत यह कार्रवाई की गई। अधिकारियों के अनुसार, अभियान का उद्देश्य केवल नियमों का पालन सुनिश्चित कराना नहीं बल्कि आम उपभोक्ताओं, विशेषकर बच्चों, गर्भवती महिलाओं और कैफीन के प्रति संवेदनशील लोगों के स्वास्थ्य की सुरक्षा सुनिश्चित करना भी है। विभाग ने स्पष्ट किया है कि यदि खाद्य सुरक्षा मानकों और लेबलिंग नियमों का पालन नहीं किया गया तो भविष्य में भी इसी प्रकार की सख्त कार्रवाई जारी रहेगी।
लगातार तीसरे दिन भी जारी रहा विशेष अभियान
खाद्य सुरक्षा एवं औषधि नियंत्रण विभाग द्वारा बीकानेर जिले में कैफिनेटेड एनर्जी ड्रिंक्स की बिक्री और वितरण पर विशेष निगरानी रखी जा रही है। लगातार तीसरे दिन चले इस अभियान के दौरान अधिकारियों ने करणी औद्योगिक क्षेत्र में विभिन्न गोदामों और वितरण केंद्रों का निरीक्षण किया। जांच के दौरान बड़ी मात्रा में कैंपा एनर्जी ड्रिंक का स्टॉक मिला, जिसकी पैकेजिंग, लेबलिंग और चेतावनी संबंधी प्रावधानों की गहन जांच की गई। प्रारंभिक जांच में कई अनियमितताएं सामने आने पर पूरे स्टॉक को नियमानुसार सीज कर दिया गया।
36 हजार से अधिक कैन सीज, विभाग की सबसे बड़ी कार्रवाइयों में शामिल
अभियान के दौरान 36 हजार से अधिक कैन सीज किए जाने को हाल के समय में जिले की सबसे बड़ी खाद्य सुरक्षा कार्रवाइयों में से एक माना जा रहा है। इतनी बड़ी मात्रा में एनर्जी ड्रिंक का स्टॉक सीज होने से यह स्पष्ट होता है कि विभाग इस बार नियमों के पालन को लेकर किसी भी प्रकार की लापरवाही स्वीकार करने के मूड में नहीं है। अधिकारियों का कहना है कि सीज किए गए स्टॉक की आगे विस्तृत जांच की जाएगी और जांच रिपोर्ट के आधार पर नियमानुसार कार्रवाई की जाएगी।
चेतावनी लेबल को लेकर विभाग की सख्ती
खाद्य सुरक्षा अधिकारी श्रवण कुमार वर्मा और भानु प्रताप सिंह गहलोत ने बताया कि कैफिनेटेड एनर्जी ड्रिंक्स के संबंध में स्पष्ट दिशा-निर्देश जारी किए गए हैं। इन नियमों के अनुसार प्रत्येक उत्पाद पर स्पष्ट रूप से यह चेतावनी लिखना अनिवार्य है कि यह उत्पाद बच्चों, गर्भवती महिलाओं और कैफीन के प्रति संवेदनशील व्यक्तियों के लिए उपयुक्त नहीं है। साथ ही चेतावनी इस प्रकार लिखी जानी चाहिए कि उपभोक्ता आसानी से उसे पढ़ और समझ सके। कई मामलों में चेतावनी अत्यंत छोटे अक्षरों में लिखी हुई पाई गई, जिससे उपभोक्ताओं को पर्याप्त जानकारी नहीं मिल पाती।
दुकानों और बिक्री केंद्रों पर भी आवश्यक सूचना का अभाव
निरीक्षण के दौरान अधिकारियों ने यह भी पाया कि जिन दुकानों और प्रतिष्ठानों पर ऐसे एनर्जी ड्रिंक्स की बिक्री की जा रही थी, वहां उपभोक्ताओं को जागरूक करने के लिए आवश्यक सूचना या चेतावनी बोर्ड प्रदर्शित नहीं किए गए थे। विभाग का मानना है कि केवल उत्पाद पर चेतावनी लिखना ही पर्याप्त नहीं है बल्कि बिक्री स्थल पर भी उपभोक्ताओं को संभावित स्वास्थ्य जोखिमों के बारे में जानकारी उपलब्ध कराना आवश्यक है ताकि लोग सोच-समझकर ऐसे उत्पादों का सेवन करें।
