नई दिल्ली में आयोजित सीमा सुरक्षा बल अलंकरण समारोह और रुस्तमजी मेमोरियल लेक्चर कार्यक्रम इस बार केवल पदक वितरण तक सीमित नहीं रहा, बल्कि यह भारत की बदलती राष्ट्रीय सुरक्षा नीति, नई सीमा सुरक्षा रणनीति, तकनीक आधारित युद्ध प्रणाली और पाकिस्तान सीमा पर बढ़ते खतरों के बीच भारत के नए सुरक्षा विजन का बड़ा प्रदर्शन बनकर सामने आया। केंद्रीय गृह एवं सहकारिता मंत्री अमित शाह ने इस दौरान BSF राजस्थान फ्रंटियर के श्रीगंगानगर सेक्टर में तैनात डिप्टी कमांडेंट रविंद्र राठौड़ को अदम्य साहस, नेतृत्व क्षमता और ऑपरेशनल वीरता के लिए गैलेंट्री मेडल से सम्मानित किया।

कार्यक्रम में इंटेलिजेंस ब्यूरो के निदेशक, सीमा प्रबंधन सचिव और BSF महानिदेशक सहित कई वरिष्ठ अधिकारी मौजूद रहे। पूरे समारोह के दौरान यह स्पष्ट दिखाई दिया कि केंद्र सरकार आने वाले वर्षों में सीमा सुरक्षा को केवल पारंपरिक निगरानी तक सीमित नहीं रखना चाहती बल्कि उसे पूर्ण तकनीकी, रणनीतिक और इंटेलिजेंस आधारित आधुनिक सुरक्षा प्रणाली में बदलने की तैयारी कर चुकी है।
ऑपरेशन सिंदूर के दौरान रविंद्र राठौड़ की रणनीतिक क्षमता और साहस ने बदली पूरी ऑपरेशनल स्थिति
BSF सूत्रों के अनुसार पिछले वर्ष मई महीने में श्रीगंगानगर सेक्टर के पास अंतरराष्ट्रीय सीमा पर तैनाती के दौरान डिप्टी कमांडेंट रविंद्र राठौड़ और उनकी टीम ने असाधारण साहस और अद्वितीय ऑपरेशनल क्षमता का प्रदर्शन किया था। सूत्रों के मुताबिक ऑपरेशन सिंदूर के दौरान रविंद्र राठौड़ ने जिस प्रकार कठिन परिस्थितियों में नेतृत्व किया, उसने पूरे ऑपरेशन की दिशा बदलने में महत्वपूर्ण भूमिका निभाई।
बताया गया कि सीमा क्षेत्र में एक BSF जवान गंभीर खतरे में फंस गया था और हालात अत्यंत संवेदनशील तथा जोखिमपूर्ण हो चुके थे। ऐसे समय में रविंद्र राठौड़ ने अपनी टीम के साथ तत्काल मिशन तैयार किया और जान जोखिम में डालकर जवान को सुरक्षित निकालने की कार्रवाई शुरू की। इस मिशन में इंस्पेक्टर देवी लाल, हेड कांस्टेबल साहिब सिंह और कांस्टेबल कंवराज सिंह ने भी अद्भुत बहादुरी दिखाई। सीमावर्ती क्षेत्र में किसी भी प्रकार की चूक पूरे ऑपरेशन को प्रभावित कर सकती थी, लेकिन टीम ने अत्यधिक दबाव, जोखिम और चुनौतीपूर्ण हालात के बावजूद मिशन को सफलतापूर्वक अंजाम दिया।
सुरक्षा अधिकारियों का कहना है कि यह केवल एक रेस्क्यू ऑपरेशन नहीं था बल्कि यह उस नई पीढ़ी की BSF का उदाहरण था जो अब केवल सीमा पर चौकसी करने वाली फोर्स नहीं रही, बल्कि अत्याधुनिक रणनीतिक क्षमता, त्वरित प्रतिक्रिया और बहुआयामी खतरों से निपटने वाली अग्रिम सुरक्षा शक्ति बन चुकी है। 79वें स्वतंत्रता दिवस के अवसर पर मिला यह गैलेंट्री मेडल इस बात का प्रमाण माना जा रहा है कि भारत अब सीमा सुरक्षा में साहस के साथ-साथ ऑपरेशनल दक्षता और सामरिक नेतृत्व को भी सर्वोच्च महत्व दे रहा है।

