राजस्थान सीआईडी इंटेलिजेंस लंबे समय से राज्य में सक्रिय संभावित जासूसी नेटवर्कों और पाकिस्तान समर्थित गतिविधियों पर नजर रखती रही है। अतिरिक्त महानिदेशक पुलिस (इंटेलिजेंस) प्रफुल्ल कुमार के अनुसार मुस्ताक अली की गतिविधियां कुछ समय पहले एजेंसियों के संज्ञान में आई थीं। उसकी सोशल मीडिया गतिविधियों, कुछ संदिग्ध संपर्कों और सीमा क्षेत्र में उसकी असामान्य गतिविधियों ने खुफिया अधिकारियों का ध्यान अपनी ओर आकर्षित किया।
सूत्रों के अनुसार शुरुआती स्तर पर किसी भी प्रकार की जल्दबाजी नहीं की गई। एजेंसियों ने कई महीनों तक तकनीकी निगरानी, इलेक्ट्रॉनिक सर्विलांस और फील्ड इंटेलिजेंस के जरिए उसके व्यवहार और संपर्कों का अध्ययन किया। धीरे-धीरे ऐसे संकेत मिलने लगे कि वह सीमा पार बैठे कुछ व्यक्तियों से नियमित संपर्क में है। जब डिजिटल गतिविधियों का विश्लेषण किया गया तो मामला और गंभीर दिखाई दिया। इसके बाद राजस्थान इंटेलिजेंस ने विस्तृत ऑपरेशन चलाते हुए उसके खिलाफ साक्ष्य एकत्रित करने शुरू किए।

भारतीय सुरक्षा एजेंसियां लगातार चेतावनी देती रही हैं कि पाकिस्तान की खुफिया एजेंसी आईएसआई अब पारंपरिक जासूसी तरीकों के साथ-साथ सोशल मीडिया प्लेटफॉर्म्स का भी व्यापक उपयोग कर रही है। फेसबुक, व्हाट्सएप, इंस्टाग्राम, टेलीग्राम और अन्य डिजिटल माध्यमों के जरिए भारतीय नागरिकों तक पहुंच बनाई जाती है। कई बार फर्जी पहचान, नकली प्रोफाइल और आकर्षक प्रस्तावों के माध्यम से संपर्क स्थापित किया जाता है।
जांच एजेंसियों का मानना है कि मुस्ताक अली का मामला भी इसी पैटर्न का हिस्सा हो सकता है। प्रारंभिक बातचीत धीरे-धीरे विश्वास में बदलती है और बाद में व्यक्ति को छोटी-छोटी जानकारियां जुटाने के लिए कहा जाता है। जब एक बार संपर्क मजबूत हो जाता है तो वही व्यक्ति विदेशी एजेंसी का सक्रिय स्रोत बन सकता है। यही कारण है कि सुरक्षा एजेंसियां लगातार लोगों को सोशल मीडिया पर अज्ञात व्यक्तियों से सावधान रहने की सलाह देती हैं।
बॉर्डर रोड पर दुकान खोलने का टास्क, व्यापार नहीं बल्कि निगरानी केंद्र था असली मकसद

सेना और बीएसएफ की गतिविधियों के वीडियो और फोटोग्राफ पाकिस्तान भेजने का आरोप
जांच में सामने आया कि आरोपी केवल मौखिक सूचनाएं ही नहीं भेज रहा था बल्कि सुरक्षा बलों की गतिविधियों से जुड़े वीडियो और फोटोग्राफ भी रिकॉर्ड कर रहा था। आधुनिक युद्ध और खुफिया अभियानों में दृश्य सामग्री का महत्व अत्यधिक बढ़ गया है। एक वीडियो में दिखाई देने वाला सैन्य वाहन, सैनिकों की संख्या, उपकरणों की प्रकृति या किसी इलाके में गतिविधियों का स्तर दुश्मन एजेंसी के लिए महत्वपूर्ण संकेत प्रदान कर सकता है।
विशेषज्ञों का कहना है कि यदि किसी क्षेत्र की तस्वीरें और वीडियो लगातार प्राप्त होते रहें तो उनके आधार पर सैन्य गतिविधियों का पैटर्न तैयार किया जा सकता है। इससे यह समझने में मदद मिलती है कि किस क्षेत्र में सैन्य गतिविधियां बढ़ रही हैं, किस सेक्टर में अतिरिक्त बल तैनात किए जा रहे हैं और किन मार्गों का सबसे अधिक उपयोग हो रहा है। यही कारण है कि सुरक्षा एजेंसियां इस प्रकार की गतिविधियों को बेहद गंभीरता से लेती हैं।
पैसों का लालच और राष्ट्रीय सुरक्षा के साथ कथित विश्वासघात
पूछताछ में सामने आया कि आरोपी कथित रूप से धनराशि के बदले सूचनाएं साझा कर रहा था। भारतीय सुरक्षा एजेंसियों के अनुसार आईएसआई और अन्य विदेशी खुफिया संगठन अक्सर आर्थिक लालच को भर्ती का सबसे प्रभावी माध्यम मानते हैं। सीमावर्ती इलाकों में रहने वाले कुछ लोगों को छोटी रकम देकर जानकारी जुटाने के लिए प्रेरित किया जाता है और बाद में उन्हें बड़े नेटवर्क का हिस्सा बना लिया जाता है।

जयपुर पूछताछ केंद्र में खुल रहे हैं बड़े राज
गिरफ्तारी के बाद मुस्ताक अली को जयपुर स्थित केंद्रीय पूछताछ केंद्र लाया गया, जहां विभिन्न खुफिया और सुरक्षा एजेंसियों ने संयुक्त रूप से उससे पूछताछ की। उसके मोबाइल फोन, चैट रिकॉर्ड, कॉल डिटेल, सोशल मीडिया प्रोफाइल और डिजिटल स्टोरेज की गहन फॉरेंसिक जांच की जा रही है।
सूत्रों के अनुसार जांच एजेंसियां यह पता लगाने का प्रयास कर रही हैं कि क्या वह अकेला काम कर रहा था या उसके साथ अन्य स्थानीय सहयोगी भी जुड़े हुए थे। यह भी जांच की जा रही है कि पिछले दो वर्षों में कितनी बार और किस प्रकार की जानकारी पाकिस्तान भेजी गई। इसके अलावा धन के लेनदेन के स्रोत और तरीकों की भी जांच चल रही है।
राजस्थान में जासूसी के पुराने मामलों की याद ताजा
