Sapta Shakti Command Conducts ‘Exercise Prishth Rakshak’ to Strengthen Rear Area Security and Civil-Military Fusion

The Sapta Shakti Command of the Indian Army is undertaking a major operational preparedness exercise, ‘Exercise Prishth Rakshak – Rear Area Security’, from 27 to 30 July 2026, with a focus on strengthening security of vital national assets and enhancing coordination between military and civil authorities during multi-domain operations.

Being conducted by 61 Sub Area under the aegis of Sapta Shakti Command, the exercise represents an important component of the Indian Army’s continuing civil-military fusion and ‘Whole of Nation’ approach. The exercise is being conducted in close coordination with the civil administration and multiple government and emergency-response agencies with the objective of developing a coordinated framework for responding to potential threats to the nation’s rear areas and critical infrastructure.

The exercise is aimed at enhancing synergy, coordination and optimisation of military and state resources for safeguarding important national assets during contingencies. The initiative assumes significance in the backdrop of the changing character of warfare, where threats are no longer restricted to conventional military attacks and may emerge simultaneously across multiple domains.

Under the exercise, military establishments and formations under 61 Sub Area in Jaipur, Bharatpur, Alwar, Kota and Mathura are planning and conducting various practical activities in coordination with the civil administration and other stakeholders.

The focus is on developing a coordinated response mechanism for the protection of Lines of Communication (LoC) and other critical locations, safeguarding Vulnerable Areas and Vulnerable Points (VA/VPs), facilitating the movement of military convoys through designated green corridors, supporting casualty evacuation, traffic management and ensuring continuity of essential emergency services.

The exercise brings together a wide range of stakeholders, including the civil administration, police, State Disaster Response Force (SDRF), Civil Defence, health authorities, fire services, Public Works Department (PWD), National Cadet Corps (NCC) and other agencies involved in emergency management and protection of critical infrastructure.

The participation of multiple agencies is aimed at ensuring that military and civilian resources can work together effectively during a crisis. The exercise seeks to move beyond a conventional military response framework and establish a comprehensive mechanism in which every relevant instrument of national power can contribute according to its capabilities.

A major component of Exercise Prishth Rakshak is the establishment of Joint Control Centres at Station Headquarters. These centres are planned to function as coordination nodes for joint responses against likely threats during multi-domain operations.

The Joint Control Centres will facilitate coordination among military formations, civil authorities, police and emergency-response agencies, enabling a faster and more integrated response to emerging situations. Such mechanisms are particularly important during complex contingencies where the nature of a threat may evolve rapidly and require simultaneous action by several agencies.

One of the key focus areas of the exercise is preparedness against Counter-Unmanned Aircraft System (C-UAS) threats. The increasing proliferation of unmanned aerial systems has added a new dimension to security challenges, particularly around military installations, strategic infrastructure and other sensitive locations.

The inclusion of C-UAS preparedness in the exercise reflects the growing importance of protecting critical assets from potential threats posed by unmanned systems. The exercise provides an opportunity for military and civil stakeholders to understand their respective responsibilities and strengthen coordination for an integrated response.

The exercise is also focused on the security of Lines of Communication, which are essential for the movement of troops, equipment, supplies and emergency resources. Ensuring the availability and security of these routes is critical during any major contingency, particularly when military convoys need to move rapidly between locations.

The planned establishment of green corridors for the movement of military convoys is aimed at ensuring that critical military movements can take place without unnecessary delays while maintaining effective coordination with local civil and traffic authorities.

Traffic management is another important component of the exercise. In a contingency situation, large-scale movement of military vehicles, emergency responders and civilian traffic can create significant challenges. Coordinated traffic management mechanisms can therefore help prevent congestion, facilitate emergency movement and ensure uninterrupted access to strategically important locations.

The exercise also incorporates casualty evacuation and emergency medical response, with health authorities being integrated into the broader coordination framework. The objective is to ensure that emergency medical support can be rapidly mobilised and coordinated in the event of casualties during a crisis.

Similarly, coordination with fire services, SDRF and Civil Defence is aimed at enhancing preparedness for incidents such as accidents, fires, natural or man-made disasters and other emergencies that may occur simultaneously with security-related contingencies.