अपने संबोधन में केंद्रीय गृह मंत्री अमित शाह ने भारत की भविष्य की सीमा सुरक्षा नीति को लेकर कई बड़े ऐलान किए। उन्होंने कहा कि मोदी सरकार अगले एक वर्ष के भीतर देश की सीमाओं पर “स्मार्ट बॉर्डर प्रोजेक्ट” लागू करेगी जिसके तहत ड्रोन, रडार, आधुनिक कैमरे, सेंसर, हाईटेक निगरानी प्रणाली और एडवांस टेक्नोलॉजी से लैस एक मजबूत सुरक्षा ग्रिड तैयार किया जाएगा।
अमित शाह ने स्पष्ट कहा कि अब केवल पारंपरिक सीमा सुरक्षा व्यवस्था से काम नहीं चलेगा क्योंकि दुश्मन देश और आतंकी नेटवर्क आधुनिक तकनीकों का उपयोग कर रहे हैं। ड्रोन के जरिए हथियार भेजना, नशे की तस्करी करना, सीमा पार निगरानी करना और छोटे मॉड्यूल के जरिए देश के भीतर अस्थिरता पैदा करना नई चुनौती बन चुका है। ऐसे में भारत को भी तकनीक आधारित जवाबी सुरक्षा ढांचा तैयार करना होगा।
उन्होंने कहा कि सरकार पाकिस्तान और बांग्लादेश सीमा को “अभेद्य” बनाने की दिशा में तेजी से काम कर रही है। स्मार्ट बॉर्डर प्रोजेक्ट लागू होने के बाद BSF की कार्यक्षमता कई गुना बढ़ जाएगी और सीमा क्षेत्रों में रियल टाइम निगरानी संभव हो सकेगी। इस प्रोजेक्ट के तहत भविष्य में ऐसी तकनीकी सुरक्षा दीवार तैयार करने की योजना है जो घुसपैठ, ड्रोन मूवमेंट और संदिग्ध गतिविधियों का तुरंत पता लगा सके।
“अब बातचीत का दौर खत्म”, अमित शाह ने दिया मोदी डॉक्ट्रिन का सबसे स्पष्ट संदेश
अपने भाषण के दौरान अमित शाह ने भारत की नई सुरक्षा नीति को लेकर बेहद कड़ा और स्पष्ट संदेश दिया। उन्होंने कहा कि अब वह दौर समाप्त हो चुका है जब आतंकवादी हमलों के बाद केवल बातचीत और बयानबाजी होती थी। उन्होंने उरी, पुलवामा और पहलगाम जैसी घटनाओं का उल्लेख करते हुए कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में भारत ने सर्जिकल स्ट्राइक, एयर स्ट्राइक और ऑपरेशन सिंदूर जैसे अभियानों के जरिए आतंकवाद के खिलाफ निर्णायक कार्रवाई की है।
अमित शाह ने कहा कि अब भारत की सुरक्षा नीति का मूल सिद्धांत यह है कि देश पर हमला करने वालों को उसी भाषा में जवाब दिया जाएगा। उन्होंने इसे “नई डिफेंस डॉक्ट्रिन” बताया जिसमें BSF की भूमिका अत्यंत महत्वपूर्ण है। यह बयान केवल राजनीतिक संदेश नहीं बल्कि पाकिस्तान और सीमा पार आतंकी नेटवर्क के लिए भी स्पष्ट चेतावनी माना जा रहा है।
उन्होंने कहा कि भारत अब आतंकवाद, घुसपैठ, नार्को नेटवर्क, फेक करेंसी और संगठित अपराध को अलग-अलग समस्या नहीं बल्कि एक संयुक्त राष्ट्रीय सुरक्षा चुनौती के रूप में देख रहा है। इसी कारण सीमा सुरक्षा को देश की आंतरिक सुरक्षा, इंटेलिजेंस नेटवर्क और तकनीकी निगरानी प्रणाली के साथ जोड़ा जा रहा है।
राजस्थान बॉर्डर तेजी से बन रहा भारत का सबसे संवेदनशील सुरक्षा क्षेत्र
समारोह के दौरान राजस्थान सीमा क्षेत्र का बार-बार उल्लेख होना इस बात का संकेत माना जा रहा है कि आने वाले समय में राजस्थान फ्रंटियर भारत की सुरक्षा रणनीति में और अधिक महत्वपूर्ण भूमिका निभाने वाला है। श्रीगंगानगर से लेकर जैसलमेर और रण क्षेत्र तक फैली भारत-पाक सीमा अब केवल रेगिस्तानी इलाका नहीं रह गई बल्कि यह आधुनिक सीमा युद्ध, निगरानी और घुसपैठ विरोधी अभियानों का प्रमुख केंद्र बनती जा रही है।
सुरक्षा एजेंसियों के अनुसार पाकिस्तान समर्थित नेटवर्क अब रेगिस्तानी मार्गों, दूरस्थ इलाकों और ड्रोन कॉरिडोर का इस्तेमाल करने की कोशिश कर रहे हैं। राजस्थान का विशाल और कठिन भूभाग सुरक्षा बलों के लिए हमेशा चुनौतीपूर्ण रहा है, लेकिन अब तकनीकी निगरानी और इंटेलिजेंस आधारित ऑपरेशन के जरिए इन चुनौतियों का मुकाबला किया जा रहा है।

उन्होंने BSF को निर्देश दिया कि वह त्रिपुरा, असम और पश्चिम बंगाल में स्थानीय प्रशासन, पुलिस, पंचायतों और जिला अधिकारियों के साथ समन्वय बढ़ाए ताकि घुसपैठ के रास्तों, नेटवर्क और तस्करी चैनलों को पूरी तरह खत्म किया जा सके। शाह ने कहा कि सीमा सुरक्षा को अब केवल फोर्स की जिम्मेदारी नहीं माना जा सकता बल्कि इसे राष्ट्रीय और क्षेत्रीय प्रशासनिक जिम्मेदारी के रूप में देखना होगा।
उन्होंने कहा कि वर्षों से जारी घुसपैठ को निर्णायक तरीके से रोकने का समय आ चुका है और इसके लिए मजबूत तकनीकी तथा प्रशासनिक ढांचा तैयार किया जाएगा।

