Lieutenant General स्तर पर भी बदलाव की संभावना

DG ISPR का पद पाकिस्तान सेना के public communication architecture में बेहद महत्वपूर्ण है। सुरक्षा संकट, भारत-पाकिस्तान तनाव, आतंकवाद, सीमा घटनाओं और सैन्य अभियानों के दौरान DG ISPR ही सेना का प्रमुख public-facing spokesperson होता है। इसलिए इस पद पर किसी भी बदलाव को defence और foreign-policy circles में करीब से देखा जाएगा। हालांकि किसी नए अधिकारी की नियुक्ति अपने आप में सैन्य नीति में बदलाव का प्रमाण नहीं होती। इसे व्यापक senior personnel rotation के संदर्भ में देखना आवश्यक होगा।
क्या पुष्टि हो चुकी है और क्या अभी रिपोर्ट के स्तर पर है
सार्वजनिक सैन्य-reference material में कई अधिकारियों के PMA courses, parent units और कुछ पिछली नियुक्तियों की जानकारी उपलब्ध है। लेकिन सितंबर 2026 में सामने आए सभी नए appointment orders की स्वतंत्र रूप से एक साथ आधिकारिक पुष्टि उपलब्ध नहीं है। विशेष रूप से ISI की DG Z, DG S और DG P जैसी letter-designated appointments तथा इनके कथित operational roles को लेकर अतिरिक्त सावधानी जरूरी है। इसी तरह भारत में कथित proxy operations से जुड़े दावों की स्वतंत्र पुष्टि उपलब्ध नहीं होने के कारण उन्हें स्थापित तथ्य के रूप में प्रस्तुत नहीं किया जाना चाहिए। Defence reporting में personnel appointment और उसके संभावित operational implications के बीच स्पष्ट अंतर रखना जरूरी है।
पाकिस्तान सेना में वरिष्ठ नेतृत्व का पूरा नक्शा बदलने की प्रक्रिया
जुलाई 2026 की promotion cycle ने पाकिस्तान सेना में एक बड़ा senior personnel pool तैयार किया है और अब उसकी नियुक्तियों का पहला चरण सामने आता दिखाई दे रहा है। आतिफ रफीक, जफर इकबाल, अहमद फरहान, हसन मेहदी, जिल-ए-हुसैन, वकास कुरैशी, आदिल इफ्तिखार वारियाच, साजिद महमूद, मुहम्मद शम्रियाज खान, जवाद रियाज और खुर्रम शब्बीर जैसे अधिकारियों के नाम अलग-अलग command और intelligence appointments से जोड़े जा रहे हैं। इन बदलावों में Coast Guards, Frontier Corps, Infantry Divisions, Military Intelligence और ISI से जुड़े पद शामिल हैं। कई अधिकारी 95 PMA Long Course से हैं, जबकि अन्य 90th, 92nd और 93rd PMA Long Courses से आते हैं।
अब सबसे बड़ा सवाल यह है कि बाकी बचे Major Generals को कहां नियुक्त किया जाता है, कौन से Lieutenant Generals नए command या staff appointments संभालते हैं और क्या इसके बाद नए Corps Commanders, DG ISI तथा DG ISPR की नियुक्तियां होती हैं। फिलहाल पूरी प्रक्रिया गतिशील है और अंतिम तस्वीर तभी स्पष्ट होगी जब आधिकारिक notifications जारी हो जाएंगी। लेकिन उपलब्ध रिपोर्टों और सार्वजनिक personnel records को साथ रखकर देखा जाए तो इतना स्पष्ट है कि पाकिस्तान सेना जुलाई 2026 की promotions के बाद एक व्यापक senior-officer rotation के दौर में प्रवेश कर चुकी है, जिसका प्रभाव conventional formations से लेकर Frontier Corps, intelligence और senior staff structure तक दिखाई दे सकता है।