The involvement of the PWD also highlights the importance of infrastructure preparedness during emergencies. Roads, bridges, public infrastructure and other essential facilities can become critical components of operational response during contingencies, making coordination between military authorities and civil agencies essential.

The participation of NCC and other stakeholders further broadens the scope of the Whole of Nation approach by creating greater awareness and coordination among organisations that may have important roles to play during national emergencies.

The exercise is not limited to rehearsing individual responses. Instead, its broader objective is to orient all stakeholders towards the likely threats that could emerge during multi-domain operations and develop a common understanding of responsibilities, coordination mechanisms and response procedures.

Modern conflict scenarios can involve multiple simultaneous challenges, including physical attacks, disruption of communication and transportation networks, unmanned aerial threats, emergencies affecting critical infrastructure and other forms of disruption. Such situations require a response that is integrated rather than fragmented.

Exercise Prishth Rakshak therefore seeks to strengthen the ability of military and civilian agencies to work together as a unified response mechanism. By bringing different stakeholders together, the exercise enables them to identify gaps in coordination, understand operational requirements and improve their ability to respond collectively.

The exercise also reinforces the importance of optimally employing the best-suited instrument of national power against a particular threat. Instead of relying exclusively on military resources, the Whole of Nation approach seeks to ensure that the agency best positioned to address a specific challenge can contribute its expertise and resources while remaining integrated within a wider response framework.

For the Indian Army, such exercises are particularly important because rear areas are critical to sustaining military operations. While frontline formations remain focused on operational tasks, rear-area security ensures the continued functioning of logistics, communications, transportation, medical support, infrastructure and other essential systems.

The security of rear areas therefore has a direct bearing on the operational effectiveness of frontline forces. Any disruption to critical infrastructure or lines of communication can have wider consequences for military preparedness and national resilience.

Against this backdrop, Exercise Prishth Rakshak provides an important platform for strengthening the preparedness of 61 Sub Area and associated military establishments while simultaneously improving coordination with the civil administration.

The exercise also demonstrates the importance of preparedness before a crisis occurs. Effective civil-military coordination cannot be developed overnight during an emergency. It requires prior planning, communication, identification of responsibilities, joint rehearsals and an understanding of each stakeholder’s capabilities.

Through Exercise Prishth Rakshak, these elements are being brought together in a practical operational environment.

The exercise is being conducted across Jaipur, Bharatpur, Alwar, Kota and Mathura, creating an opportunity to test coordination mechanisms across multiple locations and operational environments. This geographical spread is also significant because rear-area security requires coordination across different military stations and civil jurisdictions.

The exercise ultimately seeks to create a more responsive, resilient and integrated security architecture capable of dealing with emerging threats during multi-domain operations.

The initiative underlines the continuing emphasis of Sapta Shakti Command on operational preparedness, civil-military fusion and the effective utilisation of national resources. By integrating military capabilities with the resources and expertise of civil agencies, Exercise Prishth Rakshak aims to enhance the country’s ability to protect critical national assets and maintain essential services during complex contingencies.

The exercise also sends a broader message that preparedness for modern conflict is not restricted to the battlefield alone. Security of infrastructure, movement corridors, emergency services, communication networks and critical installations can be equally important in determining the resilience of a nation during a crisis.

With the participation of military formations, civil administration, police, SDRF, Civil Defence, health departments, fire services, PWD, NCC and other stakeholders, Exercise Prishth Rakshak represents a comprehensive effort towards building a coordinated response framework.

The exercise is expected to further strengthen inter-agency synergy, operational awareness and joint response capabilities, while preparing stakeholders to deal with the complex and evolving challenges associated with multi-domain operations.

At its core, the exercise reflects the philosophy of a Whole of Nation approach—where the military, civil administration and various instruments of national power work together to protect national assets, maintain essential services and respond effectively to emerging threats.


