Major Breakthrough Against Inter-State Narcotics Network
In a significant blow to organised narcotics crime, the Narcotics Control Bureau (NCB) has dismantled a sophisticated inter-state drug trafficking network with the arrest of four accused, including the alleged kingpin, Mahindra Kumar Vishnoi. The operation led to the exposure of a fully functional clandestine drug manufacturing laboratory in Mysore, Karnataka, and the seizure of narcotics valued at approximately ₹10 crore in the local market. The case underscores the growing challenge posed by synthetic drug networks operating across state borders and highlights the NCB’s intensified focus on dismantling end-to-end supply chains rather than just street-level peddling.
Intelligence-Led Operation Spanning Multiple States
According to the NCB, the operation was triggered by specific intelligence inputs regarding an inter-state drug racket operating between southern and western India. Acting on this information, NCB officers, with active assistance from the Surat Police, mounted surveillance on suspected movements of drug consignments. On January 28, the team intercepted a Toyota Fortuner SUV bearing a Karnataka registration number at Palsana in Surat district of Gujarat. A thorough search of the vehicle resulted in the recovery of approximately 35 kilograms of mephedrone, a synthetic drug known for its high demand and lucrative margins in the illicit market.
Arrests and Seizures Point to Organised Distribution Network
Following the interception, the investigation quickly led NCB officers to the residence of Mahindra Kumar Vishnoi at Dastan Residency in Palsana. Vishnoi was identified as the mastermind of the network. A search of his premises yielded 1.8 kilograms of opium, a large cache of chemicals used in drug processing, and cash amounting to ₹25.6 lakh, believed to be proceeds of narcotics trafficking. In total, three individuals, including Vishnoi, were arrested at this stage for their role in transporting and preparing the drugs for further distribution, particularly towards markets in Rajasthan.
Clues from Custody Lead to Hidden Manufacturing Hub
As the investigation progressed, critical details emerged about the origins of the seized narcotics. NCB officials revealed that Vishnoi had a prior criminal history related to narcotics and had earlier been involved in the peddling of opium and smack. During his incarceration in connection with an NDPS case, he reportedly came into contact with other inmates who exposed him to the processes, market demand and profit potential of synthetic drugs. These interactions, investigators believe, played a key role in Vishnoi’s decision to transition from traditional narcotics to synthetic drug manufacturing after securing bail.
Clandestine Drug Lab Uncovered in Mysore
Based on leads developed during interrogation, the NCB traced the manufacturing source to Mysore in Karnataka. A search operation was carried out at a unit located in the Hebbal Industrial Area of Mysore, which led to the discovery of a fully operational clandestine drug manufacturing laboratory. The facility was equipped with sophisticated instruments and machinery specifically designed for the production of synthetic narcotics. Investigators noted that the lab had been carefully concealed and was being run under the guise of a legitimate chemical manufacturing unit, purportedly producing cleaning-related chemicals.
Lab Set Up Under Cover of Legal Operations
The agency further revealed that the industrial unit housing the clandestine lab had been taken on rent in 2024 by a co-accused who is a relative of Vishnoi. This individual, who has also been arrested, allegedly managed the day-to-day operations of the lab while maintaining the façade of a lawful business. The investigation suggests that since its establishment, the lab had already manufactured and distributed multiple consignments of synthetic drugs across different states, pointing to a well-planned and sustained criminal enterprise rather than a one-off operation.
Pattern of Repeat Offences and Criminal History
NCB officials confirmed that Mahindra Kumar Vishnoi is a habitual offender, with at least four prior cases registered against him—three in Rajasthan and one in Gujarat. His criminal trajectory, investigators say, reflects an evolution from conventional drug peddling to more complex and profitable synthetic drug manufacturing. The case highlights how repeat offenders exploit gaps in enforcement and use periods of incarceration to build networks and acquire technical knowledge, making subsequent operations more dangerous and harder to detect.
Massive Seizures and Forensic Examination Underway
So far, the NCB has seized drugs valued at around ₹10 crore in the local market, ₹25.6 lakh in cash, the Toyota Fortuner SUV used for transportation, and various chemicals weighing over 500 kilograms. The premises housing the clandestine lab in Mysore have been sealed and handed over for detailed forensic examination. Experts are expected to analyse the chemicals, equipment and manufacturing processes to determine the scale of production and potential environmental and public health risks.
Focus on Supply Chains and Wider Cartel Links
All four accused arrested in the case belong to Rajasthan’s Jalore district, strengthening suspicions of a region-based network operating across multiple states. The NCB has stated that further investigation is underway to identify other members of the drug cartel, financiers, transporters and distributors involved in the operation. Efforts are also being made to trace the supply chain of laboratory equipment and precursor chemicals used in the manufacturing process, which could lead to additional arrests and expose a wider nexus of suppliers and facilitators.
