Raksha Mantri Calls for Transformation of Cantonment Boards into Smart, Green & Sustainable Urban Ecosystems by 2035
“Strategic Roadmap to Viksit Bharat @2047” Sets New Direction for Defence Estates Management at MANTHAN 2025

Raksha Mantri Shri Rajnath Singh has called upon officers of the Indian Defence Estates Service (IDES) to chart a bold, futuristic course by transforming India’s 61 cantonment boards into smart, green, and sustainable urban ecosystems in sync with the government’s vision of Viksit Bharat. Addressing the inaugural session of MANTHAN 2025, a two-day national conference organized by the Directorate General of Defence Estates (DGDE) in New Delhi, the Raksha Mantri set an aspirational target for the realisation of this vision by 2035, well ahead of India’s centenary goals for 2047.
Dual Responsibility, Higher Expectations
In his keynote address, Shri Rajnath Singh lauded the IDES officers for effectively balancing their dual responsibility—managing over 18 lakh acres of defence land across the nation while ensuring the welfare of more than two million civilians residing in cantonments. He highlighted that cantonment boards must evolve from being traditional administrative institutions into modern, transparent, and accountable governance models capable of delivering world-class civic services.
“It is our collective responsibility to ensure that residents of cantonments enjoy the best civic amenities, efficient services, and a quick grievance redressal system,” the Raksha Mantri said. He underscored that digitisation, citizen participation, and ecological balance must form the pillars of this transformation.
Vision of Smart Cantonments
The Raksha Mantri’s address outlined a blueprint of what future cantonments should look like:
- Digital-first services through advanced platforms like e-Chhawani 2.0, integrated with AI-driven grievance redressal and multilingual interfaces.
- Smart power and renewable energy systems, including micro-grids, EV charging hubs, and waste-to-energy plants.
- Green, sustainable ecosystems equipped with AI-based surveillance, smart healthcare facilities, and community-centric welfare infrastructure.
- Inclusive policies focusing on the welfare of vulnerable groups—senior citizens, the poor, disabled persons, and special children.
“The aim is to create cantonments that can stand as models of modern urban governance, balancing development with environmental sustainability,” Shri Rajnath Singh affirmed.
Strengthening Governance and Financial Independence
A key dimension of the conference was the call for financially independent Cantonment Boards. The Raksha Mantri urged DGDE and IDES officers to prepare frameworks that reduce reliance on central funds and promote self-sustainability. Initiatives like E-Connect, launched to encourage small businesses, entrepreneurs, and start-ups within cantonments, were cited as steps in the right direction.
“Development and environment must walk hand in hand. Today, when greenery is on the decline, cantonments show us that it is possible to sustain growth without compromising ecological balance,” Shri Rajnath Singh observed, highlighting the boards’ unique role as guardians of both infrastructure and environment.
Call for Continuous Skill Upgradation
The Raksha Mantri emphasized the importance of continuous learning for IDES officers, given the rapid pace of technological innovation and governance reforms. “Work should never be seen as merely a job. It is a medium of nation-building. Each effort you make—whether in land governance, urban planning, or citizen service—is strengthening the nation,” he said, urging officers to upgrade their skills, adopt new technologies, and foster innovation in service delivery.
Presence of Senior Leadership
The inaugural session was attended by key dignitaries including Chief of the Air Staff Air Chief Marshal AP Singh, Defence Secretary Shri Rajesh Kumar Singh, DGDE Shri Shailendra Nath Gupta, and DGDE-designate Smt Shobha Gupta. Their presence underscored the strategic importance of land and estate management in shaping India’s defence and development trajectory.
The event also featured presentations on DGDE’s achievements over the past year, particularly in digital transformation of land governance, promoting ease of doing business in cantonments, and expanding eco-friendly initiatives.
A Strategic Roadmap to Viksit Bharat @2047
MANTHAN 2025 is structured around the central theme “Strategic Roadmap to Viksit Bharat @2047”, aligning DGDE’s role with India’s broader development goals. Over the two days, the conference is featuring a series of high-level sessions and thought leadership interactions with senior officials and experts, including Secretary, Department of Land Resources Shri Manoj Joshi; Attorney General for India Shri R Venkataramani; and Deputy Comptroller and Auditor General Shri Subir Malik.