‘एक्सरसाइज पृष्ठ रक्षक’ के जरिए सप्त शक्ति कमांड की बड़ी तैयारी, रियर एरिया सिक्योरिटी और सिविल-मिलिट्री फ्यूजन पर जोर

भारतीय सेना की सप्त शक्ति कमांड ने बदलते युद्धक्षेत्र और मल्टी-डोमेन ऑपरेशंस से जुड़ी संभावित चुनौतियों के बीच अपनी ऑपरेशनल तैयारियों को और मजबूत करने के लिए एक महत्वपूर्ण अभ्यास शुरू किया है। ‘एक्सरसाइज पृष्ठ रक्षक – रियर एरिया सिक्योरिटी’ का आयोजन 27 से 30 जुलाई 2026 तक किया जा रहा है। इस अभ्यास का मुख्य उद्देश्य महत्वपूर्ण राष्ट्रीय परिसंपत्तियों की सुरक्षा को मजबूत करना, सैन्य और नागरिक एजेंसियों के बीच बेहतर तालमेल स्थापित करना तथा किसी भी बहु-क्षेत्रीय खतरे की स्थिति में संयुक्त प्रतिक्रिया क्षमता को मजबूत करना है।

सप्त शक्ति कमांड के तत्वावधान में 61 सब एरिया द्वारा आयोजित यह अभ्यास भारतीय सेना के Civil-Military Fusion और ‘Whole of Nation’ Approach का महत्वपूर्ण हिस्सा है। अभ्यास के दौरान सैन्य संस्थानों और नागरिक प्रशासन के बीच समन्वय को व्यावहारिक स्तर पर परखा जा रहा है, ताकि किसी भी आपातकालीन या सुरक्षा संबंधी स्थिति में उपलब्ध सैन्य और राज्य संसाधनों का सबसे प्रभावी तरीके से इस्तेमाल किया जा सके।

वर्तमान समय में युद्ध का स्वरूप तेजी से बदल रहा है। संभावित खतरे अब केवल पारंपरिक जमीनी या सैन्य हमलों तक सीमित नहीं हैं। एक साथ कई डोमेन में चुनौतियां पैदा हो सकती हैं। महत्वपूर्ण बुनियादी ढांचे, संचार व्यवस्था, परिवहन नेटवर्क, सैन्य प्रतिष्ठानों, लॉजिस्टिक सिस्टम और अन्य राष्ट्रीय परिसंपत्तियों को प्रभावित करने वाली परिस्थितियां एक जटिल सुरक्षा चुनौती पैदा कर सकती हैं।

ऐसे में रियर एरिया सिक्योरिटी का महत्व बेहद बढ़ जाता है। फ्रंटलाइन पर तैनात सैनिकों की ऑपरेशनल क्षमता तभी प्रभावी रह सकती है, जब पीछे के क्षेत्रों में सैन्य लॉजिस्टिक्स, संचार, परिवहन, चिकित्सा सहायता, महत्वपूर्ण बुनियादी ढांचे और आवाजाही की व्यवस्था सुरक्षित और निर्बाध बनी रहे।

इसी उद्देश्य को ध्यान में रखते हुए जयपुर, भरतपुर, अलवर, कोटा और मथुरा में 61 सब एरिया के अंतर्गत आने वाले सैन्य प्रतिष्ठानों द्वारा नागरिक प्रशासन और अन्य संबंधित एजेंसियों के साथ मिलकर विभिन्न गतिविधियों और प्रैक्टिकल रिहर्सल का आयोजन किया जा रहा है।

अभ्यास के दौरान Lines of Communication (LoC) की सुरक्षा, Vulnerable Areas और Vulnerable Points (VA/VP) की सुरक्षा, सैन्य काफिलों की आवाजाही के लिए Green Corridor की स्थापना, Casualty Evacuation, ट्रैफिक मैनेजमेंट और आपातकालीन सेवाओं को सुचारू बनाए रखने जैसे महत्वपूर्ण पहलुओं पर ध्यान केंद्रित किया जा रहा है।

इस पूरे अभ्यास में केवल सैन्य संस्थान ही शामिल नहीं हैं, बल्कि सिविल प्रशासन, पुलिस, State Disaster Response Force (SDRF), Civil Defence, Health Department, Fire Services, Public Works Department (PWD), National Cadet Corps (NCC) और अन्य संबंधित हितधारक भी सक्रिय रूप से समन्वय कर रहे हैं।