A Strong Message Against Synthetic Drug Networks
The busting of the Mysore clandestine lab marks a significant success for the Narcotics Control Bureau in its fight against the growing menace of synthetic drugs in India. By targeting not just the couriers but also the manufacturing infrastructure and masterminds behind such networks, the agency has sent a strong message to organised drug syndicates. As investigations continue, authorities hope the case will serve as a deterrent and contribute to dismantling similar covert operations across the country.

अंतर्राज्यीय नशा नेटवर्क पर एनसीबी की बड़ी कार्रवाई
नशीले पदार्थों के संगठित अपराध के खिलाफ एक बड़ी सफलता में नारकोटिक्स कंट्रोल ब्यूरो (NCB) ने एक अत्यंत संगठित अंतर्राज्यीय ड्रग तस्करी नेटवर्क का भंडाफोड़ किया है। इस कार्रवाई में चार आरोपियों को गिरफ्तार किया गया है, जिनमें कथित मास्टरमाइंड महेंद्र कुमार विश्नोई भी शामिल है। इस ऑपरेशन के दौरान कर्नाटक के मैसूर में स्थित एक पूर्णतः सक्रिय गुप्त ड्रग निर्माण लैब का भी पर्दाफाश हुआ है। अब तक स्थानीय बाजार में लगभग ₹10 करोड़ मूल्य की ड्रग्स जब्त की जा चुकी हैं, जिससे यह मामला हाल के वर्षों में सामने आए सबसे बड़े सिंथेटिक ड्रग मामलों में से एक बन गया है।
खुफिया सूचना के आधार पर शुरू हुआ बहु-राज्यीय ऑपरेशन
एनसीबी के अनुसार, उसे एक अंतर्राज्यीय ड्रग रैकेट के सक्रिय होने की पुख्ता खुफिया जानकारी मिली थी। इसी इनपुट के आधार पर एजेंसी ने एक विस्तृत निगरानी अभियान शुरू किया। 28 जनवरी को एनसीबी अधिकारियों ने सूरत पुलिस की सहायता से गुजरात के सूरत जिले के पालसाना क्षेत्र में कर्नाटक नंबर की एक टोयोटा फॉर्च्यूनर एसयूवी को रोका। वाहन की गहन तलाशी के दौरान करीब 35 किलोग्राम मेफेड्रोन बरामद किया गया, जो सिंथेटिक ड्रग्स की श्रेणी में आता है और युवाओं के बीच तेजी से फैलता जा रहा है।
वाहन से गिरफ्तारी के बाद मास्टरमाइंड तक पहुंची जांच
फॉर्च्यूनर से ड्रग्स की बरामदगी के बाद जांच की दिशा तुरंत इस नेटवर्क के संचालनकर्ताओं की ओर मुड़ गई। एनसीबी की टीम ने पालसाना स्थित दस्तान रेजिडेंसी में महेंद्र कुमार विश्नोई के आवास पर छापा मारा। तलाशी के दौरान 1.8 किलोग्राम अफीम, ड्रग निर्माण में उपयोग होने वाले विभिन्न रसायन और ₹25.6 लाख नकद बरामद किए गए। जांच में यह भी सामने आया कि यह खेप राजस्थान में आगे वितरण के लिए भेजी जा रही थी। इस चरण में विश्नोई सहित तीन आरोपियों को गिरफ्तार किया गया।
जेल से शुरू हुआ सिंथेटिक ड्रग्स का खतरनाक विचार
जांच के दौरान एनसीबी को यह जानकारी भी मिली कि विश्नोई पहले से ही नशीले पदार्थों के अवैध कारोबार में सक्रिय रहा है। वह अफीम और स्मैक की तस्करी के मामलों में पहले भी जेल जा चुका है। जेल में रहते हुए उसकी मुलाकात अन्य अपराधियों से हुई, जिनके संपर्क में आकर उसने सिंथेटिक ड्रग्स के निर्माण की प्रक्रिया, बाजार की मांग और आपूर्ति नेटवर्क की गहराई से जानकारी हासिल की। अधिकारियों के अनुसार, जेल से जमानत पर बाहर आने के बाद उसने इन्हीं जानकारियों को अमल में लाते हुए सिंथेटिक ड्रग्स का निर्माण शुरू करने की योजना बनाई।