स्वास्थ्य पर पड़ सकते हैं गंभीर प्रभाव
विशेषज्ञों के अनुसार कैफीन की अधिक मात्रा वाले एनर्जी ड्रिंक्स का अत्यधिक सेवन स्वास्थ्य के लिए नुकसानदायक हो सकता है। विभाग ने बताया कि अधिक मात्रा में सेवन करने पर हार्ट पलपिटेशन यानी दिल की धड़कन तेज होना, बेचैनी, घबराहट, अनिद्रा, रक्तचाप बढ़ना, चक्कर आना और अन्य स्वास्थ्य संबंधी समस्याएं उत्पन्न हो सकती हैं। खासतौर पर बच्चों, किशोरों और गर्भवती महिलाओं में इसका प्रभाव अधिक गंभीर हो सकता है। इसी कारण खाद्य सुरक्षा नियमों में ऐसे उत्पादों पर स्पष्ट चेतावनी देना अनिवार्य किया गया है।
उपभोक्ता जागरूकता बढ़ाना भी अभियान का मुख्य उद्देश्य
अधिकारियों ने कहा कि यह अभियान केवल कार्रवाई तक सीमित नहीं है बल्कि आम जनता को जागरूक करना भी इसका महत्वपूर्ण उद्देश्य है। यदि उपभोक्ताओं को किसी उत्पाद के संभावित जोखिमों की जानकारी होगी तो वे अधिक जिम्मेदारी के साथ उसका उपयोग करेंगे। विभाग आने वाले समय में विभिन्न बाजारों, सुपरमार्केट और वितरण केंद्रों पर भी निरीक्षण जारी रखेगा।
सीज किए गए स्टॉक की होगी विस्तृत जांच
कार्रवाई के दौरान जब्त किए गए स्टॉक को नियमानुसार सीज कर दिया गया है। अब इसकी विस्तृत जांच की जाएगी। यदि जांच में खाद्य सुरक्षा एवं मानक अधिनियम या अन्य संबंधित नियमों का उल्लंघन पाया जाता है तो संबंधित फर्म के खिलाफ कानूनी कार्रवाई की जाएगी। विभाग ने स्पष्ट किया कि नियमों की अनदेखी करने वालों के खिलाफ किसी भी प्रकार की नरमी नहीं बरती जाएगी।
जिलेभर में जारी रहेगा निरीक्षण अभियान
खाद्य सुरक्षा विभाग ने संकेत दिए हैं कि आने वाले दिनों में बीकानेर शहर सहित जिले के अन्य क्षेत्रों में भी एनर्जी ड्रिंक्स, शीतल पेय और अन्य खाद्य उत्पादों की व्यापक जांच की जाएगी। विभाग का लक्ष्य खाद्य सुरक्षा मानकों का पूर्ण पालन सुनिश्चित करना तथा उपभोक्ताओं को सुरक्षित और गुणवत्तापूर्ण खाद्य उत्पाद उपलब्ध कराना है।
खाद्य सुरक्षा नियमों के पालन पर विशेष जोर
अधिकारियों ने सभी निर्माताओं, वितरकों और विक्रेताओं से अपील की है कि वे खाद्य सुरक्षा एवं मानक प्राधिकरण द्वारा निर्धारित सभी नियमों का पूरी तरह पालन करें। विशेष रूप से लेबलिंग, चेतावनी संदेश, गुणवत्ता मानक और उपभोक्ता सूचना से जुड़े प्रावधानों का पालन करना आवश्यक है। ऐसा नहीं करने पर संबंधित उत्पादों को जब्त करने के साथ-साथ कानूनी कार्रवाई भी की जा सकती है।
आगे भी जारी रहेगी सख्त कार्रवाई
विभाग ने स्पष्ट किया कि यह अभियान एक बार की कार्रवाई नहीं बल्कि नियमित निरीक्षण अभियान का हिस्सा है। भविष्य में भी यदि किसी उत्पाद में नियमों का उल्लंघन पाया जाता है तो उसके खिलाफ तत्काल कार्रवाई की जाएगी। अधिकारियों का कहना है कि उपभोक्ताओं के स्वास्थ्य से किसी भी प्रकार का समझौता स्वीकार नहीं किया जाएगा और खाद्य सुरक्षा कानूनों का सख्ती से पालन सुनिश्चित किया जाएगा।