इसका उद्देश्य एक ऐसी संयुक्त व्यवस्था विकसित करना है जिसमें किसी भी बड़े संकट के दौरान अलग-अलग एजेंसियां अपने-अपने संसाधनों और विशेषज्ञता का इस्तेमाल करते हुए एक साझा कमांड और रिस्पॉन्स फ्रेमवर्क के तहत काम कर सकें।

एक्सरसाइज पृष्ठ रक्षक का एक महत्वपूर्ण हिस्सा Station Headquarters पर Joint Control Centres की स्थापना है। इन Joint Control Centres के माध्यम से सैन्य और नागरिक एजेंसियों के बीच तेजी से सूचना साझा करने, खतरे का आकलन करने और संयुक्त प्रतिक्रिया को बेहतर बनाने की दिशा में काम किया जा रहा है।

मल्टी-डोमेन ऑपरेशंस के दौरान संभावित खतरों के खिलाफ संयुक्त प्रतिक्रिया को भी इन केंद्रों के माध्यम से परखा जा रहा है। इसमें विशेष रूप से Counter-Unmanned Aircraft System (C-UAS) से जुड़ी संभावित चुनौतियों को भी शामिल किया गया है।

ड्रोन और अन्य Unmanned Aerial Systems के तेजी से बढ़ते इस्तेमाल ने सुरक्षा व्यवस्था के सामने एक नई चुनौती खड़ी की है। सैन्य प्रतिष्ठानों, महत्वपूर्ण बुनियादी ढांचे और संवेदनशील क्षेत्रों के आसपास अनधिकृत या शत्रुतापूर्ण ड्रोन गतिविधियों से निपटने के लिए समय पर पहचान, सूचना साझा करने और समन्वित प्रतिक्रिया बेहद महत्वपूर्ण हो गई है।

इसी वजह से अभ्यास में C-UAS preparedness को शामिल करना भविष्य के युद्धक्षेत्र की बदलती जरूरतों के अनुरूप एक महत्वपूर्ण कदम माना जा रहा है। इससे सैन्य और नागरिक हितधारकों को संभावित खतरे की स्थिति में अपनी भूमिका और जिम्मेदारियों को बेहतर तरीके से समझने तथा संयुक्त प्रतिक्रिया तंत्र को मजबूत करने का अवसर मिलता है।

अभ्यास में Lines of Communication की सुरक्षा पर भी विशेष ध्यान दिया जा रहा है। सैन्य अभियानों के दौरान सैनिकों, उपकरणों, रसद और आवश्यक संसाधनों की तेज आवाजाही के लिए सड़क और अन्य संपर्क मार्ग बेहद महत्वपूर्ण होते हैं। इन मार्गों में किसी भी तरह का व्यवधान सैन्य तैयारियों और ऑपरेशनल प्रतिक्रिया को प्रभावित कर सकता है।

इसी के तहत सैन्य काफिलों की निर्बाध और तेज आवाजाही के लिए Green Corridors तैयार करने की प्रैक्टिस की जा रही है। इसमें सैन्य और नागरिक ट्रैफिक अधिकारियों के बीच बेहतर तालमेल सुनिश्चित करना अहम होगा, ताकि आवश्यकता पड़ने पर सैन्य काफिलों को प्राथमिकता के साथ सुरक्षित और तेजी से आगे बढ़ाया जा सके।

Traffic Management भी इस अभ्यास का एक महत्वपूर्ण हिस्सा है। किसी बड़े संकट के दौरान सैन्य वाहनों, इमरजेंसी सर्विसेज और आम नागरिकों की आवाजाही एक साथ बढ़ सकती है। ऐसे में ट्रैफिक व्यवस्था को प्रभावी तरीके से नियंत्रित करना और आपातकालीन सेवाओं के लिए रास्ते खुले रखना बेहद जरूरी हो जाता है।