मैसूर में पकड़ी गई अत्याधुनिक गुप्त ड्रग लैब
पूछताछ से मिले इनपुट के आधार पर एनसीबी की टीम कर्नाटक के मैसूर पहुंची, जहां हेब्बल इंडस्ट्रियल एरिया में एक संदिग्ध यूनिट की पहचान की गई। जब इस परिसर की तलाशी ली गई तो वहां एक पूरी तरह कार्यरत गुप्त ड्रग निर्माण लैब मिली। लैब में सिंथेटिक ड्रग्स के निर्माण के लिए अत्याधुनिक उपकरण और मशीनरी लगी हुई थी। यह स्पष्ट था कि यह कोई अस्थायी सेटअप नहीं बल्कि लंबे समय से चल रहा संगठित उत्पादन केंद्र था।
सफाई रसायनों की आड़ में चल रहा था नशे का कारखाना
एनसीबी ने बताया कि यह लैब सफाई से जुड़े रसायनों के निर्माण की आड़ में चलाई जा रही थी, ताकि किसी को शक न हो। वर्ष 2024 में इस औद्योगिक यूनिट को किराए पर लिया गया था, जिसे विश्नोई के एक रिश्तेदार और सह-आरोपी द्वारा संचालित किया जा रहा था। इस व्यक्ति को भी गिरफ्तार कर लिया गया है। जांच में संकेत मिले हैं कि इस लैब से पहले भी कई ड्रग्स की खेप तैयार कर विभिन्न राज्यों में भेजी जा चुकी थीं।
आदतन अपराधी निकला मास्टरमाइंड विश्नोई
एनसीबी अधिकारियों ने पुष्टि की है कि महेंद्र कुमार विश्नोई एक आदतन अपराधी है। उसके खिलाफ राजस्थान में तीन और गुजरात में एक मामला पहले से दर्ज है। उसका आपराधिक इतिहास यह दर्शाता है कि वह पारंपरिक नशे की तस्करी से आगे बढ़कर अधिक मुनाफे वाले और तकनीकी रूप से जटिल सिंथेटिक ड्रग्स के कारोबार में उतर चुका था। यह मामला इस बात का उदाहरण है कि किस तरह अपराधी जेल में रहते हुए भी अपने नेटवर्क और ज्ञान को विस्तार देते रहते हैं।
भारी मात्रा में बरामदगी और फॉरेंसिक जांच जारी
अब तक की कार्रवाई में एनसीबी ने लगभग ₹10 करोड़ मूल्य की ड्रग्स, ₹25.6 लाख नकद, ड्रग्स की तस्करी में इस्तेमाल की गई टोयोटा फॉर्च्यूनर एसयूवी और 500 किलोग्राम से अधिक वजन के विभिन्न रसायन जब्त किए हैं। मैसूर स्थित लैब को सील कर दिया गया है और वहां मौजूद उपकरणों व रसायनों की फॉरेंसिक जांच की जा रही है, ताकि यह पता लगाया जा सके कि कितनी मात्रा में ड्रग्स का उत्पादन किया जा चुका था और इससे पर्यावरण व जनस्वास्थ्य को कितना खतरा हो सकता था।
राजस्थान के जालौर से जुड़े सभी आरोपी, जांच का दायरा बढ़ा
गिरफ्तार किए गए सभी चारों आरोपी राजस्थान के जालौर जिले के रहने वाले बताए गए हैं। इससे यह आशंका और मजबूत हुई है कि यह नेटवर्क एक संगठित क्षेत्रीय गिरोह के रूप में काम कर रहा था, जिसकी जड़ें कई राज्यों में फैली हुई थीं। एनसीबी अब इस गिरोह से जुड़े अन्य सदस्यों, फाइनेंसरों, ट्रांसपोर्टरों और वितरकों की पहचान करने में जुटी है। साथ ही, ड्रग निर्माण में इस्तेमाल होने वाले उपकरणों और रसायनों की आपूर्ति श्रृंखला का भी पता लगाया जा रहा है।
सिंथेटिक ड्रग्स के खिलाफ सख्त संदेश
मैसूर में गुप्त ड्रग लैब के भंडाफोड़ के साथ एनसीबी ने यह स्पष्ट संदेश दिया है कि सिंथेटिक ड्रग्स के खिलाफ कार्रवाई अब केवल तस्करों तक सीमित नहीं रहेगी, बल्कि निर्माण, फंडिंग और सप्लाई चेन के हर स्तर पर प्रहार किया जाएगा। यह केस न केवल एक बड़ी जांच की शुरुआत है, बल्कि उन संगठित गिरोहों के लिए भी चेतावनी है जो देश के युवाओं और समाज को नशे की गिरफ्त में धकेलने की साजिश रच रहे हैं।
