SPEECH HON’BLE RRM – INTERNATIONAL PARADE – MILAN 24

Distinguished guests, esteemed colleagues, and the vibrant people of Visakhapatnam! Namaskaram!

Visakhapatnam, aptly christened the “City of Destiny”, isn’t just a significant port city; it is a living symphony of our Nation’s past, present, and future. Where modernity hums with an undeniable energy, it is here that the whispers of Bharat’s 5,000-year-old civilization intertwine with the aspirations of a resurgent 77-year-young India.

Blessed by Lord Varuna with a natural harbour, Visakhapatnam has pulsed with the lifeblood of trade and cultural exchange, serving as India’s vital link to Southeast and East Asia. In the 2nd century, the visionary Satavahana kings recognised this potential and actively fostered vibrant exchanges with the distant islands of Katah, Karapura, Suvarna, and beyond. Their legacy continues as ships and delegates from these countries are here today to celebrate MILAN 2024!

The Indian Navy has honoured these Deccan rulers by proudly commissioning INS Satavahana, a training base in the heart of Visakhapatnam.

I am sure that some of you would have witnessed a remarkable sight while navigating Visakhapatnam harbour – three distinct structures standing in perfect harmony: a Mosque, a Church, and a Temple. This powerful tableau transcends their individual significance, becoming a living example of India’s cherished motto – “Unity in Diversity”, and our world view of Vasudhaiva Kutumbukam – One Earth, One Family, One Future.

Just north-west to where we stand, the old and sacred Simhachalam temple exudes this spirit. And, to the North, Thotlakonda, a 2,000-year-old Hinayana Buddhist complex – stands at the crossroads of land and sea. This complex became a bridge, transporting the essence of Buddhism across the waves. Its influence bloomed in Sri Lanka, Southeast and East Asia, creating a tapestry of rich spiritual traditions. Very few would know that this hidden treasure was unearthed during an aerial survey by the Indian Navy.

The harmonious co-existence of these places of maritime heritage speaks volumes about Visakhapatnam’s long history of embracing cultural exchange. But Visakhapatnam is not merely a reflection of our past; it is a city resolutely striding into the future.

Beach Road and the Ramakrishna Beach, our path for the City Parade today, bear testimony to our modern naval history. On one side stands the 1971 Victory at Sea Memorial, as a reminder of the sacrifices made and the unwavering service rendered to secure our maritime domain. On the other, the Sea Harrier, the mighty TU, and the submarine Kursura epitomise the Indian Navy as a three-dimensional Blue Water Force. On the horizon, our Eastern Fleet ships anchor majestically, forming a breathtaking backdrop – showcasing our goal of a ‘free, open, inclusive and rules-based’ Indo-Pacific.

Here, on the shores of destiny, amidst the ocean’s roar and the spirit of collaboration, Visakhapatnam and the Indian Navy stand together. The world will always remember the resilience of this city and the response by the Indian Navy, in the face of Cyclone Hudhud, showcasing our collective strength and spirit. I, personally, will never forget the unwavering resolve and contributions by the citizens of this city, that made Visakhapatnam ready to host its first International Fleet Review, within 18 months of the Cyclone wreaking havoc in the city.

The intertwined histories of Visakhapatnam and Indian Navy mirror each other – one, a maritime city of yore, rising from the sands, to become a bustling hub of progress, and the other, a maritime force with age-old traditions, transforming into a Combat-Ready, Credible, Cohesive and Future Proof Navy. Both represent a young, resilient and resurgent India, with the future etched in aspiration and ambition.

Visakhapatnam is all about culture, cuisine and coastline – and MILAN adds conversations to this fascinating confluence. The ‘City of Destiny’ and ‘the Sunrise Command of the Indian Navy’, welcome our friends and partners to this grand maritime congregation. As we march together today, we are actually forging a collective path to prosperity.

Hosting MILAN 24 is not just about getting together with friendly nations; it’s about our shared goal of safe, secure, and stable seas. Today is more than a march; it’s a celebration of Camaraderie, Cohesion, Collaboration, with the seamless synergy of the spirit of Visakhapatnam. It’s a true “MILAN of minds,” where we will forge memories that will echo through time.

And to the participants of this City Parade – the marching contingents, the vibrant children, the talented cultural troupes, and the rousing bands – you are the heart and soul of this celebration. Your dedication, your energy, and your diverse expressions will showcase heritage and modernity coming together in vibrant harmony. You will truly represent the spirit of your great nations and collectively of a peaceful world – brimming with possibilities for the future. Let your steps resonate with unity, your performances reflect the rich tapestry of shared culture, and your music unites our hearts in a shared rhythm of celebration.

Today, we will also witness the power that protects this harmony – a conflux of combat and culture. As the Operational Demonstration by the Marine Commandos unfolds, their precision and valour will inspire awe, and the Fly Past by naval aircraft will paint the sky with a message of unwavering collective resolve.

Before I conclude, I would like to express my sincerest gratitude to the Government of Andhra Pradesh, the city administration, and the warm-hearted people of Visakhapatnam. Your hospitality and support are invaluable. Dhanyavadalu!

Let the drums beat, let the flags fly high, and let this parade be a clarion call to unity, a promise whispered in the wind, carried by the waves, heard by all. Together, we rise!