अभ्यास में Casualty Evacuation और Emergency Medical Response की तैयारी को भी शामिल किया गया है। स्वास्थ्य विभाग के साथ समन्वय के जरिए किसी भी आपात स्थिति में घायलों को तेजी से चिकित्सा सहायता उपलब्ध कराने और आवश्यकता पड़ने पर उन्हें सुरक्षित स्थान तक पहुंचाने की क्षमता को मजबूत करने का प्रयास किया जा रहा है।

इसी तरह Fire Services, SDRF और Civil Defence की भागीदारी यह सुनिश्चित करने की दिशा में महत्वपूर्ण है कि किसी सुरक्षा संकट के साथ अगर आग, दुर्घटना, प्राकृतिक आपदा या अन्य आपातकालीन परिस्थिति पैदा होती है, तो सभी एजेंसियां एक साथ और समन्वित तरीके से प्रतिक्रिया दे सकें।

PWD की भागीदारी भी महत्वपूर्ण है, क्योंकि किसी भी बड़े ऑपरेशनल या आपातकालीन परिदृश्य में सड़क, पुल और अन्य महत्वपूर्ण बुनियादी ढांचे की उपलब्धता और स्थिति का सीधा प्रभाव प्रतिक्रिया क्षमता पर पड़ता है। सैन्य और नागरिक एजेंसियों के बीच इस स्तर का समन्वय संकट के दौरान महत्वपूर्ण बुनियादी ढांचे को तेजी से बहाल करने में भी मददगार हो सकता है।

अभ्यास में NCC और अन्य हितधारकों की भागीदारी Whole of Nation Approach को और व्यापक बनाती है। इसका उद्देश्य राष्ट्रीय आपातकालीन परिस्थितियों में विभिन्न संगठनों की संभावित भूमिका और क्षमताओं को एक साझा सुरक्षा ढांचे से जोड़ना है।

एक्सरसाइज पृष्ठ रक्षक केवल एक सैन्य अभ्यास नहीं है, बल्कि इसका व्यापक उद्देश्य सभी हितधारकों को मल्टी-डोमेन ऑपरेशंस के दौरान उत्पन्न होने वाले संभावित खतरों के प्रति उन्मुख करना और एक संयुक्त प्रतिक्रिया तंत्र तैयार करना है।

आधुनिक संघर्ष की स्थिति में एक साथ कई तरह की चुनौतियां सामने आ सकती हैं। महत्वपूर्ण बुनियादी ढांचे को नुकसान, ड्रोन आधारित खतरे, परिवहन व्यवस्था में व्यवधान, संचार नेटवर्क प्रभावित होना और बड़े पैमाने पर आपातकालीन स्थिति जैसी घटनाओं से निपटने के लिए केवल एक एजेंसी की क्षमता पर्याप्त नहीं हो सकती।

यही वजह है कि Exercise Prishth Rakshak में विभिन्न एजेंसियों को एक साझा प्रतिक्रिया प्रणाली के तहत काम करने की तैयारी कराई जा रही है। इस दौरान संभावित कमियों की पहचान, जिम्मेदारियों का निर्धारण, आपसी संचार व्यवस्था और प्रतिक्रिया प्रक्रिया को बेहतर बनाने पर ध्यान दिया जा रहा है।

अभ्यास का एक महत्वपूर्ण उद्देश्य यह भी है कि किसी खास खतरे के खिलाफ सबसे उपयुक्त ‘Instrument of Power’ का अधिकतम और प्रभावी इस्तेमाल किया जा सके। यानी प्रत्येक चुनौती का जवाब केवल सैन्य संसाधनों के माध्यम से देने के बजाय उस एजेंसी की विशेषज्ञता और क्षमता का उपयोग किया जाए जो उस विशेष स्थिति से निपटने के लिए सबसे बेहतर स्थिति में हो।

यह Whole of Nation Approach की मूल भावना के अनुरूप है, जहां सेना, पुलिस, प्रशासन, आपदा प्रबंधन एजेंसियां, स्वास्थ्य सेवाएं और अन्य सरकारी संस्थान एक साझा उद्देश्य के लिए अपनी क्षमताओं को एकीकृत करते हैं।