Day-1 focused on vision-setting, recognition of achievements, and outlining the mission for 2035. Day-2 is expected to delve deeper into themes such as re-imagining defence land management, strengthening governance frameworks, leveraging digital technologies, and enhancing sustainability in defence estates.
Cantonments as Models of Future Urban India
The thrust of MANTHAN 2025 lies in recognising cantonments not just as military-adjacent settlements but as laboratories of urban transformation. Their scale, strategic location, and unique governance structure provide an opportunity to experiment with futuristic models of smart cities that integrate digital governance, renewable energy, green infrastructure, and inclusive welfare systems.
By urging IDES officers to target 2035 for achieving these transformations, the Raksha Mantri set an ambitious yet achievable milestone—one that can serve as a template for other Indian cities seeking to modernize under the Viksit Bharat vision.

As the sessions progress, the roadmap laid out at MANTHAN 2025 is expected to provide actionable strategies for strengthening defence land governance, empowering cantonment residents, and integrating sustainability into every level of planning.
For the IDES cadre, this is both a challenge and an opportunity: to transform cantonments into not only centres of military support but also beacons of modern, green, citizen-centric urban life.
With government backing, cross-institutional cooperation, and a strong vision, the cantonments of 2035 could become shining examples of how India’s march towards Viksit Bharat @2047 is being built—not just on economic growth, but on sustainability, inclusivity, and innovation.

रक्षा मंत्री राजनाथ सिंह का आह्वान: 2035 तक छावनी परिषदों को स्मार्ट, हरित और सतत शहरी इकोसिस्टम में बदलें, विकसित भारत की दृष्टि से जोड़े कदम

रक्षा मंत्री श्री राजनाथ सिंह ने भारतीय रक्षा सम्पदा सेवा (IDES) के अधिकारियों से आह्वान किया है कि वे देशभर की छावनी परिषदों को स्मार्ट, हरित और सतत शहरी इकोसिस्टम के रूप में विकसित करने का प्रयास करें। उन्होंने कहा कि यह पहल केंद्र सरकार के “विकसित भारत” विज़न के अनुरूप होनी चाहिए और वर्ष 2035 तक इस लक्ष्य को प्राप्त करने की दिशा में ठोस कदम उठाने होंगे। रक्षा मंत्री ने यह बात नई दिल्ली में आयोजित ‘मंथन 2025’ राष्ट्रीय सम्मेलन के उद्घाटन सत्र में मुख्य संबोधन के दौरान कही। यह दो दिवसीय सम्मेलन रक्षा सम्पदा महानिदेशालय (DGDE) द्वारा आयोजित किया गया है, जिसका केंद्रीय विषय है – “Strategic Roadmap to Viksit Bharat @2047”।
छावनियों को आधुनिक शहरों की तरह विकसित करने पर जोर
राजनाथ सिंह ने IDES अधिकारियों की सराहना करते हुए कहा कि वे एक ओर 18 लाख एकड़ रक्षा भूमि का प्रबंधन करते हैं तो दूसरी ओर 61 छावनियों में रह रहे नागरिकों के कल्याण की जिम्मेदारी भी निभाते हैं। उन्होंने कहा कि छावनी परिषदों को आधुनिक शहरों की तरह विकसित करना समय की मांग है, जिसके लिए प्रणालियों और प्रक्रियाओं को निरंतर अपग्रेड करना होगा।
