In a significant development that could have wide-ranging implications across the Arabian Sea region, Pakistan has issued a Notice to Mariners (NOTMAR), marking two expansive maritime zones for live firing exercises by naval ships from 14 May 2025 (1900 UTC) to 17 May 2025 (1900 UTC).
The demarcated zones are located southwest of Ormara and Gwadar, key strategic port cities along Pakistan’s coastline. The northern firing zone lies approximately 165 kilometers offshore, while the southern and more distant one extends nearly 255 kilometers into the Arabian Sea, highlighting the reach and scale of the naval activity planned by the Pakistan Navy.
Strategic Overview and Analysis
This naval NOTMAR notification comes at a time of heightened strategic uncertainty in the region. The Arabian Sea is a highly sensitive maritime corridor, not only because of the India-Pakistan security dynamics but also due to international maritime traffic and the ongoing China-Pakistan military cooperation, especially around the Gwadar Port, a key node of the China-Pakistan Economic Corridor (CPEC).
The proximity of these zones to major shipping routes could potentially impact commercial navigation. Though NOTMAR zones are standard practice for naval exercises, the scale and timing — just weeks after Operation Sindoor and amidst ongoing India-Pakistan tensions — make this declaration geopolitically significant.
Possible Objectives Behind the Firing Exercise
There are several possibilities behind this live firing exercise:
- Show of Naval Capability: By declaring zones deep into the Arabian Sea, Pakistan may be aiming to demonstrate the extended operational reach of its naval platforms, including anti-ship missile systems or long-range gunnery.
- CPEC Corridor Security Posturing: The northern zone lies near the Gwadar-Ormara belt — a crucial stretch for CPEC maritime logistics. The Pakistan Navy has previously conducted drills here to “secure CPEC routes” amid threats from Baloch insurgent groups and suspected foreign sabotage attempts.
- Testing New Naval Assets: Defence sources suggest Pakistan could be testing newer Chinese-supplied systems or domestic upgrades of missile and radar platforms, potentially in coordination with visiting Chinese naval teams.
- Message to India and Allies: In light of India’s recent joint exercises with Quad nations and its increasing maritime assertiveness, this NOTMAR could serve as a tactical signaling exercise.
India’s Likely Monitoring and Response
India, with its robust surveillance capabilities — including long-range P-8I maritime reconnaissance aircraft, INS Chakra submarines, and coastal radar networks — is expected to closely monitor these developments.
Indian defence analysts believe such exercises are often used by Pakistan to test the waters, both literally and diplomatically. While India is unlikely to respond overtly, the Indian Navy may reinforce presence around the Arabian Sea and intensify ISR (intelligence, surveillance, reconnaissance) operations to ensure strategic situational awareness.
