Pakistani Weapons Smuggler Convicted by U.S. Federal Jury for Transporting Iranian Arms to Houthis in Yemen
Smuggling network linked to IRGC and Houthi attacks on Red Sea shipping lanes exposed; sentencing in September 2025

In a landmark decision with far-reaching implications for Middle East security and counterterrorism, a U.S. federal jury has convicted Muhammad Pahlawan, a 49-year-old Pakistani national, for his central role in an Iranian weapons smuggling network that funneled advanced conventional arms to Houthi rebels in Yemen.
The conviction was announced jointly by senior U.S. Department of Justice officials, including Sue J. Bai, head of the National Security Division, U.S. Attorney Erik S. Siebert for the Eastern District of Virginia, and senior FBI officials. Pahlawan faces a potential sentence of up to 20 years for each of multiple federal offenses.
SEIZED ON THE HIGH SEAS: OPERATIONAL DETAILS
The case stems from a dramatic interdiction conducted by U.S. Central Command naval forces on the night of January 11, 2024. Acting on actionable intelligence, Navy SEALs and U.S. Coast Guard operatives launched a boarding operation from USS LEWIS B. PULLER on an unflagged dhow operating off the coast of Somalia in the Arabian Sea.
Upon boarding the vessel, U.S. forces discovered 14 crew members, including captain Muhammad Pahlawan. A thorough search uncovered Iranian-made advanced weaponry, including ballistic missile components, anti-ship cruise missile systems, and a warhead—the very types of weapons that have recently been deployed by Houthi rebels in Yemen to target both commercial and U.S. naval vessels in the Red Sea and Gulf of Aden.
TIES TO IRGC AND HOUTHI MILITANCY
Court documents revealed that between August 2023 and January 2024, Pahlawan operated in coordination with two Iranian nationals, brothers Shahab and Yunus Mir’kazei, both of whom are affiliated with the Islamic Revolutionary Guard Corps (IRGC)—a designated foreign terrorist organization by the U.S. government.
The Iranian operatives orchestrated a network that involved shipping weapons from Iran to Somali waters, where they were transferred via ship-to-ship operations—often under the cover of night—to avoid detection. Pahlawan’s role included coordinating the voyages, outfitting the dhow, receiving GPS coordinates, and conducting handovers with other smuggling vessels en route to Houthi-controlled territories in Yemen.
The arms shipments were reportedly linked to the post-October 7 escalation in Houthi military actions following the Hamas terror attack in Israel, suggesting deepening ties between Iran-backed militias across the region.
INTIMIDATION, LIES, AND CREW THREATS
During the boarding, Pahlawan reportedly lied to U.S. personnel, instructed his crew to provide false information, and—most gravely—threatened to kill crew members and their families if they cooperated with American forces or investigators. These acts added to his charges, including witness intimidation.
CONVICTIONS AND CHARGES
Pahlawan was found guilty on the following counts:
- Conspiring to provide material support to terrorists
- Providing material support to Iran’s WMD (Weapons of Mass Destruction) program
- Providing material support to the IRGC’s WMD program
- Transporting explosives knowing their intent to harm
- Threatening crew members and their families
U.S. RESPONSE AND NATIONAL SECURITY CONCERNS
Justice Department officials stressed that this conviction reinforces the United States’ zero-tolerance stance on Iranian arms proliferation and its continued commitment to maritime security in the Indo-Pacific and Middle East.
“The conviction of Muhammad Pahlawan is a powerful message to all bad actors aligned with hostile states like Iran—America will not tolerate illicit networks that spread instability and threaten global shipping,” said an FBI official.
SENTENCING AHEAD
Pahlawan’s sentencing is scheduled for September 22, 2025. While the statutory maximum sentence is 20 years for each charge, the final decision will rest with the federal district judge, who will weigh sentencing guidelines and other statutory factors.
The investigation received robust support from several U.S. agencies, including the FBI, Naval Criminal Investigative Service (NCIS), Department of Defense, State Department, Diplomatic Security Service, and Department of Homeland Security.
GLOBAL IMPLICATIONS
The case not only exposes the critical role Pakistan-linked operatives play in Iran’s proxy wars but also underscores the growing convergence of Houthi, Hamas, and IRGC-linked networks post-October 2023. This marks one of the most significant maritime interdictions since Operation Sentinel began guarding the Gulf shipping lanes in 2019.

IRGC से संबंध, रात के अंधेरे में तस्करी
अदालत में पेश साक्ष्यों के अनुसार, अगस्त 2023 से जनवरी 2024 तक पहलवान ने ईरानी नागरिकों शाहाब और यूनुस मीर’कज़ई के साथ मिलकर कई बार ईरान से सोमालिया और फिर यमन तक हथियारों की तस्करी की। दोनों ईरानी भाई IRGC (इस्लामिक रिवोल्यूशनरी गार्ड्स कॉर्प्स) से जुड़े बताए गए हैं।
रात के अंधेरे में जहाज-से-जहाज ट्रांसफर कर हथियार यमन के हूती विद्रोहियों तक पहुंचाए जाते थे।
झूठ, धमकी और दल को डराने की साजिश
जब अमेरिकी टीम ने उसे पकड़ा, तब पहलवान ने जानबूझकर झूठ बोला, अपने दल को भी झूठ बोलने का आदेश दिया और फिर उनकी जान को धमकी देकर गवाहों को डराने की कोशिश की।
जुर्म की सूची
पहलवान को निम्नलिखित गंभीर अपराधों में दोषी पाया गया है:
- आतंकियों को सामग्री सहायता देने की साजिश
- ईरान के WMD कार्यक्रम को समर्थन देना
- IRGC के WMD कार्यक्रम को समर्थन देना
- विस्फोटक सामग्री ले जाना और उसका दुरुपयोग करना
- अपने दल को जान से मारने की धमकी देना
22 सितंबर को सजा का ऐलान
पहलवान को 22 सितंबर 2025 को सजा सुनाई जाएगी, जिसमें प्रत्येक आरोप के लिए अधिकतम 20 वर्षों की सजा का प्रावधान है।
क्षेत्रीय व वैश्विक मायने
यह मामला मध्य-पूर्व में ईरान, हूती, हमास और अन्य प्रॉक्सी संगठनों के बीच खतरनाक गठजोड़ को उजागर करता है, जो अक्टूबर 2023 में हमास द्वारा इज़राइल पर हमले के बाद और अधिक सक्रिय हो गए हैं।
अमेरिका ने स्पष्ट किया है कि वह ईरानी तस्करी नेटवर्क को वैश्विक सुरक्षा के लिए खतरा मानता है, और इसे रोकने के लिए कठोर कार्रवाई करेगा।