उन्होंने कहा – “हमें डिजिटल सेवाओं को बढ़ाना होगा ताकि लोग घर बैठे पारदर्शी और समयबद्ध सेवाएं प्राप्त कर सकें। हमें नागरिक भागीदारी को प्रोत्साहित करना होगा ताकि निवासी भविष्य की योजना का हिस्सा बनें। छावनी परिषदों को आधुनिक, पारदर्शी और जवाबदेह संस्थान के रूप में बदलना होगा, जो समय की मांगों के अनुसार सेवाएं उपलब्ध करा सकें। हमारा दायित्व है कि छावनी क्षेत्रों में रहने वाले लोगों को सर्वोत्तम नागरिक सुविधाएं और त्वरित शिकायत निवारण तंत्र उपलब्ध हो।”
ई-छावनी 2.0 और स्मार्ट टेक्नोलॉजी पर फोकस
रक्षा मंत्री ने निवासियों के Ease of Living को बढ़ाने के लिए ई-छावनी 2.0 जैसे डिजिटल प्लेटफॉर्म को आगे बढ़ाने की आवश्यकता बताई, जिसमें AI-आधारित शिकायत निवारण, बहुभाषी सेवाएं और स्मार्ट हेल्थ शामिल हों। उन्होंने कहा कि आने वाले समय की छावनियों को स्मार्ट पावर सिस्टम, नवीकरणीय ऊर्जा ग्रिड, EV चार्जिंग हब, स्मार्ट वेस्ट-टू-एनर्जी प्लांट और AI आधारित निगरानी प्रणालियों से सुसज्जित करना होगा।
वित्तीय आत्मनिर्भरता और पर्यावरण संरक्षण की दिशा में कदम
राजनाथ सिंह ने IDES और छावनी परिषदों को वित्तीय रूप से आत्मनिर्भर बनने का आह्वान किया और कहा कि इस दिशा में रूपरेखा तैयार करने के लिए मंथन आवश्यक है। उन्होंने आश्वस्त किया कि केंद्र सरकार इस प्रयास में हर संभव सहयोग करेगी।
उन्होंने DGDE के प्रयासों की सराहना की, जिसमें E-Connect जैसे प्लेटफॉर्म लॉन्च करना शामिल है, जो छोटे व्यवसायों, उद्यमियों और स्टार्ट-अप्स को प्रोत्साहित करता है। उन्होंने कहा – “आज जब हरियाली घट रही है, छावनियां हमें यह संदेश देती हैं कि विकास और पर्यावरण एक साथ आगे बढ़ सकते हैं।”
कार्य को राष्ट्रनिर्माण का माध्यम बताया
लगातार बदलती तकनीक और नवाचार के दौर में रक्षा मंत्री ने अधिकारियों से कौशल विकास और ज्ञानवृद्धि पर ध्यान केंद्रित करने का आह्वान किया। उन्होंने कहा – “काम को केवल नौकरी मत समझिए। यह राष्ट्रनिर्माण का माध्यम है। अपनी प्रतिभा, ऊर्जा और समय का सर्वोत्तम उपयोग कीजिए। हर दिन खुद को बेहतर बनाइए और नई स्किल सीखिए। आपका हर प्रयास भारत को और मजबूत बना रहा है।”
सम्मेलन में वरिष्ठ अधिकारियों की मौजूदगी
कार्यक्रम में वायुसेना प्रमुख एयर चीफ मार्शल एपी सिंह, रक्षा सचिव श्री राजेश कुमार सिंह, DGDE श्री शैलेंद्र नाथ गुप्ता और DGDE-डिज़िग्नेट श्रीमती शोभा गुप्ता सहित कई वरिष्ठ अधिकारी उपस्थित रहे।
उद्घाटन सत्र में पिछले एक वर्ष में DGDE की उपलब्धियों और रक्षा भूमि शासन से संबंधित पहलों पर विशेष प्रस्तुतियां दी गईं। सम्मेलन के दूसरे दिन भूमि संसाधन विभाग के सचिव श्री मनोज जोशी, भारत के अटॉर्नी जनरल श्री आर. वेंकटरमणी, उप महालेखापरीक्षक श्री सुबीर मलिक सहित कई प्रतिष्ठित विशेषज्ञ और विचारक अपने विचार साझा करेंगे।
भविष्य की रूपरेखा: Viksit Bharat @2047
यह सम्मेलन रक्षा भूमि प्रबंधन की नई कल्पना, डिजिटल टूल्स और तकनीक का बेहतर उपयोग, तथा गवर्नेंस फ्रेमवर्क और स्थिरता को मजबूत करने पर केंद्रित है। सम्मेलन के दौरान वरिष्ठ सरकारी अधिकारियों और क्षेत्रीय विशेषज्ञों के व्याख्यान व सत्र हो रहे हैं, जो रक्षा क्षेत्र में भूमि प्रबंधन के भविष्य को दिशा देंगे।