रियर एरिया की सुरक्षा इसलिए भी महत्वपूर्ण है क्योंकि यह सीधे तौर पर फ्रंटलाइन पर तैनात सैन्य बलों की ऑपरेशनल क्षमता से जुड़ी होती है। सैनिकों तक रसद पहुंचाना, सैन्य काफिलों की आवाजाही, संचार व्यवस्था, चिकित्सा सहायता और महत्वपूर्ण सैन्य प्रतिष्ठानों की सुरक्षा—इन सभी की निरंतरता ऑपरेशनल सफलता के लिए आवश्यक है।

किसी भी बड़े संघर्ष या संकट की स्थिति में यदि रियर एरिया में व्यवधान पैदा होता है, तो उसका असर आगे तैनात सैन्य बलों की क्षमता पर भी पड़ सकता है। इसलिए Rear Area Security को व्यापक राष्ट्रीय सुरक्षा ढांचे का महत्वपूर्ण हिस्सा माना जा रहा है।

जयपुर, भरतपुर, अलवर, कोटा और मथुरा जैसे विभिन्न स्थानों पर आयोजित यह अभ्यास अलग-अलग क्षेत्रों में सैन्य और नागरिक एजेंसियों के बीच समन्वय की क्षमता को परखने का अवसर प्रदान कर रहा है। इससे विभिन्न सैन्य स्टेशनों और संबंधित नागरिक प्रशासन के बीच संयुक्त प्रतिक्रिया प्रणाली को और मजबूत करने में मदद मिलेगी।

अभ्यास का एक बड़ा उद्देश्य यह सुनिश्चित करना है कि संकट आने के बाद समन्वय शुरू करने के बजाय पहले से ही संयुक्त योजना, संचार चैनल, जिम्मेदारियां और प्रतिक्रिया तंत्र स्पष्ट हों। किसी भी बड़ी आपात स्थिति में समय सबसे महत्वपूर्ण संसाधनों में से एक होता है और पूर्व-निर्धारित प्रक्रियाएं प्रतिक्रिया की गति को बेहतर कर सकती हैं।

सप्त शक्ति कमांड और 61 सब एरिया द्वारा आयोजित यह अभ्यास इसी दिशा में एक महत्वपूर्ण कदम है। यह सैन्य तैयारियों को मजबूत करने के साथ-साथ नागरिक प्रशासन और अन्य एजेंसियों के साथ बेहतर तालमेल स्थापित करने की दिशा में भी महत्वपूर्ण योगदान देता है।

कुल मिलाकर, Exercise Prishth Rakshak – Rear Area Security भारत की बदलती सुरक्षा आवश्यकताओं और भविष्य के मल्टी-डोमेन युद्धक्षेत्र के लिए तैयारियों को दर्शाता है। अभ्यास में सैन्य बलों के साथ पुलिस, प्रशासन, SDRF, Civil Defence, Health Department, Fire Services, PWD, NCC और अन्य हितधारकों की भागीदारी यह दिखाती है कि आधुनिक राष्ट्रीय सुरक्षा केवल सीमाओं पर सैन्य तैनाती तक सीमित नहीं है।

महत्वपूर्ण राष्ट्रीय परिसंपत्तियों की सुरक्षा, रियर एरिया की मजबूती, लॉजिस्टिक और कम्युनिकेशन नेटवर्क की सुरक्षा, सैन्य काफिलों की निर्बाध आवाजाही, आपातकालीन सेवाओं की उपलब्धता और ड्रोन जैसे नए खतरों के खिलाफ संयुक्त प्रतिक्रिया—ये सभी आधुनिक सुरक्षा व्यवस्था के अहम हिस्से बन चुके हैं।

Exercise Prishth Rakshak इसी व्यापक सोच को आगे बढ़ाता है। इसका उद्देश्य सैन्य और नागरिक संसाधनों का बेहतर इस्तेमाल करते हुए एक ऐसा मजबूत, एकीकृत और त्वरित प्रतिक्रिया तंत्र तैयार करना है, जो मल्टी-डोमेन ऑपरेशंस के दौरान उभरने वाली जटिल चुनौतियों का प्रभावी तरीके से सामना कर सके।