अमित शाह ने अपने संबोधन में BSF के इतिहास और उसके संस्थापक पद्म विभूषण के.एफ. रुस्तमजी को भी याद किया। उन्होंने कहा कि 1965 के युद्ध के बाद भारत ने महसूस किया कि शांति काल में भी सीमा सुरक्षा के लिए एक समर्पित बल की आवश्यकता है। उसी सोच के तहत BSF की स्थापना हुई।
उन्होंने कहा कि केवल 25 बटालियन से शुरू हुई यह फोर्स आज लगभग 2.70 लाख जवानों के साथ दुनिया की सबसे बड़ी सीमा सुरक्षा बल बन चुकी है। BSF आज सियाचिन की बर्फीली चोटियों से लेकर राजस्थान के रेगिस्तान, कच्छ के रण, सुंदरबन के जंगलों और पूर्वोत्तर के कठिन नदी क्षेत्रों तक देश की सीमाओं की रक्षा कर रही है।
गृह मंत्री ने कहा कि BSF ने केवल सीमा सुरक्षा ही नहीं बल्कि राष्ट्रीय सुरक्षा के हर महत्वपूर्ण मोर्चे पर अपनी भूमिका साबित की है और आने वाले समय में इसकी जिम्मेदारियां और भी बढ़ने वाली हैं।
नार्को नेटवर्क और ड्रोन तस्करी के खिलाफ देशव्यापी अभियान की तैयारी
अमित Shah ने यह भी घोषणा की कि सरकार जल्द ही नशे और ड्रोन आधारित तस्करी के खिलाफ बड़ा राष्ट्रीय अभियान शुरू करेगी जिसमें BSF की भूमिका अत्यंत महत्वपूर्ण होगी। उन्होंने कहा कि सीमा पार से नशे की तस्करी केवल कानून व्यवस्था का मुद्दा नहीं बल्कि राष्ट्रीय सुरक्षा का विषय बन चुका है।
सुरक्षा एजेंसियों के अनुसार ड्रोन के जरिए हथियार, नकदी और नशे की खेप भेजने के प्रयास लगातार बढ़ रहे हैं। ऐसे नेटवर्क आतंकवाद और संगठित अपराध को आर्थिक समर्थन भी प्रदान करते हैं। इसी कारण सरकार अब नार्को नेटवर्क को राष्ट्रीय सुरक्षा के लिए बड़ा खतरा मानते हुए उसके खिलाफ बहुस्तरीय कार्रवाई की तैयारी कर रही है।
CAPF जवानों और परिवारों के लिए जल्द आएगा बड़ा वेलफेयर प्रोग्राम
गृह मंत्री ने यह भी कहा कि अगले दो महीनों के भीतर केंद्र सरकार सभी CAPF जवानों और उनके परिवारों के लिए एक बड़ा वेलफेयर प्रोग्राम लॉन्च करेगी। उन्होंने कहा कि BSF का 60वां वर्ष केवल स्मार्ट बॉर्डर निर्माण का वर्ष नहीं बल्कि जवानों के कल्याण को समर्पित वर्ष भी होगा।
उन्होंने माना कि सीमावर्ती क्षेत्रों में तैनात जवान अत्यधिक कठिन परिस्थितियों में ड्यूटी करते हैं और लंबे समय तक परिवारों से दूर रहते हैं। ऐसे में सरकार उनकी सुविधाओं, परिवारों के समर्थन, स्वास्थ्य सेवाओं और जीवन स्तर को बेहतर बनाने की दिशा में बड़े कदम उठाने जा रही है।

भारत जिस प्रकार ड्रोन वारफेयर, हाइब्रिड खतरे, साइबर चुनौतियों और सीमा पार आतंकी नेटवर्क का सामना कर रहा है, उसमें BSF जैसे बलों की भूमिका पहले से कहीं अधिक महत्वपूर्ण हो गई है। ऐसे समय में रविंद्र राठौड़ और उनकी टीम की कहानी यह दिखाती है कि सीमा पर तैनात जवान केवल सीमा की रक्षा नहीं कर रहे बल्कि वे भारत की नई सुरक्षा नीति की पहली रक्षा पंक्ति बन चुके हैं।
नई दिल्ली में हुआ यह समारोह अंततः केवल एक सम्मान कार्यक्रम नहीं बल्कि भारत की आने वाली सुरक्षा रणनीति का राष्ट्रीय संदेश बन गया — एक ऐसा संदेश जिसमें स्पष्ट कहा गया कि भारत अब तकनीक, आक्रामक सुरक्षा नीति और मजबूत सीमा रक्षा तंत्र के साथ भविष्य की चुनौतियों का सामना करने के लिए पूरी तरह तैयार है।
